President will not countenance interference in the galamsey fight—Lands Minister

Samuel Abdulai Jinapor, the Minister of Lands and Natural Resources, has rejected that suggest President Nana Addo Dankwa Akufo-Addo is meddling in the fight against illegal mining, insisting it would be outrageous for him to do that. “The President will not countenance interference in the galamsey fight,” The Lands Minister stressed. Mr. Jinapor said that in an interview with the media at the National Youth Conference on natural resources and environmental governance in regard to a 37-page report compiled by Professor Kwabena-Frimpong-Boateng, the former Chairman of the Inter-ministerial Committee on Illegal Mining (IMCIM), which he presented to the Chief of Staff on March 19, 2021. According to the Minister, it is not in his place to pass judgment on his predecessors’ work in combating galamsey issues. “I have no moral right to pass judgment on my predecessors. The good people of Ghana are in a better position to judge and all stakeholders… I don’t want to be drawn into this”. The Executive Director of the Institute for Democratic Governance (IDEG), Dr Emmanuel Akwetey, has urged President Akufo-Addo to address the recent controversial comment made by Abetifi MP Bryan Acheampong. Mr Acheampong had stated that the current New Patriotic Party (NPP) government will not hand over power to the opposition National Democratic Congress and will use whatever means necessary to remain in power. “NDC party will collapse. If the NDC dares to use threats, Violence and foolishness in the 2024 election we will let them know we have the men. We will show them that we have the men. We have the men![He screamed to emphasize]. It will never happen that we the NPP will stand on a platform to hand over power to the NDC. It will never happen! US$1.7bn debt relief: We’ll help you – China expresses confidence in Ghana’s economic management, viability

The government of China says it will help the government of Ghana to restructure the gold-producing West African country’s US$1.7 billion debt owed the Asian giant. Chinese Finance Minister Liu Kun gave the assurance when Ghana’s Finance Minister, Mr Ken Ofori-Atta, led a delegation to Beijing to ask for debt relief. “China believes in promoting debt sustainability and sustainable development,” Mr Liu said, adding: “We know that these are short-term challenges which we, as responsible creditors, remain committed to resolving”. “The long-standing and prosperous relationship between Ghana and China imposes on us, a responsibility to help”, Mr Liu noted. He indicated: “Chinese authorities have confidence in Ghana’s economic management and its long-term economic viability.” Ghana is seeking debt relief and restructuring as a prerequisite to getting the Board of the International Monetary Fund to approve a US$3-billion extended credit facility for the cocoa producer. The US$1.7 billion owed China is part of the US$5-plus billion Ghana owes its bilateral partners including the Paris Club. Ghana has already finished restructuring its domestic debt. US$3bn bailout: ‘Give Ghana necessary financing assurances as soon as possible’ – IMF tells China, Paris Club A few days ago, the IMF urged Ghana’s creditors to hasten to grant the financing assurances needed promptly so the Board of the Bretton Woods institution can approve the $3-billion facility to restore economic stability to the country. “We’re calling on bilateral creditors to support Ghana’s effort to restore debt sustainability, form an official creditor committee, and deliver the necessary financing assurances as soon as possible”, the Fund’s communications director Julie Kozack told journalists at a news briefing in Washington DC. A questioner has asked: “Ghana’s president has said he expects the programme request to go to the IMF Board by the end of this month. Is that realistic? Can you give us an update on that?”     Ms Kozack answered: “So, on December 12th, 2022, the IMF reached a staff-level agreement with Ghana on a three-year programme supported by an arrangement under the ECF. This programme was worth about $3 billion”. “Ghana also requested a debt treatment under the G20 Common Framework”, she noted. She said: “Financing assurances from partners and creditors are necessary for presenting the programme request to the IMF’s Executive Board for approval”, adding: “We continue to engage closely with the Ghanaian authorities while they seek these assurances”. The IMF programme, Ms Kazack indicated, “aims to support Ghana’s efforts to restore macroeconomic stability, debt sustainability while also protecting the vulnerable, preserving financial stability, and laying the foundation for strong and inclusive growth”. A few weeks ago, President Nana Akufo-Addo said his government is “making progress on the external debt negotiations” with its development partners “since the government announced an external debt service suspension on 19th December 2022 for certain categories of external debt, to ensure an orderly restructuring”. The suspension, the president told parliament in his state of the nation address on Wednesday, 8 March 2023, “is an interim emergency measure toward a comprehensive external debt operation which will contribute to the restoration of our debt sustainability in line with our request for a debt treatment under the G20 Common Framework”. “I want to express our appreciation to the members of the Paris Club and to the Peoples’ Republic of China for the cooperation they have, so far, exhibited to us in attempting to reach an agreement, and in their attempt to establish an Official Credit Committee”. “We look forward to their fast-tracking the needed financing assurances for IMF approval. We are confident that, with their cooperation, we will reach our March deadline for going to the Fund”, he said. China debt talks ‘very positive’, ‘encouraging’ | Ofori-Atta ‘looking forward to securing external assurances very soon’ Ahead of the Chinese government’s pledge to help, Mr Ofori-Atta had said his meeting with China on Ghana’s external debt restructuring programme is has been very good so far. Announcing progress of the talks with China, Mr Ken Ofori-Atta’s office tweeted: “So far had very positive and encouraging meetings in China! Looking forward to securing external assurances very soon, even as we pass our outstanding domestic revenue bills back home. Great progress on all fronts…#ResolvingTogether #GhanaFirst”.   In a related development, the IMF has advised African countries to take into consideration, the effects their debt restructuring programmes could have on the domestic banking sector. At the 2023 Oxford Center for the Study of African Economies Conference at St Catherine’s College, Oxfordby, Mr Abebe Aemro Selassie Director, African Department of the IMF, said: “For cases where debt is unsustainable, it goes without saying that it needs to be restructured”. In such cases, he said “the burden of making repayments should not fall unduly on debtor countries”. “But this is easier said than done”, he admitted, saying: “Debt restructurings have always been difficult, and even more so now in the context of a more diversified creditor base and more complex structure of public debt. “Take domestic debt, which now accounts for about half of all public debt in sub-Saharan Africa. “In cases where public debt is unsustainable and this exposure needs to be included in the restructuring perimeter, careful consideration needs to be given to the effects on the domestic banking sector, how quickly market access can be regained etc”, he advised. “And with respect to external creditors, countries of course have even less sway over the pace at which restructuring can happen, as clearly shown by the ongoing challenges with the Common Framework”. This, he noted, “is even more frustrating in unsustainable cases where the official creditors’ inability to agree on a needed debt treatment prevents the IMF from providing timely support to countries during periods of acute distress”. The Parliamentary Majority Leader, Osei Kyei-Mensah-Bonsu, has condemned the leadership of the minority caucus in Parliament over its posture on the approval of six new ministerial appointees. He said,  the House was scheduled to vote on the approval of the six ministerial nominees of President Nana Addo Dankwa Akufo-Addo, but the leaders of the minority caucus said they were going to speak to their members to see whether the approval could be done by consensus. Speaking in an interview with Neat FM on Friday, March 24, 2023, which was monitored by ApexnewsGh, the majority leader stated that the vote was delayed for hours only for the minority leaders to come and say that they were sticking to the party position. “In the beginning, they (the minority leaders) said that we should vote on the approval of the ministers, then later they said the approval should be done by consensus. Yesterday, they came back to tell us that we should vote for the approval of the ministers. “The position of their party is that they should not approve the ministers, but they said we should give them time for them to consult the party, only for them to return to tell us that they are taking their party’s position. “I was disappointed because they gave us the indication that they were going to change their minds. There must not be further delays to this project since it had already suffered enough delays”. Tuesday, 21 February, 2023. Good morning our distinguished friends from the media. We welcome you on behalf of the National Democratic Congress (NDC), Upper East Region, to this press conference which is intended to address issues on the abandoned Bolgatanga-Bawku-Polimakom road project under the watch of President Akufo-Addo