The Talensi Constituency Secretary of the opposition National Democratic Congress and a member of the NDC communication team Solomon TTB has described the level of corruption witnessed so far in the country and the recent Auditor’s General report as unprecedented in the history of Ghana. Apexnewsgh.com report The Constituency Secretary made the pronouncement on Apexnewsgh.com flagship program dubbed “SPEAK OUT UPPER EAST” on Tuesday, September 05, 2022 According to him, Corruption is aggressively growing in the country than development and has eaten Ghanaians, which is what citizens witnessing today clearly and simply mean. “That is unprecedented that we have never seen in the history of this country looking at the level of the corruption, looking at the level of financial malfeasance, looking the level of infractions in the Auditor’s General Report. It clearly means that things are really tough and the NPP since time immemorial has not put in any serious commitment to the fight against corruption and they also have a track record of allowing corrupt officials to go unpunished and history will always put us right. He stressed He further stressed that the NPP has not shown any serious commitment to fighting corruption. “You recall some couple of years ago when President Kufour was in government and decided to throw his hands up and say corruption as old as Adam, so looking at those called Dankwa, Bosia or whatever tradition, the NPP government has never shown any serious commitment in the fight against corruption and that is why we are now witnessing some of these things in this country”.He stated “In the case of Nana Akufo-Addo, the case is absolutely worse, it has never been seen in the history of Ghana. He is seriously clearing all corrupt officials, he has assumed the post of clearing agent at the Ghana port of corruption”. Responding to the Auditor’s General report, Mr. Solomon said: “We all saw Domelovu as someone who was seriously fighting corruption, but the President did not want anyone who could expose him and his government and for that matter, Domelovu will have to take an early bath in the Auditor’s General Department. However, he believes the government has recruited a lot of people as ghost workers just to loot the state. He sighted an example with the people captured by the Auditor’s General as ghost workers at the Ministry of Finance. It is because people are doing gargantuan sole-sourcing, it is because people are making payments of money to themselves, apart from that, putting ghost names in departments and various ministries. According to him, One Habibu who is working at the Finance Ministry as a ghost name took over Ghc 300,000 and the other over Ghc 500,000 for 24 months. He was the 2020 Parliamentary Candidate for Tamale North. This is captured in the Auditor’s General report which is not my saying. National President of PWDs cautioned Kassena Nankana Municipal and Bolga East Assembly over denial of funds

President of the Ghana Federation of Disability Organizations Ms. Mawunyo Yakor-Dagbah has registered displeasure with the attitude displayed against its members in the Kassena Nankana Municipal and Bolgatanga District Assembly in the Upper East Region. Apexnewsgh.com report According to the 2021 Auditor’s General report, “Kassena Nankana Municipal Assembly did not disburse funds to persons with disability who applied for support from the fund even though the fund had a balance of GH¢111,651.15 as at December 31, 2021. Similarly, the Bolgatanga East District Assembly delayed for about five to 22 months after the beneficiaries’ financial request before disbursing the funds to them” “As a result, Persons with Disabilities have been denied timely receipt of funds to support their activities”. Meanwhile, the President of the Ghana Federation of Disability Organisations Ms. Mawunyo Yakor-Dagbah in an interview with Apexnewsgh.com has described the Assembly’s actions against its members as a disservice and unfortunate. “ Is a great disservice to the Persons with disabilities and I know there are applications from the people who needed the money. I think the DCE and even the Fund Management Committee are supposed to give us some answers to why this happened. Because the money cannot just be there and you are denying people the fund. It means you are saying they don’t need the money. That is very unfortunate”. She said According to the National President, “over Ghc 111,000.00 is a lot of money that can help quite a number of Persons with Disabilities because is for economic empowerment. So, why will that money be lying there without giving to the people is meant for? Of course, in every application, they have to vet and it has to pass through a process to see that whatever business they want to use the fund for, is beneficial and in some case the money support people in education”. “Am sure my people in those districts really need this money and yet for whatever reasons that prevented them from receiving this funds, is very unfortunate. We hope that now that the Auditor’s General has captured it, they won’t repeat it again. She said the intervention is a very good one they appreciate the government for and for that matter the funds are needed by Persons with Disabilities. Insisting that this should never happen again because if the monies are not disbursed, the signal out there will be that the money is not needed. It has emerged that over Ghc70,000 of UNICEF Support Fund for the Tempane District Assemblyis currently locked up in Papa Kwesi Nduom GN Bank. According to the report, “Management of the Tempane District Assembly opened a bank account with GN Bank with Account Number 4064111000033 for UNICEF Support fund without authority from the Controller and Accountant General Department.” “section 51 of the Public Financial Management Act 2016, Act 921 which enjoins heads of departments to obtain authority from the Controller and Accountant General Department (CAGD) before opening bank accounts.” The report further says, “we however noted that the assembly continued to use this unauthorised account until the collapse of GN Bank in 2018 thereby resulting in lock of the assembly’s funds amounting to GH¢73,443.00.” However, the Auditor General further says, “We recommended to Management to pursue the recovery of the funds from the receiver of the collapsed Bank, failure of which the DCD and the Finance officers should refund the amount of GH¢73,443.00 into the assembly’s account.” Source: Apexnewsgh.com

To what sounds like wickedness or inhumane action against the vulnerable, with great regret, it has been revealed that those in charge in some Assemblies purposely denied Persons with Disabilities their required funds even when the fund is made available for disbursement. Auditor’s General Report: Tempane District Assembly lavished GHc 27, 201.00 on DCE’s Bungalow renovation

According to the 2021 Auditors General report, it has been revealed that the Tempane District Assembly made a payment of GH¢27,201.00 to a contractor in charge of the renovation of the Temapne District Chief Executive Bungalow at Kugrago, for no work done. Apexnewsgh.com report The report says, “Regulation 78 of the Public Financial Management Regulations, 2019 (L.I.2378) states, a Principal Spending Officer of a covered entity is personally responsible for ensuring in respect of each payment of that covered entity the validity, accuracy and legality of the claim for the payment”. “We noted during the projects inspection that, even though certain aspects of the bill of quantities for the renovation of the Tempane District Chief Executive’s Bungalow at Kugrago was not executed by the contractor as confirmed by the Assembly’s monitoring report, the Assembly paid the sum of GH¢168,111.30 instead of GH¢140,910.30 resulting in payment of GH¢27,201.00 for works not executed”. However, the Auditor General has recommended for the recovery of the amount paid for work not done from the contractor, failure of which the amount be recovered from the District Coordinating Director, the District Finance Officer and the Works Engineer.
