President Nana Akufo-Addo has sent a clear and unambiguous warning to all Metropolitan, Municipal, and District Chief Executives (MMDCEs) in his government. He says he would not take any lame excuses for non-performance and failures on the part of any of his appointees. Speaking at an orientation put together for MMDCEs in Accra this morning, he said “the argument that you are not aware of or are not responsible for government initiatives in your localities will not wash with me.” That, he said was because “all government initiatives at the local level come within your purview whether you initiated them or not.” He has therefore asked all appointees especially MMDCEs to familiarise themselves with every programme and policy initiative whether of their own making or not, insisting that “a Chief Executive who is indifferent or unaware of government activities in his or her area is not a suitable Chief Executive.” The challenge all MMDCEs to take advantage of the various programs and projects of the government to develop their localities, saying “ones a lot of funds continue to flow in the localities, every attempt will be made to get the Common Fund Allocations to you regularly and on time”, to thunderous applause from the gathering. That notwithstanding, the President encouraged all MMDCEs to as it were “work to increase internally generated funds” “You will not make the progress you should if your development programs are fully dependent on the relatively modest sums you get from the Common Fund allocations.” He equally had cause to warn them against getting involved in what he described as ‘unnecessary conflicts’ that would dent the image of the Assembly and by extension government. Rather, he charged “work with your staff, deepen transparency and promote popular participation and accountability at the local level.” Those, he said are the hallmarks for successful leadership and the attainment of results. “If you are fruitful in this, then we will be making good progress towards strengthening the structure of our governance system and bringing democracy and progress to local government” he emphasized. He however had cause to reminded all his appointees especially MMDCEs that “I won’t hesitate to disappoint any DCE who does not live up to expectation.” Whilst he admitted that the Minister for Local Government, Decentralization Rural Development has oversight responsibility for decentralization, implementation and local government, he charged Regional Ministers to monitor and evaluate the performance of MMDCEs in their regions and submit periodic reports to him. “I therefore expect you to accord the regional ministers the due respect as they are the President’s representatives in the region”, he advised. The MMDCEs as political and administrative heads are expected to provide leadership at the district level. In their leadership roles, MMDECs represent the Central Government at the local level and are required to implement national and local policies. They are obliged to preside at meetings of the Executive Committee, be responsible for the day-to-day performance of the executive and administrative functions of the District Assembly, and be responsible for the supervision of the departments of the District Assembly. These responsibilities require some specific competencies including leadership and managerial skills. MMDCEs are also required to deliver the sessional address to the District Assemblies on policy matters determined by the President; present periodic reports on the performance of the Executive Committees as well as the state of the districts, and submit recommendations of the District Assemblies through the Regional Coordinating Councils (RCCs), to the Minister responsible for Local Government on matters of national concern, at the end of each session. The MMDCES serve as chairpersons of the Metropolitan, Municipal and District Security Committees and also represents the Districts on the Regional Coordinating Councils (RCCs). The orientation and training programme has been designed to be implemented in thre phases including a general orientation for all appointed MMDCEs on 26 and 27 October, 2021 at the Accra International Conference Center (AICC); an Orientation for only first-time appointed MMDCEs on 28 and 29 October, 2021 at the Institute of Local Government Studies (ILGS), Ogbojo and a nationwide zonal refresher course for all MMDCEs at designated training centres across the country shortly following the completion of the orientation. UER: Nabdam District Assembly Members Rejects President Nominee Agnes Anamoo
Agnes Anamoo, who is looking for reconsideration as the Nabdam District Chief Executive (DCE) has been rejected by the Nabdam District Assembly members, as President Nana Addo Dankwa Akufo-Addo’s nominee. According to the unfortunate event, the assembly members, who were constitutionally mandated to approve or disapprove her nomination on Thursday, September 30, 2021, disappointed her by failing to give her the accurate endorsement needed. Out of the total number of 19 Assembly members who cast their votes, 12 voted in favor of the nominee’s approval, while the remaining 7 voted for her disapproval. The nominee, however, required 13 votes of the 19 cast to meet the threshold – at least two-thirds of the total votes cast – for her confirmation. However, according to the constitutional rules of assembly engagement, the members are to reconvene in the next 10 days for another election to decide her fate. President Akufo-Addo will, however, be compelled to nominate a different person to replace her if the assembly rejects her in 3 different elections including the just-ended one. Agnes Anamoo, who has served as DCE of the area since 2017, is among the few MMDCEs who have been retained by the president. The committee which vetted the MMDCE’s applicants, in its report recommending her to be retained, stated “Ms. Agnes Anamoo, performed creditably well as the DCE and nurtured the party. She has an in-depth knowledge of party issues and has considerable local government experience to continue to advance the party’s fortunes in Nabdam”. MMDCEs Approval: Assembly members alarmed over “tracker” on ballot papers
