Some residents of Bolgatanga Municipality and Bongo District of the Upper East Region have lauded their representatives in Parliament following the action they claimed their MP took on their behalf during the Monday E-Levy debate. According to the minority in Parliament, the introduction of the E-Levy would disproportionately affect lower-income people and those outside the formal banking system who relied heavily on mobile money transfers, reducing overall economic activity. However, the disagreement was further triggered by the absence of the speaker, Mr. Alban Bagbin even as the house finance committee tabled the motion. The speaker had delegated his deputy to take over the house proceeding following his absence on Monday afternoon. The opposition members were irritated when the deputy speaker stood to vote on the E-levy tax. Member of Parliament for Bolgatanga Central and Deputy Ranking Member on the Finance Committee in Parliament Isaac Adongo has fired back at Finance Minister Ken Ofori-Atta over the controversial E-levy proposal by the government. The Minister indicated that the government is still engaging stakeholders on the said tax to arrive at their final decision on the levy has been deemed as a mere political tactic which has no intention to adhere to the call by Ghanaians for the tax to be reduced. He accused the Minister of engaging in hiding and seeking on the issue and does not need the Minority caucus in Parliament before he heeds to the call of Ghanaians for a reduction. “Beyond the Minority, what does he have for the good people of Ghana? The country is not split into Minority and Majority. You don’t need the Minority before determining what is appropriate for the people of Ghana,” he said, noting that the government must listen to the concerns of Ghanaians and address them without deferring them to consultations with the Minority. The Finance Minister during a media briefing said the government will continue its engagements with the Minority caucus in the legislature and other stakeholders to get the proposed e-levy approved. “Having regard to its serious fiscal implications, we will continue our consultation with the Minority caucus in Parliament and other relevant stakeholders with the view to achieving consensus and reverting to the house in the shortest possible time,” the Minister stressed. He reiterated that the government will ensure that it will curb the issue of evading the payment of the tax. Despite assurances from the Minister, Mr Adongo appears not to be convinced that the government would change its position on the planned introduction of the 1.75% E-levy. He also accused Ofori-Atta of being disingenuous on the matter and causing a decline in the quality of democracy in Ghana. “Clearly they don’t’ want to move an inch from the E-levy. The Minister for Finance should be telling the people of Ghana what they have on the table. This hide-and-seek is an affront to democracy and an insult to Ghanaians. Don’t’ hide behind so-called negotiation. If it would have yielded any fruit, after two weeks you should have had results,” he said. “Clearly this is a man that is not being honest with us. Bolgatanga Central Constituency Member of Parliament (MP) Isaac Adongo has visited a vulnerable widow and her two physically challenged daughters in Atulbabisi community of his constituency with foodstuffs and a cash amount of Two Thousand Ghana Cedis. Apexnewsgh.com reports Speaking during the short donation exercise, Mr. Adongo noted, that his friend Ngamegbulam Chidozie Stephen of (Apexnews Gh) has drawn his attention to the family predicaments and suffering whiles he was far away in Accra, as he promised to come to the family aide when next he visits home.  However, as part of his birthday anniversary today Tuesday, October 12, 2021, Mr. Adongo said, with all God’s marvelous work upon his life, he is convinced that there is no other way to thank and appreciate God for his kindness towards him, than supporting the vulnerable. Mr. Adongo who appeared very emotional when he met with the vulnerable family, described the scene as a ‘difficult moment’. He appreciated their widow mother for the love and care she has shown towards her two physically challenged children despite their conditions, as he prayed for God’s blessings and encouragement towards her sacrifice. “We all know that this is a very difficult moment, we all could be in this situation but when God has blessed us and we can walk and fight and fend for ourselves, we must always remember that not everybody is fortunate. And these kids, is not by choice they are in the situation they are, but they must live life to the full and God knows why he chose this humble mother to take care of these children. She is taking care of these children for humanity and it is for us to encourage her and support her so that she can give these kids as much fulfilling life as she can. Meanwhile, Mr. Adongo said, his initial plan when he had not seen the two physically challenged sisters, was to find a way to train them to take up a trade but was later informed by Chidozie that their condition won’t allow them. He pledged, to continue supporting the family with stipends and once a while replenished the foodstuffs to enable them to live a better life. “Originally our thought when I hadn’t seen them, was to find a way to train them to take up a trade. But yesterday my good friend made me understand that is a bit difficult to achieve that end. So we have to continue to provide this support and this is not going to be the last time. My hope is to be able to continue to provide the stipend and once a while replenished the foodstuff for them so that they can also live a better life. That’s the reality of life, is not everybody who was fortunate. But it tells you