Talensi: DCE promises to revisit issues of unpaid compensation to families of 16 dead miners

The Talensi District Chief Executive (DCE) Thomas Duanab Wuni has promised to revisit issues surrounding the unpaid compensation to the families of 16 dead miners. Apexnewsgh.com report On Wednesday, January 23, 2019, some young youth numbering 16 from the Talensi community in the Upper East Region met their untimely death whereas others numbering over 15 went unconscious and was rushed to the hospital and after few days of going through a thorough medical treatment with the assistance of the Health workers at the Regional Hospital, Only a few recovered from the explosion. The majority of these lost lives were noted by friends, family, and community members as breadwinners, this simply means, these individuals carry their family responsibilities on their heads all alone, and they are the only source of happiness for their dependents. Is over 5 years down the lane since after the tragic incident occurred but, the question begging for answers is, what has been the situation for the families of these known breadwinners who regrettably lost their lives as a result of the negligence of a mining company and an individual according to the Mineral Commission Reports? Apexnewsgh.com investigation reveals, that no compensation has been awarded to any of the family members from both the company Shaanxi Mining Company now Earl International and Kwasi Bantama. Currently, as we published this article, we can confidently report that some parents of these dead victims have also died as a result of hardship and struggles of life and some of these dependents are still going through difficult conditions as at now. Sadly, it appears those whose negligence put these families in their current predicaments care less about their human rights and welfare. However, engaging the Talensi District Chief Executive Mr. Thomas Duanab Wuni on the said issue regarding the family’s compensation, he said in his handing over, he hasn’t chanced any issue regarding compensation of families of the 16 dead youths. He promised to revisit in January 2023. “I have been in this office for one year and two months and in my handing over notes, I haven’t chanced any issue regarding what you are telling me. So, is difficult for me to speak to that subject. But all the same, from January when we come back from the holidays, I will take a kin interest and I will revisit what you are telling me and I would make further enquiries to see what the issue is. I hear a lot of you the press guys talking about it but, we in the Assembly here, because it wasn’t included in my handing over note, I find it difficult speaking about it. Because as I took over, there was no indication that I had an issue to follow up. But, if that is the situation, is never too late. I can always go back and look at it. So, from January 2023, I will revisit it and see what the situation is and then, we will take it from there”. The Member of Parliament for Bolgatanga East Constituency Dr. Dominic Ayine has made an interesting proposal to citizens from the Upper East region residing both home and abroad regarding the much talked about regional Airport. According to the Bolga East legislator, the construction of the Upper East regional airport cannot be an expensive adventure. During an engagement on Apexnews Ghana’s flagship programme dubbed “SPEAKOUT UPPER EAST REGION” with Ngamegbulam Chidozie Stephen on Wednesday, October 28, 2022. The MP set the record straight. According to, the other thing people of the region need to also begin to think about is that “we as citizens of the Upper East Region, why are we not thinking about the possibility that we could do this ourselves? He asked Dr. Ayine further explained, that in making the Upper East Regional airport a reality, people of the region could construct it themselves by putting together a company that will allow citizens to buy shares in the company which will generate proceeds for the Regional airport construction. “We could begin to think about putting together a company, letting our own citizens buy shares in the company and we use the proceed to construct the Airport, and those who bought shares in the company will be paid dividends if we make a profit and if it doesn’t make a profit you say well, you have contributed to the development of your region. This is not rocket science” He stressed He further used the Singaporean Bus transit as an example, “It was done in Singapore. The story of a bus transit system in Singapore is very interesting. All that they did was that they incorporated the company and asked ordinary Singaporeans to buy shares and they used the proceeds to buy the buses. So, as we speak now, that bus system is been run on basis of the investment of ordinary Singaporeans”. He, however, advised the region not to rely on the government or MPs for all projects, stressing that citizens from the region living both home and abroad