The Chief Director of the Upper East Regional Coordinating Council, Alhaji Abubakari Inusah, has announced that funds paid into the council’s dormant account by Earl International Group Ghana Limited to facilitate settling of Small-Scale Miners in Gbane a community in the Talensi District, will be returned to the company. Apexnewsgh reports This decision he said, follows an agreement with the company’s lawyer and is related to a settlement with small-scale miners who released their concessions to Earl International. According to Alhaji Inusah, almost all small-scale miners have received their payments, except for three individuals – Bolga Naba, Charles Ndanbon (NPP Regional Organizer and Managing Director of Yenyeya Mining Enterprise), and one other unnamed person. The funds, currently in the council’s account, have been investigated by the Ghana Police and EOCO, and the report is available upon request. The RCC Director clarified that Hon. Stephen Yakubu’s role was limited to facilitating the process, and his actions were not improper. The return of the funds has brought relative peace to the region, and the council is committed to transparency in its dealings. Apexnewsgh reports The findings have revealed that among the list of former ministers, Hon. Limuna Mohammed Muniru stands out for his substantial contributions to the region’s development. The appointment of a Regional Minister from the Upper East Region often led to issues of ethnic and tribal politics, hindering meaningful development. Former ministers such as Donald Adabre, Mohamed Salifu, Bonfica Gambila, Alhassan Samari, and Mark Woyongo, are remembered more for their lack of significant development initiatives during their tenures. Prof. Ephraim Avea Nsoh did not achieve any notable developmental project during his time as Upper East Regional Minister, even though information has it that he has a good plan for the region. He wasn’t given the time to execute his plans before he was taken to Upper West Region. During Hon. Limuna Mohammed Muniru’s term as Regional Minister from 2013 to 2014, he spearheaded several remarkable development projects. He played a key role in the planning of the Regional Airport and the Bolgatanga Regional Hospital Phase 1 and 2. Additionally, under his leadership, crucial infrastructure projects like the Bukere and Soe roads were completed, making a significant impact on the region. On the other hand, some former ministers like James Zuugah Tiigah and Rockson Bukari failed to leave a lasting development legacy during their tenures. Hon. Zuugah Tiigah’s term from 2014 to 2017 was marred by a lack of notable accomplishments. The people of Upper East easily remember his record-breaking Christmas trees which was sighted in various location along the principal street of the regional capital. Meanwhile, Hon. Rockson Bukari’s period in 2017 was marked by controversy and unfortunately no identifiable developmental project can be put to his credit. He rather performed better when he was given opportunity to serve as Bolgatanga Municipal Chief Executive. Meanwhile, Hon. Tangoba Abayage, who served as Regional Minister after Rockson Bukari, made significant strides in development, particularly in resuming the Bolgatanga-Bawku road project. She also initiated street lightening project in the regional capital and later extended it to some other districts. However, after the completion of the street lightening project, it receives an iconic commissioning by the President.  Her efforts were well-received by the public, with many acknowledging her impact on the region’s progress. Hon. Stephen Yakubu, the most recent former Regional Minister, faced challenges during his term, especially in the areas of mining-related issues and the Bawku conflict. Despite promising initiatives such as the Regional Passport Office and the completion of the Bolgatanga Regional Hospital, he failed to deliver on these commitments, leaving much to be desired in terms of development progress. Views we collated from residents of the region shows he did not bring anything on board in terms of development. All the mouthwatering promises he made to the people of Upper East regarding Regional Passport Office was not successful under his watch, the people of Upper East still risk their live travelling to Tamale for their renewal of passport each day. The contractor working on Bolga-Bawku road left the construction site under his watch as a regional minister. All his promises to construct a regional airport during his time in office was a fiasco. Students of Bolgatanga Midwifery College yesterday poured out all their frustration during their demonstration against school management for treating them as slaves in the name of acquiring Midwifery as a profession. Apexnewsgh.com report The students who all came out and unanimously demonstrated told Apexnewsgh.com they are suffering at the hands of their school management and needed government intervention to free them from what they described as bondage. If not for the invention of security ranging from the Regional Police Commander, Municipal Police Commander, officials BNI, and others. No one would have predicted what the outcome of the demonstration will be. We could hear some of the school teachers passing words like, “The students took us unaware” and “We were not expecting this at all” However, the school management together with student leaders was able to have a meeting following some of the issues they raised. The Regional Minister Stephen Yakubu also came, but by the time he came, the security had already done a good job by way of calming things down. However, our source from the meeting informed us that the