The opposition National Democratic Congress (NDC) has expressed worry over what they described as an attack on free expression, as they called on President Akufo-Addo to end it with immediate effect. Their call came after the arrest and detention of Accra FM’s Kwabena Bobie Ansah on Thursday night, 10 February 2022 at about 10:00 pm. Below is the full statement: President Akufo-Addo Must end the Attack on Free Expression Now The National Democratic Congress has observed with utter dismay, the calculated onslaught on media freedom and free speech by the Nana Akufo Addo government, which is increasingly showing dictatorial and autocratic tendencies. The past few weeks have seen a dramatic upsurge in the criminalization of free speech as well as unbridled attack on the journalism profession. There has been sharp deterioration in the expression of the right to free speech under the Presidency of a personality whose claim to fame as a human rights activist, was his work on the repeal of the Criminal Libel Law when he was an Attorney General. Recent events however, exposes duplicity and hypocrisy Mr. Akufo Addo’s. In short President Akufo Addo speaks from both sides of his mouth. The nation is yet find answers to the barbaric murder of an investigative journalist, Mr. Ahmed Suale, following his expose of the involvement of the President and his Vice in the Kwesi Nyantekyi – bribery scandal. The peoples demand for justice has remained an illusion. In the last few weeks, four journalists have suffered police brutalities and in some cases unfair judicial conviction. Journalist are being cowed into silence through the atmosphere of oppression and harassment. It is the modus operandi of autocrats and despots to create an atmosphere of fear to silent the voice of opposition and free speech. In all these the police appear complicit, aiding the oppressors to hound citizens of Ghana. Last week a Media Generale Radio and TV presenter, Captain Smart was in a Rambo-style dragged into detention, after he had been granted bail by a court. Last Tuesday another radio presenter, Oheneba Boamah Bennie of Power Fm/TV XYZ was incarcerated for statements he allegedly made against the President. A civil society activist, Mr Mensah Thompson was arrested, detained, sent to court on criminal charges, granted bail and yet again detained all for being critical of President Akufo-Addo. Another radio presenter Mr Kwabena Bobie Ansah of Accra Fm, was last night arrested and detained in connection with a story of looting of state lands by Mrs. Rebecca Akufo Addo. We consider the escalation of arrests and harassments as an attempt by the Akufo Addo junta to put fear in Ghanaians opposed to e-levy and douse the impact of the massive ‘Yentua Demonstration’ held in Accra yesterday. The NDC assures the despotic regime of Akufo-Addo, that we shall not relent in our effort both within and outside Parliament to stop the introduction e-levy. We are deeply worried by the loud silence of the Moral Society, large section of Civil Society and rather surprisingly the Ghana Journalists Association, whose members are under siege. We take this opportunity to call on these groups to speak out against the blatant acts of repression being perpetrated against our young democracy. The Minority Leader in Parliament, Haruna Iddrisu, has said they in the minority will be ready to accept a reduction of the proposed E-levy to 1% than the initial proposed 1.75%. The Minority leader made the pronouncement during the 10th-anniversary launch of the Ghana Chamber of Telecommunications in Accra on Thursday, December 2, 2021, According to him, “…a week ago, we said no, we won’t accept e-levy but having listened to officials in government, including the Minister of Finance, I am convinced to accept a departure from my original no to accepting a one percent E-levy,” he stated. “Pegging the E-levy at 1% was a great contribution to fiscal consolidation and would ensure the economy did not collapse going forward”, he stressed. He Added: The digital economy was doing well and had facilitated a revolution in financial inclusion, hence it was unwise to overburden the telecommunications sector. “We are not against it, but we want it fixed at one percent. We fear for double taxation because we already have the communication services tax,” he said. Mr. Iddrisu initially disagreed with the deduction fee for business transactions not exceeding the GH¢100.00 threshold a day and called for it to be pegged at GH¢500.00. But in a similar vein, he suggested that the money be pegged at GH¢300.00 after revising his notes. The Minority leader said, Ghanaians needed to pay taxes to help develop the country, but not one that would further overburden their tight purse. However, in an interview with the Ghana News Agency Dr. Kenneth Ashigbey, the Chief Executive Officer of the Ghana Chamber of Telecommunications alluded to the responsibility of paying tax for development considering the budget deficits and debts. He said the way taxes were introduced to generate revenue must be looked at, so it did not become inimical to the government’s digitalization drive and financial inclusion. The government’s push for entrepreneurship amongst the youth for job creation in the face of a 1.75% e-levy was a matter of concern, Dr. Ashigbey said, and that the Chamber was engaging government to see the best way out. On the issue of widening the tax net, he said merchant payments should be exempted completely from the e-levy. “The Chamber believes that artisans including masons, dressmakers, and painters get paid after work done and do not pay tax. They need to be part of the merchant ecosystem, and to do so there must be no levy on merchant payment,” he said. “Once their wallet is taxed, they will venture into the merchant ecosystem, it gives government visibility of revenues they make. The National Communication Director of the governing New Patriotic Party (NPP) Yaw