can come together and make the airport a reality. “Let us as a region, put aside our partisan affiliations and say that we want an airport for ourselves. We want to set up a Company and asked our ordinary citizens to buy form in this company shares for One Thousand Ghana Cedis (Ghc1000.00). Let’s get a very solid Board of Directors, let’s get a very solid management company, and Let us build that Airport through private initiative. If the Ghana Airport wants to team up with those who are going to invest in it fine! If not let’s go ahead and acquire land by paying compensation with what comes in by way of shares subscription and then we can build that Airport”. Following the call by Savanna Research & Advocacy Network (SRAN) and the Foundation for the Transformation of Marginalized Areas (TAMA Foundation Universal) for Earl International Group Ghana Gold Ltd (EIGGGL) formerly known as Shaanxi Mining Limited to compensate settlers at the Obuasi site in Gbane, Earl International Group Ghana Gold Ltd has responded. A statement signed by Bognaab Ebenezer as spokesperson says: “Over 800 youth from the area have been employed”. “Goodwill packages (compensation) be paid to the over 39 small-scale mining groups that existed in the area. Press StatementCc: All media houses 16TH September, 2022.Rejoinder: COMPENSATION FOR SETTLERS IN OBUASI MINING SITE, GBANE The attention of management of Earl International Group [GH] Gold Ltd has been drawn to a press conference organized by some two groups that call themselves the Savanna Research & Advocacy Network (SRAN) and the Foundation for the Transformation of Marginalised Areas (TAMA Foundation Universal) on the above subject matter. The hastily circulated statement is entirely at variance with the intents and purposes of the exercise our company has embarked upon in the last three days. The Earl International Group Ghana Gold Ltd. (EIGGGL) has a large scale concession area of 16.02Sq.Km in the Gbane mining Community. Prior to the grant of this large scale area, a number of small scale mining groups-licenced and unlicenced- existed in the area. Having successfully acquired the large-scale mining lease, EARL was confronted with the challenge of either coexisting with the small-scale miners over the same licenced area or finding an amicable exit plan for the small scale miners who hitherto occupied this area. It was however apparent both large scale and small scale operations couldn’t be on the same licenced area as such posed eminent dangers ans unsafe acts to either side. Together with government, an exit strategy was designed to have the small scale miners relinquish their interests in the area. Government quickly facilitated an agreement (MOU) between the small-scale miners and the company which among other conditions stipulated that: i. Good will packages (compensation) be paid to the over 39 small scale mining groups that existed in the area. In other words, the agreement was successfully executed with compensations duly paid, recruitment of workers ongoing and miners now awaiting payment of shares.It has been the expectation of both parties- EIGGGL and government that these small scale miners would clear off the concession and to allow the company have unfettered access to its tenement and mine in very safe atmosphere. However, hundreds of these miners, including itinerant illegal miners, enter the existing small scale miners pits and access the underground tunnels of Earl on daily and nightly basis. The drill, blast support pillars, damage equipment, steal ore, attack company staff and mesmerize the company’s operations all time. It became imperative that management secures the concession properly for mining. Thus, a joint Military, Police, NIB, Minerals Commission force together with the company took the initiative to seal off all illegal mining pits WITHIN the Earl concession and LINKED to the underground operations. It can be recalled that in 2019, about 16 illegal miners sadly lost their lives following similar illegal entries into operational areas that exposed them to hazardous conditions.It must be noted therefore that: The exercise was to seal off illegal mining pits located within the company’s concession for these pits have become dubiously known for dangerous incursions by illegal miners which pose dangers to their lives as well as that of our staff. Exercise is government sanctioned- led and monitored by the Minerals Commission, Military, Police, NIB and leaders of the small scale miners who signed up to the MOU. Those affected are illegal miners who on daily basis use the existing pits of the small scale miners who have subscribed to EIGGGL large scale business. The company operates an underground mine and same has been the mode of operation in the last 13 years. This current exercise, which is in its 3rd day today, hasn’t impacted on the structures/crops/ or farmlands of the people that warrant the CSOs calls for compensation. Mind you, compensations have