Abdallah Salifu a Communication member of the Opposition National Democratic Congress (NDC) in the Bolgatanga Municipality of the Upper East Region who recently issued a threat of demonstration against the incumbent Bolgatanga Municipal Chief Executive (MCE) if appointed by the President in his new MMDCEs appointment said, is not true he attacked the MCE because of money owed him by the Assembly. Mr. Salifu gave his response during an exclusive interview with Ngamegbulam Chidozie Stephen of Apexnews Gh. In a recent interview granted by Apexnews Gh, the acting Bolgatanga Municipal Chief (MCE) Joseph Amiyuure who is currently seeking for re-appointment as the MCE for Bolga Municipal said, those attacking and threatening him with demonstration are against him because he wasn’t sharing them money. “We are in a democracy and people have their own views but, if is about work, I don’t think that there is anybody who has worked more than me among all of them there. Some of them think as an MCE, I should be sharing money with them”. Mr. Amiyuure said. However, responding to the comment made by Mr. Amiyuure about money sharing, Mr. Abdallah described his talk as a lose one insisting that, he did not attack him based on his inability to pay him for a job he completed since 2016, but purely based on a developmental issue “My attack on Joseph Amiyuure is purely based on developmental issues, he not paying for my contract is a secondary matter, am not the only contractor who he has not paid. In fact, we were about 5 contractors, who were given projects. The rest are still working on them, I have finished and they are also complaining of payment. So, I don’t attack him not necessarily because of the funds or the money he hasn’t paid me, I attacked him because he has not brought development to Bolga. In fact, where Bolga was, is the same way bolga has been, he hasn’t added anything”. “We need the type of Peter Ayinbisa as MCE in the Bolgatanga Municipality,–NDC Communication member
A member of the opposition National Democratic Congress (NDC) communication team in the Bolgatanga Municipality of the Upper East Region Abdallah Salifu has said, the Bolgatanga Municipality needs the type of Peter Ayinbisa of Bongo District to bring development in the Municipality. Mr. Salifu made the pronouncement during an exclusive interview with Ngamegbulam Chidozie Stephen of Apexnews Gh. According to him, the work of MMDCEs shouldn’t be seen as a spending officer job, but rather a job to more creative and anxious of looking for development in and outside the region for the betterment of the Municipality. He further sighted examples with the acting DCE for Bongo District Peter Ayinbisa who he said has been working hard by way of searching for development outside his district office far away in Accra. “We need the type of Peter Ayinbisa as MCE in the Bolgatanga Municipality, we need someone who can operate like him or even operate more than him, someone who can go to Accra and lobby for projects, and someone who knows the ministers and the Ministers know him. We don’t need someone who will only sit and wait for funds to come and he became a spending officer. When you do that, you are killing the Assembly. We want someone who has revenue-generating skills”. Meanwhile, he insisted that Bolgatanga as a Municipality has the capacity to generate its own revenue to develop the Municipality. UER: here are the two most criticized MMDCEs in the Upper East Region between 2017 and now
The acting Bolgatanga Municipal Chief Executive (MCE) Joseph Atura Amiyuure and the acting Bakwu MCE Hajia Hawa appeared to be the most criticized Municipal Chief Executive in the Upper East Region. It all started immediately after his appointment as the President’s representative in the Bolgatanga Central of the Upper East Region. His appointment came as a shock to some party and none party members within the constituency considering his activeness and contribution to the party. According to those who expressed shock with his appointment as the MCE, they were thinking their Parliamentary candidate in the 2016 general election will be considered for the position but was rather taken by massive surprise. However, since Mr. Amiyuure appointment as the MCE, it has not been that smooth for him as earlier presumed because the people were poised to holding him accountable as the father of the District. An issue like the street lighting system, Traffic Light, bad Road Network, Bolgatanga trader’s relocation, Assembly serving notice of vacation to some stores in Bukare, Relocation of goat market to Yorogo, and above all, Mr. Amiyuure was once accused by his constituency Chairman of not showing any cooperation to the party. The Ghana First Company Toilet Project, which was a Public Private Partnership (PPP) agreement between the assembly and the private Company also receive interesting criticism especially from the aggrieved contractors who pointed how they have gone for a bank loan and ended up not been paid after making huge investment on the project. However, according to a publication sighted before the 2020 general election, the party executive in the Constituency even came out open to register their displeasure. “Bolgatanga Central constituency Executives of the ruling New Patriotic Party (NPP) have accused the Bolgatanga Municipal Chief Executive (MCE) Joseph Atura Amiyuure of working at variance with the fortunes of the party in the constituency”. Aside from all these criticisms, which affected Mr. Amiyuure delivery, he did his best in the area of tackling the issue of traffic light system which received massive criticism due to the continuous road accident experience each blessed day within the Municipality. The acting Bawku Municipal Chief Executive (MCE) Hajia Hawa Ninchema is another President appointee at the local level that has received criticisms. According to some residents of Bawku Municipality, since the appointment of Hajia Hawa as the representative of the president in the Bawku constituency of the Upper East, she does not regards the party youth who approached her for any assistance, “she does not consult party executives in the constituency before deciding on issues when she receives contracts, she will end up given the contract out to the NDC people, she handles Mahama Ayariga the MP as if he is an NPP Member of Parliament” these were some of the response that got people talking about Hajia Hawa style of leadership. Even though the construction of the road isn’t her duty, the roads in the Bawku Municipality were terribly bad and some who do not understand the process blamed her for not showing any concern to address the deplorable road nature. However, in a report published by Starrfmonline.com on Thursday 30 May 2019, some assembly members appended their signatures to remove her from office “As many as ten assembly members have appended their signatures to an eviction action against the Municipal Chief Executive (MCE) of Bawku, Hajia Hawa Ninchema. “The number of those pushing for her removal is exactly the one-third slice of the twenty-eight members of the assembly required per the model standing orders of the house to summon a meeting for an MCE to be thrown out of office”. According to the 10 Assembly members, their call for her removal as Bawku MCE was as a result of some level of incompetence. “A letter addressed to the Presiding Member of the Bawku Municipal Assembly by the 10 consigners cites “some high level of incompetence…leading to her detention by the Special Prosecutor Office” among a number of reasons they are yearning for a replacement”. However, we also gathered that aside from some of these issues, which generated some criticisms from these residents, Hajia Hawa also did her best in bringing some development in the Bawku Municipality, some CHIPs Compounds were constructed through her effort, and also through her, the people of Bawku have gotten one of the biggest supermarket (Melcom) and she is currently constructing a market in the Municipality under her leadership.
