A social commentator and legal practitioner Kwame Jantuah has called on President Akufo-Addo to reshuffle some of his ministers that have not proven to be competent. Those among the ministers he mentioned were Finance minister Ken Ofori-Atta, Roads and Highways Minister Kwasi Amoako-atta, the Minister of Health, and a few others as ministers who should be reshuffled following the incompetence. “I do not understand why we have a government and there has not been one reshuffle. I do not understand it. Are we trying to say all the government appointees have done a good job, is that what we are saying?” he question. According to Mr. Jantuah, he expected President Akufo-Addo to emulate his predecessor, the first President to come from the NPP, President John Agyekum Kuffour. “What did he do, he did reshuffle and he told some Ministers I run this government and I’m moving you here. If you don’t want, leave.” “I think if for nothing, the Minister for Roads and Highways should go, Ministry of Health, I think the Finance Minister should be moved. If you do a poll on Ghanaians they will say that he hasn’t been able to handle the Ministry that well,”. Health Minister calls for collaboration from ECOWAS member states to mitigate the impact of Covid-19

The Minister for Health, Hon Kwaku Agyeman-Manu, has asked members of the Economic Community of West African States (ECOWAS) to work together to strengthen coordination and consultation to enable them to mitigate some of the negative impacts of the novel coronavirus on the sub-region. This, he noted, is to harmonize and ensure the consistency of policies and measures implemented by the various states.  Speaking at the 22nd Ordinary Session of the ECOWAS Assembly of Health Ministers (AHM) in Abuja-Nigeria on November 12, 2021, Hon Agyeman-Manu noted that working together would promote the flagship project of free movement, by easing restriction measures to facilitate the movement of goods, persons, capital and services, while at the same time strengthening health and sanitation measures.  He said it would also promote local production of essential medical products by taking advantage of innovation and new information technologies to improve health systems and promote research and development (R&D) to improve access to quality, essential medical products.  The Health Minister, who is also the Chair of the AHM, added that it would also strengthen advocacy, policy dialogue and mobilize adequate resources, through sustainable partnerships to ensure food security and nutrition and strengthen partnerships to guide and support decision-makers in implementing evidence-based interventions.  Havoc The collaboration, he intimated, has become necessary due to the havoc the pandemic has wrecked on the sub-region.  He explained that, aside from health, the pandemic has had a heavy toll on the economies in the sub-region, a “situation which threatens to impede our ability to sustain the response effort.” According to the Health Minister, a recent report by Reliefweb showed that the rate of the spread of COVID-19 in the ECOWAS region, and the restriction measures taken, are draining the socioeconomic system of the member states.   “According to the report, ECOWAS recorded a budget deficit of about 6.4% in 2020 after an increase of 4.7% in 2019 and 2.9% in 2018. This sharp deterioration in the region’s budget deficit is a reflection of a general situation in all the member states,” he said.  “Thus, the resultant economic recession and the swift response of governments to the COVID-19 crisis would have a significant impact on the evolution of public debt relative to GDP of countries. Admittedly, this situation calls for concern as any economic downturn has a direct impact on expected investments in the health sector. This will certainly be disastrous in the midst of a pandemic of this magnitude,” he added.   He noted that the adverse impact, notwithstanding, the sub-region has been successful in containing the virus despite claims by sceptics that Africa did not have the ability and capacity to deal with the crisis. “… working together, not only have we succeeded in controlling the situation, Guinea, with the support of ECOWAS and development partners, has succeeded in controlling the outbreak of Ebola and Marburg virus disease,” he added.  He cautioned that the sub-region is “not out of the woods yet, and we cannot, therefore, be complacent. We must continue to comply with the existing protocols until we can be certain of flattening the curve.”  Resolutions The meeting discussed, among other things, Intra Action Review on West African Health Organization (WAHO’s) Covid-19 pandemic response. It also discussed, for propose adoption, resolutions on the management of healthcare waste in the ECOWAS region; eradication of Neglected Tropical Diseases in the region; recognition of centres of excellence offering Master’s degrees in nursing and obstetrics science in the ECOWAS region; operationalization of the ECOWAS Regional Medicines Regulatory Agency (ECOMA); compilation of the West African Herbal Pharmacopoeia and the ECOWAS regional health indicators scorecard.  Hon Agyeman-Manu expressed optimism that the “reports and resolutions will give us a better insight into the huge efforts we have collectively made as a region, to deal with the COVID 19 pandemic as well as the other health challenges confronting us.” “I am optimistic that with our continued support and availability of the requisite resources, WAHO can deliver on the mandate assigned to it by our Heads of State and Government, and the people of this region will be the better for it. We are certainly not in normal times; the stakes are obviously high, but as we have shown time and time again, ‘this too shall soon pass, and in the end, the resilience and tenacity of our people will prevail,” he stated.  Delivering his closing remarks, Hon Agyeman-Manu further urged WAHO to address the concerns expressed by the AHM in their 2020 report, particularly, the dire staffing situation to enable the organization to discharge its mandate effectively. He also encouraged member states to double their efforts to reduce maternal mortality considerably as the sub-region strives to attain the SDG target of 70 deaths per 100,000 live births. This became necessary because, despite improvement in other health outcomes, maternal mortality is still a challenge in the sub-region with over 600 deaths per 100,000 live births.   Cholera and yellow fever In a related development, cholera and yellow fever have been reported in some countries in the sub-region, including Ghana. This came to light during the 6th Governing Board meeting of the ECOWAS Regional Centre for Surveillance and Disease Control (RCSDC) held on November 10, 2021, ahead of the AHM. The meeting revealed that the epidemic situation in the region was a threat present in all Member States. The meeting, therefore, discussed plans to deal with the situation. Ghana signs MOU with Italian organization to improve health care

