Dan Botwe, Minister of Local Government, Decentralisation and Rural Development has urged citizens of Bawku in the Upper East Region not to allow conflict to dictate the pace of life in the area. He said healthcare delivery, access to education, agriculture and socioeconomic activities were at the lowest end in Bawku, leading to loss of lives, properties and compelled many to flee due to the protracted chieftaincy dispute. “The guns must be silenced, and cool heads must prevail for the restoration of normal social life and peaceful coexistence. “We cannot allow criminals and conflict profiteers among our ranks to destabilise the peace of the area and dictate the pace of life of the vulnerable. Criminals should be viewed and treated as such from both sides,” he said. Speaking at the 35th annual Samanpiid festival of the chiefs and people of the Kusaug Traditional Area, Mr Botwe said it required the shared responsibility of all stakeholders to restore peace in Bawku to achieve the needed development.He said the theme for this year’s celebration, “Building Peace: The role of all Stakeholders” was apt considering the reemergence of the conflict and said all residents and stakeholders had roles to play individually and collectively to attain lasting peace in Bawku. The Minister underscored the urgent need for stakeholders especially factions in the conflict to use social interaction to complement each other’s efforts to avoid and condemn conflicts at all levels to promote respect for human rights and dignity, social justice, and rule of law. “I wish to passionately appeal through our revered king (Bawku Naba) to urge our brothers, Kusaasis, to return to the Bawku Interethnic Peace Committee to facilitate dialogue among you and our brothers on the other side on the way out of this crisis,” he added. He reiterated the resolve of government to continue to engage all relevant stakeholders to achieve lasting peace and restore the lost glory of Bawku of economic prosperity. Mr Cletus Avoka, Member of Parliament for Zebilla Constituency who spoke on behalf of all the six MPs of Kusaug Traditional Area including Bawku, Zebilla, Tempane, Garu, Pusiga and Binduri, said conflict had destroyed the reputation Bawku once held as the life and commercial business centre of the Upper East Region and Ghana. Mr Avoka noted that the government and other stakeholders had made efforts to ensuring peace in Bawku, but the situation remained the same, and worsened by the day and added that the strict stands by factions in the conflict did not help to resolve the issue. He said the conflict was retarding development of the area as projects implementation in the area had been stalled including those working on the main Bolgatanga-Bawku-Pulmakom road as contractors were afraid to work there.“Many of the homes are empty, young men and women and business people are all vacating Bawku and that is a sorry sight. Education, business, and healthcare are declining, if not at a standstill and so we have the collective responsibility to make sure we have peace in Bawku,” he said. Bawku clashes: Death toll now 18, dozens flee out of fear
Dozens of people are fleeing troubled Bawku community following renewed chieftaincy issues which have resulted in the death of 18 persons and the destruction of properties running into thousands of cedis within two weeks. Bawku has been under attack from unknown gunmen forcing the Municipal Security Council (MUSEC) to call for more security reinforcement to augment the efforts of officers on the ground. The Municipal Chief Executive for Bawku, Hamza Amadu said MUSEC will do all it can to protect lives and properties. “18 people have died so far. People are living in fear following the killings. We are aware of people fleeing the town as a result.” “But we want to assure residents that we are not sleeping on our jobs. We are doing all we can to protect lives and property.” Meanwhile, the National Peace Council has urged the two feuding factions in the Bawku ethnic dispute to commit to restoring longstanding peace in the area. It particularly mentioned the Kusasis to rescind their decision to withdraw from the Inter-Ethnic Peace Committee (BIEPC) in the wake of the ongoing conflict between the Mamprusis and Kusasis in the area. The Kusasis withdrew from the committee because all efforts to get a solution to the conflict in Bawku have proven futile. Bawku Clash: Lives lost in renewed Bawku clash
A renewed ethnic clash in Bawku in the Upper East Region according to sources has claimed more than 5 lives in a Sunday clash between to the main factions Kusasis and Mamprusis. Bawku conflict: CHOBS demand immediate closure of basic schools