already been made for these areas. For the avoidance of doubt, the company will compensate any structures / persons/ farmlands that will be impacted as and when such situations come up. Well meaning CSOs should be concerned about the safety of the people and the mine. Safety is the driving force of the current exercise. It is imprudent to describe a mine that is taking measures to forestall the recurrence of mishaps as an unsafe mine. The CSOs cant be seen to approbate and reprobate. The Navrongo constituency Secretary of the governing New Patriotic Party (NPP) Moses Amoah has described President Akufo-Addo’s visit to the Agenda 111 in Katanga a community in Zaurungu of the Bolgatanga East District in the Upper East Region as a blessing. As part of President Akufo-Addo’s itinerary for his one-day tour to the Upper East Region on the 5th of August, he visits Katanga a community in the Bolgatanga East District just after commissioning the Tono water expansion project in Navrongo. But sadly, it appears President Akufo-Addo’s mood automatically changed immediately after he arrived at the site scene and saw what looks like foundation-level work already done by the contractor in charge and he angrily went back straight to RCC residence. However, reacting to the issue on Apexnewsgh.com’s SPEAKOUT UPPER EAST REGION programme, Mr. Amoah said: “I can tell you that President’s movement to Bolga East was a blessing to us”. According to him, “President saw the lackadaisical attitude the contractor was exhibiting at the site, he saw it very clearly. This one is not about someone telling President that this contractor is not doing this or that, the President saw it with his eyes. And you saw that when the President got there, he wasn’t happy, he was angry and that is a positive response. When you have a President getting to a venue and probably leaves with anger, it tells you the person’s expectation”. “The President expected that by the time he got there, the project should have been at a different level but unfortunately, that wasn’t where he met it and that is even a blessing. Feature: Interesting factors contributing to the underdevelopment of Upper East Region

:Written By Ngamegbulam Chidozie Stephen No doubt, the Upper East Region of Ghana is a wonderful place to live in, especially with people from rich cultural practices and traditions, a region blessed with tremendous tourist sites all over. However, in the Upper East Region, one of the unfortunate canker or if you like, a defunct micro-finance i have seen hitting the region back to back apart from defunct Diamond Winners, God is Love, Power Ground and the almighty DKM micro-finance is the lack of zeal for ‘development’ from the elites and those who are supposed to know better, i mean those elites from the Upper East Region. No wonder in my last article in October 2021, one of my resource persons from the region strongly holds the views that the region main canker is caused by the elites,  “I see our number one problem as the elite who are educated, they are the problem of the Upper East Region, not the uneducated people” Alhaji Awal Ahmed Kariama, Executive Director at RISE-Ghana maintained Fortunately, Upper East Region has produced very notable individuals and personalities who should have turned things around. But sadly, the reality is that these notable, brilliant and worthy personalities mostly based outside the region, fear coming back home to help develop their own region where they are created as individual gifts and blessings from the most high. Another interesting point bedeviling development in our communities and region is the trending attitude of our chiefs allowing themselves used by politicians by way of offering them appointments and positions in their government. To me, i have strong view that chiefs should not engage in any government activity but must use their office to lobby for development for their people and region. Chiefs must be respected by politicians for the role they play towards development. It is the job of traditional rulers to mediate between the people and the government. It is also their role to fight for the rightful development for their people and region through their office such as Regional House of Chiefs. Is that really the case in the Upper East Region? i guess you already know the answer? There is a saying that: “One does not learn how to use the left hand in old age” Yes, that is a fact. A man who decides to divert his or her children’s minds away from their own region isn’t patriotic to his region. A man who does not care about the welfare of his people back home isn’t worthy to be called a native. A man who is given a good opportunity in a high office that is expected to bring development to his or her people and he or she misused the opportunity, there is no guarantee such a person will be able to bring development if given another opportunity. This is one of the predicaments bedeviling the people of the Upper East