NDC Nabdam Women Wing demands unambiguous apology from Stephen Yakuku after ‘Irresponsible sex comment’

The Women Wing of the opposition National Democratic Congress (NDC) in the Nabdam Constituency is demanding an unambiguous apology from the Upper East Regional Minister.  They responded to what they called an ‘irresponsible comment’ made by the Minister regarding the proposed 24-hour economy by former President John Dramani Mahama. The Minister, Stephen Yakubu, questioned the suitability of the policy for farming communities and suggested that it could threaten conjugal stability in those areas. Mr. Yakubu made these remarks during a festival in Sakote, as seen in a video by ApexnewsGh “The vice president is saying that he understands the region. He says that this 24-hour economy, my brothers, when we work in the farms and we are tired in the night we have to sleep with our wives. “We have to be with our wives. In the night you want us to go and be farming and then people will come and take our wives away?” the minister questioned amidst shouts of no from his audience. In response to what they described as an ‘irresponsible comment’ from the Regional Minister, the Nabdam NDC Women Wing, led by Madam Leticia Yamga, the Constituency Women Organizer, emphasized the importance of educating the Minister. The Ambassador joined Vice President Bawumia, the Upper East Regional Minister Honorable Stephen Yakubu, and the Minister for Chieftaincy and Religious Affairs Honorable Stephen Asamoah Boateng to inaugurate the rehabilitated Upper East Regional House of Chiefs office in Bolgatanga. Youth of the governing New Patriotic Party popularly known as NPP Youth Group For Party Development and Agambila Youth  of NPP in the Upper East Regional Capital Bolgatanga have registered some level of frustrations and displeasure over the treatment meted against Yeneya Mining Enterprise a mining institution belonging to Hon. Charles T. Ndanbon, the Upper East Regional Organizer of the governing NPP. The group has given Upper East Regional Minister two weeks to tender his resignation or they will hit the street. The aggrieved NPP youth group during a press conference read by the PRO NPP Youth Group For Party Development Abdulai Hudu demanded that the Upper East Regional Minister Stephen Yakubu should “Quickly resolve the impasse he the regional minister has created between Hon. Charles T. Ndanbon and the Earl International. “Return the money meant for Hon. Charles T. Ndanbon to Earl International so that he (Hon. Charles T. Ndanbon) will go and collect the money directly from Earl International”. “Resign from his post as the regional minister or else we the youth groups will hit the streets after two weeks from today”. “We want to state that Hon. Charles T. Ndanbon has not assigned or directed anyone to collect money or mediate on his behalf or on behalf of his company and therefore the alleged act of the regional Minister could amount to false representation which is criminal. Am I the company [Earl International]? The problem is that, this company they are talking about [Earl International], they had a license and this license was signed by then Minister in 2019 and my understanding is that, it has been ratified by parliament and if you go deep into the matter, you would see that people were not even happy that they have given the concession to them”. “We have a ministry that deals with that. So, it is not the Regional Minister that give that concession to Earl International and it happened in 2019, 2019 was I here? I wasn’t here”. He asked I don’t know what else he want me to do, he has told everybody that he has not asked me to act on his behalf and I have left it and I have told the company that the person am talking for, said I should not speak for him again, so they should deal with him directly” The Minister said. NDANBON (NPP REGIONAL ORGANISER / PARTY FINANCIER) The Upper East regional minister (Hon Stephen Yakubu) abused his office by using the Regional Coordinating Council GCB account number 9011130014513 to receive Compensation meant for Yeneya Mining Enterprise owned by the NPP regional organizer and a party financier (Hon. Charles T. Ndanbon). We want to state that Hon. Charles T. Ndanbon has not assigned or directed anyone to collect money or mediate on his behalf or on behalf of his company and therefore the alleged act of the regional Minister could amount to false representation which is criminal. It is public knowledge in the upper East region that between 2008 to 2021 Hon Charles T Ndanbon and Shaanxi were having cordial business relationship after he traveled to China to lobby Shaanxi into Ghana. The Company has since employed so many youths in the region and has contributed to the development of the region. In 2021 the small-scale mining license of Shaanxi was revoked and they were required to acquire a large-scale mining license which they did with a new name Earl