The man who caused the arrest of NAPAIC Secretary, currently in Police custody

Secretary to the National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana) Zumah Tii-roug has said one Thompson Amartey who caused his arrest last week has been arrested by the police. The statement sighted by the platform says, “following the report I lodged on Thursday April 13, 2023, at the Bolgatanga Divisional Police Command against Amartey Thompson, the police have arrested Amartey Thompson and he is currently in police cells on charges of offensive conduct. The statement issued by the NAPAIC Secretary narrates what happened between him and Mr. Amartey leading to his recent arrest by the police                                               PRESS STATEMENT DATE: 21/04/2023 THOMPSON AMARTEY ARRESTED   Ladies and gentlemen from the media, good afternoon. It is my hope that you will disseminate this story to the general public. On the 13th of April, 2023, I went to the Upper East Regional Police Headquarters at about 10:00 am to retrieve my motorbike which was taken by one Detective Corporal Razak after I had lodged a complaint with the Bolgatanga Divisional Police Command that one Amartey Thompson, a so-called pastor and an agent of GLICO, had forcefully impounded my motorbike. The reason for forcefully impounding my motorbike was based on a piece of advice I gave him to be mindful of the way and manner he reportedly prays for married women in the bush, praying for them in isolated places and eating with them at such places. I cited an example which happened on April 12, 2023, where he was spotted in a bush with a woman who is married to a bank worker. He denied having met with any married woman in a bush on the said date. I showed him a photograph of someone sitting with a woman in a bush and I asked him to confirm whether he was the one or somebody else in the picture. He confirmed he was the one in the picture sitting with a woman. He became uneasy and furious after seeing the picture. Then, he asked that I delete the picture from the phone. I told him not to worry as deleting the picture would not solve any problem since I had already forwarded it to two people. Then, he asked me to forward it to him, which I did. Even after I forwarded it to him, he still was not comfortable. Then, he called a friend of his to join us. The person he called was an unfamiliar face. His friend supported him to impound my motorbike. He asked me to go and bring the two people to whom I said I had forwarded the same picture. When I ignited my motorbike to proceed from the scene with an assurance that I would return to the scene with the two people whom he demanded to see, he and his friend held back my motorbike and forbade me from leaving with the motorbike. To avoid getting myself involved in any violence or breaching the peace, I left the scene without my motorbike. Immediately after I left the scene, I reported the matter at the Bolgatanga Divisional Police Command. The police led me to the scene and we were told by the owner of a bar which is located around the scene that Amartey had called his friend who is a policeman (Detective Corporal Razak) to come for the motorbike. When I went to the Upper East Regional Police Command (where Detective Corporal Razak is stationed) on Friday April 14, 2023, to retrieve my motorbike, I was told that Amartey Thompson had alleged that I attempted to extort money from him after showing him a photograph of himself and the woman. I was asked to write a statement and I was subsequently detained in police cells. I was granted bail and put before court where I was charged with attempting to commit crime to wit extortion. I was again granted bail by the court. Since the case is yet to commence, I would not like to open my defence in this press statement but to ask the general public to trust that justice will be served. Meanwhile, following the report I lodged on Thursday April 13, 2023, at the Bolgatanga Divisional Police Command against Amartey Thompson, the police have arrested Amartey Thompson and he is currently in police cells on charges of offensive conduct. Hopefully, he will be arraigned before court in due course.  I am using this medium to ask my detractors and their paymasters, who are trying hard to smear me with the same mud which has rather been on their own image, to take note of the current development and the revelations ahead. NAPAIC rubbishes RCC rejoinder statement, advice them to not focus on frivolities

National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana) a well-recognized Civil Society Organization in the Upper East Region, has advised the Upper East Regional Coordinating Council (RCC) to not focus on frivolities and not dissipate its energy on trivialities but rather pay attention to concrete issues that are worth public attention.  NAPAIC free advice to the RCC came a day after the RCC issued a rejoinder statement demanding a retraction from Ghanaweb and its correspondent over a publication they claimed is a security threat. According to NAPAIC, the RCC statement seeks to debunk a story that highlights how a High Court judge, His Lordship Justice Alexander Graham, fled the Upper East Region on March 16, 2023, as a result of a violent attack at his residence on March 15, 2023, by some unknown persons.  