The Upper East Regional Minister, Dr. Hafiz Bin Salih, has announced that the allocation for the Gulf of Guinea Northern Regions Social Cohesion (SOCO) project in the region has almost doubled for 2024. Apexnewsgh reports Speaking during his maiden engagement with journalists, the Minister revealed that the allocation has increased to GH160,710,937.10 for the implementation of 323 sub-projects and over 200 software projects. The SOCO project, funded by the World Bank, aims to reduce vulnerabilities and climate change among other objectives. The project has employed 2,500 unskilled laborers and 132 community facilitators, and has supported 300 VSLA and farmer groups. The Minister also highlighted the challenges of land acquisition in the region, citing the difficult land tenure system. However, he noted that the Regional Coordinating Council (RCC) has collaborated with stakeholders to facilitate the construction of various projects, including the SOCO Zonal Office, Passport Office, Labour Office, Minerals Commission, and WFP/UN House. The SOCO project has been dubbed a “game changer” for the people of the north, given the significant investment and impact on the region. On behalf of SOCO, Samuel Larbi Agyarko, the SOCO Zonal Coordinator for the Upper East and North East Region, presented 164 motorbikes to the Upper East Regional Minister, Stephen Yakubu. These motorbikes are intended to be distributed to the 15 Municipal, Metropolitan and District Assemblies (MMDAs) across the region. Apexnewsgh.com report “We have received a total of 164 motorbikes, and I would like to present them to the Regional Minister on behalf of the SOCO Zonal Office. The Minister will then distribute them to the respective MMDCEs,” stated Mr. Agyarko. Upon receiving the motorbikes, the Regional Minister explained that they have organized them into clusters, with each cluster having two facilitators. “The role of these facilitators is to visit the districts within their cluster and ensure effective monitoring of the programs being implemented. They will ensure that the right things are being done,” he elaborated. He also mentioned that around 132 community facilitators have been employed for these projects. These facilitators will receive monthly payments, as well as be provided with a motorbike and laptop. They have undergone training to develop the necessary skills for their roles. The District Chief Executive (DCE) of Kassena Nankana West, Gerard Ataogye, expressed gratitude to President Akufo-Addo for providing the motorbikes. On behalf of his fellow DCEs, Mr. Ataogye assured continuous support for the SOCO project in their respective districts. He referred to the motorbikes as a game changer and stressed that the DCEs will put an eye on these motorbikes just as they have been monitoring projects at the district level. UER: SOCO workshop underway in Bolgatanga
Forty-eight Municipal and District Assemblies (MDAs) in six regions will benefit from 528 projects under the Gulf of Guinea Northern Regions Social Cohesion (SOCO) projects. Areas of investment include connectivity, social infrastructure, markets, water system, health facilities, supply of critical logistics for educational and health infrastructure. This was announced in a keynote address delivered on behalf of Minister of Local Government, Decentralization and Rural Development, Hon Daniel Botwe by the North East Regional Minister, Hon. Yidana Zakaria at a three-day training workshop for Procurement Officers and some key staff of MDAs across the two regions. Hon. Botwe explained that the SOCO Project was expected to create jobs, improve access to basic social and economic services promote local economic development, gender equality and improve environmental management and most importantly promote social cohesion through community driven development approach. “It is my hope that the delivery of the SOCO Project will lead to increase productivity and job creation, improve access to basic service and economic opportunities, climate resilience and improve cross border trade and information sharing within the Gulf of Guinea Regions,” he said. The project cost US$ 450 million and would be implemented in Benin, Côte D’Ivoire, Togo and Ghana. Out of the amount, Ghana would benefit an amount of US$150 to implement its targeted projects. In a speech on behalf of the Upper East Regional Minister, Hon. Stephen Yakubu, the Chief Director of Regional Coordinating Council, Alhaji Inusah Abubakari, said public procurement over the years had been very critical in the governance process of the country noting that it was in view of that the Public Procurement Act, 2003(Act 663) as amended was enacted to provide the framework by which public entities acquired goods, works and services. He said Public Procurement accounted for over 17 percent of the country’s Gross Domestic Product (GDP) hence remained an issue of concern to government. Hon. Yakubu added that the Public Procurement also constituted about 40 percent of all public corruption therefore the need to build the capacity of MDA’s staff on the procurement processes and arrangements regarding the SOCO project. “This is to ensure that the processes are competitive and transparent enough to eliminate irregularities and improve quality service delivery,” he noted. The Regional Minister charged the participants to use the opportunity to work and eliminate poverty among residents in their respective regions, and reiterated his region’s commitment to ensuring that all Sub- projects were implemented to the benefit of all. Prof. Millar advocates for the construction of Dams to be included in the SOCO project

