MMDCEs: 3 women nominated in the Upper East Region
President of the Republic of Ghana Nana Addo Dankwa Akufo-Addo has nominated 3 women out of 15 districts as part of his MMDCEs selection in the Upper East Region. Per the earlier reports seen across social media, the committee recommends Madam Vida Anaab Akantagriwen for nomination as MCE. According to the vetting committee, Madam Vida Anaab Akantagriwen has served as the women organizer for the constituency from 2005 to the present. She has a strong grassroots association being a three-term assembly member. The applicant thus has a good working knowledge of the local government system. In the case of Nabdam District, the committee recommends Ms. Agnes Amanoo for re-nomination as DCE. The committee believes that the selected applicant, Ms. Agnes Amanoo, performed creditably well as the DCE and nurtured the party. She has an in-depth knowledge of party issues and has considerable local government experience to continue to advance the party’s fortunes in Nabdam. However, In the Bongo District of the Upper East Region, President Akufo-Addo surprised the people of Bongo by rejecting all the applicants who were recommended at the regional level. Consider pro bono services for the people of the region–UER Minister to GBA
The Upper East Regional Minister Stephen Yakubu has made a request to the Ghana Bar Association to consider ‘pro bono’ for the people of the Upper East Region. Mr. Yakubu made the interesting request on behalf of the region during the 2021 Bar Conference organized in Bolgatanga on Monday, September 13, at the Fountain Gate Chapel International. Meanwhile, the Minister’s pro bono request to the GBA was as a result of the difficulty majority of citizens in the region go through before procuring legal services at market rates. He believes such intervention by Ghana Bar Association will be a huge relief to his people. “As a stop-gap measure, the Ghana Bar Association could consider pro bono services for the people of the region. There are many citizens who are poor and unable to procure legal services at market rates. Owing to this, they are unable to assert their rights and privileges in many areas of litigation. 3 communities, 34 households received house keys as relocation package in Tempani
The Upper East Regional Minister Stephen Yakubu with support from Ghana Irrigation Development Authority (GIDA) has handed over a total number of 32 buildings to some households as part of the ongoing resettlement exercise in additiion with a clinic and church bringing the number to 34 buildings constructed by GIDA in the Tempani District of the Upper East Region. The benefitted communities are: Kugzua, Dagdiri Natenga and Anini Doari community in Tempani District. Nearly 115.6 hectares of farmlands at Tempane and its environs in the Upper East Region were submerged following a torrential rainfall that caused the Tamne Irrigation Dam and its major tributaries to overflow their banks. The Chief Executive Officer of Ghana Irrigation Development Authority (GIDA) Ing. Wilson Darkwah who doubles as the representative of the Agric Minister told Apexnews Gh that even though the journey has not been smooth due to some financial challenge, they have able to resettle most of the community members. Asking whether all the aggrieved affected community members will receive their share of newly constructed houses, Ing. Darkwah said “unfortunately, it is not possible for GIDA to build houses for everybody in this area. GIDA is a subverted organization and we only get a budget for constructing the dams but it so happens that where the water is going to sit, there are still people living there and we cannot leave those people”. “I am aware that people have fallen in love with the beautiful building and I want to encourage you that the contractor who build the houses has trained so many of the youth here, most of the labor he used to do these houses are from this area and therefore, they already had the technology to make these houses. “We thank you for allowing us to come and do this dam here and also giving us the opportunity to relocate those whose house will be relocated. According to a family relative, who spoke to us, the mother left home when she realized that his son’s (Abugri Honest) health condition was increasingly becoming a big burden on her and she decided to leave the child and run away. Some residents of Doba and Kandiga in the Kasena Nankana area of the Upper East Region have been arrested following the retrieval of guns and some other ammunition within the conflict zone DCOP Dr Sayibu Pabi Gariba, the Upper East Regional police commander said, the police embarked on an exercise christened operation cordon and search after gathering some intelligence that some persons were mobilizing weapons in readiness for clashes between two communities namely Kandiga and Doba in the Kassena Nankana Municipal and Kassena Nankana West District. “Today Wednesday, 11th of August 2021, at about 9 am we had intelligence that some people around Kandiga area have been assembling arms and ammunition intending to attack each other. For that reason, our personnel in the area conducting peace-keeping operations deployed under the operational strategy of cordon and search. In the process, they searched several houses in two different locations in the Kandiga area. Those houses came out with some fundamental security breaches which involve the accumulation or amassing of arms and ammunition,” he told journalists. The Regional Commander disclosed that two pump action guns and a quantity of ammunition including over 500 rounds of AK47 rifles. He added that some six suspects have been arrested in the process as investigations commence into the matter. Meanwhile, owners of the two houses where the arms and ammunition were retrieved have been identified as teachers who are currently at large. The fifteen assemblies in the Upper East Region comprising three Municipalities and twelves District Assemblies today signed the 2021 Performance Agreements between the Municipal and District Chief Executives (MDCEs) and the Municipal and District Co-ordinating Directors(MDCDs) in a short ceremony at the Regional Co-ordinating Council. In a speech read on behalf of the Regional Minister by the Regional Co-ordinating Director (RCD), Alhaji Mahamadu Assibi Azonko indicated that the performance agreements in the public service have come to stay as a means of drawing accountability from duty bearers. He noted that the performance contracts have brought leaders to greater awareness of the place of well-motivated staff in the attainment of set goals of their various entities. Alhaji Azonko said the 2020 performance contract last year made known that the first ten best performed Metropolitan, Municipal and District Assemblies (MMDAs) which obtain the past mark would be awarded and those who fail would also be sanctioned. “Don’t be surprised that the subsequence assessment will be tied to the release of funds to the MMDAs. It is, therefore, important to take these performance contracts seriously” he emphasized. The RCD however, acknowledged that the implementation of the performance contracts has not been without constraints, and as a result resources to facilitate works have not always matched with planned activities hence there is the need for all which to be reviewed periodically to incorporate genuine proposals. He, therefore, encouraged the MMDAs to rise above the challenges and find innovative ways to serve the needs of their citizens under their respective jurisdictions. DCE cited in alleged school feeding fraud in Nabdam District