and i, how fortunate we are and we must always thank God that we were given some attribute that allows us to do the work that we do and to go out and look for shelter, food and everything for ourselves not because we are special, is because God just have on us and I have a difficulty looking at these kids …. The Member of Parliament for the people of Bolgatanga Central Constituency and a member of finance committee Isaac Adongo has responded to the Vice President Dr. Bawumia after his TESCON program with the students of the University of Cape Coast. According to Dr. Bawumia, “When the NDC was in government, way before they took us to HIPC, they had mismanaged the debt level, such that we had very high inflation, high exchange rate depreciation, very high-interest rate, and low growth, that was the legacy they left” He concluded. However, Mr. Adongo in his response told Dr. Bawumia to stop the naivety and classical economic theories. Because he has mismanaged Ghana into a debt trap, high fiscal risks, external Vulnerabilities and extreme hardships. Below is the full response from Mr. Isaac Adongo to Dr. Mahamudu Bawumia: Stop The Naivety and Classical Economic Theories. You have obviously mismanaged Ghana into A Debt Trap, High Fiscal Risks, external Vulnerabilities and Extreme Hardships. I have watched a video of Dr Mahmoud Bawumia at a TESCON Program at UCC trying so hard in an absurd manner to justify the mess he has run Ghana’s Economy into, in a similar fashion to his ill-fated attempt to run away from his technically deficient analysis of exchange rates developments and the fundamentals of the economy. Is it not this same man who once said ‘If you are in doubt, look to the exchange rate’? And that, ‘if the fundamentals of your economy are weak, the exchange rate will expose you’? We can all now see how the exchange rate has badly exposed Dr. Mahmoud Bawumia.  Under Dr. Bawumia, the exchange rate was all over the place before it was rescued by Covid-19, with the dollar even breaking jail and Bawumia PhD made an unsuccessful u-turn with his warped logic concept. In the video gone viral, Dr Bawumia is heard admitting that the public debt is high though  at high risk of debt distress but he then sought to imply that if you borrow unsustainably as they have done, it is prudent debt management and that leads to; Low inflation. Low interest rates Stable currency. Economic growth Improvements in standard of living of Ghanaians. Dr. Bawumia is so naive. Will he use inflation and exchange rate to pay for the debt? I am at pains to see how unsustainable debt levels that pose high risks of default could achieve any of those variables he listed above . Real practice over the last couple of years, has exposed Dr Bawumia’s lack of appreciation and technical deficiency in risk-based public debt management. Hence his consistent recourse to rate of debt accumulation and debt to GDP, even though important, are intermediate variables to measure the performance of risk-based debt management. Dr Bawumia is cunningly misleading people to engage in a less important variable of debt sustainability and risks of debt dynamics to the neglect of major drivers of quality of public debt and their impact on debt sustainability, fiscal risks and external vulnerabilities. For example, what is the relevance to debt sustainability and fiscal risk if you claim that the NDC recorded 200% debt accumulation and NPP 60% rate of accumulation but the NDC only used 56% of tax revenue to service that debt with 44% fiscal space to fund the budget whilst the NPP with less rate of accumulation uses 91% of tax revenues to service public debt with only 9% left to fund the budget as in 2021. It is important to underscore that, even the 91% debt service excludes for 2021; The suspended interest payments by some official creditors as part of covid-19 relief to Ghana. It also does not include the deferred interest payments on the zero coupon bonds. Which of these two economies is healthier; the one with 56% debt service but with a higher rate of accumulation or the one with 91% with lower rate of accumulation? Ironically, as the reality of how his naivity and technically flawed analysis has led us, Dr Bawumia is now finding succour in inflation and other variables to throw dust into our eyes. If Dr Bawumia has forgotten, he needs to be reminded of a few of his technically deficient understanding of the workings of major economic drivers. Viz; “Mallam-Atta Market inflation”. This is where Dr. Bawumia used just one or two markets and prices of less than 1% of the total basket of goods normally used by GSS to calculate inflation, to extrapolate for the entire country. Which serious economist does that? Even though it is trite knowledge that, no currency can depreciate beyond 100%, Dr. Bawumia, while in opposition, used faulty “Rate of Change” method to calculate Ghana’s currency depreciation and got some 200%. Any competent economist should have known that he got it wrong. But he didn’t even notice his technical deficiency. Ironically, he still had confidence to send the same cedi to the market to buy tomatoes and onions for Hajia Samira to prepare okro soup for him. Dr. Bawumia attributed exchange rate movements to the fundamentals of the economy without due consideration for exogenous shocks. When Covid-19 struck, forex demand pressures reduced significantly because Ghanaians we’re not importing due to lockdown etc, leading to relatively lower demand for the dollar. The exchange rate became stable as a result and Dr Bawumia attributed this Covid-19 induced stability to what he described as prudent economic management but dishonestly refuses to accept that the same prudent economic management should be blamed for the 0.4% growth of the economy in 2020. This is