and Vice President Dr Mahamudu Bawumia, which has largely been occasioned by the non-release of funds to the contractor to complete the project as scheduled. This is a clear case of neglect of the people of upper east region by this government. Ladies and gentlemen, permit me to state without equivocation that the Akufo-Addo/Bawumia-NPP government has shown itself to be insensitive and does not appear to care about the plight of the people of this region. Otherwise, what can be the justification for the total neglect in terms of development in the region in all sectors. To the extent that no much commitment has been made for the region by this government in the 2023 budget statement is the height of neglect and gross disrespect to the people of the region. PROJECT HISTORY Friends, the 102.55km Bolgatanga-Bawku-Polimakom road project was awarded on 26th August, 2016 at a sum of Ghs612.744 million by the erstwhile H.E John Darmani Mahama’s government to Constructutora Queiroz Galvao S/A. Works on the project commenced on the 7th December, 2016 for completion on 4th June 2019, a period of 30 months. The contractor was paid advance mobilization of 20% of the original contract sum which amounts GHs91.91 million, and after that seven (7) other payments were made totaling GHs40.6 million. The total work certified is in the sum of GHs122.51 million. (source: Report of the Committee on Roads and Transport on Contract Agreement Between the Government of the Republic of Ghana and Constructutora Queiroz Galvao S/A) As you may be aware, the road starts from Bolgatanga as a dual carriageway for 2km and continues as a single carriageway through Zebilla, Bawku, and ends at Polimakom in the Pusiga district. Constructutora Queiroz Galvao S/A works on a major part of the project. Messrs Mawums Ltd constructed a total of 12.50km of the project, from Zuarungu to the Red Volta. Three new bridges are to be provided over the Kulaa, Red Volta, and White Volta by QGMI. Also, a 14.5km by-pass is also to be provided in the outskirts of Bawku township from Bawk-Sapelig to Missiga out of which only 6km of that portion has been tarred. (source: Project report by QGMI) On 7th November, 2017, the Akufo-Addo/Bawumia-NPP government due to non-payment of certificates raised by the contractor resulted in the suspension of the project. This led to the accumulation of considerable interest on the delayed payments, and slowed down work on the project during the construction period. RENEGOTIATED AGREEMENT BY THE AKUFO-ADDO GOVERNMENT Ladies and gentlemen, on Tuesday, 24th March, 2020, a renegotiated agreement between the Akufo-Addo led government and Constructutora Queiroz Galvao S/A for an amount of One Hundred and Thirty-Five million Euros (€135, 000,000.00) for the construction of the Bolgatanga-Bawku-Polimakom road was presented to parliament and was approved on the 27th March, 2020. The total project cost as approved in the 2020 budget (appendix 10) was to be financed by HSBC Bank Plc, and Kfw IPEX-Bank GmbH. The project under the new agreement was scheduled to be completed within a period of seventeen (17) months from the commencement date. RECENT SUSPENSION OF THE PROJECT In recent weeks as witnessed by you all, the construction firm, QGMI a subsidiary of Constructutora Queiroz Galvao S/A working on the major parts of the Bolgatanga-Bawku-Polimakom road project has moved all its heavy equipment and machines out of the region. Friends from the media, our sources tell us that this recent suspension of the project is due to the Domestic Debt Structuring Programme (DDEP) imposed on Ghanaians by this wicked government as part of the IMF’s conditionalities. This was alluded to by president Akufo-Addo at a meeting with Western Regional House of Chiefs at the Jubilee House on Monday, 30th January, 2023 as cited in a City Newsroom report on 31 January, 2023. This government due to its reckless borrowing, careless expenditure, and insatiable penchant for corruption has led us all to this mess of economic quagmire. The people of upper east region cannot certainly be the sacrificial lamp for this ineptitude and incompetence. We believe that if president Akufo-Addo cuts down the needless expenditure through reduction of the size of his government, suspension of the needless National Cathedral project, and eschew the unbridled profligacy, it will make enough savings to complete essential projects such as the Bolgatanga-Bawku-Polimakom road, the Navrongo-Naaga road, the Chuchuliga-Sandema-Fumbisi-Wiesi road, Missiga-Kulungungu road project among others. Again, our sources within the construction firm indicate that about four hundred (400) workers on the project have been laid off. This gives credence to the fact that the Akufo-Addo/Bawumia led government have failed to honour its financial obligation to the contractors hence the reason they have abandoned site.
