President Nana Addo Dankwa Akufo-Addo in his recent visit to the Upper East Region has disappointed some party personalities who claimed all is well with President Akufo-Addo regarding the party abysmal performance in the region during the 2020 general election. Before the general elections in 2020, politicians from both the opposition NDC and the governing NPP in the region predicted a number of Parliamentary seats both parties will capture after the final election declaration results. NDC, knowing they dominate the Upper East Region, came out with Operation 16-16 meaning that they are not leaving any constituency out, whiles the governing New Patriotic Party (NPP) in the region strongly believes they will capture between 5 to 7 seats out of 16 constituencies. However, the predictions went in favor of the opposition National Democratic Congress (NDC) who nearly took all the 16 seats but succeeded in capturing 15 seats in the region, leaving only one seat for the governing NPP, the Binduri seat. Even though one would have thought that the already secured 3 seats by the governing party will be maintained but unfortunately, all the old seats were lost to the NDC. You’re hiding true budget deficit of 17.5% – Minority demands correction
The Minority in Parliament has accused the Akufo-Addo government of hiding the correct budget deficit for the year 2020, which, in its computation and analyses, is 17.5 per cent instead of the 11.7 per cent stated by caretaker Finance Minister Osei Kyei-Mensah-Bonsu when he presented the budget to the legislature on Friday, 12 March 2021. The Caucus said “mismanagement and uncontrolled expenditure and sheer lack of prudence accounted for the poor performance of the economy and not just COVID-19.” In a statement, the Minority noted that “for the 2019 fiscal year, the government reported a fiscal deficit of 4.8% of GDP while at the same time, as confirmed by the IMF in their April 2020 staff report, a fiscal deficit of 7.5% of GDP.” “This means an amount of about GHS8.2billion was concealed from our expenditure framework.” “We demand that the fiscal deficit including arrears for the year 2020 be corrected in the budget statement to reflect the actual figure of 17.5% of GDP. “Fiscal deficit for the year 2020 of 13.8% of GDP, as stated by the Ministry of Finance, excludes an amount of GHS6.2 billion being what the government refers to as energy sector payments.” “We demand the inclusion of the energy sector payments of GHS6.2 billion in the fiscal tables to reflect in the corresponding fiscal deficit.” On Saturday, 13 March, Bolgatanga Central lawmaker Isaac Adongo made similar claims, insisting the deficit was more than 18 per cent. According to him, the 11.7 per cent quoted by interim Finance Minister was a cooked figure. Mr Kyei-Mensah-Bonsu told the house in his presentation that “even though complete 2020 Gross Domestic Product (GDP) data have not yet been released by the Ghana Statistical Service, provisional data for the first three quarters of 2020” showed that the “targets for most of the macroeconomic indicators are largely on track”. The Majority Leader of Parliament presented the following as the summary of the domestic macroeconomic performance for 2020: a. Average overall real GDP growth for the first three quarters of 2020 was 0.2 per cent, compared with 6.0 per cent for the same period in 2019. The projected outlook for 2020 is 0.9 per cent, reflecting the impact of the COVID-19 pandemic; b. Non-oil real GDP grew at an average of 0.4 per cent in the first three quarters of 2020. The projected outlook for 2020 is 1.6 per cent; c. End-period inflation was 10.4 per cent in December, 2020 compared to the revised target of 11.0 per cent; d. The overall budget deficit on cash basis was 11.7 per cent of GDP, excluding financial sector clean-up cost, against a revised target of 11.4 per cent of GDP; e. The primary balance recorded a deficit of 5.3 per cent of GDP against a target deficit of 4.6 per cent of GDP; f. Gross international reserves accumulated to US$8.6 billion, the equivalent of 4.1 months of import cover, slightly above target. However, Mr Adongo, who expressed his wish of being future Finance Minister to steer Ghana out of her economic doldrums, disputed the figures of the Minister of Parliamentary Affairs when he spoke to Eugene Bawelle on Class91.3FM’s current affairs programme ‘The Watchdog’. In the opposition lawmaker’s view, “the Ghanaian economy had very severe underlying conditions before COVID-19 arrived”, insisting that the pandemic “just exploited the severe underlying conditions of our economy and collapsed” it. “You could not be running an economy at a deficit of 7 per cent all the way up to 9-point-something per cent and come to the people of Ghana and hide this and be telling us it is 4 per cent and when you now go to the IMF to look for money, you went saying that in 2018, you did a deficit of 7 per cent, which was the first time we were hearing that Ghana had 7 per cent deficit even though on the floor [of Parliament], when we were debating those budgets, some of us raised the point that the deficit had been cooked and that it is more than that”. “Now, they agree that it was 7 per cent. Then they said in 2019, they did 7.3 per cent and then they said in 2020 they were anticipating something around 9.5 per cent and, as we speak, they reported 11.7 per cent but I can demonstrate to you that the deficit is over 18 per cent”. As far as he is concerned, the weak economic fundamentals which, according to him, were being hidden by the government, provided a fertile ground for the pandemic to sink its teeth in. “So, you can’t have an economy like that and survive COVID-19. Obviously, that is a very severe underlying condition that is tantamount to having diabetes and seriously, your economy will collapse”, he noted, stressing: “You can’t have an economy that started growing; when you inherited it, you said the economy was terrible and yet that terrible economy gave you about 7 per cent growth. It declined in 2018 to 6.3 per cent and then by 2019, you were doing 6.1 per cent and now you are doing 0.2 per cent growth”. That, he emphasised, “should tell you that you didn’t have the kind of economy you painted, yet the president tells us that he’s been growing the economy at an average of 7 per cent”. “The data available doesn’t support that. If you read the data that we submitted to the IMF, we said that in 2018, we did 6.3 per cent, 2019 we did 6.1 per cent and we are expecting to do 1.5 per cent in 2020. In fact, 2020 ends up at 0.2 per cent. So, how can you put all these together and get an average of 7 per cent? Clearly, the President was not speaking the truth to us and that is the nature of the economy we’ve been running”, Mr Adongo said. Pwalugu Multipurpose Dam construction to start 2021—President Akufo-Addo
