He continued that the economy could not bounce back to normal as expected under the Mahama-led administration , a situation that led to the increased taxation of goods and services. Speaking at a press conference held in Accra on Tuesday, September 7, 2021, the NPP General Secretary said there are records to buttress his claim against John Dramani Mahama and Seth Terkper as far as the issue of mismanagement of the economy is concerned. “Former President John Mahama and Mr. Seth Terkper are on public record as being the worst duo to have ever been in charge of the Ghanaian economy at the same time (2012 to 2016). Yet in their public forum on the 6th of September, 2021, the duo sought to create the impression that they had the best of times running the Ghanaian economy. Unfortunately for them, the facts show otherwise,” he said. “Much as John Mahama seeks re-election on a campaign platform of ‘going back’ to the IMF, he attempts to confuse history by painting a rosy picture of his disastrous management of the Ghanaian economy between 2012 and 2016. Indeed, he put the economy in free fall after extreme reckless expenditure in excess of some GH¢12 billion in pursuit of election victory in 2012…His economy, under Seth Terkper, never recovered, leading to unheard of taxation measures on condoms and cutlasses,” John Boadu added. Seth Terkper the former Ghana Finance Minister under John Dramani Mahama has advised Akufo-Addo- Bawumia government to give attention on homegrown policies to help revive the economy or get ready to return back to IMF. Mr. Terkper who was speaking on Morning Starr on Tuesday monitored by apexnewsgh.com, said, what we have to do is not project higher growth figures and that will help us do a genuine budget. “If the advanced economies begin to recover, their growth will increase the commodity they buy from us and that will also help us grow.” His response came as a result of Credit rating agency Moody’s projected in its 2021 Sub-Saharan African (SSA) Outlook report that Ghana’s debt to GDP ratio will hit 80 per cent in 2021. Already, Ghana has gone above 70 percent. According to the Credit rating agency Moody, they expect most SSA sovereigns to see their debt burdens rise further in 2021. “The average debt burden in the region will hover around 64% of GDP in the near to medium term compared to the 47% average in 2015-19”. They said. Moody hinted that the country will be ranked second in Sub Saharan Africa with the greatest External Vulnerability Stress pressures. “In SSA, higher external vulnerability indicators – which are a measure of short-term debt and upcoming external debt maturities against international reserves – will be more challenging for sovereigns outside of monetary unions. Zambia and Ghana will see the greatest EVI pressures, with 2021 levels forecast to be 509% in Zambia and 143% in Ghana”. Former Interior Minister Under the NDC Mahama Administration Mark Owen Woyongo has said that one of the things he regretted so much during his tenure as the Interior Minister was the International Monetary Fund (IMF) conditionalities. Mr.Woyongo who was speaking in an exclusive interview with Ngamegbulam Chidozie Stephen of Apexnewsgh.com said the Interior ministry was more handicapped than today. Because during his days as Interior Minister, the Ministry were not having any funding to facilitate a lot of the things they wanted to do which includes equipping the Police Service, Immigration Service, and Prison Service “…what I regret during my days as Interior Minister, is that we do not have the funding to do a lot of the things we wanted to do. I wanted to equip the Ghana Police Service, the Immigration Service, the Fire Service, and the Prison Service. But unfortunately, we were on IMF conditionalities. So, there was an embargo on a lot of the things we had planned to do. For example, equipping these institutions which I have mentioned, recruiting more officers. You know we don’t have enough Police officers in this country and recruiting them, means there must be more money to pay them.” He stressed According to Mr. Woyongo, during those days he easily had issues with the then Finance Minister Seth Terkper, because whenever he approached him for a solution especially on employment, Seth Terkper will simply say they cannot employ or if you like recruit because of the IMF conditionalities, a response that always destroy his mood, especially when he struggling hard to equip them to enable them to work effectively. ” I had a problem sometimes with the Finance Minister Seth Tekper, you will go there that you want to recruit and he will say no, we cannot recruit, under the IMF, we cannot recruit now. So, that was a very big problem. But with the little scare’s resources, we managed to do a few things. For example, the Immigration Service didn’t have guns and aminations and people were patrolling our borders and we couldn’t get them gun and amination, so I had to link up with the military and some of their weapons were given to the Immigrations and some were given to the Prison Service. I went to Turkey and met with manufacturers of some of these weapons and before I left, we have arranged for a donation weapon to the Ministry and that was before I left the Ministry of Interior. And I think that is key, equipping the security agencies is key. Because, if you don’t equip them how will they perform? So, that was my focus.
