The Minority Parliament has registered dissatisfaction about the government’s support to the Bank of Government (BoG) to print more money without parliament’s approval. According to the Minority led by Mr. Cassiel Ato Forson, between the periods of January 2022 to June 2022 the BoG has printed an amount of GHS 22 billion on the orders of the government and Finance Minister, Ken Ofori-Atta. Mr. Cassiel Ato Forson raised the issue at a press conference after the Mid–Year Budget Review was delivered by Finance Minister Ken Ofori-Atta on Monday, 25 July 2022. He noted that no wonder inflation is galloping and Ghana’s reserve dwindling under the watch of the managers of the economy. Mr. Forson was of the view that this was gross illegality committed by the Governor of the Bank of Ghana (BoG), Dr. Ernest Addison. He said the records indicate that the government has encouraged the BoG to print an amount of GHS 48 million and GHS22 billion respectively without due process. IMF: Cathedral, NABCO, FSHS, Ex-Gratia in shamble as IMF conditions demands….
The much awaited International Monetary Fund (IMF) has finally landed to dying Ghana economy with several conditions to enable them gain access to loan to regain the economy from a very critical state. However, as these conditions as anticipated by many Ghanaians, these conditions will go along way affecting average Ghanaians as most of them may see us loose several interventions that have us since the Akuffo Addo led new patriotic party came into power. The conditions include the immediate resolution of the free senior high school policy which was started in 2017 by the new patriotic party after winning the 2016 general election. The IMF believes Ghana’s economy is not at a state to render free senior high school education with several sectors on their needs. Also, the resolution of the nation builders corps since a chunk of money is used to pay several semi employed youth in the economy whose take home salary isn’t anything to talk about. It suggests that the government redirect these amounts in to the construction of more factories and job creation interventions to reduce the unemployment rate. Meanwhile, the IMF sees no reason why a country running to it would prioritize the construction of a cathedral among other pressing needs such as constant floods in the capital and increasing prices of foodstuffs in various markets across the 16 regions of Ghana. The IMF will also want the President to cut down on the size of the government especially the number of ministers. Ghana currently has over 82 ministers and this number takes on ton of money of the national coffers. The International Monetary Fund will also want to see the government abolish the ex gratia system which leases out huge amounts of tax payers money to past presidents and ministers of states who were duely paid during their tenure and had proper retirement packages made for them. These are but a few directives the financial organization will require from Ghana should it happen to grant us a loan to salvage our economy from its knees and getting back on its feet. Nana Akomea, the Managing Director of Inter-City STC, has offered his little advised for government to set up an all-inclusive team as it engages the International Monetary Fund (IMF). In his view, a “broad front” will ensure a deal that will be more beneficial to the country. When pushed to suggest names on Accra-based Peace FM, Mr Akomea mentioned, the former Finance Minister, Seth Terkper should be included. The Trades Union Congress (TUC), said, it will resist any conditionality that will put them into any economic hardship as government run to IMF for a bailout. Professor David Millar turned nuisance grass into an essential commodity after a successful production of brown paper
To what looks and sounds like the first of its kind in the entire African continent, the President of the Millar Institute for Transdisciplinary and Development Studies Prof. David Millar, and his Institution have identified a solution for nuisance grass wastage, especially for those in the northern part of Ghana. Something that is well regarded by the citizens as a nuisance waste will soon become an essential commodity, and this is because Prof. Millar through research has identified that the grass we normally described as a nuisance waste could serve as a life-changer to citizens in most communities across the country and the world at large. Professor. David Millar during a One on One exclusive interview with Ngamegbulam Chidozie Stephen of Apexnewsgh.com at his office on Thursday, June 2, 2022, said, he want the attitude and behaviors towards grass to be transformed into one that is generating resources, generating opportunities, alleviating poverty and improving livelihoods. Meanwhile, engaging him more about his new grass revelation and converting of grass into brown paper production, he said: “In our research, the focus is to make the research as relevant as possible for the jurisdiction in which we find ourselves and we are situated in the grassland Savanna Region and the major material that is common to all and easily accessible is grass. So, in our endeavor to create an agenda for research, we opted for looking the possibility of initiating a grass industry for northern Ghana, an industry that would take advantage of the commodity that we have