“The construction of the Pwalugu Multipurpose Dam project is aimed at mitigating the regular floods that occur in the White-Volta basin covering parts of the Upper East and North East Regions. Preparatory activities started in 2020 and would be completed by the first half of this year with actual construction commencing the second half of this year, Commissioning is expected in 2025. It is the single largest investment in the northern part of Ghana, made by any government,”. The President who was very emphatic during his address assured the country and more especially the people of the Upper East and North East Region that, earthworks on the Pwalugu Multipurpose Dam will begin in the second half of 2021 after the completion of preparatory activities in the first half. Meanwhile, President comments trail the submission of Former Energy Minister John Peter Amewu who during his vetting as Minister Designate for Railway Development disclosed that the construction company in charge of constructing the dam, Power China, has written to the Ministry of Energy for initial mobilization to officially commence work, adding that the delay was due to funding challenges. President Akufo-Addo during the sod-cutting event explained that the Pwalugu multi-purpose dam and irrigation project when constructed, remains the single largest investment by any government in Ghana’s North. The three main components of the project are a dam with an elevation of 165 meters and a maximum reservoir of 350 square kilometers, a hydroelectric power generation unit made up of two turbines with 60 megawatts of installed capacity, and 16.5 megawatts of firm continuous capacity as well as an irrigation scheme consisting of 12 metres high weir and canal system spanning about 25, 000 hectares of land. Apart from boosting economic growth through increased solar energy supply, the project is expected to help cut down on the importation of food such as rice and also serve as flood control due to the perennial flooding that often accompanies the spillage of the Bagre Dam in Burkina Faso. Akufo-Addo encouraged me when i was confused about whether to accept or reject the AG position–Domelevo
The immediate past Auditor-General Daniel Domelevo has revealed that the then-President-elect Nana Akufo-Addo influenced him to accept the Auditor-General position when President John Dramani Mahama appointed him in 2016 during his time of leaving office as Ghana President. “in 2016 when I was appointed, and I was confused as to whether I should accept or reject it, a call came through from Dr. Matthew Opoku Premeph and after greeting him, he said, ‘hold on for the then President-elect’. So, Nana Addo Danquah Akufo-Addo encouraged me, he said, ‘Go and take the job’. That is why I am very grateful to him,” Mr. Domelevo made the shocking revelation during his Thanksgiving Mass at the Christ The King Catholic Church in Accra on Wednesday to mark the end of his embattled service to the nation. President Akufo-Addo Commissions 3G Voice/Data Site At Atwereboana
The President of the Republic, Nana Addo Dankwa Akufo-Addo, has commissioned the first site of the Rural Telephony and Digital Inclusion Project, at Atwereboana in the Adansi South District, in the Ashanti Region. Commissioning the Site on Wednesday, 4th November 2020, President Akufo-Addo explained that the purpose of the Telephony Site is to ensure the provision of basic voice and data connectivity to underserved areas of the country, to help promote digital inclusion, and reduce gap in the digital divide. According to the President, Government is committed to ensuring that every Ghanaian, irrespective of tribe, religion, class, location or ability has access to affordable and reliable voice and data connectivity. “To this end, the Ministry of Communications and the Ghana Investment Fund for Electronic Communications (GIFEC), working in partnership with mobile network operators and Huawei, is rolling out a Rural Telephony Project to provide data and voice connectivity to two thousand and sixteen (2,016) rural telephony sites strategically located in underserved and unserved communities across the country,” he said. The President continued, “These sites will provide network coverage to over 300,000 communities, and provide an opportunity for over three million people to connect with their relatives and friends, enabling these communities to be accessible for social, economic, health and educational engagements not only with other parts of the country, but also with the rest of the world.” Government, he told the gathering, has secured a €155 million facility from the China Exim Bank to finance this telephony extension project, adding that “the rural telephony project will also provide new areas for ICT growth in Ghana, whilst raising substantially the level of ICT literacy, especially during this COVID-19 era, where the need and demand for ICT skills has increased exponentially”. The provision of the Rural Telephony Site will allow people in beneficiary rural communities to connect with families and friends outside their localities and also gives them access to online information, educational tools, the ability to access mobile financial services and to transact business nationwide. “In addition, I am happy to announce that these rural areas will enjoy 3G coverage, and this will improve the user experience for all consumers. It means the people of Atwereboana and its environs can now enjoy data services like WhatsApp and Facebook, as well as being able to check their exam results online on their mobile phones, and benefit from a range of other ICT enabled services,” he assured The inauguration of the project, he stressed, is an affirmation of Government’s commitment to improving the livelihoods of all citizens, bringing governance closer to the people, and bridging the digital gap between the served and the underserved, and between rural and urban communities. “We know that the launch of this project will lead to a qualitative change in the lives of residents in the beneficiary communities and beyond, through ICT, judging by the impact connectivity has had on other similar communities with voice and data networks,” he added.
