Samuel Abdulai Jinapor, the Minister of Lands and Natural Resources, has rejected that suggest President Nana Addo Dankwa Akufo-Addo is meddling in the fight against illegal mining, insisting it would be outrageous for him to do that. “The President will not countenance interference in the galamsey fight,” The Lands Minister stressed. Mr. Jinapor said that in an interview with the media at the National Youth Conference on natural resources and environmental governance in regard to a 37-page report compiled by Professor Kwabena-Frimpong-Boateng, the former Chairman of the Inter-ministerial Committee on Illegal Mining (IMCIM), which he presented to the Chief of Staff on March 19, 2021. According to the Minister, it is not in his place to pass judgment on his predecessors’ work in combating galamsey issues. “I have no moral right to pass judgment on my predecessors. The good people of Ghana are in a better position to judge and all stakeholders… I don’t want to be drawn into this”. Cardinal Namdini Mining Ltd accomplished its resettlement project promise at Biung and Accra New Site Area
A known mining establishment, Cardinal Namdini Mining Limited operating in the Talensi District of the Upper East Upper Region has successfully commissioned its Biung and Accra New Site resettlement projects. Apexnewsgh.com report The move is part of its process to resettle mining-affected people at Biung and Accra New Site area. According to Mr. Luis Santana, the Chief Executive Officer (CEO) of Cardinal Namdini Mining Limited, the Biung, and Accra New Site resettlement project was planned to improve housing infrastructure without necessarily changing the way of life and social interaction of the project-affected victims. He said: “In a more cost-effective way of providing urban-type services such as reticulated electric power, improved water supply and sanitation, improved community access roads and social services including schools, healthcare facilities, church among other for 61 families at Biung and 56 families at Accra New Site all located within the Namdini Mining Area”. Mr. Santana said, in acknowledgment of the potential social and environmental impacts associated with a such development project, Cardinal Mining Limited introduced the concept of sustainability to mitigate the impact of involuntary resettlement by putting in place livelihood restoration and vulnerable assistance programmes, which are aimed at economic empowerment and social enhancement of the project affected people. According to the CEO, all households at Biung and Accra New Site are beneficiaries of the livelihood restoration programme and have also been provided with agricultural extension services, tractor services to plough their farmlands, farm inputs including maize, millet, beans, and groundnut seeds, farming tools such as cutlasses, hoes, wellington boots, spraying machines, pesticides, and fertilizers. He revealed, that the company has engaged the services of a local NGO, Widows and Orphan Movement (WOM) to implement a vulnerable assistance programme to support vulnerable households during the transitional period of the resettlement to cushion them against shocks and hardship and to attain self-sufficiency. According to Mr. Santana, the vulnerable assistance programme is providing various assistance packages such as healthcare services, food rations, and micro-enterprise development among others. He believes the objectives of the programme will be realized when all stakeholders, project beneficiaries, and implementers effectively and efficiently play their parts. Meanwhile, he acknowledged that the collaboration between Cardinal Namdini, the District Assembly, Tongraan, Chief and the people of Biung and Accra New Site is making the project a success. “The ongoing partnership between Cardinal Namdini Mining Limited and its local stakeholders has also culminated in construction in construction of a 25km public road from Balungu to the mine at a cost of U$7 Million. Which when completed, will improve communication between nearby communities and serve as mine access road”. He explained He said the completion of the resettlement project pave way for the construction of the Namdini Gold project, with an estimated gold production of over 1 million oz au during the first 3 years of operation and an average of 278k oz au during its year’s mine life”. The Acting Public Relation Officer (PRO) of Yenyeya Mining Enterprise, a mining firm operating in the Gbane Community in Talensi District of the Upper East Region Jarvis Avoka has accused the Upper East Regional Minister Stephen Yakubu of denying them (Yenyeya) the opportunity to addressed some concerns during the Sector Minister’s Visit to the region. So, we all waited and Maxwell put up this thing and we all listen, after that when we are to go, Charles then wanted to ask a question and the Sector Minister didn’t catch his eye. So, I realized he wanted to ask a question, then I asked him to come to the RCC”. Responding to the issue of not giving formal notice to Yenyeya Mining Enterprise regarding the coming of the sector minister, the Minister said, is not his responsibility to inform the miners about the Sector minister’s visit and must not be blamed for that. Government using NIB to probe seized rosewood from Nigeria to cover up illegal trade in Ghana – MP