widespread and also, that would involve all categories of persons, all stakeholders will be key players in that industry and hence, the grass came out strongly as a common commodity. He said. According to Prof. Millar, their investigation shows that as far as the communities are concerned, grasses are a nuisance and during a certain time of the year, they don’t see what can be done of grass and they subject it to bush fires or burning and hence, they ended up destroying the commodity called grass. “As scientists, if you are able to look at this so-called nuisance and transform it into an essential commodity, won’t it come along with a management regime that will help prevent the annual ritual of burning grasses? So, that is one of the strongest motivations we have for embarking on grass development or if you like grass economy”. He stressed “We want the attitude and behaviors towards grass to be transformed into one that is generating resources, generating opportunities, alleviating poverty and improving livelihoods”. So, we embarked on looking further into what the possibilities are. We started with the grass charcoal in order to develop grass breakers that will replace tree charcoal in terms of renewable energy and we are very far gone with that. We have some experimental samples we have produced. So, while doing that, we also thought that we should address the issue of environmental pollution. We have all these plastics that are all over the place, all over the country, we appear not to have any solution towards dealing with the menace of plastics and we are also afraid to institute laws because we have no alternative”. “It doesn’t make sense when you put a law banning an item when you don’t have a substitute, the law becomes an abattoir around people’s necks and you create a lot of management problems. So, we said, we would start working on this alternative to plastics and hence we decided to start experimenting with the transformation of the everyday grass, the conventional, and the grass that is burned into paper and I must say we have some interesting results to show. He pointed Prof. Millar further revealed, “Right now, we are still at the stage of developing a brown rough paper and we expect to arrive at the brown smooth paper and then we think of other light forms of paper. Besides the plastic replacement, the brown paper can still serve as envelopes, toilet rolls and many other opportunities that the paper can serve as cardboard boxes and means of packaging”. “So, the various windows that are open to this small enterprise and we anticipate a very rapid growth of the enterprise and an enterprise that will deal with environmental issues, social issues, livelihood concerns and even poverty because we normally purchase the grass from the communities. “So, there are all these arrays of benefits that go along. Men can easily sell grass if there is a grass market, women can sell grass, old ladies can sell grass and even children going to school can sell grass. If they have a problem paying school fees, you can take a load of grass go and sell and the child might even be in the position of paying the school fees for himself. So, these are the benefits of this enterprise we have started. During the dry season, most parts of the country especially in the north experienced terrible bush fire burning which normally caused a lot of havoc to farmers who mostly appeared victims after losing their produce for the year. But with this development, the frequent bush fire burning is likely to reduce drastically because, community members and land owners will take their grasses more serious because, it has become a commodity and no more waste. However, asking whether the wonderful grass initiative has received any form of collaboration or support from the government? Prof. Millar responded: “I must say, this One District One Factory (1D1F) thing, this is one factory that has multiple effects. The district could easily order waste bags, which would give them an opportunity to rule against plastic bags. District Assemblies can now say, no more plastic bags because we now have paper bags in the market. So, this is a good point you have raised, we have not reached out to them yet but, from the sharing of information and experience, we will get to that level as well. He said
Scrap nuisance taxes on fuel or we’ll advise ourselves – Transport operators to gov’t
The Coalition of Commercial Transport Operators have given the government a six-day ultimatum to scrap the taxes and levies which they term as “nuisance” on petroleum products in order to reduce the fuel prices at the pump or they would advise themselves. A crunch meeting held Wednesday, November 3, 2021, among transport operators which included the Ghana Private Transport Union (GPRTU), Concern Driver’s Association of Ghana, Ghana National Cargo Transport Association, and Ghana Committed Driver’s Association concluded that the government should take the necessary steps to scrap some levies and reduce the energy levies as well. According to the National Head of Communication who spoke on behalf of the coalition, Alhaji Imoro Abass, since the introduction of the taxes on petroleum products, it has affected commercial transport operators, making it impossible to operate the business positively. “The introduction of the levies on petroleum has caused