WASSCE results could’ve been better but for FSHS implementation challenges – Apaak

The deputy ranking member for Parliament Select Committee on Education, Dr. Clement Apaak says the implementation of the Free Senior High Schools (FSHS) has challenges that need to be addressed. The lawmaker’s call comes on the back of President Akufo-Addo’s recent commendation of the policy vis a vis the results in West Africa Senior Secondary Certificate Examination (WASSCE) so far. Delivering an address at the 70th Anniversary Celebration of Opoku Ware Senior High School, President Akufo-Addo noted that the 2022 WASSCE results of the third batch of the graduates shows 60.39% of students recording A1-C6 in English, as opposed to 51.6% in 2016.” In Integrated Science, he noted that 62.45% recorded A1-C6 in Integrated Science in 2022, as opposed to 48.35% in 2016, with the 2022 result being a slight regression from the 2021 pass rate of 65.70%. President Akufo-Addo added that 61.39% of students recorded A1-C6 in Mathematics, as compared to 33.12% in 2016; and 71.51% recorded A1-C6 in Social Studies, as compared to 54.55% in 2016. But the deputy ranking member indicated a national discussion on the policy will make it better. “No one is against the policy, the call is for a comprehensive plan to address the implementation challenges, aimed at making FSHS work even better. “The results could have been better but for the challenges. A national conversation or review is long overdue,” Mr. Apaak stated in a tweet on Sunday December 4 2022. However, according to President Akufo-Addo, “six (6) years on following the implementation of the Free Senior High School policy, which has guaranteed a minimum of Senior High School education for 1.7 million Ghanaian children, the highest such enrolment in our history, I can state, without equivocation, that I am very proud of the policy and of its results thus far.” “Lest we forget, the 2021 batch of students, who also obtained very commendable results, were the pioneers of the double track system, which elicited a lot of vilification and unfounded criticism on its introduction,” he said. The President continued, “The 2022 results are the best of the last eight (8) years. Surely, there can no longer be any controversy about the validity of the Free SHS policy and its consequential measures. Dr. Apaak further explained that when he mentioned that the region hasn’t done well, he is also speaking about people as a nation and as a state. Pointing that our inability to provide the needed resources, support and the needed input at affordable prices allows for the farmers to take advantage so that they can increase their acreage to ensure maximum yields to feed themselves and their families and have a surplus to then sell and use that revenue for other needed responsibilities. A warning he said he received with much seriousness “My constituents have told me that should I make the mistake of voting in favor of this 2022 budget I should remain in Accra. “I will not remain in Accra, they sent me here to work on their behalf. Their instructions are very clear and so the position is clear. He described Dr. Apaak’s comments as a ‘pure lie’ “He is not even in the constituency and I am there with the people. You cannot read a budget and want to get everybody to agree with every sentence, every phrase. You would definitely have dissenting opinions. But largely, what the majority says is what to look at”. “The last time my MP was in the constituency is more than 2weeks, he was there before the budget was read, so I don’t know when he came back to receive views of the people. He has not organized one single meeting where he has had an engagement with the people in the constituency. So, I don’t know where he is getting that information from”. “So, as far as am concerned, is not true, he has not had any meeting anywhere where constituents have told him not to come back home if he approves the budget. It is his personal view he is expressing and which is not too different from the position taken by his NDC. The Member of Parliament for Builsa South Dr. Clement Apaak has slammed the Minister of Lands and Natural Resources Samuel Abu Jinapor describing, him as a Minister engaging selective justice. The Minister has handed over 13 impounded rosewood containers to the National Intelligence Bureau (NIB) for a comprehensive investigation. The move is to unravel the circumstances behind the importation of lumber into the country and the suspects behind the containers. The Minister, in giving the directive stated that President Akufo-Addo had placed an outright ban on rosewood harvesting, trade, hence the confiscation of the containers. But the MP who has been a fierce advocate against illegal rosewood trade described the move as selective justice. He was wondering why the Minister failed to apply the same speed in referring a similar confiscation of rosewood at the Tema Port to the NIB. According to him, the Minister has failed to apply the same seriousness to the Tema saga and yet, found it appropriate to speed up the recent issue. He described the move by the Minister as strange since he is not interested in probing a matter which involves an attempt to export rosewood from Ghana but swiftly dealing with the ones imported from Nigeria. He said: “I fail to appreciate the speed with which the Minister for Lands and Natural Resources referred the case involving 13 containers of rosewood impounded at the Tema port on August 31st to the NIB for a “comprehensive investigation” to unravel the suspects and circumstances leading to the importation of the 13 containers into Ghana. “My inability to commend the Minister is because he is yet to act similarly with regards to 5 containers of rosewood impounded on June 17th and a container impounded earlier this month in the Savlugu District on August 12th.” He quizzed: “Why the Minister moved swiftly in the case of the imported rosewood into Ghana from Nigeria, yet seems lethargic in asking the same NIB to investigate the rosewood stolen from within Ghana is perplexing. Something is not right!” The MP further alleged that there is an attempt by the powers that be to use the NIB to probe the recent matter just cover the tracks of top Ghanaian officials involved in the illegal trade. To him, these faces have protection from the presidency and because of that, they cannot be punished for their crimes.