The Member of Parliament for Builsa South Dr. Clement Apaak has slammed the Minister of Lands and Natural Resources Samuel Abu Jinapor describing, him as a Minister engaging selective justice. The Minister has handed over 13 impounded rosewood containers to the National Intelligence Bureau (NIB) for a comprehensive investigation. The move is to unravel the circumstances behind the importation of lumber into the country and the suspects behind the containers. The Minister, in giving the directive stated that President Akufo-Addo had placed an outright ban on rosewood harvesting, trade, hence the confiscation of the containers. But the MP who has been a fierce advocate against illegal rosewood trade described the move as selective justice. He was wondering why the Minister failed to apply the same speed in referring a similar confiscation of rosewood at the Tema Port to the NIB. According to him, the Minister has failed to apply the same seriousness to the Tema saga and yet, found it appropriate to speed up the recent issue. He described the move by the Minister as strange since he is not interested in probing a matter which involves an attempt to export rosewood from Ghana but swiftly dealing with the ones imported from Nigeria. He said: “I fail to appreciate the speed with which the Minister for Lands and Natural Resources referred the case involving 13 containers of rosewood impounded at the Tema port on August 31st to the NIB for a “comprehensive investigation” to unravel the suspects and circumstances leading to the importation of the 13 containers into Ghana. “My inability to commend the Minister is because he is yet to act similarly with regards to 5 containers of rosewood impounded on June 17th and a container impounded earlier this month in the Savlugu District on August 12th.” He quizzed: “Why the Minister moved swiftly in the case of the imported rosewood into Ghana from Nigeria, yet seems lethargic in asking the same NIB to investigate the rosewood stolen from within Ghana is perplexing. Something is not right!” The MP further alleged that there is an attempt by the powers that be to use the NIB to probe the recent matter just cover the tracks of top Ghanaian officials involved in the illegal trade. To him, these faces have protection from the presidency and because of that, they cannot be punished for their crimes. Suspend mining for one year – Okyehene tells Gov’t
Okyehene Osagyefo Amotia Ofori Payin has urged Government to suspend mining activities across for a period of one year. According to him, the suspension will pave way for a review of the legal regime governing the mining sector. He made the call on Thursday, May 27, 2021, when the Minister of Lands and Natural Resources, Samuel Abu Jinapor called on him at his palace in Kyebi. The courtesy call formed part of the Minister’s two-day visit to the Eastern Region. The Okyehene further called for the decoupling of the Minerals Commission from the Ministry of Lands and Natural Resources for the Commission to have the free hand to operate. He said it was important for government to adequately resource the Minerals Commission in order to effectively carry out its mandate. Touching on remuneration for mine workers, he said the disparity between the Ghanaian miner worker and others in other jurisdictions is too wide and must be looked at. On his part, the Minister, Mr Jinapor noted that all the issues and concerns raised by the Okyehene will be tabled for further deliberations. Gaps in Ghana’s laws were exploited to free the galamsey kingpin, Aisha Huang, who was deported after being arrested for allegedly taking part in galamsey, Mr Ben Aryee, advisor to the Minister of Lands and Natural Resources, Samuel Abu Jinapor, has said. The Chinese national was arrested in 2017 for her alleged involvement in illegal small scale mining activities (galamsey) at the time the activities had been banned Aisha Huang was prosecuted but the Attorney General entered a nolle prosequi and discontinued the trial. She was deported without being sectioned for her alleged role in galamsey Speaking in an interview with TV3’s Johnnie Hughes on Monday April 12 ahead of the national dialogue on galamsey, Mr Ben Aryee said explained that this issues was as a result of defects in the laws. “It is true that there were some of those lapses, no doubt. However, the president is so passionate about this that subsequent to that, you will notice that there have been two amendments to the law. “I will probably say gaps in the law which were exploited by some people and to prevent that from happening, the president has cause d two amendments to be made to the law in terms of ACT 900 and subsequently ACT 995. “When 900 was passed he said no, this is not punitive enough and he caused 995 to be passed.