International Gold Limited and signed an agreement with their original mining partner (Hon Charles T. Ndanbon) CEO of Yeneya mining Enterprise on certain terms agreed upon by both parties, To the Suprise of Hon. Charles T Ndanbon, the regional minister called him to a meeting to inform him that Earl International Gold mining limited wanted to buy off his entire concession contrary to their earlier agreement which he (Hon. Charles T Ndanbon) turned down. But sadly, the Earl International is currently mining in his concession under Police and military protection offered by the regional minister meanwhile the percentage due him/his company is not being honored by Earl International which the regional minister is much aware of. We want to state clearly that Hon. Charles T Ndanbon is not against Earl international’s large Scale mining status but only demands that the agreement signed earlier should be complied with. NAPAIC rubbishes RCC rejoinder statement, advice them to not focus on frivolities

National Patriots against Injustice and Corruption Ghana (NAPAIC-Ghana) a well-recognized Civil Society Organization in the Upper East Region, has advised the Upper East Regional Coordinating Council (RCC) to not focus on frivolities and not dissipate its energy on trivialities but rather pay attention to concrete issues that are worth public attention.  NAPAIC free advice to the RCC came a day after the RCC issued a rejoinder statement demanding a retraction from Ghanaweb and its correspondent over a publication they claimed is a security threat. According to NAPAIC, the RCC statement seeks to debunk a story that highlights how a High Court judge, His Lordship Justice Alexander Graham, fled the Upper East Region on March 16, 2023, as a result of a violent attack at his residence on March 15, 2023, by some unknown persons.  However, NAPAIC in their press conference on Tuesday, April 4, 2023, used the medium to ask some interesting questions to the Regional Coordinating Council. Our attention has been drawn to an eight-paragraph letter (a rejoinder) written by the Upper East Regional Minister, Hon. Stephen Yakubu, and signed by Alhaji Abubakari Inusah who is a Coordinating Director at the Upper East Regional Coordinating Council. The letter seeks to debunk a story that highlights how a High Court judge, His Lordship Justice Alexander Graham, fled the Upper East Region on March 16, 2023, as a result of a violent attack on his residence on March 15, 2023, by some unknown persons. In our opinion, the Upper East Regional Coordinating Council should have briefed the good people of the Upper East Region with security-related updates on the judicial front in the matter of His Lordship Justice Alexander Graham. We need answers from the Upper East Regional Coordinating Council/ Regional Security Council to the following questions: First, what was the state of intelligence gathered by the Upper East Regional Coordinating Council/Regional Security Council before the attack on the judge? Can the Upper East Regional Coordinating Council/Regional Security Council confirm as to whether or not that the judge has no police escort? Is the Upper East Regional Coordinating Council/Regional Security Council able to tell us where the judge currently is? Since the sudden exit of the judge from the region in the wake of the attack on his residence, there has been no sitting at the High Court ‘2’ in Bolgatanga. The absence of the High Court judge is a serious security threat going by the maxim that justice delayed is justice denied. When justice is denied, litigants who are not getting justice as required owing to the absence of the judge are most likely to take the law into their own hands, thereby creating anarchy or lawlessness. It is the responsibility of the Upper East Regional Coordinating Council/Regional Security Council to ensure and to guarantee the protection of judicial service staff including judges. The question we ask is: what has the Upper East Regional Coordinating Council/Regional Security Council done as to how they have protected Justice Alexander Graham so far and how other judicial service staff are being protected? The Upper East Regional Coordinating Council/Regional Security Council should rather focus on ensuring and improving the security of judicial service staff in the region than running a banter with credible media houses like Ghanaweb over a harmless publication and seeking a baseless retraction and an unmerited apology. For example, a bungalow once occupied by Deputy Upper East Regional Ministers in Bolgatanga has been empty for a very long time. It is safer to accommodate Justice Graham inside that bungalow (since it is fenced and it is within a security zone) than the apartment where the violent attack took place. But we find it so appalling that the Upper East Regional Coordinating Council/Regional Security Council has not taken this security idea into consideration for the safety