Former President John Dramani Mahama says Ghanaians are galled by the hypocrisy shown in government by the Vice President and his economic experts. Vice President Mahamudu Bawumia recently at the Central Regional Tertiary Students Confederacy (TESCON) conference said Ghana’s economy had witnessed one of the lowest inflation rates in about two decades and emphasised that at the peak of the pandemic, inflation was 11.8 percent but dropped to 10 percent in May and further drop to 7 percent as of June 2021. He said the prudent management of the economy had ensured that the overall Gross Domestic Product (GDP) excluding oil which declined by 5.8 percent and three percent in the first and second quarters of 2020 had rebound strongly and registered a positive growth of four percent by the last quarter of 2020. Dr Bawumia said the growth momentum had continued in the first quarter of 2021 as the economy registered further non-oil growth of 4.6 percent. But the Presidential Candidate of the NDC in the 2020 elections said Ghanaians have been fooled by the deceptive acts of the so-called economic experts asking them in 2016 to forget about economic statistics and look at the escalation of prices of cement and other products on the market as the basis of economic progress. The Founder and Leader of Glorious Word and Power Ministry International, Reverend Isaac Owusu Bempah was arrested together with three of his junior pastors on Sunday, September 12, 2021. The arrest of Owusu Bempah came after a series of confrontations between him and repented fetish priestess, Nana Agradaa now known as Evangelist Patricia Oduro Koranteng. A day after some junior pastors of Reverend Owusu Bempah were seen in a viral video brandishing guns and threatening to deal with Agradaa, the pastor and a group of men trooped to her residence to confront her. Agradaa however failed to face up to Owusu Bempah but chose to stand on the balcony of her building leaving the pastor and his troop stranded at her gate. Following the incident and the brandishing of weapons that characterized the storming of Agradaa’s residence, the Ghana Police Service picked up the Reverend Owusu Bempah and his junior pastors and put them before a court on Monday. His plea for bail was rejected by the court which handed him a one-week remand. The National Democratic Congress Member of Parliament (MP) for Navrongo Central of the Upper East Region Sampson Tangombu Chiragia has revealed that the security forms sold across the country, was an avenue by the government to raise funds for the construction of the controversial National Cathedral. Stressing that the NDC will demand accountability to what he described as ‘robbery’ going on within the security recruitments.  The first time Navrongo MP in an interview with Apexnews Gh questioned why job application forms should be sold to Ghanaian youth interested in applying to become security men and women especially in the country he said, the cost of living is becoming very difficult. “We are all hot in Ghana, We need a solution, and the youth need jobs. We are pleading with the government that they should allow the old system to work, let the people apply and whoever qualifies you picked him or her. Why should somebody pay Ghc 100.00 to access a code and apply for a job? That alone is robbery. It is very bad for people to use the money to go and apply for a job that they are not even sure of getting. How many are the jobs and how many people have applied? We even have to hold the government to account for all the money they are taking from these poor boys. So, telling me I should give money from where? UER: Six NPP in NDC skin sacked, 12 ‘skirt and blouse’ members suspended

The Executive Committee of the National Democratic Congress (NDC) in the Bolgatanga East District of the Upper East Region has expelled six of its members over misconduct and anti-party behaviour during the 2020 general elections. In addition, 12 members of the opposition party have also been suspended on the grounds of the same charge. In a statement signed by the constituency secretary, Thomas Nyaaba, some of the members were found guilty of campaigning for the New Patriotic Party (NPP) in last year’s elections with others also encouraging members of the party in the region to vote ‘skirt and blouse’. Although they were invited by the Disciplinary Committee of the party to make a defense, they all declined and never appeared before the committee. After taking into consideration the evidence against all the 18 members of the umbrella party, the Committee recommended that six be expelled from the party and the 12 suspended. With the recommendation adopted by the Executive Committee, all the affected members are directed to return any party property that may be their possession. Mr. Martin Ayeo   Background: In accordance with article 48 (2) of the Party’s Constitution as amended in 2018, relating to the discipline of members, the Executive Committee referred 18 members to the disciplinary committee for alleged misconduct and anti-party behaviours during the 2020 general elections on 26h May 2021. The Executive Committee of the Constituency had already taken disciplinary action in the form of suspension pending disciplinary proceedings against the offending members for various acts of misconduct and indiscipline in accordance with article 48 of the Constitution of the Party. The Committee was duly informed and given copies of the letters suspending the members subject to disciplinary action. The Executive Committee, of the Party, provided the Committee with a summary of the charges against each member with the accompanying evidence which had been gathered through reports from the various branches. Proceedings: Based upon the summary of charges provided to the Committee, the Committee wrote and served letters of invitation to all the 18 members to appear before the Committee and be heard in their defense. Each member was given a date and time for appearance before the Committee. The Committee officially started sitting to hear the members on 8th June and ended on 20h June, 2021. Conclusions and Observations: After critical observations and analysis by the Committee, we clearly adduced that the intentional refusal or inability of the defaulters to appear before the committee is a gross disrespect not only to the Committee but to the Constituency Executive Committee and the party constitution as a whole. Holding that the group petitioned the Regional Executive Committee is true as claimed by some of them, that action is another breach of the Party’s disciplinary appeal procedures as stated in article 49 of the Constitution. The group could only appeal to the Regional Executive Committee after an unsatisfied hearing and recommendations of the Constituency Disciplinary Committee. Yes, they have conducted their survey but we, on the other hand, believe that in the fight against corruption, no President has done more than Nana