The Minister of Health, Hon. Kwaku Agyeman-Manu (MP for Dormaa central), has signed a Memorandum of Understanding with Gruppo San Donato and Universita Vita-Salute San Raffaele, both Italy-based organizations with the objective of providing a legal framework within which the parties may conduct their relationship and set out modalities of cooperation. While the MoU does not create any contractual relationship between the parties, it sets the grounds for the parties to work together in the true spirit of partnership. Under the MOU, the parties have agreed to explore the joint development of an excellence center in Ghana and to support and encourage cooperation in distant medical consultations for international patients. All telemedicine cooperation projects, entered into under the MoU, will obey national legislations with medical specialties and the scope of activities determined by both Parties. Both parties will also explore annual visits and will support Ghana with training opportunities for its health professionals as well as explore Scientific research and academic exchange by both parties. This MoU was signed on the sidelines of the second European Corporate Council On Africa And Middle East (ECAM) held in Italy from October 31 to November 1, 2021. Presentation Making a presentation at the conference on the theme: “The role of Ghana as a strategic regional healthcare hub in West Africa”, Hon Agyeman-Manu said Ghana has identified Medical tourism as a key agenda of the Government to move the country’s health system forward. With Agenda 111, and the country’s management of COVID-19, he noted that Ghana stands ready to lead in medical service delivery in West Africa with advancement in infrastructure, medical service value chain, education and research. He added that the country is also working on an agenda of ‘Ghana Beyond Aid’ and ensuring it achieves Universal Health Coverage (UHC). To this end, Ghana has put together the key architectural documentation to ensure it is able to embark on PPPs. The measures include the PPP Act. 1039 of 2020 and a policy document. He added that the country is also going to focus on medical services where it has comparative advantages such as cardiothoracic surgery, in-vitro fertilization and other fertility solutions, orthopedics, traditional medicine, among others. “We plan to ensure we gain international accreditation seals on our facilities to ensure we achieve this. We plan to deploy a lot of technology in our medical tourism drive. This will include but not limited to e-health, m health, artificial intelligence etc,” he said. A key setback identified, Hon Agyeman-Manu stated, is the “fact that government resources alone cannot enable us to achieve this” calling on private capital all over the world, including Italy, to join hands with Ghana. He said Ghana aims to link with Italian companies to collaborate and acquire support to develop a National Vaccine Institute. He emphasized that the world must ensure that the digital revolution benefits everyone and that no country can survive alone without strategic partners. Collaboration Vice-Chairman of the Normandy region and CEO of E4I Impact said E4I Impact aims to train entrepreneurs in Africa, contribute to human capital development and bridge the gap between African and Italian companies. She disclosed that they are currently working in 17 African countries and have been in Ghana since 2013, working with the University of Professional Studies in Ghana to train entrepreneurs. She added that they are also providing bridges between local entrepreneurs and Italian companies and are operating more in the agriculture value chain, social housing and e-health. Hon Agyeman-Manu welcomed the collaboration and emphasized the importance of entrepreneurship to Ghana with its growing youth population. He indicated that he would link E4I with the Ministry of Trade and Industry. The Hon Minister said COVID-19 has taught the world the importance of a value-based multilateral system saying what happened in China is affecting everyone in the world. ECAM The ECAM Council was born with the primary objective of promoting constructive dialogue, new partnerships and strengthening cooperation between Europe, Africa and the MENA region. ASEPA gives AG 48-hour ultimatum to initiate criminal investigations against Health Minister

The Alliance for Social Equity and Public Accountability (ASEPA) has threatened to file an official petition at the Criminal Investigations Department (CID) of the Ghana Police Service (GPS) if criminal investigations are not initiated to prosecute Health Minister Kwaku Agyemang Manu. This comes after a report of the ad-hoc committee of Parliament set up to investigate the circumstances leading to the procurement of the Sputnik V vaccines by the Health Ministry through a middleman. While ASEPA commends the committee for the work done, it says it believes the work of the Committee but its report wasn’t particularly thorough. Insisting that the adverse findings made by the Committee are already issues Civil Society, experts, and well-meaning Ghanaians have already raised in the public domain, ASEPA says is giving the Attorney-General 48 hours to initiate criminal investigations against the Health Minister. Failure to do so, ASEPA says it will formally file an already prepared petition to the CID to compel the AG to do the needful. “A petition has been already prepared together with all relevant documents including the report of the ad-hoc committee of Parliament awaiting to be filed within the next 48 hours at the CID if the Attorney General fails to initiate the relevant legal processes against the health,”. Sack Health Minister over messy Sputnik-V vaccine procurement deal – Martin Kpebu to Akufo-Addo