Regional Minister requested a comprehensive report of what happened to be submitted to his office. Read below detailed reasons why Bolgatanga Midwifery College demonstrated. “Last semester, we paid over Ghc 300 for utility and over Ghc 300 for electricity but our light was disconnected without any tangible reason”. “If management is having a meeting, they don’t care to engage our leadership, they always come out from and imposed things on us”. “Thieves always came in with knives and guns to steal our phones. Just last month April, 14 phones were stolen from students, and this semester alone in the month of May within 1 week, students have lost 9 phones and when we complain to the principal, she will give us a heartbreaking response like “You people are careless” “For just two months, we are paying Ghc 1500.00 for feeding. Initially, we used to take sardines, but this time they are not giving us sardines anymore. They only give tea and Koko and even with the Koko”. “I am in year two, ever since I came into this school, I have not enjoyed Wi-Fi yet, every time they keep increasing the fee of the Wi-Fi” “Our dormitory is overcrowded”. “We are not saying they shouldn’t enjoy their AC, but they should also let us get what we are paying for”. “The food they are serving us, even a dog in my house will not agree to the TZ they served us”. “On several occasions when they are serving the soup and is about to finish, they will add water to it and steer it”. “We use to pay Ghc1100.00 for breakfast, lunch, and supper and this semester they have added Ghc 400.00 and now we pay Ghc 1500.00 and the funny thing is that, Ghc 1100.00 was able to serve us sardine and sugar and now with Ghc 1500,00 we don’t get sardine and sugar”. “Now, instead of our giving us the sardine we paid for, they now used their hands to squeeze Amani and put it inside our pepper”. We are not in Senior High, we want to charge phones by our beds. They claimed we are grown up but they are treating us as Primary school children. they stressed. NAPAIC rubbishes RCC rejoinder statement, advice them to not focus on frivolities

National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana) a well-recognized Civil Society Organization in the Upper East Region, has advised the Upper East Regional Coordinating Council (RCC) to not focus on frivolities and not dissipate its energy on trivialities but rather pay attention to concrete issues that are worth public attention.  NAPAIC free advice to the RCC came a day after the RCC issued a rejoinder statement demanding a retraction from Ghanaweb and its correspondent over a publication they claimed is a security threat. According to NAPAIC, the RCC statement seeks to debunk a story that highlights how a High Court judge, His Lordship Justice Alexander Graham, fled the Upper East Region on March 16, 2023, as a result of a violent attack at his residence on March 15, 2023, by some unknown persons.  However, NAPAIC in their press conference on Tuesday, April 4, 2023, used the medium to ask some interesting questions to the Regional Coordinating Council. PRESS STATEMENT Ladies and gentlemen, we wish to welcome you to today’s edition of our news conference. We the members of the National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana) wish to thank you for honouring our invitation and for your presence. Our attention has been drawn to an eight-paragraph letter (a rejoinder) written by the Upper East Regional Minister, Hon. Stephen Yakubu, and signed by Alhaji Abubakari Inusah who is a Coordinating Director at the Upper East Regional Coordinating Council. The letter seeks to debunk a story that highlights how a High Court judge, His Lordship Justice Alexander Graham, fled the Upper East Region on March 16, 2023, as a result of a violent attack on his residence on March 15, 2023, by some unknown persons. In our opinion, the Upper East Regional Coordinating Council should have briefed the good people of the Upper East Region with security-related updates on the judicial front in the matter of His Lordship Justice Alexander Graham. We need answers from the Upper East Regional Coordinating Council/ Regional Security Council to the following questions: First, what was the state of intelligence gathered by the Upper East Regional Coordinating Council/Regional Security Council before the attack on the judge? Can the Upper East Regional Coordinating Council/Regional Security Council confirm as to whether or not that the judge has no police escort? Is the Upper East Regional Coordinating Council/Regional Security Council able to tell us where the judge currently is? Since the sudden exit of the judge from the region in the wake of the attack on his residence, there has been no sitting at the High Court ‘2’ in Bolgatanga. The absence of the High Court judge is a serious security threat going by the maxim that justice delayed is justice denied. When justice is denied, litigants who are not getting justice as required owing to the absence of the judge are most likely to take the law into their own hands, thereby creating anarchy or lawlessness. It is the responsibility of the Upper East Regional Coordinating Council/Regional Security Council to ensure and to guarantee the protection of judicial service staff including judges. The question we ask is: what has the Upper East Regional Coordinating Council/Regional Security Council done as to how they have protected Justice Alexander Graham so far and how other judicial service staff are being protected? The Upper East Regional Coordinating Council/Regional Security Council should rather focus on ensuring and improving the security of judicial service staff in the region