Region. In the Upper East Region, with some allocated time,13w one could easily count around the number of storey buildings within the region compared to other regions and majority of these top buildings belong to strangers who on their own are struggling to make the region a better place for everyone. However, mostly when you traveled to Accra or Kumasi, most modern buildings you see across are owned by someone from the Upper East region. Then, you asked yourself what could be the problem? Well, I think is our mentality. I was so surprised and shocked in 2021 when one of the region’s prominent personality informed me during one of our phone conversations that he hasn’t visited home for 33 years and this prominent figure has children and none of them had visited home as well and I mean their father’s compound. During that conversation he was able to informed me that her daughter is due for marriage anytime she wishes because she is of age. So, you see? How will such children have their region at heart, especially when their father is careless about the region? Meanwhile, the man’s only reason was that his siblings died all as a result of family issues. So, the parent had to travel down south for greener pastures with few of them left. So, in this case, it will definitely be a hard thing to learn how to use a left hand as an old man isn’t it? His 33 years old decision is today affecting the innocent people of his family, community, district, constituency and the region developmentally. He is the only one who was able to share that with me but i knew, there are many more with such a tough decision. No wonder, the people of the Upper East Region are not moved by the non-availability of the Passport Office Application Center for a whole region. Because, after all those who normally travel and understand the importance of a traveling passport are living outside the region. Isn’t that regrettable as a region? No wonder, they are not moved by the continuously failed promises by politicians. In December 2021, we were told by the Upper East Regional Minister Stephen Yakubu that the signing of a concessional loan facility of $20 million between the governments of Ghana and Saudi Arabia in 2019 for the completion of Bolgatanga Regional Hospital has been truncated and the people of Upper East are quiet and pleased with such a piece of disturbing news after years of battling on local radio stations across the region between communicators of NDC and NPP claiming who should take glory for the hospital renovation project. Meanwhile, when i reached out to the BONABOTO Regional chairman Dr. Esmond Agurgo Balfour to know their plans following the announcement made by the regional Minister about the cancellation of the initial Bolgatanga Regional Hospital concessional loan facility of $20 million between the Ghana government and Saudi Arabia, he confirmed that they have received the information as a group. He described the information as a piece of disappointing news.

Paramount Chief of the Bongo Traditional Area Naaba Salifu Atamale Lemyaarum, has described the growing norm of youth engagement in alcoholism and hard drugs in the Bongo District of the Upper East Region as ‘very pathetic’. As he blamed the District Assembly for not supporting his earlier initiative to clamp it down. Apexnewsgh.com reports In 2020, out of 769 mental health cases recorded, 47 of them were due to alcohol and 36 were as a result of psychoactive substance use. The Paramount Chief in an Exclusive interview with Ngamegbulam Chidozie Stephen of Apexnews Gh said, he has observed that the youth who are supposed to take over from them in terms of leadership, a lot of them have gone wayward, what he described as ‘very pathetic’ “I have been looking at the whole thing, I don’t just know what to do. Because, a lot of the youth have gone wayward and it is very pathetic because if you have a community and the youth are wayward then, which means we are leading to disaster. We are expecting that they will be the future leaders, we want them to take over from us. So, if they are not able to take over from us, then the community is just heading towards disaster”. He said Meanwhile, when Ngamegbulam Chidozie asked what the chief think could be the solution to the trending canker? Baba Lemyaarum said, the remedy for it, is a collective effort. Stressing that he alone cannot bring to end the worrying situation. “Looking at it, the remedy for it, is a collective effort, because me alone I don’t know what to say. Now, there is a high rate of the intake of drugs and now you can’t even talk because we are even advocating it on the media. A TV is always talking about legalizing marijuana and the youth are always watching TV, are we not promoting it? So, how do we clamp it down? Now as for the alcohol is a different issue but apart from the alcohol, they take this tramadol. Why should the government even allow this tramadol to even exist within our market, when we know is a