of the judge but it is rather shamefully focusing its energy on writing and issuing a frivolous rejoinder to a media house (Ghanaweb) that is doing its job in a very professional manner. We find it absurd and strange for the Upper East Regional Coordinating Council to base a rejoinder on a news publication headlined “Talensi: Gold Baron taken to court over alleged plot to harm philanthropist” only to shift the rejoinder to what has nothing to do with what the main story is all about. In our opinion, this so-called rejoinder from the Upper East Regional Coordinating Council is nothing but a smokescreen aimed at expressing a hidden displeasure of the Upper East Regional Coordinating Council about a story that has exposed an alleged plot to attack a philanthropist Hon. Zongdan Boyak Kolog. Perhaps, the Upper East Regional Coordinating Council wished the story about the alleged plot to attack the philanthropist was never published for some selfish reasons. That is our opinion. If some elements within the Upper East Regional Coordinating Council are feeling uncomfortable because certain stories which must be told are being told with facts to the public, such elements need to be reminded that “he who brings a sugarcane to the house should not be surprised when flies suddenly begin to pay him unexpected visits.” We would like to conclude by advising the Upper East Regional Coordinating Council to not focus on frivolities and not dissipate its energy on trivialities but rather pay attention to concrete issues that are worth public attention. Unique Mining Group, one of the Small Scale Mining Group operating in the Gbene community of the Talensi District in the Upper East Region has requested the Upper East Regional Minister to disclose the money he received from Earl International Group Ghana Gold Limited on behalf of Unique Mining Group. A letter written by the leadership of the Unique Mining Group and directed to the Upper East Regional Minister Mr. Stephen Yakubu which was sighted by Apexnewsgh.com with a reference number UN/Ma/01 dated December 29, 2022, and signed by the acting Chairman of the group Mr. Abdulai Amaligo says, “the request has become necessary because we are not sure of the total amount either by cheque or cash paid through the UERCC for onward delivery to our group (Unique Mining Group)”. The leadership of the group who are not satisfied with happenings regarding their share of money paid by Earl International also demands for more and better particulars. “We also wish to request for the dates of payments and the currency used for the payments”. they further requested We respectfully expect you to address our request within seven (7) working days from the day of receipt of this letter for us to decide the next line of action. Meanwhile, during my earlier conversation with the Regional Minister December 8, 2022 on the same Unique Mining Group issue, the Regional Minister Stephen Yakubu, did not deny receiving the money from Earl International on behalf of the small-scale miners, he said his intervention through the RCC was to make sure peace returned at the mining area. But responding to why the disputed money was paid to an individual instead of a group, Mr. Yakubu said, the name of the individual was given to him by the Mineral Commission as the leader of the Unique Mining Group. Following the report that Mr. Stephen Yakubu, Upper East Regional Minister locked out some Municipal and District Chiefs Executives (MDCEs) and heads of departments in Bolgatanga for reporting late to the Regional Coordinating Council meeting, a report which was carried out by Ghana News Agency on the 24th December 2022, there has been a continuous call and pressure from members of the general public for this platform to get in touch with the DCEs for their side of the story. Apexnewsgh.com report The story says, out of the 15 MMDCs, the only 5 who were present are: Mr. Joseph Adongo, Kassena-Nankana Municipal, Mr. Gerard Ataogye, Kassena-Nankana West, Mr. Issahaku Tahiru, Bawku West, Mr. Osman Musah, DCE for Garu and Mr. David Amoah, Bolgatanga East. However, based on that massive demand from members of the general public, Apexnewsgh.com decided to engage some of the DCEs who were victims of the ‘LOCKED OUT’ action themselves, to hear their side of the story. Engaging the Binduri District Chief Executive (DCE) Ayinga Abagre Yakubu to hear his own side of the story he said, a query has been given to them and they will respond. Explaining what made him report late at the meeting he said, “With my own is very simple. You know Bawku and Binduri are very close and especially where I lived my village is closer to Bawku. A night before the meeting, there was a serious fight in Bawku and whenever there was a fight in Bawku there is a spillover in Binduri. So, when one wakes up in the morning, there are some other things one can do before he lives and it is about human lives and sometimes, we