However, NAPAIC in their press conference on Tuesday, April 4, 2023, used the medium to ask some interesting questions to the Regional Coordinating Council. PRESS STATEMENT Ladies and gentlemen, we wish to welcome you to today’s edition of our news conference. We the members of the National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana) wish to thank you for honouring our invitation and for your presence. Our attention has been drawn to an eight-paragraph letter (a rejoinder) written by the Upper East Regional Minister, Hon. Stephen Yakubu, and signed by Alhaji Abubakari Inusah who is a Coordinating Director at the Upper East Regional Coordinating Council. The letter seeks to debunk a story that highlights how a High Court judge, His Lordship Justice Alexander Graham, fled the Upper East Region on March 16, 2023, as a result of a violent attack on his residence on March 15, 2023, by some unknown persons. In our opinion, the Upper East Regional Coordinating Council should have briefed the good people of the Upper East Region with security-related updates on the judicial front in the matter of His Lordship Justice Alexander Graham. We need answers from the Upper East Regional Coordinating Council/ Regional Security Council to the following questions: First, what was the state of intelligence gathered by the Upper East Regional Coordinating Council/Regional Security Council before the attack on the judge? Can the Upper East Regional Coordinating Council/Regional Security Council confirm as to whether or not that the judge has no police escort? Is the Upper East Regional Coordinating Council/Regional Security Council able to tell us where the judge currently is? Since the sudden exit of the judge from the region in the wake of the attack on his residence, there has been no sitting at the High Court ‘2’ in Bolgatanga. The absence of the High Court judge is a serious security threat going by the maxim that justice delayed is justice denied. When justice is denied, litigants who are not getting justice as required owing to the absence of the judge are most likely to take the law into their own hands, thereby creating anarchy or lawlessness. It is the responsibility of the Upper East Regional Coordinating Council/Regional Security Council to ensure and to guarantee the protection of judicial service staff including judges. The question we ask is: what has the Upper East Regional Coordinating Council/Regional Security Council done as to how they have protected Justice Alexander Graham so far and how other judicial service staff are being protected? The Upper East Regional Coordinating Council/Regional Security Council should rather focus on ensuring and improving the security of judicial service staff in the region than running a banter with credible media houses like Ghanaweb over a harmless publication and seeking a baseless retraction and an unmerited apology. For example, a bungalow once occupied by Deputy Upper East Regional Ministers in Bolgatanga has been empty for a very long time. It is safer to accommodate Justice Graham inside that bungalow (since it is fenced and it is within a security zone) than the apartment where the violent attack took place. But we find it so appalling that the Upper East Regional Coordinating Council/Regional Security Council has not taken this security idea into consideration for the safety of the judge but it is rather shamefully focusing its energy on writing and issuing a frivolous rejoinder to a media house (Ghanaweb) that is doing its job in a very professional manner. We find it absurd and strange for the Upper East Regional Coordinating Council to base a rejoinder on a news publication headlined “Talensi: Gold Baron taken to court over alleged plot to harm philanthropist” only to shift the rejoinder to what has nothing to do with what the main story is all about. In our opinion, this so-called rejoinder from the Upper East Regional Coordinating Council is nothing but a smokescreen aimed at expressing a hidden displeasure of the Upper East Regional Coordinating Council about a story that has exposed an alleged plot to attack a philanthropist Hon. Zongdan Boyak Kolog. Perhaps, the Upper East Regional Coordinating Council wished the story about the alleged plot to attack the philanthropist was never published for some selfish reasons. That is our opinion. If some elements within the Upper East Regional Coordinating Council are feeling uncomfortable because certain stories which must be told are being told with facts to the public, such elements need to be reminded that “he who brings a sugarcane to the house should not be surprised when flies suddenly begin to pay him unexpected visits.” We would like to conclude by advising the Upper East Regional Coordinating Council to not focus on frivolities and not dissipate its energy on trivialities but rather pay attention to concrete issues that are worth public attention. National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana), has responded with great disappointment that they were shocked when the news broke that the Acting Upper East Regional Supervising High Court Judge, Justice Alexander Graham, had been escorted out of the region by the state security apparatus for fear of his life following an attack by unknown persons at his residence on Wednesday, March 15, 2023. The group further claimed in their press release that, “It is our strong belief