than running a banter with credible media houses like Ghanaweb over a harmless publication and seeking a baseless retraction and an unmerited apology. For example, a bungalow once occupied by Deputy Upper East Regional Ministers in Bolgatanga has been empty for a very long time. It is safer to accommodate Justice Graham inside that bungalow (since it is fenced and it is within a security zone) than the apartment where the violent attack took place. But we find it so appalling that the Upper East Regional Coordinating Council/Regional Security Council has not taken this security idea into consideration for the safety of the judge but it is rather shamefully focusing its energy on writing and issuing a frivolous rejoinder to a media house (Ghanaweb) that is doing its job in a very professional manner. We find it absurd and strange for the Upper East Regional Coordinating Council to base a rejoinder on a news publication headlined “Talensi: Gold Baron taken to court over alleged plot to harm philanthropist” only to shift the rejoinder to what has nothing to do with what the main story is all about. In our opinion, this so-called rejoinder from the Upper East Regional Coordinating Council is nothing but a smokescreen aimed at expressing a hidden displeasure of the Upper East Regional Coordinating Council about a story that has exposed an alleged plot to attack a philanthropist Hon. Zongdan Boyak Kolog. Perhaps, the Upper East Regional Coordinating Council wished the story about the alleged plot to attack the philanthropist was never published for some selfish reasons. That is our opinion. If some elements within the Upper East Regional Coordinating Council are feeling uncomfortable because certain stories which must be told are being told with facts to the public, such elements need to be reminded that “he who brings a sugarcane to the house should not be surprised when flies suddenly begin to pay him unexpected visits.” We would like to conclude by advising the Upper East Regional Coordinating Council to not focus on frivolities and not dissipate its energy on trivialities but rather pay attention to concrete issues that are worth public attention. Meanwhile, a statement released by Forum for Accountability and Equal Justice in Northern Ghana (FOAEJU-GH) captured that: “It is also on record that the Regional Minister said that the CEO of the Minerals Commission directed small-scale miners to purchase furniture for the Upper East Regional Coordinating Council. The so-called small-scale miners in their press statement also claimed that they voluntarily bought the furniture for the Upper East Regional Coordinating Council after the CEO of the Minerals Commission, Martin K. Ayisi, asked for the furniture from the small-scale miners. On the contrary, the CEO of the Minerals Commission is also on record to have strongly denied these claims, saying he never asked any small-scale miners to purchase furniture for the Upper East Regional Coordinating Council. What a bizarre and dangerous state of confusion! There are recordings of these statements made by the Upper East Regional Minister and the CEO of the Minerals Commission with regard to the illegal demand for furniture from the small-scale miners”! If the chairs went to my house or I carried the chair to Accra or I carried the chairs to my own house, that one is trouble for me. “Begin the construction of a designed Tailings Storage Facility (TSF) before the date of expiry of the TSF permit issued to the company. The construction must be done in line with the standard requirement and procedures as spelt out in the condition of the TSF Permit issued by the Agency”. Earl International Group (GH) Gold Limited a large-scale mining Company operating in Gbane a community in the Talensi District of the Upper East is in trouble again this time for non-compliance with EPA’s Environmental Permit Conditions. The Company has been tasked by EPA to pay an amount of Two Hundred and Seventy-Three Thousand United State Dollars (US$ 273,000.00) or its Cedi equivalent using daily selling interbank exchange rate as administrative charges for non-compliance of Environmental Permit conditions within one month from the date of the letter in line with the Fees and Charges (Amendment) Instrument, 2019 (LI 2386). Apexnewsgh.com report “Notify the Agency of the commencement of the TSF construction where a third party shall be jointly chosen by both the Agency and the company to be present throughout the entire duration of the construction stages of the designed TSF.Notify the Agency after the construction of the TSF is completed, for the Agency to carry out a thorough inspection before any material can be pumped into the facility”.“Cease the construction of any further illegal temporal tailing’s storage facility/facilities”. “Post the long overdue Reclamation Bond as security for the decommissioning and rehabilitation of disturbed areas associated with your company’s Underground Mining and Processing Project In line with Regulation 23 of the Environmental Assessment Regulation, 1999 (LI 1652). The quantum of the Bond to be posted for the Underground Mining and Processing Project is Six Hundred and Fifty-Eight Thousand and Ninety-Eight United State Dollars (US$658,098.00) as presented in the approved Environmental Impact statement of November 2020 in an Escrow Account between your company and the Agency. Chief among them were the non-posting of Reclamation Bonds for Underground Mining and Processing and TSF, six (6) months after the issuance of EPA permits, and the illegal construction of unapproved and sub-standard temporal tailings storage facilities without the Agency’s notice, among others”.