Signals of possible anti-government street protests in Nabdam, a district in the Upper East Region, are getting stronger by the day over an alleged involvement of the District Chief Executive (DCE) for the area, Agnes Anamoo, in a purported Ghana National School Feeding Programme (GNSFP) fraud. Angry residents of the district are accusing the central government of deliberately failing to have the DCE further investigated and put on trial after a report said to have been delivered by the National Intelligence Bureau (NIB) months ago on a GNSFP scandal in the district reportedly found her liable for scam. According to the agitators, the names of two women, Grace Assibi Kasere and Denicia Afifi, were added to a list of GNSFP caterers in the district by the DCE without the knowledge of the two women. One of them, Grace, is said to be a relation to the DCE. Grace was assigned to the Zanlerigu Primary School and Denicia to the Zanlerigu Kindergarten. Neither of the two public schools was served by either of the two ‘ghost’ caterers, but the government paid them both continually for no job done through some E-zwich accounts opened for them. It is also alleged that the two women, one of whom reportedly can neither read nor write, often took the monies to the DCE upon payment and withdrawal and the cash would be divided amongst them with a purported lion’s share going to the DCE. This reported underhand deal, they say, went on until the state’s intelligence agency (NIB) caught the three women ‘pants down’ and blew their cover. It is said that Grace and Denicia had acted in ignorance all along because the DCE allegedly had only deceived them from the beginning that the monies they were withdrawing from E-zwich (which actually were monies government was paying for no service rendered to the two hungry government schools) were meant to cater for some orphans. Grace and Denicia did not know they were ‘caterers on paper but not caterers on the ground’ until the NIB reportedly exposed what they allegedly were being used for in the dark and without their knowledge. About Gh¢30,000 reportedly had been paid to the accounts of the two ‘ghost caterers’ before the secret deeds were brought to light. “The biggest disappointment is that after the BNI (initials of the name formerly used by the NIB, Bureau of National Investigations) exposed this big scandal, we did not hear anything further,” said a resident, Moses Bogre. “All we heard was that the money they received was taken back from them. No further investigation, no prosecution. Is that how things are supposed to be in a country of law and order? We are asking for answers from the government. We’re poised to protest this silence.” Your agenda won’t work― under-fire DCE fires back at agitators Checks reveal that the Zanlerigu Primary School and the Zanlerigu Kindergarten currently have an enrollment of about 350 pupils and 110 preschoolers respectively. Only recently (in 2019) did caterers officially arrive and settle at the schools to feed the pupils, according to Ghana Education Service (GES) authorities. The alleged feeding by the ‘ghost’ caterers― the catering service that reportedly never was― “took place” before 2019 but after 2017. In her response to the allegations, the DCE told Starr News on Monday she never was involved in any school-feeding fraud. She explained that the GNSFP headquarters actually approved Grace and Denicia as caterers for the cited hungry schools but a prominent executive member of the governing New Patriotic Party (NPP), whose name she mentioned to Starr News but said she did not want published for now, hijacked the slots to himself, thereby dislodging the two caterers from their rightful contracts with the government. According to her, the GNSFP headquarters mistakenly paid money into Grace’s and Denicia’s E-zwich accounts later for no work done but the monies, she added, were repaid to the government through her efforts after she had learned that wrong payments, which she said probably were meant for different caterers elsewhere in the district, had been made. She said there were documents at the Nabdam District’s office of the GNSFP, and that she would make them available, to show how her efforts had led to the wrong payments being reversed. “There was no fraud as they have mentioned. The allegation is wrong. The [GNSFP] Desk Officer is aware. The Regional School Feeding Coordinator is aware. The BNI (NIB) is also aware. I am in the race (for appointment as DCE) and if they are bringing this to tarnish my image, that is it. I don’t know anything about fraud. I did the right thing. You can call any person in Nabdam about things I have done. I have been open. “They even did research on all DCEs; I was the best DCE. Because the season (for DCE appointments) is due, they want to do something to just tarnish my image for me not to be appointed. I did not spend any pesewas. I don’t own any school in Nabdam as I sit. They just want to tarnish my image. This is what they are looking for. They have an agenda; it won’t work. I have documents. Everything is there. So, it won’t work. I’m ready to work with everybody. I’m just pleading: let us come together. Nabdam is just small and we need to work together to move the district forward,” she said. According to him, having some of these facilities in the region can easily attract investors into the region. He said Bolgatanga being a regional capital need to fight for the place to develop. “I have taken this up already and working closely with the ministry concern, is not even only in Bolga, we have the old park in Bolga and we also have a very similar one in Bawku and these are the areas i think as a country, we have left it to rot and therefore am engaging with the powers, am talking with the Presidency to see what we can do to bring these things out. You know we are building a very good one in Navrongo, this is a regional capital so we should fight for that place to be developed. A regional sports stadium has been one of the priorities for the people of the Upper East Region over the years now.
