‘We can’t continue like this’; minister lament over MDAs poor performance
The Minister for the Upper East Region, Hon. Stephen Yakubu is unhappy about the poor performance of Municipal and District Assemblies (MDAs) in the 2021 monitoring report assessment compiled by the Regional Economic Planning Unit. He attributed the poor performance to their negative attitudes towards Government business, and admonished staff of the MDAs to change their lackadaisical attitudes towards work, stressing that “We can’t continue like this.” Hon. Yakubu expressed his dissatisfaction when he joined Senior Management members form all 15 MDAs to in the Region to analyse the dissemination of the 2021 monitoring report assessment compiled by the Regional Economic Planning Unit. The Minister, who was visibly not happy about their performance in sanitation, policy implementation, administration among others over the last three quarters of 2021, said any staff of the Assemblies not ready to put up their best, should make way for hardworking staff to take over. Hon. Yakubu, who is a former Ambassador to the Kingdom of Morocco, advised the Assemblies to take the exercise seriously, and share relevant ideas among themselves so that the Region could be compete with other Regions. The Regional Coordinating Director (RCD), Mr. Abubakari Inusah Alhaji, noted that the core mandate of the Regional Coordinating Council (RCC), which is to monitor and evaluate the MDAs, was critical, and identified the lack of unseriousness on the part of leadership of the various Assemblies as the cause of the poor performance. The Director charged staff to up their game, and take the exercise seriously so that they could identify their weaknesses and improve on them. He urged top Management members of the Assemblies to avail themselves anytime the monitoring team visited their respective Assemblies, and stop assigning junior staff to attend to the team. Mr. Inusah Alhaji said the last quarter of 2021 and the first quarter of 2022 would commence in July, and therefore appealed to Managements of the Assemblies to provide reliable, accurate and sufficient data to help the RCC rebrand the Region through a consultative approach. The Upper East Regional Chairman of the governing New Patriotic Party (NPP) Mr. Anthony Namoo has revealed, that members of the opposition National Democratic Congress are kicking against the controversial Electronic Transaction Levy because their thinking is that with the E-Levy, their chances of coming to power will be terminated. According to the Upper East Regional Chairman who spoke to Apexnews Ghana on Wednesday, December 15, 2021, in an exclusive interview, the Minority mindset is that, “…if we get money with no interest that should mean that their chances of coming to power will be terminated. That’s why they are all over the place making it look as if the E-Levy is going to take money from everybody whether you are working or not. The E-Levy has a minimum threshold of Ghc 100.00”. He said, “It costs money to put a platform for this to take place and you would also know that this has come about and there is a lot of fraud that goes on despite how it has made it easy for money to be circulated across the country. Some unscrupulous Ghanaians and of course some other people maybe not necessarily Ghanaians have also made it a point to make the system by defrauding the system because day in and out you cases in court and police station on of these issues”. “So, the E-levy was, first of all, brought about to as it were to make sure we make enough money to be able to finance cyber security to prevent fraud and all that. And of course, been tax is also for development and it has been said time and again that, taxation is the price we pay for civilization and therefore if we lived in a society whereby there is a rule of law, there are roads that we can pass, there are securities to protect us, it doesn’t come cheap is the price we pay for civilization. So, the E-Levy which was pegged at 1.75% is to ensure that government gets money in order to finance developmental challenges of our time”. He stressed However, Mr. Namoo believes the 1.75 threshold is reasonably good for the country, because the money if collected, isn’t going anywhere else but rather going to be used for the development of the country Ghana. He added, “that before the E-Levy was introduced, a research was conducted and 40% of people did send under Ghc 100.00 and below and even some send as low as Ghc10.00. So, over 40 percent of those who send money are within the Ghc 100.00 and below. And in other words, you can only be taxed if you are sending anything beyond Ghc 100.00. So, I think the 1.75 threshold is very reasonable for us as a country”. However, responding to the Minority critics, Mr. Namoo said, the opposition National Democratic Congress (NDC) needs to come back again because, during their time, they introduce a financial service tax of 17.5% which was not only directed at the bank but to anything concerning monetary services. “Why would 1.75 which is far also 100% below what they have put be an issue? The Upper East Communication Director of the governing New Patriotic Party (NPP) Sanusi Issah has refuted the accusation and allegation made against him by one Wilson Dabuo a former member of the Regional Communication team, says Wilson Dabuo benefitted a lots from his leadership. Even in Winneba he texted me that I can still help him with some coins if I have, with some words like ‘hard-working Director’ bla bla. “I took him out of the communication platform and he gave me a message to explain why I took him off and I was even about to tell him, because he is no longer in the region and because that has been the situation for any communicator outside the region Bediako was even a founding member of the communication team in the region and was removed from the platform, Salahudeen we took him out of the platform, Inusah and co were removed. Lawyer Anamoo’s response came after Apexnews Gh asked whether he will be contesting the regional chairmanship position in the next regional executive internal elections which are scheduled to take effect next year 2022. this was his response, even though he was not specific by giving a direct answer to the question, but your guess is as good as