that people who supported the cruel and offensive actions of the agents of the Paramount Chief of Talensi, Tongraan Nanlebegtang Kugbilsong, to entrap and influence Justice Alexander Graham might have carried out the attack or the threat (our opinion) on the judge. We humbly ask the security services, notably the National Intelligence Bureau (NIB), to quickly put up an intelligence search on the perpetrators. Meanwhile, this platform has also sighted a publication on A1 radio where the Talensi Traditional Council also claimed they didn’t send the two victims Chief of Baare, Naab Nyakora Mantii, and the Secretary to the Paramount Chief of Talensi, Richard Sunday Yinbil who are currently under a 6-month bond to influence or entrap Bolga High Court Judge. According to sources available to this platform, Justice Alexander Graham was attacked on Wednesday night which necessitated him to immediately call for security re-enforcement and early dawn on Thursday March 16, he was escorted by the security out of the region. However, with this sad development, NAPAIC-Ghana has pointed that, “There are fears in the region that Justice Alexander Graham would be transferred from the region in the wake of the attack and this would serve as a bad precedent should he be transferred. This is so because anytime judgement would be given against litigants they would resort to this kind of attack on the judge in the hope that the judge would be transferred. This would also discourage judges from working as independently as they should because anytime they uphold the rule of law, the opposition to the rule would deliberately fight back and the only protection for them is to be transferred. The judge walked them out and ordered the court warrant officers (police) to arrest and handcuff them immediately. They were arrested and handcuffed immediately on the Judge’s orders. Subsequently, the judge instructed the Chief of Baare and the Secretary to the Tongraan to tell the open court what they had told him privately in chambers. Ladies and gentlemen, shamefully, the Chief of Baare and the Secretary to the Tongraan became dumb and were shivering seriously. For three minutes, they could not utter a word before the court audience. Then, the judge said, “If you cannot tell the court, I will tell them.” His Lordship furiously started by saying that he had issued warnings several times in his courtroom against people who might want to circumvent justice by visiting judges in their homes and in their chambers and that this act was common in the Upper East Region. He further stated that the Chief of Baare, Naab Nyakora Mantii, and the Secretary to the Paramount Chief of Talensi, Richard Sunday Yinbil, came to him in his chambers and told him that they had been sent by the Paramount Chief of Talensi, Tongraan Kugbilsong Nanlebegtang, to invite him (the judge) to his palace to discuss some mining-related cases which the judge was presiding over and for the judge to understand the cases before him. They further told the judge that the Tongraan was an accountant, a member of the Council of State, former board chairman of the Tema Oil Refinery, etc. His Lordship Alexander Graham considered their act as a trap and contemptuous. The two (the Chief of Baare Naab Nyakora Mantii, and the Secretary to the Paramount Chief of Talensi, Richard Sunday Yinbil) were promptly charged with contempt of court. They pleaded guilty to the charge and were convicted on their own plea. Even before their conviction, the judge had asked that the two accused persons produce the Paramount Chief of Talensi, Tongraan Kugbilsong Nanlebegtang, in court today. In fact, the whole bench of lawyers numbering about twelve, who were in the courtroom today on different cases from Sunyani, Tamale and Bolgatanga, pleaded profusely on behalf of the two accused persons and especially on behalf of the Tongraan. One Lawyer Mohammed from Gbewa Chambers in Tamale said the Tongraan said he had regretted his action and had asked him to intervene by pleading with the court to not give custodial sentence to the two accused persons. The lawyer further stated that the Tongraan had regretted and said that he would not repeat such an act. Lawyer Jalaldeen of CHRAJ and Lawyer Issahaku Lawal of Legal Aid all pleaded for non-custodial sentence. Lawyer Mohammed Nambe, who is currently the lawyer for the Tongraan, also told the judge that it was even enough punishment by rebuking the accused persons in the open court and that they were first offenders and would not repeat the act. Ladies and gentlemen, His Lordship Alexander Graham truly listened carefully to the lawyers and said the accused persons wanted to trap and destroy his job and if they had fallen into their own trap, why all these pleas from the lawyers. He further asked the lawyers what they themselves would do if they were judges in this contempt case. The whole courtroom was quiet like a cemetery. Justice Alexander Graham is, indeed, deserving of the noble title “His Lordship”. He convicted the accused persons and asked them to sign a bond of six months and to be of good behaviour. He also directed that the bond should be signed before the Upper East Regional Police Command. The two accused persons were held in court custody from around 9.00 am to 3:18 pm before they were sent by police to the Upper East Regional Police Command.