Akufo-Addo and there are facts to back it. “If we are to consider the funds that were sent to the five accountability institutions of states, there was a 25% increase in their funding in 2017. In 2018, there was a 34% increase across the board,” he added. He further mentioned the Office of a Special Prosecutor, OSP, as a key plank in the president’s commitment to fighting corruption before stating that the presidency disagreed with the findings of the survey. “The establishment of an independent institution to fight corruption, that is the office of the Special Prosecutor, was in fulfilment of a campaign result by the President. “We thus disagree with the survey results. No President in the history of the country has fought corruption as much as Akufo-Addo has,” he stressed. Back in 2017, Arhin told TV3 that the Akufo-Addo-led government will call for investigations into any allegation of corruption made against any official on an as and when basis. “We are not going to allow any single case of corruption [allegation] to be swept under the carpet,” Eugene Arhin said at the time. His views were in response to corruption allegations levelled against then deputy chiefs of staff Francis Asenso-Boakye and Samuel Abu Jinapor by musician and New Patriotic Party (NPP) sympathizer A-Plus. The Minority side of Parliament has described the US$1.65 billion price tag on the two oil blocks the Ghana National Petroleum Corporation (GNPC) wants to buy from Aker Energy and AGM as hyper-inflated and has demanded a thorough due diligence on the transaction being pushed by the Akufo-Addo government through the Energy Ministry. “The minority finds GNPC’s proposed benchmark price of $65 per barrel unrealistic and insists that the same should be reviewed downwards to a more realistic price thereby reducing the hyper-inflated proposed purchase price significantly”. The side made of members of the National Democratic Congress (NDC) in statement jointly signed by John Abdulai Jinapor, Ranking Member for Mines and Energy and Cassiel Ato Forson, Ranking Member for Finance, is asking for that “independent audits, valuation and appraisals must be conducted by GNPC to ensure value for money for the country before the deal is approved by Parliament”. The statement issued Sunday, 5th September 2021, stated that “with regards to the current proposed share acquisition transaction by GNPC in the Aker and AGM blocks, the NDC Minority is not against the policy or decision for GNPC to acquire higher stakes in the said oil blocks per se. However, it must be made clear that we have serious concerns about the proposed hyper-inflated purchase price of the blocks and demand that all the necessary due diligence”. This, the NDC MPs said, “must be done with a high sense of transparency, while taking on board the views of stakeholders, particularly Civil Society Organizations in the Extractive Industry”. It disclosed that “…the minority at the joint committee meeting held on Tuesday, 3rd August, 2021 to consider the requests by the Minister for Energy made the following observations and demands: “That, the request by the Minister for Energy for Parliament to grant a blanket approval for GNPC to proceed with the acquisition of 37% and 70% shares in the Aker and AGM blocks respectively, is improper”. “We demanded that GNPC goes back and negotiate the deal into one that addresses the value for money concerns raised by the Minority and some CSOs in the Extractive Industry and that same be presented to parliament for consideration and approval”, adding “that, in the event that the negotiated deal is approved, the minority demands that the loan agreement to purchase the shares therein should also be presented to parliament for consideration and approval”. “Additionally, the Minority demanded that GNPC as the buyer, engage the services of an independent and reputable international financial institution to conduct a full appraisal and risk assessment of the Aker and AGM blocks. The presentation from GNPC indicated that Aker and AGM have added 267 million barrels to the blocks since they took over. The Minority equally demanded for a full audit of this claim and the expenditure incurred by Aker and AGM following the acquisition of the oil blocks by a reputable and independent audit firm”. According to the statement, “the minority both at the committee level and plenary, raised serious concerns about the decision by Aker Energy to use a projected benchmark price of $65 per barrel for the valuation, as adopted by the independent technical consulting firms, namely, Pareto Securities, Arctic Securities and Lambert Energy Advisory”, adding “the minority finds GNPC’s proposed benchmark price of $65 per barrel unrealistic and insists that same should he reviewed downwards to a more realistic price thereby reducing the hyper-inflated proposed purchase price significantly”. The statement said that “the minority demanded that all the relevant technical and financial documents relevant to the Agreement, particularly the necessary appraisal, valuation and/or audit reports must be submitted to Parliament by the Minister prior to the presentation and consideration of the final negotiated Agreement”. “For emphasis, the Minority maintained both at the Committee level and plenary, that the average international market price of crude oil over the next 30 years cannot be more than US$65 as suggested by government and indicated very forcefully, that we will not accept that benchmark price which appears to have been adopted by the independent valuation agencies”. “For the avoidance of doubt, both the negotiated Acquisition Agreement and the Loan Agreement consequent upon same, will have to be laid before Parliament by the Minister for Energy for consideration and approval” adding, “the Minority group in Parliament wishes to assure the Ghanaian public of our unflinching commitment to secure a fair deal for the State in this transaction. Matthew Opoku Prempeh laid before Parliament, a request for approval of the following transactions: (i) Acquisition of additional shares by GNPC Explorco of; ➢ 37% interest in Deep Water Tano/Cape Three Points (DWT/CTP) operated by Aker Energy Ghana Limited and ➢ 70% stake in the South Deep Water Tano (SDWT) operated by AGM Petroleum Ghana Limited (ii) Establishment of a Joint Operating Company between Aker Energy and AGM, and GNPC Explorco. (iii) Approval to mandate the Minister for Energy and the Minister for Finance to agree on a purchase price with Aker Energy/AGM. (iv) Provision of a loan not exceeding US$1.65 billion to finance the acquisition, comprising of a purchase amount not exceeding US$1.3 billion for the two blocks and a Capital Expenditure share of GNPC Explorco of US$350 million for Peacan 1. The request was subsequently referred by the Rt. Hon. Speaker of Parliament to the Joint Committee on Mines and Energy and Finance for consideration pursuant to Order 188 and 169 of the Standing Orders of Parliament.