NABCO initiative. “Well, you know i still have more than 8 to 9 months to go and am still on the sit and you know, you don’t start campaigning when you still have a lot of work to do. We haven’t even started the polling station election. The polling we be elected, when they are elected, they will also elect the constituency and the constituency will come and elect us. So, we still have a long way to go and this is not the time to start campaigning. But of course, we set out to achieve an aim and if you didn’t achieve it, you can’t run away just like that. It will be gross irresponsibility to want to run away, when you still have to do your best. This kind of statement that we have 3 seats and we lost it, all is on my doorstep, of course, I was the chairman at a time and this is a region that is difficult for us”. He said Chairman Anamoo also revealed that in 2019, the party consulted researchers and lecturers from various institutions across the country to assist the party by way of identifying candidates and constituencies that will secure victory for the New Patriotic Party in the 2020 general elections and some party members decided to do otherwise, which he cannot prevent them as a party chairman. He sighted Navrongo and Temapne as an example. “Look at Navrongo, we had done some research and recommended the Late Kofi Adda to go unopposed now for other reasons somebody decides to contest him. Can you prevent the person from contesting? And the person contested and won but general election, it was a calamity. Can you blame us? Our research was composed of lecturers and those who matter. I did my best to save the situation. Look at Navrongo, 2 ministers, as for board member from there, Director General of Harbor is from Navrongo as for Board Members we can count up to 10. If you go Tampane, we have the Chief Executive of Zongo Development Fund, Ghana Ambassador to the Vatican, we have Deputy YEA Chief Executive, Deputy Chief Executive NDA, we have the candidate himself who was the Deputy Attorney General and the District Chief Executive (DCE) and we as Regional Executives even mobilized money and gave to them. So, if the seat is lost, will it be fair you put out the blame at the doorstep of the region. People of Upper East Region enemies of development, reasons why Upper West is ahead
:Written By Ngamegbulam Chidozie Stephen Upper East is region blessed with wonderful places especially with lots of tourist attraction areas such as Paga crocodile pond, tono dam, pikworo slave camp, Upper east regional museum, tongo hill etc. But there is no doubt, is a region deprived of important developmental and social amenities such as Regional Airport, Regional Sports Stadium, Regional Hospital, Regional Passport Office, just to mention but few. It is becoming so worrying to its patriotic citizens who actually have started asking about the crime they have committed by voting and as well making recommendations for appointments for politicians from the region who will end up disappointing them by not using their positions and office to secure good developmental projects for the region they represent. According to the people of Upper East, a region that had the opportunity of having their own flesh and blood as the Ghana Minister for Youth and Sports under the NDC John Dramani Mahama administration, isn’t supposed to be crying for none availability of a Regional Sports Stadium in 2021, especially when such a big opportunity was missed by their own selves. Meanwhile, Upper West got their stadium with 5,000 capacity in 2006. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. A region that had their own flesh and blood as the Ghana Aviation Minister during the first batch of President Akufo-Addo/Buwumia administration isn’t supposed to be crying for not having an airport in 2021, especially when such precious opportunity was used to play politics among the same beneficiaries. Meanwhile, the people of Upper West opened their airport for commercial flight operations in October 15, 2019 with service by Africa World Airlines from Accra via Tamale using an Embraer 145 regional jet. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. As at the time of this publication, the people Upper East still risk their lives on a daily basis traveling to Tamale the Northern regional capital for their passport application and renewal. Meanwhile, the people of the Upper West Region commissioned their Passport Application Center (PAC) in 2020. This bringing the number of Passport Application Centers across the country to 13. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. The Upper East Regional Hospital unlike other regions has become a political ring tone for the two main political parties NDC/NPP every election year. You will be amazed when listening to party communicators from both parties arguing on whose party contributed more than each other at the ongoing renovation work at the Bolgatanga Regional Hospital. Meanwhile, 160-bed capacity Upper West Regional Hospital was made open to the general public in January 9, 2020, even after a little delay. Because President Akufo Addo earlier commissioned the US$ 52 million facility in August 2019. And yet, just like ‘eve’ in the bible was created from the ribs of ‘Adam’ so was Upper West created from the ribs of Upper East. What could be cause for the Upper East set back on development? Tribalism/Discrimination, political slavery, greed, hatred, self centered, giving positions non patriotic individuals, ethnicity superiority, literacy superiority and above all disunity were all captured as the real cause of Upper East Region set back on development. Those given opportunities must start thinking outside the box: When Mr. B goes into the office and he decides to do the same thing Mr. A was doing before leaving the office then, Mr. B is not thinking ‘OUTSIDE THE BOX’. In the Upper East Region, it appears development from the two main political parties NDC and NPP are not seeing much light of the day due to the spectacle both big parties are putting on for the region and this is a contributing factor affecting development in the region. Those from the region appointed into positions of MMDAs, regional and national must start thinking outside the box as far as development in the region is concerned. What one