Nadeng Zein Academy, Bolgatanga organizes a counselling ceremony for its BECE final year students with some goodies
As a nice way of saying goodbye to the 2021 Basic Education Certificate Examination (BECE) final year students of Nadeng Zein Academy, Bolgatanga management has organized a counselling ceremony for all the participating students who are returning home to await their results to enable migrate into the Senior High School. Apexnewsgh.com reports Speaking at the counselling ceremony, Hajj Issa Bukari executive director of Nadeng Zein Academy, Bolgatanga extended his congratulatory message to the just-ended BECE final year students. According to Hajj. Bukari, the students are very lucky because, since the beginning of the school, they have not organized such programme for the final year student themselves, but always choose to visit Tongo hospital. He believes the counselling section will help shape them as they go back to their various homes awaiting their results. “You are much aware that every year, immediately after the BECE examinations, we go with you to the maternity ward in Tongo hospital and usually, we send key soap, baby napkin, baby foot ware, toilet soap and so on to the nursing mothers. This year, we have decided, that we will use it for our own selves. Because we cannot always be sending out and forgetting of home. So, today we want to do it with you people, so that maybe next year, we can go to Tongo again”. “I want to thank you for the support you have given to us, the cooperation you have given us, the understanding and tolerance you have given us all these years. It is all meant for you and for us later. For you because we are shaping your character and behaviors to become future leaders. Ananchinaaba Isaac, advised the final year students to understand they have just started a journey of their lives. He admonished the students to make use of their time to enable them to get the best out of themselves as they wait for their results “You are just beginning life and education, this is just the very first step you have taken and there are many more steps you have to take. So, you need time to think and ponder upon your life and see how you can make it as you go ahead. “As you begin life, is just to set a goal for yourself. Today you are leaving Nadeng Zein Academy, ask yourself next year by this time where will be? Next year by this time, where will I want to be? So, make a goal for yourself and do not waste your time. Remember, there is a saying that time wasted can never be recovered. But this fewer of time while staying at home, you can join any ICT training center and learn something. It is a very good thing you must do. Because, as you move forward from here, you are still going to study it and so make use of it. And again, you can decide that while at home, let me do something that will give me some little money to support myself when am going into Senior High School is also good and that should be a legitimate income generated venture. Touching on their relationship as they leave school, Counsellor Rev. Hajia Memuna Abubakar, a retired educationist who was present at the counselling ceremony organized for the BECE final year students, also offer her candid advice to them as they migrate from JHS to SHS. “Your duty is to study hard so that you can make a better result, don’t go and look at your friend’s lifestyle and also want to copy their lifestyle it will not do you any good. Because all hands are not equal. And again, stealing is not good at all and there are thieves in Senior High School and so be careful in order not to tarnish the name of your family and the school you graduated from. Ask for what you don’t have from a friend if he gives you fine and he or she did not, avoid it but don’t steal is never a good practice”. She advised However, Head Master of Nadeng Zein Academy Alhaji Baba Razak who expressed satisfaction said, the school management and staff took it upon themselves by making sure the final year students received massive training and preparation before the Basic Education Certificate Examination (BECE). “Each year, we have a special way of preparing our final year students, one of has not been achieved, that is keeping the children here in the school for 3 or 4 months before they even go to write, but this time we are all aware the reason which is the COVID, but aside that we prepare them very well, they always write 9 mocks and we were able to cover it and the masters internally also prepare them very well by giving them a lot of assignments and also creates groups in the class to assist the below average in the class,” He said Meanwhile, some of the final year students who spoke to Apexnewsgh.com says, they are very optimistic that they will excel when the results are released. Pay our arrears as toll collectors – PWDs appeal to gov’t
Some former toll collectors have appealed to the government to ensure their salary arrears are paid as an immediate step to reducing what they see as impending hardship on them. Speaking to the Human Rights and Governance Centre via phone, a former Kumasi Metro President of the Ghana Federation of Disability Organizations, Prince Debrah, and the Central Regional Chairman of the Ghana Society of Physically Disabled, George Yaw Kyei, directly appealed to the government, through the Minister of Finance, to ensure their salary arrears are paid. According to them, affected members have inundated them with calls following the government’s decision to abolish collection of road and bridge tolls as presented by Ken Ofori-Atta in the delivery of the 2022 budget statement. According to Mr Debrah and Mr Yaw Kyei, though neither the workers nor the Ghana Society of Physically Disabled was consulted prior to the directive, their immediate concern is the payment of salary arrears owed some of the workers. The arrears are between 3 and 5 months for many. According to them, payment of the salary arrears will provide the needed cushioning for Persons with Disability (PWDs) who are going to be affected by this new policy, which has already taken effect with the directive of the Minister of Roads and Highways. They emphasized that while this unexpected decision affects all category persons, the psychological and social effects are greater on PWDs who constituted a significant number of persons affected. They further prayed government to honour its promise to redeploy these workers, and “this must be done promptly”. Bagbin orders Amoako Atta to reverse road tolls directive