The project was aimed at addressing the perennial flooding associated with the spillage of the Bagre dam from neighboring Burkina-Faso and also providing 60MW and 50MW of hydro and solar electricity respectively. Dr. Bawumia said. The Vice President also pointed out that the project prioritizes the needs of communities and strengthens local institutions to give the citizenry, especially the vulnerable a voice to take part in influence and play a vital role in prioritizing local investment as well as promoting social cohesion and building trust in their communities. Meanwhile addressing the gathering at the SOCO launch, Mr. Daniel Botwe Minister For Local Government, Decentralization and Rural Development also used the medium to outline below components attached to the 5-year project and what it seeks to finance. Component 1: Investing in Community Resilience and Inclusion(Totaling a total US$ 112.5million) – This component will finance local-level investments aimed at promoting community resilience and inclusion in border areas, based on a medium-term vision that is shared across the implementing countries. There are three sub-componentsNamely,a) Community investmentsfor strengthening local resilience and inclusion (US$ 84.38M representing 75% of the allocation for Component 1) (Upgrading, rehabilitation, and/or expansion of all-weather ruralroads, climate-resilient and climate-proofed water andsanitation structures, construction, rehabilitation, extension, equipping and climate-proofing of social infrastructures, such as pre-schools, primary schools, secondary schools, literacy centres, and social centres etc.)b) Strategic economic activity investments for local economic development (US$ 22.5M representing 20% of the allocation for Component 1) (Expansion, rehabilitation, upgrading, and equipping of public local market infrastructure, including access roads, tracks, stalls, warehouses, cold chain facilities, slaughter areas, weighing devices, waste collection and disposal, parking, rainwater harvesting,and other climate-smart water and sanitation infrastructure. Energy-efficient lighting, including solar installations, will be provided to improve security at the markets, improve access to the complementary economic infrastructure under the Government’s flagship programmes, adoption of digital technologies and innovation to support LEDc) Youth engagement and social cohesion activities (US$ 5.63M representing 5% of the allocation for Component 1) (Youth mobilization, dialogue and engagement, demand-driven short-term skills training of the youth for sustainable self-employment and job creation, as well as youth infrastructure investments e.g. minor repairs, upgrading, expansion, rehabilitation, refurbishing maintenance and repurposing of already facilities; to enhance their use and functionality such as Community/ Information Centres, Climate-smart investments etc) Component 2: Building Foundation and Capacity for Inclusive and Resilient Communities (an amount of US$ 15 million) – This component will finance various training and capacity-building activities aimed at strengthening the foundation and capacity of local stakeholders, especially in four key dimensions namely (i) Building capacity for communities; (ii) Promoting localeconomic development.; (iii) Supporting agency and voiceof youth to help inclusion and community cohesion; and (iv) Promoting social cohesion and prevention of violence. Component 3: Regional Coordination Platform and Dialogue (US$ 7.5 million) – Aims to strengthen regional collaboration across the four beneficiary countries to support a coherent response to prevent risks of fragility conflict and violence (FCV) and to manage climate and disaster risks in the Gulf of Guinea. Component 4: Project Management (US$ 15 million) – This Component will support project management and coordination at the regional, national and sub-national levels for the effective implementation of project activities. Component 5: Contingent Emergency Response Component(CERC) – This is a zero-budget component that serves as a contingent emergency funding mechanism that will be triggered in the event of a natural or man-made disaster and/or health crisis such as a pandemic through formal declaration of a national emergency, or upon a formal request from the respective Governments. For the 2023 and 2024 fiscal years, a total amount of US$ 69,547,499.97 (i.e., US$ 21,776,250.00 for 2023 and US$47,771,249.97 for 2024) will be invested in socio-economic infrastructure and local economic development in all 48 beneficiary districts. However, the Upper West Regional Minister Dr. Hafiz Bin Salih on behalf of other beneficiary regions expressed appreciation through the Ministry to the World Bank for such a novel project which he said is set to address the poverty and conflict issues which is so endemic in this part of the world.