Buaben Asamoah has pointed, the opposition National Democratic Congress (NDC) has no legal authority and power to use violence to overturn the standing orders of Parliament. Mr. Asamoah made the remarks during an exclusive interview with Apexnews-Ghana on Thursday, February 3, 2022. Responding to opposition critics on President Akufo-Addo’s comment on the controversial E-levy Mr. Asamoah said, “Is important we appreciate the context within which the debate on the E-levy is happening. Particularly when you said ‘passed’, it refers to the parliamentary process and what the parliamentary process is basically, that the minority once there is a difference of one person, we have a minority and majority”. “The traditional role of a minority is to ensure that its voice is heard on matters that it doesn’t believe to be passed. So, their duty is to make their voice seriously heard and once their voice is heard, they do not have any power beyond that or to stop a vote physically”. He said He added: “What you are seeing in parliament is a poor reflection of how parliament is conducting themselves, is not good enough. They are not supposed to use physical force to stop any activity in parliament from going on, but they are supposed to make their voice heard”. “Now their dispute in Parliament is about Deputy Speaker’s voting, Yes, Deputy Speaker has a status that is different from a speaker himself. Deputy Speakers are sent there as Members of Parliament and part of their privileges is that, they are entitled to vote and therefore, when one is presiding as a Speaker, one has the opportunity to rise at any time under order 13:1. So, when a Deputy Speaker is Presiding, at any time during the debate including the decision time, voting time, as he is sitting in the chair he has no vote. But he can get up from the chair, signal the second Deputy Speaker and then he can go and vote as an MP. Is his right, is the right of the constituency who sent him there”. He Explained “So, as long as Hon. Joe Owusu is in the chair in the event Speaker Bagbin isn’t there, he can always leave the chair under order 13: 1 of the parliamentary orders and go and vote while the Hon. Andrews Asiama who is the second Deputy Chair takes his place”. The NDC has no legal authority and power to use violence to overturn the standing orders. So, if the President said the E-levy will be passed, what it means is that, in the context of what parliament does, the E-levy yes should pass and will pass because, in parliament their duty, their authority is to make their point and after that, they should allow the voting rules to continue and if the voting rules continues, the two Deputy Speakers will have a vote. Minority shun 1.5% E-levy reduction by government

The government proposal to reduce the rate of the proposed Electronic Transactions Levy from 1.75% to 1.5 percent has been rejected by the Minority in Parliament. The reduction according to government, is informed by the concession from Telecommunications to cut down their 1% charge on transactions by 0.25%. The e-levy was introduced by the government through the Finance Minister during the 2022 Budget on basic transactions related to digital payments and electronic platform transactions. Per the Finance Minister, the E-levy will apply to electronic transactions that are more than GHS 100 on a daily basis. This is different from the 1% telecommunications charge on transactions. According to the budget, up to 0.25 percentage points of the 1.5 percent e-transaction levy or 16.7 percent of the yield from the levy, should be used to support road infrastructure development. Ten percent of the 0.25 percentage points, i.e. 1.67% of the yield from the levy, would be dedicated to the improvement in public transportation, including the purchase of buses. However, the levy since it announcement by the Finance Minister has received some level of criticism especially from the opposition NDC, because of its impact on mobile money transactions and poor Ghanaians that use it. The former NDC Kumasi Mayor Kojo Bonsu said for now he stands a better chance in leading NDC to victory in 2024 than former President John Dramani Mahama because of the numerous corruption and women affair tag against him. According to Mr. Bonsu, the former President has become unattractive to the floating voter. He made the pronouncement during an interview on Citi TV Lifestyle Show monitored by Apexnewsgh.com  Mr. Bonsu stated that he is contesting because “There is a vacancy and that is why we are all contesting the seat”, he said, adding: “It is democracy and our party believes in democracy, so, we don’t push people to take over. We don’t want that”. “So, if one is given the chance and he wins it, he will do the job. So, it is fair we all do it”, he noted. “One other reason I am contesting is not that I hate President Mahama. No. What has he done to me?”, he asked. “The problem is that people have lied a lot in this country about John Mahama. NDC has the numbers in terms of votes but NPP has really soiled John Mahama that I feel so sad.” According to him, the NDC, as a party, has not helped the situation. “We should have redeemed him Mahama long ago but he doesn’t have a chance now”, he pointed. “Let’s bring in a fresh person so that the swing voters wouldn’t have anything to say against President Mahama”. He stressed, “I stand a better chance than Mahama because I have not been soiled. So, that is where I come in”. “It’s so sad”, he bemoaned, pointing out: “He Mr. Mahama is a great gentleman, speaks very well, very affable but he has been put in the mud so much”. “They have tagged him with corruption, women’s affairs and we the NDC have not been able to defend it and get him out of it”, he stated. He believes, “if the party had corrected this, we wouldn’t have come to this level”.  “If we want to win the 2024 elections, I think let’s bring someone like me”, he appealed. “I am eligible to do it.