dangerous drug? If you want to talk about the need for security to clamp down wee smokers, the security themselves smoke it. So, that is a big problem, all that we need is to do education, we need to sensitize, those who will take they will take, those who won’t take can go. Because at the end of the day, we may be able to save some souls”. He expressed However, responding to a suggestion by one of the Bongo District Assembly Member Nyaaba Mbabila Joseph who was thinking that assembly passing a bye-law banning minors from drinking sport will curb the growing canker. The paramount chief insisted that such a suggestion isn’t a good one. He believes that will infringe on their rights. He blamed the assembly for not showing any atom of support when he approached them with his personal initiative on how the problem will be solved. A suggestion the paramount chief believes will not solve the canker. “If they cannot pass a bye-law to stop playing of electronic jams at funeral grounds, I took the initiative to stop the intake of some of these hard drugs among youth, I followed the assembly didn’t help me on that and they couldn’t support me. I wanted them to pass a bye-law and they couldn’t. How can you pass a bye-law stopping minors from entering drinking bars? Are you not infringing on their human rights”. Bolgatanga Central Constituency Member of Parliament (MP) Isaac Adongo has visited a vulnerable widow and her two physically challenged daughters in Atulbabisi community of his constituency with foodstuffs and a cash amount of Two Thousand Ghana Cedis. Apexnewsgh.com reports Speaking during the short donation exercise, Mr. Adongo noted, that his friend Ngamegbulam Chidozie Stephen of (Apexnews Gh) has drawn his attention to the family predicaments and suffering whiles he was far away in Accra, as he promised to come to the family aide when next he visits home.  However, as part of his birthday anniversary today Tuesday, October 12, 2021, Mr. Adongo said, with all God’s marvelous work upon his life, he is convinced that there is no other way to thank and appreciate God for his kindness towards him, than supporting the vulnerable. Mr. Adongo who appeared very emotional when he met with the vulnerable family, described the scene as a ‘difficult moment’. He appreciated their widow mother for the love and care she has shown towards her two physically challenged children despite their conditions, as he prayed for God’s blessings and encouragement towards her sacrifice. “We all know that this is a very difficult moment, we all could be in this situation but when God has blessed us and we can walk and fight and fend for ourselves, we must always remember that not everybody is fortunate. And these kids, is not by choice they are in the situation they are, but they must live life to the full and God knows why he chose this humble mother to take care of these children. She is taking care of these children for humanity and it is for us to encourage her and support her so that she can give these kids as much fulfilling life as she can. Meanwhile, Mr. Adongo said, his initial plan when he had not seen the two physically challenged sisters, was to find a way to train them to take up a trade but was later informed by Chidozie that their condition won’t allow them. He pledged, to continue supporting the family with stipends and once a while replenished the foodstuffs to enable them to live a better life. “Originally our thought when I hadn’t seen them, was to find a way to train them to take up a trade. But yesterday my good friend made me understand that is a bit difficult to achieve that end. So we have to continue to provide this support and this is not going to be the last time. My hope is to be able to continue to provide the stipend and once a while replenished the foodstuff for them so that they can also live a better life. That’s the reality of life, is not everybody who was fortunate. But it tells you and i, how fortunate we are and we must always thank God that we were given some attribute that allows us to do the work that we do and to go out and look for shelter, food and everything for ourselves not because we are special, is because God just have on us and I have a difficulty looking at these kids …. People of Upper East Region enemies of development, reasons why Upper West is ahead

