Ghana’s Vice President Dr. Mahamudu Bawumia has made an open request to the World Bank to consider coming to the government’s rescue as far as Pwalungu Multipurpose Dam Project is concerned. On Wednesday, November 2, at the launch of the Northern Development Authority’s five-year strategic plan in Tamale Dr. Bawumia revealed that the project is facing financial challenges but insisted the government is determined to find the resources to complete the construction of the dam. A member of the Upper East Regional Communication team of the governing New Patriotic Party (NPP) Moses Amoah has refuted the claim that the Pawlungu Multi-Purpose dam is currently halted. According to the information from some media outlets, CSOs, and some respected citizens in the region who have visited the site, they said workers at the site scene have packed all their materials out from the site. In fact, an NDC communicator during a programme described the state of the current site scene as a grazing yard, stressing that nothing is happening. However, responding to the claim that workers at the Pawlugu site can no longer be found, Mr. Amoah agrees with the fact that “there have been some delays in the project and all of us are not happy but the groundwork has started and the government is committed. He said, from the way things are going, it is clear that there is no money to fund the project. You know some monies were allocated for the project in this year’s budget, but finances have thrown the budget out of gear. There is no money to finance the project”. He, however, advised the government to suspend the mouthwatering multi-purpose dam for a while since a little over $10milion will bring back the Vea dam to shape. “Vea is there, is not totally collapse, it will place at 30 or 40 percent and with just a little bit of investment, Vea could be brought to 60 to 80 performance. The problem with Vea is the canals”. “If the government can say let’s suspend the Pwalugu for a while and let’s develop Vea first, it will make development sense. “In any case, the Vea has a direct benefit for the Upper East Region than Pwalugu. Pawlugu benefit is indirect, s more in North East Region but Vea is sitting in the Upper East Region. We have evidence to show that Upper East Region will be losing land and any other opportunities while North East will be gaining. In less than one year, Vea Dam could be fixed. “The construction of the Pwalugu Multipurpose Dam project is aimed at mitigating the regular floods that occur in the White-Volta basin covering parts of the Upper East and North East Regions. Preparatory activities started in 2020 and would be completed by the first half of this year with actual construction commencing the second half of this year, Commissioning is expected in 2025. The President made this pronouncement during his State of the Nation Address (SONA) on Tuesday, March 9, 2021. The President who was very emphatic during his address assured the country and more especially the people of the Upper East and North East Region that, earthworks on the Pwalugu Multipurpose Dam will begin in the second half of 2021 after the completion of preparatory activities in the first half. Meanwhile, President comments trail the submission of Former Energy Minister John Peter Amewu who during his vetting as Minister Designate for Railway Development disclosed that the construction company in charge of constructing the dam, Power China, has written to the Ministry of Energy for initial mobilization to officially commence work, adding that the delay was due to funding challenges. President Akufo-Addo during the sod-cutting event explained that the Pwalugu multi-purpose dam and irrigation project when constructed, remains the single largest investment by any government in Ghana’s North. The three main components of the project are a dam with an elevation of 165 meters and a maximum reservoir of 350 square kilometers, a hydroelectric power generation unit made up of two turbines with 60 megawatts of installed capacity, and 16.5 megawatts of firm continuous capacity as well as an irrigation scheme consisting of 12 metres high weir and canal system spanning about 25, 000 hectares of land. Apart from boosting economic growth through increased solar energy supply, the project is expected to help cut down on the importation of food such as rice and also serve as flood control due to the perennial flooding that often accompanies the spillage of the Bagre Dam in Burkina Faso.