cannot just underrate human lives just like that. And even on that very fight in Bawku one of my community members was wounded, there was a straight bullet that hits his neck and he was rushed to Tamale, and just yesterday Monday he died. So, if you are sitting with people and such a thing should happen and you get up and say you are trying to rush to a meeting. So, sometimes we thought we could also address some of these issues before we can leave”. He told Apexnewsgh.com According to the Nabdam District Chief Executive (DCE) Agnes Anamoo, she explained that she is not someone who reports to meetings or any function late, she confirmed taking some permission from both Regional Minister and Regional Director on health matters. “On my side, on the 16th of December, we had a meeting with UNICEF at the Health Service in Bolga, and that day, the Regional Minister and Director were together and I took permission that I won’t be able to come for the meeting, because I wasn’t well and went for treatment and they asked me to come back. So, that day, I wasn’t actually there, I went to the hospital, and even at the hospital, I still text him to let him know that am still at the hospital but in case they finished on time and I will come. So, when I came they said, they have locked them out and I asked and they said because they came late. So, mine was a permission I took earlier on”. The Tempane District Chief Executive (DCE) Issaka Anabida, also explained that he not being able to report early at the meeting wasn’t deliberate. According to him, a robbery incident caused him not to be at the meeting on time. “The issue is that, there was some armed robbery incident in my district, the road between Garu and Binduri, the robbers robbed some 3 Kumasi buses. Not knowing that one of them attempted running and they shot him. So that day, they looked round and couldn’t see the body. So, the following day, the youth of my area were now aggrieved, they came to me and said, we have to do something and i directed them to continue the search. When I got the scene on my way to the meeting in Bolga, they have already seen the body, not knowing he went and hide under a gutter and they shot him there. And the way the situation is, I had to call the police to make sure things are done well, because the body was getting decomposed. So, I told my director to let them know that is the reason I will be coming late. The Upper East Regional Minister Hon. Stephen Yakubu has described Open Defecation (OD) in the Upper East Region as a big issue that needs to be corrected by themselves through attitudinal change. The Minister pointed this out when the Upper East Regional Branch leadership of the Media Coalition against Open Defecation (M-CODe) led by Madam Fatima Astanga the Regional Convener and Ngamegbulam Chidozie Stephen the Regional Organizer paid him a courtesy visit at his office on Tuesday, October 10, 2022. Even though, the M-CODe leadership visit was planned to officially introduce themselves to the Regional Minister and as well explained their motive and objective as M-CODe representatives in the region, the visit also allowed leadership to interact with the Regional Minister, especially on the performance of the region with regards to Open Defecation. During the engagement, the Regional Minister described Open Defecation (OD) as a big issue. “I think our main way of overcoming this, is to change people’s attitudes. Because the toilet facility may even be there and they will not use it because of that cultural thing. If somebody sees you there and everybody is passing, the name it’s gives to the region. If you moved from this lane, there is a small forest on the right-hand side, people normally go there with their motors to do Open Defecation as if is okay and you won’t even see someone cautioning them to stop such acts, because of those things, are accepted in the society”. According to Minister Yakubu, “Some even believe that it is some kind of fertilizing the land. That’s why the attitude thing is the most important in this fight. I know a lot of people who died in this country as a result of the cholera outbreak in this region” he stressed He appreciated the efforts and ideas brought on board by members of M-CODe in the Upper East Region as he confirmed it as a good call’ However, also seeking some support from the Regional Coordinating Council (RCC) to enable M-CODe members to perform their function accordingly in the region, the Minister said: “If we have money we can put in to support but we don’t generate any income. Is the district that generates income and I would encourage you to speak to the private companies, shops, and also the telecoms and any person who wants to contribute. But is something we all know and we all agree that we need to do something about it. I think you can find time to talk about it and am sure some of these radio stations if you talk to them they will be ready