the height of dishonesty. I am extremely worried that Dr. Bawumia does not think about how our children are going to pay for his mess and the economic implications of the unsustainable debt burden on the public purse, crowding out of fiscal space to fund badly needed infrastructure and the hardships on Ghanaians that will result from the difficult fiscal corrections that will have to be made to bring the country to debt sustainability. Member of Parliament for Bolgatanga Central Isaac Adongo has said, government 1 million jobs assurance to Ghanaians isn’t an honest truth. Mr. Adongo was a guest speaker at the Youth Programme organized by the Upper East Regional Youth wing of the opposition National Democratic Congress (NDC) to welcome fresh students into the Tertiary Education Institution Network (TEIN) Bolgatanga Technical University Chapter. Finance Minister, Ken Ofori-Atta announced plans by government to ensure employment for the youth through its ‘One Million Job Initiative’. Speaking at the Mid-Year Budget Review, he said that despite the “generally strong” performance of the economy, the issue of unemployment and jobs for the youth, who constitute close to 71% of the population, persist. Thus, the government plans to ease the constraints of the private sector to enable the sector to expand and provide jobs for the youth, Mr Ofori-Atta told Parliament on Thursday, July 29. “Recognizing that more needs to be done, Government is today announcing a “One Million Jobs Initiative” to aggressively respond to the need of the country. This is to promote growth in SMEs, support new ventures, and stimulate innovation and start-ups,” he said. Meanwhile, according to the Bolgatanga MP, the country currently is struggling to pay seven Hundred Thousand (700,000) working under the public sector. “The honest truth is that our public sector today employs about Seven Hundred Thousand (700,000) people who consumed almost 60 percent of the tax that we are now paying, clearly that is not just enough. In addition to that, those that we are borrowing every day, now we take about 91 percent of our tax revenues just to settle that public debt. So, when you add the wage bill of 700,000 people to that of the debt service, we have about 151 percent of that. This means that we must actually borrow in order to pay the debt. So, there is no room to absorb people within the public sector because the 700,000 thousand people we are struggling to pay them. So, when we are struggling to pay 700,000, how then do we pay 1million people? So, where will the fund come from? Clearly, we must find a sustainable solution”. He said Mr. Adongo further stated that it will be unfair if the government continued to using COVID-19 as the reason for not creating jobs for the youth. Insisting that the ‘Ghana Must Go’ crisis which happened in 1983 causing massive food shortage across the country during the late former President J J Rawlings was to him more worse than COVID-19. But fortunately, the late former President was about to control the situation. “Several years ago, when our founder Jerry John Rawlings Ghana was encountered with a major economic matter that is worse than COVID-19 in other areas that i have seen. At that time, we have a major crisis that swept the entire country created a lot of food shortages. Our brothers insist that over millions of them who have traveled to Nigeria to find a living but sacked to return back home at a time we can’t feed ourselves, as a small boy I queued always a kilometer to buy sugar for the family and that was how terrible it was at that time. His Excellency Jerry Rawlings though a military leader at a time, was able to restructure our economy to develop a private sector that was much stronger enough to employ youth”. The Ministry of Finance and Economic Planning has stated that Databank and Black Star Brokerage form part of some nine firms that have been selected by the Bank of Ghana and Ministry of Finance as Bond Market Specialists. The seven other firms include Ecobank, Stanbic Bank, ABSA, Cal Ecobank, Stanbic Bank, ABSA, Cal Bank, GCB Bank, Fidelity Bank and IC Securities. A statement issued by the Ministry on 1 June 2021 in reaction to claims by Bolgatanga Central MP Isaac Adongo that Databank and Black Star Brokerage, owned by the Minister of Finance, Mr Ken Ofori-Atta and Minister of State-designate at the Finance Ministry, Mr Charles Adu-Boahen, respectively, have been appointed advisors to the Ministry, said the opposition lawmaker got it wrong. The statement explained that the selection of the nine firms was solely based on their historical performance on the bond market. It said “both Ken Ofori-Atta and Charles Adu Boahen are no longer involved, in any way, with the day-to-day operations of either Databank or Black Star. Mr Adu Boahen resigned from the Board and from management of Black Star back in January 2017, immediately after he was nominated by the President as one of his Deputy Ministers of Finance”. “He also transferred his shares in the company to a family trust on assumption of public office. Mr Ofori-Atta resigned as Executive Chair of Databank in August 2012 and resigned from all the Databank Boards in February 2014”. The statement further debunked claims that “the three advisors, including Databank and Black Star, stand to make more than GHS210 million in fees”, describing the assertion as “inaccurate, misleading and intended to procure cynicism against the process”. In his article, Mr Adongo said “Ken Ofori-Atta and Charles Adu Boahen have contracted their own companies to be transaction advisors to themselves and decided how much they should pay their own companies”. “This transaction is tainted with potential insider-trading and conflict of interest. They killed competition and set a