The Speaker of Parliament, Alban Bagbin, has ordered the Minister for Roads and Highways, Kwasi Amoako-Atta to immediately withdraw a press release calling for the cessation of collection of road tolls. The order follows a statement by Minority Leader, Haruna Iddrisu who called the attention of the House on the development and accused the Minister of Roads and Highways of usurping the powers of Parliament whose enactment birthed the tolls. “Mr. Speaker, I think we take a serious view of the conduct of the Minister for Roads as it is an attempt to usurp the powers and mandate of this august house. To suggest as if, this country is not governed by law while he is in a hurry to carry the directives of the President, he cannot be in a hurry to usurp the mandate of this house. And be in a hurry to reverse legislation that this august have not so approved. “Mr. Speaker, it is my submission strongly that the budget itself has not been approved by this house, not its principles or its objectives let alone talk about consequential legislation that may require of him. So Mr. Speaker, in order not to create a society of normlessness, I will have simply said that the Ghanaian public should ignore him because what he is doing is clearly against the letter and spirit of the law,” Haruna added. The Speaker of Parliament, Alban Bagbin consequently directed the Minister to withdraw the press statement since Parliament has not yet approved the 2022 budget for any measures in there to take effect. He stated that in his view the Minister of Roads and Highways action cannot amount to disrespect rather it is incumbent of the House to educate him on the meaning of his action. “And so until this budget is approved all that is contained in the budget are proposals, we (Parliament) have the authority to approve. They have the authority in pursuance to Article 1, 7, 9 to prepare and lay before the House. So those are policy proposals that are presented before the House, until they are approved, nobody and I mean nobody can start implementing something that doesn’t exist. “So the Minister being a senior member of this house I think that he might have reacted wrongly and therefore I call on him to honorably withdraw that directive. Failure to do so would be a serious breach of the directive of the Speaker and that would amount to contempt of Parliament,” he warned. However, the Majority leader, Osei Kyei-Mensah-Bonsu was not enthused about the directive. He indicated that Alban Bagbin’s directive cautioning the Minister for Roads he will be cited for contempt of Parliament if he fails to comply as harsh. Mr. Osei Kyei-Mensah-Bonsu, though admits the minister erred, argued the move was for the public good. According to the Suame MP, the announcement of the scrapping of road tolls by the Finance Minister, Ken Ofori-Atta in his budget presentation resulted in spontaneous commotion at various toll booths, so the directive from the roads minister was to avert any escalation. The Ministry of Roads and Highways says it stopped the payment of road tolls on Thursday, 18 November 2021 to prevent serious confusion ad fisticuffs at toll booths after the Finance Minister presented the 2022 budget statement in parliament on Wednesday. The Finance Minister in the budget announced that the government had scrapped road tolls. Immediately after the budget statement, the Roads and Highways Ministry issued a directive cancelling the payment of tolls. The move did not sit well with Parliament especially the Minority. The Speaker of the House, Alban Bagbin directed the Minister of Roads and Highways, Mr Kwasi Amoako-Atta, to immediately reverse his order that there be an immediate cessation of the collection of road tolls as of Thursday, 18 November 2021. Mr Bagbin gave the order in parliament on Thursday, 18 November 2021 after Minority Leader Haruna Iddrisu raised concerns that the minister’s statement infracted the rules and authority of the legislature. “Nobody is doubting that the minister has issued a statement and that statement is meant to cease the collection of tolls from the midnight of 18 November 2021”, Mr Bagbin said, asking: “What is the effect of that statement? Does that statement seek to undermine the authority of parliament? Does that statement offend any of the powers of this house to legislate?” “Clearly”, he said, “what happened on the 17th November 2021 was the minister of finance representing His Excellency the President and presenting to this house, a budget and financial proposals for the year 2022; that is effective 1 January 2022 to 31 December 2022”. “That was what the [finance] minister sought to do and the minister, straightaway, in the first paragraph of his statement, introduction; said: ‘Rt Hon Speaker, Hon members of parliament, on the authority of His Excellency the President Nana Addo Dankwa Akufo-Addo, I beg to move that this house approves the financial policy of the government of Ghana for year ended 31 December 2022”. “So, it’s a proposal they are presenting to us for us to approve to take effect from the 1st of January 2022 to ending 31st December 2022”, Mr Bagbin noted. He continued: “And, so, until this budget is approved, all that is contained in the budget are proposals”. “We have the authority to approve”, he insisted. “They [executive] have been given the authority, pursuant to article 179, to prepare and lay before the house and we have to approve that. So, those are policy proposals that the minister presented to the house”, he said. “Until they are approved, nobody; and I mean nobody has the authority to start implementing something that doesn’t exist”, he insisted. “But does that amount to a disrespect of the house? That is where I may differ”. The roads minister, Mr Bagbin surmised, “might have misunderstood or misapplied the law and, so, it’s for us to draw his attention and tell him that: ‘You have no such authority’”. “It is very clear that what the minister sought to do, he has no such authority to do that. It’s not a matter of operationalisation of the law. There is no such law for him to operationalise. The law we have now has proposed the fees that they have been collecting, so, it is being implemented. It’s not like something you are going to now start”, he said. He added: “If they [executive] have any problem with the implementation of the law, then they have to come back to this house because we don’t just sit down and pass the laws. We consult the people who elected us to represent them here. That is why committees invite memoranda and invite people to appear before the committee”. “And, so, the executive cannot just, on their own, suspend the implementation of the law without coming back to the house. That is not democracy. That will be a one-man rule. And, so, I want to clearly direct that what the minister has released is an empty boast; it has no effect”, the Speaker added. “So, I think that it’s quite right to direct the minister – in fact, a senior member of this house he’s not just a junior member – who is used to all this and I think that he might have reacted wrongly and, therefore, I call on him to honourably withdraw that directive; failure to do so will be a serious breach of the directive of the Speaker and that could amount to contempt of parliament”, he warned. Shortly after the Speakers’ order, the Ministry of Roads and Highways in a statement said: “unfortunately, the Minister of Finance’s statement either got misunderstood or misinterpreted by some motorists, as many of them deemed the statement as having immediate effect and therefore decided not to pay road and bridge tolls. The insistence of the toll collectors to have the tolls paid caused serious confusion and in some cases, resulted in fisticuffs and damage to lives and property.