a drastic increment in fuel prices at the pump which automatically is negatively affecting and worsening the burden of transport operators and drivers in the country”, he said. The transport operators have appealed to the government to scrap some of the new levies and taxes such as the Price Stabilization and Recovery Levies, Fuel Marking Margin Levy, Special Margin Levy, BOST Margin Levy, and the Prime Distribution Margin Levy put on petroleum products and reduce the energy sector, energy debt recovery and fund levy to 30 pesewas per litre. Alhaji Abass further noted that, if the government fails to scrap the above-mentioned levies on petroleum products, then the transport operators have no choice but to take the next line of action to relieve them of the burden, adding, ” our next line of action would come up if our plight is not adhered to by the government.” The Coalition also stressed that per the present economic hardship in the country, the transport operators have no intention to increase transport fares as it would add more burden to the ordinary Ghanaian but they warned that failure on the side of the government to heed to their plea would negatively affect transport fares and would increase the burden and suffering of Ghanaians. “The transport operators have no intention to announce any upward adjustment in transport fares to add more suffering unto the already overburdened Ghanaians but if care is not taken, our business will collapse, so if the government fails to address the issue, the coalition will take a decision”, Mr. Abass stated. The GPRTU National Communication Officer again appealed to drivers to be patient and calm as the Coalition takes steps to address the drastic fuel increment with the government. He also advised Ghanaians, CSOs and other agencies in the petroleum industry to support the transport operators on this issue. Stop discriminating against us – NMC Chairman tells gov’t
The Chairman of the National Media Commission Yaw Boadu Ayeboafo has accused the government of discrimination in the treatment of state agencies. According to Mr Ayeboafo, allowances for the commissioners are sometimes in arrears for seven months. Speaking at an engagement with the expanded leadership, the NMC chairman questioned why the Electoral Commission which is of the same status is treated specially. “Sometimes even the payment of our allowances is delayed unduly and I’ve been telling some of my members that if the majority of the commission members were not working, I mean if they were people who did not have their living and they were to depend on the allowances that they were to receive from the commission before then it would have created some difficulties. “Because if for 6,7,8,9 months the allowance has not been paid how do you expect the person to commit him or herself to serving the public interest. The time has come for us to really take a look at that and see that none of the commission that we created is more important than any other. “Not because somebody is in charge of elections and therefore elections are the ones that we need. But one wrong article about the human person can degrade that person beyond recovery, it can kill the spirit of that individual because of one bad report.” Mr. Ayeboafo further asked for an amendment of existing laws to empower the NMC to take action against erring media houses. The status quo according to Yaw Boadu Ayeboafo does not allow for sanitisation of the media landscape in line with the values of the country. Deputy minority whip Ahmed Ibrahim who represented minority leader Haruna Iddrisu faulted the government for failing to give the NMC the attention it deserves. According to him, allocation of frequencies should be given to the Commission instead of the NCA as exists. Alliance for Mental Health and Development as part of their celebration of World Mental Health Day, has extended their call to the Government of Ghana (GoG), particularly, the President, Minister of Health, Minister of Finance, and the honourable Parliament of the Republic to take the opportunity of this international day for mental health to address the numerous challenges confronting Ghana’s Mental Health sector. Apexnewsgh.com reports Press release: We, the Alliance for Mental Health and Development (also known as the Mental Health Alliance), on this occasion of the 2021 World Mental Health Day, here call on the Government of Ghana (GoG), particularly, the President, Minister of Health, Minister of Finance, and the honourable Parliament of the Republic to take the opportunity of this international day for mental health to address the numerous challenges confronting Ghana’s Mental Health sector. We particularly ask the Minister of Health to constitute the Governing Board of the Mental Health Authority as a matter of urgency. The Mental Health Authority has not had a Governing Board since the previous Board completed its tenure. It has been 10 months into 2021 and a new Board is yet to be constituted and inaugurated in line with Section 4 of the Mental Health Law (Act 846, 2012). This call of the Mental Health Alliance is in line with Section 4(2) of the Mental Health Act which states that the members of the Board shall be appointed by the President in accordance with article 70 of the Constitution. According to Section 4(3) of the Mental Health Law (Act 846, 2012), “The