Some assembly members in the Upper East Region have expressed fears about losing their rights and freedoms after participating in the upcoming voting exercise scheduled for the approval or otherwise of Metropolitan, Municipal and District Chief Executive (MMDCE) nominees in the region. They say they have been notified that the ballot papers produced for the exercise, which begins with some districts in the region this Thursday, have been tagged with serial numbers meant to track the decisions (a Yes or a No) the voting assembly members are going to make in the polling booths. According to the assembly members, some powerful figures want to secure approval for some of the nominees at all costs and they reportedly have sent a strong word to them (the assembly members) about their interests. The influential figures are also said to have struck a deal with some Electoral Commission (EC) officials to serialise or number the ballot sheets according to the arrangement and the numbering of the assembly members’ names on the polling register. The assembly members explained that after the exercise had ended and everybody had retired home, the yes-voters and the no-voters would be traced and identified through the serial numbers on the ballot papers and the register and subsequently dealt with according to the decisions taken in the polling booths. “If we don’t blow the alarm now, no genuine action will be taken after it has happened. That was what happened at the Council of State election at the House of Chiefs where ballot papers were serialised to influence delegates to vote in favour of a particular candidate against their will and were given cash rewards afterwards. In the latest development, they are going to track and victimise those who will vote against their interests. If I’m going to vote knowing there is something on the ballot paper to track my choice, then that is not voting. The exercise will be conducted in the region’s 15 municipalities and districts. “We could have waited for the voting day to arrive and then go into the polling booth and snap the ballot papers as evidence to show to the public that the ballot papers were serialised but I can assure you that nothing will happen even if you go to court after the nominee had already been confirmed. Any noise you make and any legal action anybody takes after that exercise is just going to be an exercise in futility,” a veteran assembly member said. Another assembly member stressed: “An MMDCE nominee may be my interest, but at least I want to have my own freewill to cast my vote. My will is what should be reflected and respected. You understand? We don’t need to be gagged. It should be done as the legal framework allows, not in an environment of fear and intimidation by putting a tracker on the ballot papers. When you are made to do things under duress, it is not proper, it is not fair.” “I will call my officers and caution them”― EC Director Groups in the region have warned they will sue any assembly that holds an MMDCE confirmation exercise without a Presiding Member (PM). “We’ll be ready to be right there with the Electoral Commission to see how they may want to go about serialising or numbering ballot papers to identify people,” a one-time Upper East Regional First Vice Chairman of the Convention People’s Party (CPP) and parliamentary candidate, Tii-roug Zumah Yaro, added his voice. A renowned lawyer, John Ndebugre, is also reported to have forewarned that the assembly of his hometown Bawku West District would have him to contend with in court if it sets foot in the MMDCE approval exercise without electing a PM first. The border hilly district is among a number of local government areas said to have been conducting assembly businesses without a PM for half a decade in the region. Responding to the concerns raised by the assembly members about the alleged tracker on the ballot papers, the EC’s Upper East Regional Director, William Obeng Adarkwa, said he had not received such complaints but would caution his officers against doing anything contrary to the rules and regulations guiding the confirmation exercise. “As far as I know, the ballot papers are done locally and we don’t serialise it as it is for general elections or whatever. So, if any officer is doing it, fine― I mean you’ve sort of drawn my attention to it. I will soon call my officers and caution them against that, because ballot should be in secrecy. We’ve sent them regulations guiding the whole confirmation exercise. So, there is no point marking a particular ballot paper so that you can be able to identify who did what and who did not do what. You understand? “We’ve given them directives from head office and I have posted everything to them. So, I would be surprised, perhaps a bit taken aback, to hear that some are conniving with other powers that may― I don’t know where and where. But I will caution them again. As far as it is now, technically, the coordinating directors are in charge of the districts. I have instructed my officers to liaise with them to come out with an acceptable mode of ballot paper and everything so that we don’t encounter any challenges going forward,” he said. This is the first time assembly members have raised this breed of alarm in the region since Ghana voluntarily re-embraced democracy in 1992. Former Member of Parliament for the Zebilla Constituency and private legal practitioner, Hon. John Ndebugri has warned of a possible lawsuit against the Bawku West District Assembly if they fail to elect a PRESIDING MEMBER before approving the District Chief Executive nominee for the district, Hon. Tahiru Issahaku Ahmed. He said this following the failure of the Bawku West District Assembly to elect a presiding member to stir the affairs of the assembly in the last administration which was headed by Hon. Victoria Ayamba’s four-year tenure as a DCE is not legally recognized. According to him, a District Chief Executive cannot exist without a presiding member. Per the earlier reports seen across social media, the committee recommends Madam Vida Anaab Akantagriwen for nomination as MCE. According to the vetting committee, Madam Vida Anaab Akantagriwen has served as the women organizer for the constituency from 2005 to the present. She has a strong grassroots association being a three-term assembly member. The applicant thus has a good working knowledge of the local government system. In the case of Nabdam District, the committee recommends Ms. Agnes Amanoo for re-nomination as DCE. Apexnews Ghana is learning that 37 women are expected to be named metropolitan, municipal or district chief executives in the soon-to-be-released approved list of MMDCEs. NPP to supporters: Be calm; respect Akufo-Addo’s MMDCE nominees