The Conference of Heads of Basic Schools (CHOBS) has requested the immediate closure of basic schools in the Bawku Municipality over the security situation in the area. A teacher in the area told Apexnewsgh.com “the issue is that today is better tomorrow is worse, at any point in time anything can happen. You just hear shootings from town and bullets will be flying left right center and we would know where to put ourselves and we are teachers dealing with children in School. And sometimes, when it happens this way and you happen not to see how you control your children and you allow them to run, they will run into bullets and what have you. Meanwhile, a statement issued by CHOBS also said, the move has become necessary because as a result of the difficulty in getting transportation to and from school. “Following the insecurity and the subsequent ban of “yellow yellow” in the municipality, we wish to appeal to you to close down basic schools in the municipality pending the improvement of the security situation,” the Chairman of CHOBS, Abugri Busia stated in a letter to the Municipal Director of the Ghana Education Service. The Upper East Regional Coordinating Council (RCC) has reviewed security measures in Bawku following the renewed fights in the area. At its emergency meeting held on Monday, the Council resolved to temporarily ban ‘yellow, yellow’ operations until further notice. Some residents of Mamprusis and Kusasis who went to Mecca for the performance of 2022 Hajj have demanded for a reconciliation between both factions. Upper East Regional House of Chief worried over the senseless and morally depraved criminal acts in Bawku
The Upper East Regional House of Chiefs led by the Paramount Chief of the Chiana Traditional Area, Pe Dituudini Adiana Ayagitam III who doubles as the President of the Upper East Regional House of Chiefs has said, “it is saddening to note that since these clashes in Bawku in 1983, 1984 and 1985 all has not been well with the inhabitants of this growing township. The House of Chief President made the revelation on Thursday, May 26, 2022 during a press conference organized by the Upper East Regional House of Chiefs. The statement said: “In the last quarter of 2021, there was renewed escalation of the regrettably enduring conflict in Bawku. These skirmishes in the township aggravated in the run up to the Samampiid and the purported plans by the Mamprusis to observe the final funeral rites of the late Tampuri Alhaji Adam Zangbeogo, who is still recognized as the last Bawku Naba by the Mamprusis and subsequently celebrate the Damba”. “This has led to the loss of abled and productive lives and valuable property, stalled economic activities, and deprived several school children of an opportunity to pursue their future dreams. Asa bustling economic hub of the east and Ghana, it has further worsened the woes of a country emerging from the ravaging effects of COVID-19 and its consequences on the national economy. However, “it is rather disappointing that these high-level interventions have yielded little results in resolving this devastating conflict. “This has led us to reason that what we are experiencing in the area is organized crime orchestrated by people with doubtful integrity for their selfish interests. Crime is intolerable in any society and thus must be stamped out. Bawku: Our Armed Forces is contributing to atrocities by shooting and killing civilians –Mr. Bonbande
Former Head of the West African Network for Peacebuilding (WANEP) Emmanuel Bonbande has lamented following the sad story emanating from Bawku in the Upper East Region. Mr. Bonbande on his Facebook wall on Wednesday, March 16, 2022, said: These stories coming out of Bawku where our Armed Forces is contributing to atrocities by shooting and killing civilians is utterly disturbing. He added: “Our Military is trained to uphold international standards of Peacekeeping with Human Rights approaches at the core”. “They understand very well that in any Peacekeeping mandate, the primacy of their interventions, integral in their mandates, is the protection of Civilian lives. They cannot adhere to these Peacekeeping principles elsewhere in other countries and do the opposite at home in Ghana”. “The Military high command may want to consider personal of the Ghana Armed Forces, likewise the IGP for the Police to deploy to Bawku, only serving personal with the requisite training. Again, it must be emphasized that for those exploiting ethnic cleavages in the inter-communal violence in Bawku, Peacekeeping must understand at first hand, the nature and dynamics of the violence. When Peacekeeping does not protect all the people but instead contributes to the Military killing civilians, it could create the grounds for radicalization and violent extremism”. This is further exacerbated by Bawku sharing borders with two countries where terrorism is active and continues to come too close to the shores of Ghana. Mr. Bonbande concluded.