Board shall ensure the proper and effective performance of the functions of the Authority”. The delay in constituting the Board is, therefore, hampering the effective functioning of the Mental Health Authority. The Mental Health Alliance fears that any further delay in constituting a new Board will negatively affect the successful implementation of the National Mental Health Policy and the momentum gained by mental health advocates in advancing mental health development in Ghana. Without a functioning Board, the Mental Health Alliance is convinced that it will be difficult for the Mental Health Authority to mobilise the resources it requires to operate effectively. At this critical time, when the COVID-19 pandemic has exposed the weaknesses in the mental health systems of many countries including Ghana, it is important for Government to translate its promises into reality by effectively investing in the development of Ghana’s mental health system through concrete actions so that the mental health sector of the country’s health system is not left behind. The Mental Health Authority gained significant achievements under the previous Governing Board. Notable among these achievements are the collaboration with key stakeholders to develop a framework to guide the practice of traditional and faith-based healers and bringing into being a National Mental Health Policy. The stage is, thus, set for the Mental Health Authority to capitalise on the goodwill mental health advocacy is currently enjoying, especially during this COVID-19 pandemic, to bring real benefit to persons with mental health conditions. To this end, we look forward to the constitution of the Mental Health Authority Board to facilitate implementation of the Mental Health Policy and enforce the Mental Health Law through concrete actions such as the inauguration of the long-awaited Mental Health Review Tribunal, Mental Health Visiting Committees, and revival of Mental Health Regional Sub-committees. We believe these will ensure that people’s mental health needs are met, and their rights protected. The Mental Health Alliance notes with appreciation, GoG’s promise to build two new mental health hospitals – one each to be cited in the middle and northern belt. We also express our gratitude to the Minister for Health for assuring the people of Ghana of Government’s commitment to Universal Health Coverage and resourcing the Mental Health Fund as provided for in the Mental Health Law (Act 846, 2012). EU takes Ghana off money laundering blacklist
The European Union has finally taken Ghana off its money laundering blacklist. The Financial Action Task Force (FATF) on Friday, 25 June 2021, delisted Ghana from the list. A statement issued to that effect said: “The FATF welcomes Ghana’s significant progress in improving its AML/CFT regime”. Ghana, it noted, has “strengthened the effectiveness of its AML/CFT regime and addressed related technical deficiencies to meet the commitments in its action plan regarding the strategic deficiencies that the FATF identified in October 2018”. To that end, the statement said Ghana is, therefore, “no longer subject to the FATF’s increased monitoring process”. It added that Ghana “will continue to work with GIABA to improve further, its AML/CFT regime”. During a two-day working visit of President Nana Akufo-Addo to Brussels, Belgium, on 19 and 20 May 2021, the European Commission announced its decision to remove Ghana from the list of countries that are deficient in anti-money laundering and terrorism financing, a statement issued at the time by the acting Director of Communication at the Presidency, Mr Eugene Arhin, said. “At a meeting between President Akufo-Addo and the President of the European Council, Mr Charles Michel, as well as the European Commission, the EU acknowledged the efforts Ghana has made in implementing the action plan of the International Country Risk Guide (ICRG) in record time”, the statement said. The Commission, the statement noted, “thus, congratulated Ghana for the reforms embarked on, as well as the sustainable robust systems deployed toward being taken off the list”. According to the statement, “it is expected that the Financial Action Task Force, the Global Money Laundering and Terrorism Financing Watchdog, will, in June 2021, announce that Ghana has been taken off its list of high-risk third world countries with strategic deficiencies in anti-money laundering and countering of terrorism financing”. The European Commission blacklisted Ghana in May 2020. The revised money-laundering list, which was expanded to include 22 from 16 states, took effect from October 2020. Apart from Ghana, the Commission added Panama, the Bahamas, Mauritius, Barbados, Botswana, Cambodia, Jamaica, Mongolia, Myanmar, Nicaragua and Zimbabwe to its list of countries that “pose significant threats to the financial system of the Union” because of failings in tackling money laundering and terrorism financing. Banks and other financial and tax firms were obliged to scrutinise, more closely, their clients who had dealings with the blacklisted countries. Companies in the blacklisted countries were also banned from receiving new EU funding with effect from October. Countries who were already on the list include Afghanistan, Iraq, Vanuatu, Pakistan, Syria, Yemen, Uganda, Trinidad and Tobago, Iran and North Korea.