A Private Legal Practitioner, Martin Kpebu, has called on President Akufo-Addo to sack the Health Minister, Kwaku Agyeman Manu. According to him, the Minister has not shown prudence in the handling of the procurement of the Sputnik – V vaccine for the national inoculation exercise. A Norwegian news tabloid, Verdens Gang, reported that Ghana has made a request to purchase 3.4 million doses of the Sputnik V vaccine through two businessmen who are selling it to Ghana at $19 per dose instead of the $10 per dose on the international market. This has generated public uproar, with the Minority in Parliament and others calling for the cancellation of the deal. However, the government has explained that it could not secure the vaccines directly from the manufacturer, hence the need to go through some middlemen, and that explains why the cost is higher than the standard price of the Russian vaccine. But Martin Kpebu in an interview Citi News insisted that the Health Minister has failed in that regard. He said the least the President can do is to sack him. “He should know that Ghanaians are very vigilant; so this one, I think the Health Minister has been too sloppy and the least the President can do is to sack him. The President should know that we are very angry with what the Health Minister has done, he has not shown prudence at all and has also shown no sensitivity to how Ghanaians react to issues of money.” The Minority in Parliament is demanding the immediate abrogation of the contract. Speaker of Parliament Alban Bagbin has summoned Health Minister Kweku Agyeman-Manu to appear before the house in the next two hours to answer a question concerning his ministry. The question stands in the name of the Member of Parliament for Sefwi Akontombra, Alex Tetteh Djornobuah. Mr Djornobuah wants to know from the minister the type of health facility being constructed in Sefwi Akontombra and when it will be completed and handed over. National Security warns Chinese Tea ‘ACHOURA’ contains toxic chemicals

There is a harmful Chinese Tea known as ACHOURA being allegedly smuggled into Ghana by some traders, the National Security Ministry has warned. National Security Minister, Albert Kan-Dapaah, raised the red alert in a letter to the Minister of Health, Kwaku Agyeman-Manu. The letter says the tea has found its way onto the Ghanaian market. The letter indicated that the said tea, ACHOURA has been banned by Burkina Faso’s Chamber of Commerce on 19th February, 2021 because it has traces of pesticides. The letter disclosed that the tea, from the Sahelian regions, is suspected to have found it way to the Northern parts of Ghana and some Zongo communities. ACHOURA tea is made from China and checks online reveal that it is quite a popular tea brand common in Asia and parts of Northern, Western, and Central Africa. Dr Amin Adam is set to retain his position as deputy Energy Minister while John Kobina Abbam, the MP for Mpohor, will be the deputy minister of Lands and Natural Resources. Pius Hadzide has, as per the report, been booted out of the Information Ministry with Eric Amoako Twum being his replacement. The Member of Parliament for Sefwi Akontombra Alex Tetteh Djournebuo will be the Deputy Minister for Food and Agriculture with Joseph Frimpong going to the Works and Housing Ministry. Hassan Tampuli, former CEO of the National Petroleum Authority who is the MP for Gushiegu has been appointed deputy Transport Minister. The Minority MPs on the Appointments Committee say they will do everything possible to vote against the approval of Kwaku Agyeman-Manu, Kojo Oppong-Nkrumah, Sarah Adwoa Safo and Kwaku Ofori Asiamah for their deliberate hiding of critical information on the contract awarded to Frontiers Healthcare Solution Services to undertake COVID-19 testing at the Kotoka International Airport. “What we have witnessed at the ongoing proceedings of the Appointments Committee is a shocking spectacle of lack of accountability, responsibility, outright disregard for our laws and utter disrespect for the people of this country,” Samuel Okudzeto Ablakwa (NDC- North Tongu), who has been consistent in asking the details of the contract from the nominees told Joy News Thursday, monitored by GhanaWeb. “It is totally unconscionable that when people are dying and when there is a pandemic, a cabal will emerge and their only interest is profiteering.” The NDC MPs believe that the nominees refused to speak to the details relating to the controversial contract when they appeared before the Appointments Committee as part of their vetting, even though they were related to the matter at some point when the contract was being awarded. He added, “This will play a significant part in our considerations, particularly, ministers who had direct responsibility for health, [and] procurement, for maintaining the compliance and safety standards. So, you can be assured that it will be a crucial factor when we take a vote.” Okudzeto Ablakwa hinted that the NDC caucus in Parliament will move a motion when parliament resumes, “for a full scale bipartisan parliamentary enquiry into the scandal”. “It has all the signs of blatant thievery, corruption and outright disregard for our laws,” he stressed.
