Read the full details For Immediate Release – dated 25th October 2024 Concerning Developments on Bawku Crisis: Suspension of Campaigning 1 Since last night, I have been deeply concerned about recent developments that could reignite the Bawku crisis and the entire Kusaug Traditional Area (KTA). 2 In February last year, the Nayiri purportedly enskinned Alhaji Seidu Abagre as a rival Bawku Naba. This act, swiftly condemned by the government as illegible and a threat to National Security, aggravated the volatile situation in Bawku and its environs. The government’s immediate and unequivocal response was a testament to its commitment to maintaining peace in the region, providing a sense of security to the people. 3 In a statement condemning the purported enskinment issued on February 15, 2023, the government re-iterated that the current Bawku Naba, Zugraan Asigri Abugrago Azoka II, was the duly recognised Chief of Bawku. This recognition, gazetted by both the Upper East Regional House and the National House of Chiefs, serves as a pillar of stability in the region, keeping the public well-informed. 4 In the same statement, the government directed the security agencies to arrest and prosecute any other person who claimed to be Bawku Naba, adding that any further developments that threaten the peace of the area will be swiftly dealt with. 5 Subsequently, a High Court in Bolgatanga issued an arrest warrant for Alhaji Seidu Abagre, who remained in Nalerigu after his purported enskinment, ostensibly to seek cover under the Nayiri to avoid being arrested. Attempts to affect the Court warrant were resisted at the palace of the Nayiri. 6 Following the government’s decisions, including the issuance of a court arrest warrant and other concerted efforts by the government and other stakeholders, peace has gradually returned to the KTA. These efforts, which include the direction to security agencies to arrest and prosecute any other person who claimed to be Bawku Naba, demonstrate the government’s commitment to ensuring lasting peace in the area. 7 The arrest warrant issued by the High Court in Bolgatanga was challenged at the Appeals Court in Tamale, but quite curiously, the Office of the Attorney General put in a written defence. The Court of Appeals recently ruled to overturn the High Court’s decision. 8 The Office of the Attorney General had filed an appeal against the decision of the Court of Appeal. But in yet another twist, the Office of the Attorney General announced that it had abandoned its intention to appeal to the decision of the Court of Appeal. I have reliable information indicating that Alhaji Seidu Abagre has returned to Bawku. Tensions are already building up, potentially reigniting the area’s crisis. 9 I view these recent series of curious coincidental developments as acts of provocation that could have severe consequences for the peace of Bawku and the KTA. 10 I would like to emphasise that the right to self-determination would not be varied under any circumstances and that the people of Kusaug are determined to ensure their dignity and cultural heritage are always protected. 11 I am, by this release, calling on the Government to issue a statement directing the security agencies to arrest and prosecute Alhaji Seidu Abagre should he and his assigns act or insinuate in any way to suggest that he holds himself out as Bawku Naba. 12 Should the government fail to act on time, I will take further appropriate steps to protect life and property in the KTA. I am calling on the government to give meaning to its February 15, 2023 statement, when the acts of provocation started, and also ensure that the laws of Ghana are enforced and complied with by all. 13 In the interim, I have suspended my campaign and all-party activities in the Zebilla Constituency until the government takes decisive action on the ongoing acts and potential threat to peace and security being instigated and perpetrated by Alhaji Seidu Abagre and his accomplices. 14 While we

The aspiring Parliamentary candidate for the Zebila Constituency under the ticket of the governing New Patriotic Party (NPP) Dr. John Kingsley Krugu ironically escaped death at his Bolgatanga residence early hours of Tuesday, August 29, 2023. Dr. Krugu currently serves at the Ministry of Lands and Forestry as the Coordinator of Landscape Restoration and Small Scale Mining. Meanwhile, the account of what happened given by Dr. Krugu has this explanation as detailed information of the incident: “Buudi, I have just experienced the most harrowing, near-death experience of my life ever. But for God’s intervention, I would have been a dead body by now. I typed this from Bolga central police station where I gave a formal statement to the police a short while ago. I came to Bolga only yesterday and decided to sleep in my house. Around 2:30 am, I was awakened to some movement by the window. I saw a hand protrude through the metal burglar-proof, holding a pistol. I was positioned in such a way that only my legs could be shot. So the assailant was trying to get the right angle to fire at my vitals. Unfortunately, my own gun was not loaded. Slowly, I tried to fix it whilst tilting against the wall. The assailant suddenly fired the gun into the room, missing me completely. Another one fired through the other window. At this point, I was also fully loaded and fired back through the window. I then called a friend to get the police, who came, took pictures of the empty shells, and brought me to the police station. By the time the police arrived, they had left the house. I type these words not to cause alarm but to ensure no one repeats my mistakes. Dr. Krugu narrates. 