  :Written By Ngamegbulam Chidozie Stephen Upper East is region blessed with wonderful places especially with lots of tourist attraction areas such as Paga crocodile pond, tono dam, pikworo slave camp, Upper east regional museum, tongo hill etc. But there is no doubt, is a region deprived of important developmental and social amenities such as Regional Airport, Regional Sports Stadium, Regional Hospital, Regional Passport Office, just to mention but few. It is becoming so worrying to its patriotic citizens who actually have started asking about the crime they have committed by voting and as well making recommendations for appointments for politicians from the region who will end up disappointing them by not using their positions and office to secure good developmental projects for the region they represent. According to the people of Upper East, a region that had the opportunity of having their own flesh and blood as the Ghana Minister for Youth and Sports under the NDC John Dramani Mahama administration, isn’t supposed to be crying for none availability of a Regional Sports Stadium in 2021, especially when such a big opportunity was missed by their own selves. Meanwhile, Upper West got their stadium with 5,000 capacity in 2006. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. A region that had their own flesh and blood as the Ghana Aviation Minister during the first batch of President Akufo-Addo/Buwumia administration isn’t supposed to be crying for not having an airport in 2021, especially when such precious opportunity was used to play politics among the same beneficiaries. Meanwhile, the people of Upper West opened their airport for commercial flight operations in October 15, 2019 with service by Africa World Airlines from Accra via Tamale using an Embraer 145 regional jet. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. As at the time of this publication, the people Upper East still risk their lives on a daily basis traveling to Tamale the Northern regional capital for their passport application and renewal. Meanwhile, the people of the Upper West Region commissioned their Passport Application Center (PAC) in 2020. This bringing the number of Passport Application Centers across the country to 13. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. The Upper East Regional Hospital unlike other regions has become a political ring tone for the two main political parties NDC/NPP every election year. You will be amazed when listening to party communicators from both parties arguing on whose party contributed more than each other at the ongoing renovation work at the Bolgatanga Regional Hospital. Meanwhile, 160-bed capacity Upper West Regional Hospital was made open to the general public in January 9, 2020, even after a little delay. Because President Akufo Addo earlier commissioned the US$ 52 million facility in August 2019. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. What could be cause for the Upper East set back on development? Tribalism/Discrimination, political slavery, greed, hatred, self centered, giving positions non patriotic individuals, ethnicity superiority, literacy superiority and above all disunity were all captured as the real cause of Upper East Region set back on development. Those given opportunities must start thinking outside the box: When Mr. B goes into the office and he decides to do the same thing Mr. A was doing before leaving the office then, Mr. B is not thinking ‘OUTSIDE THE BOX’. In the Upper East Region, it appears development from the two main political parties NDC and NPP are not seeing much light of the day due to the spectacle both big parties are putting on for the region and this is a contributing factor affecting development in the region. Those from the region appointed into positions of MMDAs, regional and national must start thinking outside the box as far as development in the region is concerned. What one could describe as ‘political slavery’ is another canker bedeviling the people of the Upper East Region in terms of developmental projects, unlike some other regions such as Upper West where the people cherished development irrespective of the political party one belongs to. For the National Democratic Congress (NDC), their mentality on the ground as far as Upper East Region is also not helping matters when its comes to development. Because their mentality that the people of the Region vote for NDC come rain come shine because Upper East Region is NDC stronghold and whether they campaign or not they will surely win. Such mentality, is not helping the region in terms of development. Below is a typical example. A piece of published evidence which was reported on a local radio station A1 radio somewhere in November 23, 2020 “IF WE DON’T CAMPAIGN IN UPPER EAST, WE WILL STILL WIN – NDC SECRETARY” “The Upper East Regional Secretary of the National Democratic Congress (NDC), Donatus Akamugre Atanga, has expressed confidence that his party remains solid in the region to secure the endorsement of voters in the upcoming December 7 general elections; even if they don’t campaign in the region. “According to Mr. Akamugre, though the Upper East Region is considered a stronghold of the NDC, their continuous campaign in the region was to show appreciation to the people of the region for their undying support to the party; and not necessarily to canvas for votes”. So, this mentality by a respected Party Regional Secretary, also confirmed why development isn’t coming as expected in the region and why those elected to represent their constituencies and the region decide to sleep on their jobs.