to give you some air time to talk about it and that will help educate the people. I think we are together in this, the problem is that we can’t help financially”. The Minister told the Regional leadership of M-CODe. He acknowledged that a lot of NGOs are also doing their best in the area of Open Defecation. Adding that “Government is also building toilets facilities for all the schools because some of the schools don’t even have toilet facilities therefore what do expect if the school is not walled, people come inside the school and do free range”. In the Upper East Region, over 60% of its population or citizens are defecating in the open, and Upper East is 68.4% in terms of Population and housing census. it must be a matter of great concern. It is revealing that 92% of the population of the people of the Upper East Region don’t use toilet facilities at their homes. However, M-CODe, was first introduced in 2018 to help develop the capacity of the media as advocates for improved sanitation, especially with the agenda to eliminate Open Defecation (OD) across the country. Stephen Yakubu leads National fitness day in Bolgatanga

Hundreds of residents from the Bolgatanga Municipality, Bolgatanga East and the Talensi Districts today joined the Upper East Regional Minister, Hon. Stephen Yakubu to mark the maiden edition of the National Fitness Day. The over four hours Walking Exercise which started from the Bolgatanga Astro-Turf Park, popularly known as ‘Mobile Park’, saw residents walk on some principal streets of the Regional capital, Bolgatanga. The exercise brought together officials from the Ghana Police Service, the Ghana Immigration Service, Ghana Fire Service and some selected school cadets within the Municipality. At the end of the walk, the participants reconvened at the start point and underwent some aerobics. Addressing participants after the exercise, Hon. Bawku conflict at its peak– Upper East Regional Minister

The conflict in Bawku and its environs has reached its peak with incidents of attacks and counter-attacks perpetrated on the daily basis, Chairman of the Upper East Regional Security Council (REGSEC), Hon. Stephen Yakubu has said. The disturbances, he noted, posed threat to the future of children in the area, stressing that “Posterity will not forgive all those who contributed in one way or the other to this catastrophe. I am sad to admit is getting out of control.” Addressing this year’s maiden staff meeting of the Regional Coordinating Council (RCC), the REGSEC Chair, who is the Regional Minister, reiterated his appeal to sons and daughters of the area to lay down their arms and chart the path of dialogue to resolve the conflict. Apart from the RCC staff, the meeting attracted members of REGSEC and other Heads of Departments and Agencies in the Region, and afforded them the opportunity to deliberate on issues of development. Hon. Yakubu, however, commended the factions in the Doba-Kandiga conflict for their show of maturity in managing the conflict, and gave the assurance that REGSEC would continue to partner with all stakeholders in the area to find a lasting solution to the impasse. He assure residents in and around the Regional capital, Bolgatanga, that REGSEC would work to stem the growing insecurity over the past weeks for residents to go about their daily activities without fear. Touching on other sectors of the economy, the soft-spoken Minister and former Ambassador, said the agricultural sector employed about 80 percent of residents with a comparative advantage in the production of rice, maize, sorghum and groundnuts. Under the Planting for Food and Jobs programme, he said a total of 693,799 bags of NPK fertilizers were received and distributed in 2021, while a total of 280,000 bags had so far been distributed this year. Hon Yakubu attributed the reduction in the quantity of the fertilizers between 2021 and 2022 to the Russian-Ukraine war. On education, he said it was the pivot around which every facet of development evolved, and indicated that for the region to catch up with her peers, the issue of education should be taken seriously. He said the Akufo-Addo-led-government regarded education as a major priority, and therefore introduced the Free Senior High School (SHS) policy which had over the years increased enrollment in public SHSs. He added that the region chalked some marginal improvement in maternal deaths, saying maternal mortality reduced from 24 deaths in 2021 to 15 deaths in 2022 half-year. He said functional CHPS had increased from 87.6 percent in 2021 to 92.7 percent in 2022 half-year, and described the increase as good news to the people of the region. Hon. Yakubu said as part of strategies to increase the number of Medical Doctors in the Region, he charged the Municipal and District Chief Executives to identify and sponsor Medical students within their jurisdictions and bond them to return and serve upon completion of their course.