The governing New Patriotic Party (NPP) has called on its rank and file to remain calm and respect the President, Nana Addo Dankwa Akufo-Addo’s list of nominees for metropolitan, municipal and district chief executives (MMDCEs). The much-expected list, according to government officials, would be made public anytime soon. Speaking at a press conference in Accra on Friday 17 September 2021, the Director of communications of the NPP, Yaw Buaben Asamoa, accepted the fact that, not every person will have his or her preferred candidate nominated, but asked members to welcome the president’s decision. “We urge everybody to be calm and to act in ways that promote good relations at a working level in order to give the nominees the best possible opportunity to work in the interest of the grassroots of the nation,” he stated. The selection process, according to the NPP’s communications director, reflects the President’s vision for “our local governance system and country at large”. “Now that the selection process is over, we urge all former contestants and stakeholders to adopt the nominees as their own, encourage smooth confirmation processes, and support approved MMDCEs to deliver the best to their areas. Once the list is published, competition in any form, ought to end,” he said. The party also advised the nominees to, as much as possible, be open and provide space for divergent opinions. On the party’s ongoing registration of its members, Asamoa expressed concerns about how some officers are preventing some members from registering, thinking that, the register will be used for internal elections. “Party officer election registers shall be compiled differently and will be done later per guidelines to be issued… So, we are assuring all our polling station executives to open up, work hard and try and capture as many persons who are likely to vote NPP as possible. The names should also go into the books that have been provided. The letter which is on the letterhead of the WRCC dated September 15, 2021, and signed by the Chief Director/RCD, Fredrick Agyemang, is directing all the 14 assemblies in the Western Region to contribute a total of GH¢ 49,000 towards the funeral. The introduction of the said letter suggests that, there have been prior discussions with the deans of all MMDCEs and MMDCDs discussing how best they can support the Regional Minister to give his late father, Nana Boanyina Adusei Mensah II, a befitting burial. GhanaWeb checks reveal that some MCEs are yet to receive the letter but there has been an earlier funeral invitation from the WRCC inviting all the 14 assemblies and their MCEs to the funeral which is slated to take place between September 23 to 25, 2021 at Boanim in the Ashanti Region. “Following a decision with the deans of MMDCEs and MMDCES… it has been decided that your MMDA is to contribute the following amount towards the final funeral rites of the late father of the Hon Regional Minister, Nana Boanyina Adusei Mensah II, Boanimhene…”, the letter directed. It continued: “Sekondi-Takoradi Metropolitan Assembly (STMA), Prestea Huni Valley Municipal, Tarkwa Nsuaem Municipal, Ellembelle District and Effia Kwesiminstim Municipal Assemblies [are to pay an amount of] GH¢5,000 each. “Ahanta West Municipal, Wassa Amenfi East Municipal, Wassa Amenfi West Municipal and Jomoro Assemblies [are to pay] GH¢3,500 each. “Wassa East District, Shama District, Wassa Amenfi Central District, Nzema East Municipal and Mpohor District Assemblies [are to pay] GH¢2,000 each.” All monies, the Chief Director instructs, should be paid to the Regional Accountant – WRCC (Room 19) by close of work on Monday, September 20, 2021. MMDCEs: President Akufo-Addo Submits Finalized List To Dan Botwe To Announce
President Nana Addo Dankwa Akufo-Addo has finalised the list of metropolitan, municipal and district chief executives (MMDCEs) to be nominated to serve in the next three-and-a-half years. The list is expected to be received by the Minister of Local Government, Decentralisation and Rural Development, Daniel Botwe, Thursday morning for onward announcement. These were disclosed by the Director of Communications at the Jubilee House, Eugene Arhin. “Expect the list to be announced by the Minister very soon,” he wrote on his official Facebook page on Wednesday, September 15. Delay in nominating chief executives for the various metropolitan, municipal and district assemblies (MMDAs) has been a matter of concern to many groups and individuals. In July, the Chamber for Local Government (ChaLoG) accused President Akufo-Addo of employing “unnecessary” and “unproductive” processes in nominating MMDCEs. “ChaLoG wishes to call on the President to urgently come to terms with the negative impact his actions and inactions which has led to the delay in nominating MMDCEs to be confirmed by the Hon Assembly Members, is having on the smooth administration of the MMDAs,” it said in a press release on Sunday, July 25. The President had issued a directive through the Chief of Staff, Frema Osei Opare, for MMDCEs from his first term to continue acting in office. This issue was dragged to court by Member of Parliament for South Dayi Constituency Rockson-Nelson Dafeamekpor.