could describe as ‘political slavery’ is another canker bedeviling the people of the Upper East Region in terms of developmental projects, unlike some other regions such as Upper West where the people cherished development irrespective of the political party one belongs to. For the National Democratic Congress (NDC), their mentality on the ground as far as Upper East Region is also not helping matters when its comes to development. Because their mentality that the people of the Region vote for NDC come rain come shine because Upper East Region is NDC stronghold and whether they campaign or not they will surely win. Such mentality, is not helping the region in terms of development. Below is a typical example. A piece of published evidence which was reported on a local radio station A1 radio somewhere in November 23, 2020 “IF WE DON’T CAMPAIGN IN UPPER EAST, WE WILL STILL WIN – NDC SECRETARY” “The Upper East Regional Secretary of the National Democratic Congress (NDC), Donatus Akamugre Atanga, has expressed confidence that his party remains solid in the region to secure the endorsement of voters in the upcoming December 7 general elections; even if they don’t campaign in the region. “According to Mr. Akamugre, though the Upper East Region is considered a stronghold of the NDC, their continuous campaign in the region was to show appreciation to the people of the region for their undying support to the party; and not necessarily to canvas for votes”. So, this mentality by a respected Party Regional Secretary, also confirmed why development isn’t coming as expected in the region and why those elected to represent their constituencies and the region decide to sleep on their jobs. After all, whether they brought development or not next election they will come and

Lawyer Anthony Anamoo, Upper East Regional Chairman of the New Patriotic Party (NPP) has stated that members of the party secretly campaigned against the party’s candidates in the 2020 election. According to the chairman, such actions contributed hugely to the abysmal performance the NPP witnessed as a party in the region during the 2020 election. Addressing delegates at the party’s regional annual delegates conference held in Bolgatanga the regional capital, Lawyer Anthony Anamoo said, though vehicles, motorbikes, fuel and other logistics were made available to party activities ahead of the elections, people choose to campaign secretly against NPP parliamentary candidates of their party. An action he said God has seen and will reward those he described as traitors in due time. “It is ungodly for any official of this party to be provided with a means of transport and same with fuel and sometimes money for the official and he turns round to campaign against the same party. This is a sacrilege and it is unbecoming of party officials of this great party. We as humans may not have seen you but almighty God who has his grace on this great party has” he told delegates. He said, even though the party targeted to win seven seats in the region, the outcome turned out abysmal and was followed by calls on Regional Executives of the party to resign. This the Chairman added forms part of the machinations and ungodly acts of some party members. “There has developed in the political lexicon of the region, the concept of no 9, no 10 where some party members for inexplicable reasons decide that they would not campaign for the party’s candidate. They will in broad daylight, be seen campaigning for the party and its candidate then later under the cover of darkness, they will turn to inform voters that all that they said in the daytime, should be disregarded but they should vote skirt and blouse. This inevitably deprived the party of more votes. Paradoxically, they are the first people to call for the resignation of party aficionados when the results predictably turned worst. Suffice it to add that some party executives are also blamable,” he stressed. UER: NPP Annual Delegates Conference ended with a call for members to reflect on how to Break the 8
The Upper East Regional branch of the governing New Patriotic Party (NPP) has organized their Regional Annual Delegates Conference in Bolgatanga the regional capital. The Upper East Regional Chairman Anthony Namoo who opened the conference with his speech welcomed members of the party from the region and national who made it at the Regional Annual Conference. Meanwhile, he used the medium to call on all party members to show their support for the party to enable them to come stronger in the year 2024. “For far too long, our contribution to the success of this great party be it at Presidential or Parliamentary has been nothing to write home about” he stressed He believes unity, love and togetherness, will prepare them to gain lots of potentials to break the 8 come December 2024. The Binduri Member of Parliament who doubles as the Deputy Minister for Housing Abanga Abdulai who was later given another title as ‘MP for Upper East’ described the poor results the region witnessed as “a self-inflicted one” because they were fighting among themselves as party members. According to him, if members of the New Patriotic Party in the region really want to support the party, they should be able to split the region between National Democratic Congress. He added, that for a party that really wants to break the 8, one seat shouldn’t be enough, stressing that members of the party in the region need to come together to achieve a common goal. The General Secretary of the ruling New Patriotic Party (NPP), John Boadu said the Party’s membership registration exercise, which commenced in the early days of September 2021, is still ongoing. He said, despite the declaration of September as the month of mass registration, the exercise is still on, as he encourages members to go and register. The General Secretary, made this disclosure on Sunday, October 3, 2021, when he was addressing the Upper East Regional Annual Delegates Conference of the Party at the Regional capital Bolgatanga. Meanwhile, according to John Boadu, the general secretary of the governing party, the NPP will, from Friday, October 1, 2021, to Friday, October 22, 2021, hold Regional Annual Delegates Conferences across all the 16 Regions of the country in accordance with Article 9 of the Party Constitution.