new low in fiduciary standards and an empty lawyer is celebrating this new normal?” Read the Finance Ministry’s full statement below: Response to social media article on firms of Ofori­-Atta, Adu Boahen appointed advisors to Finance Ministry The attention of this Ministry has been drawn to an article circulating on social media headlined, ‘Firms of Ofori Atta, Adu Boahen appointed advisors to Finance Ministry’. The story relates to the development of Ghana’s domestic market for government bond issuance which is a key debt strategy in accordance with Section 58 of the PFM law and a recent public notice issued by the Bank of Ghana titled “Licensed Primary Dealers (PDs) and Bond Market Specialists (BMSs). This Ministry would like to state that the selection of the Primary Dealers [PDs] and Bond Market Specialists [BMSs] is an automatic process based on market performance and historical secondary market trading activity which is publicly available and cannot be manipulated by the Ministry of Finance [MoF] or the Bank of Ghana [BoG]. Since 1996, the Ministry of Finance with the Bank of Ghana has developed and implemented various policies which affect the issuance and trading of Government of Ghana debt securities (Treasuries and Bonds). The ultimate objectives of these policies are to develop an efficient fixed income market, strengthen the capacity of local institutions and deepen financial intermediation. Based on this background, this Ministry would like to clarify the matters arising as follows: 1. It is our understanding that the firms in question that the story refers to are Databank and Black Star Brokerage. The Ministry would like to state that the claim that these two firms have been appointed as advisors to the MoF is incorrect. 2. Databank and Black Star Brokerage are two (2) out of nine (9) firms that have been selected by BoG/MoF as Bond Market Specialists and not Advisors to MoF, the other firms selected to be BMSs are – Ecobank, Stanbic Bank, ABSA, Cal Bank, GCB Bank, Fidelity Bank, and IC Securities. As stated above, the selection of the firms was solely based on their historical performance on the Bond Market and no other consideration. 3. Primary Dealers (PDs) are institutions authorised by the Bank of Ghana (BoG) and have the exclusive right to participate in the wholesale auctions of Treasury Bills. Bond Market Specialists (BMS) are PDs that have the exclusive right to participate in the sale, distribution and primary issuance, by auction or otherwise, of all GoG Treasury bills, notes and bonds. The selection process for firms to act as PDs and BMSs is based only on merit. The Ministry of Finance or the Minister and/or his Deputies have absolutely no hand in the selection process. The process cannot also be subject to any manipulation as it is based solely on historical data of trading and performance which is a matter of public knowledge on the bonds market. 4. The key criteria for the selection of the nine firms was based on secondary market fixed income trading operations. This benchmark is critical for market making in bonds and was instrumental in the selection of the 9 firms out of the 17 PDs for the additional role of BMS. The nine firms have been categorised as follows; international banks (not less than 3 firms), domestic banks (not less than 3 firms) and non-bank financial institutions (not less than 3 firms). 5. Secondary Market fixed income trading data for non-bank financial institutions, which is publicly available put Blackstar Securities as the highest trader by value for the period of assessment. It is the opinion of the Ministry of Finance and the Bank of Ghana that this selection process rewards meritocracy, ensures transparency in the selection process and provides this Ministry with a selection of highly capable and motivated institutions with the opportunity to become Primary Dealers and BMSs if they perform.

According to Mr. Adongo his visit to the new commander, was to show appreciation to them for their tremendous work in securing and preserving peace and security in the region. “Today I paid two separate courtesy calls on the Ghana Police Service in the Upper East Region. 1. The first call was on the Regional Police Command where I took the opportunity to thank him and his men and women for the tremendous work in securing and preserving peace and security in the Region. He together with his operational commander briefed me on the current security situation and efforts at containing the emerging threats to security in the Region. Among others, they highlighted the following: I. Spate of armed robberies in the Region and the Municipality. ii. Influx and criminal activities of illegal immigrants in the Region. Iii. Operational re-allignment of staff as well as accelerated operationalisation of Divisional commands in Bolgatanga and Navrongo to improve coordination of intelligence gathering and deployment. iv. Challenges and efforts at resolving logistical constraints. 2. The second call was on a combined Divisional and Municipal commands where in addition to the issues raised by the Regional Police Command, the following were discussed: I. The need to intensify education on mob and instant justice with a call for the Judiciary to expedite criminal cases to forestall the confidence crisis. II. The need to operationalise the Police Station in Sumburugu. To this end I offered to assist them furnish the station. iii. The need for a new Police Station on the Sherigu- Naaga corridor for which I already submitted an application to the Municipal Assembly around November, 2020 to procure the services of a contractor and apply my share of the common fund to construct a Police Station in Sherigu. iv. The need for motor bikes for patrols to curtail the incidence of armed robberies”.