1. Always have your weapon ready, ready. Mine was not very ready! 2. I came from Accra only yesterday. Normally, my movements are not predictable but this is an official trip. So clearly, some people are aware that I was in Bolga. I should have been more conscious of that. 3. My security man didn’t come to work and the police are yet to unravel that aspect. I can’t tell whether in my case, it was politically or tribally motivated or even both. But a word to the wise. . . However, Dr. Krugu believes the incident was not for robbery purposes because there was of attempt to break through but rather a target to kill. The matter has been reported to the police. The National Coordinator for Ghana Landscape Restoration and Small Scale Mining Project (GLRSSMP) John Kingsley Krugu has said, there is a lot of negotiation going on as far as mining activities in the Upper East Region are concerned. Dr. Krugu confirmed this during an engagement on Apexnews Ghana’s flagship development programme dubbed “SPEAKOUT UPPER EAST REGION” with Ngamegbulam Chidozie Stephen on Tuesday, September 27, 2022. He said: “The whole of the Upper East is pretty rich with resources and this is the time to make sure we got right” Asking the National Coordinator for Ghana Landscape Restoration and Small Scale Mining Project to educate us by letting us know some existing mining areas in the region, he said: “Is been mined in Talensi, is also been mined in Zongoyire at the Zongoyire concession and as well there is a mining company in Zongoyire and they have an exploration license and they are also currently busy in the area and don’t forget, there is another company that owns a concession in the Sapeliga area that shares borders with Burkina Faso. So, there is a lot that is going on”. According to him, “Some people have said that the future of gold mining is in the north and now if you looked at Talensi, there are two large-scale mining companies there, we have Earl International the former Shaanxi that was providing mining support services but now transformed into Earl International and bought the small scale and concession into a large scale. Then you have Cardinal Namdini Mining Limited and they are even building a much bigger mine and is in the area of investment of around $200 million dollars. Clearly, this is the direction of the future”. He stressed He said: “Just imagine that when Cardinal is completed and the Zongoyire exploration that is going on and they happen to get a mineral in commercial quantity and you also have a large-scale mine there, we will end up with 3 large-scale mining within the area and that alone will blow up Upper East”. He hinted “I can tell you because a large-scale mine provides several employment opportunities and also several other support businesses. This is the future” He maintained. Responding to the issue of denying indigenes access to what is due them as far as the natural resources are concerned which atimes end up putting them into abject suffering and poverty Dr. Krugu said: Of course, wherever there are mineral resources you will see people in difficulty, and having access to those resources becomes an issue and in most cases, the indigenes get impoverished instead of being blessed with those resources. “But there have been a lot of lessons learned. Sam Jonah will tell you how South Africans became beneficiaries when they became owners of the resources of the concessions and they became investors. Unfortunately, the mining sector is expensive, because you need enough resources and that is when you become a better beneficiary”. He said: “those lessons have been learned and those lessons are been put to negotiation with Earl International. You know they acquired the small-scale mining license from certain individuals in the Talensi area, we know that they pay them money, the negotiation also included equity so it was not just cash that they gave to them”. “The point is that the small-scale miners got an equity share, not just money they took home but in the future, they have a percentage share of whatever the mining company is getting. What that means is that the size of whatever the mining company gets, the bigger their shares become” “Now, those are the lessons we have learned. What it means is that the indigenes don’t get impoverished but they will continue to benefit and those kinds of negotiations are going on as I speak to you in the Zongoyire area. We are in discussion with the company that is doing the exploration because the youth there cannot wait for the exploration to be completed for them to see whether the resources are in large quantities to get investors to come and do large-scale mining”. However, just on a lighter note, Dr. Krugu acknowledged that folks are hungry and they cannot wait. “So, we are in negotiation with the mining company to say, give us a portion of the concession for community mining for the youth to find something to do and earn little income”.
