Akufo-Addo handed me copy of Ofori-Atta’s comments to infuse into Agyapa report but I refused – Amidu

In his resignation letter to President Nana Addo Dankwa Akufo-Addo, former Special Prosecutor Martin Amidu, directly told the Commander-in-Chief of the Ghana Armed Forces that he could not direct him about as far as his handling of the corruption and anti-corruption assessment report of the controversial Agyapa Royalties deal was concerned, and refused to “bargain” with the President, who insisted the anti-corruption crusader infuse Finance Minister Ken Ofori-Atta’s comment about the deal, to his (SP’s) final report. Mr Amidu, in his corruption and anti-corruption risk assessment report on the deal, said the Transaction Advisor(s) involved were susceptible to “nepotism, cronyism and favouritism”. In his resignation letter to the President dated Monday, 16 November 2020, however, Mr Amidu accused Nana Akufo-Addo of interfering with the independence of the Office of the Special Prosecutor with regard to the corruption and anti-corruption assessment, thus, found it “untenable” to remain in office. He said the President on several occasions, pestered him to either freeze the report or add some comments of his cousin, Mr Ofori-Atta, into the final assessment report. The message she delivered to me was that: You had instructed that I was not to do anything about my report on the Agyapa Royalties Transaction until I had met you on Friday, 23 October 2020. “You were away in the Volta Region when I met the Chief of Staff. “I met Your Excellency in your office in the afternoon of 23 October 2020 and I underscored the fact that my letter dated 16 October 2020 to you was sent out of the necessary courtesy of prior information to your office as President of the Republic and the Commander-in-Chief responsible for national security. “I also underscored the fact that the analysis of the risk of corruption and anti-corruption assessment, was conducted professionally, and could not be reviewed by the Minister of Finance or yourself, and my letter was particularly not intended for you to direct me as to how to conduct the duties of my office. “Your Excellency insisted that I should withhold any further action on the report for one week. I reluctantly agreed to your terms but gave you notice immediately that I did not intend to continue as the Special Prosecutor because of your interference the performance of my functions under the law. “You eventually invited me to your office in the evening of Sunday, 1 November 2020, where I, again, asserted that I was not going to bargain over the independence of my function as the Special Prosecutor. “I refused to take the copy of the alleged comments from the Minister of Finance you offered me, as that would have compromised my independence as the Special Prosecutor. “I also refused to shelve my report to enable you handle the matter, which explains my press release to the public on the morning of 2 November 2020 and the follow-up with the distribution of the full 64-page Agyapa Royalties Transactions Anti-corruption Assessment Report to the Public.” “Unbeknownst to you that I had published the full 64-page report to the public, you caused a press statement to be made based on my letter dated 16 October 2020 to you under reference which sought to politicise and downplay the seriousness of the professional analysis of the risk of corruption and anti-corruption assessment reported by my office”. “It, thus, became abundant clear to me that I cannot continue under your government as the special prosecutor because we disagree with the non-partisan independence of the special prosecutor in the performance of the functions of my office in preventing and fighting corruption and corruption-related offences.” According to Mr Amidu, “the 64-page analysis of corruption and anti-corruption assessment report, discloses several serious corruption and corruption-related offences in respect of which I intended to open full investigations as the Special Prosecutor.” “I cannot do that now after your political interference in the performance of functions of the office for two weeks – from 20 October 2020 to 1 November 2020 – culminating in your directives on how the anti-corruption assessment report of Agyapa Royalties Limited Transaction by this office should be handled by the principal suspects disclosed by the anti-corruption assessment report”. Mahama reveals what Rawlings Said On Choosing Naana Jane As His Running Mate

NDC Presidential candidate, John Mahama has revealed what his late party founder, Jerry John Rawlings said about his choice of Prof. Naana Jane as his running mate. IMF conditionalities affected my delivery as Interior Minister-Mark Woyongo

Former Interior Minister Under the NDC Mahama Administration Mark Owen Woyongo has said that one of the things he regretted so much during his tenure as the Interior Minister was the International Monetary Fund (IMF) conditionalities. Mr.Woyongo who was speaking in an exclusive interview with Ngamegbulam Chidozie Stephen of Apexnewsgh.com said the Interior ministry was more handicapped than today. Because during his days as Interior Minister, the Ministry were not having any funding to facilitate a lot of the things they wanted to do which includes equipping the Police Service, Immigration Service, and Prison Service “…what I regret during my days as Interior Minister, is that we do not have the funding to do a lot of the things we wanted to do. I wanted to equip the Ghana Police Service, the Immigration Service, the Fire Service, and the Prison Service. But unfortunately, we were on IMF conditionalities. So, there was an embargo on a lot of the things we had planned to do. For example, equipping these institutions which I have mentioned, recruiting more officers. You know we don’t have enough Police officers in this country and recruiting them, means there must be more money to pay them.” He stressed According to Mr. Woyongo, during those days he easily had issues with the then Finance Minister Seth Terkper, because whenever he approached him for a solution especially on employment, Seth Terkper will simply say they cannot employ or if you like recruit because of the IMF conditionalities, a response that always destroy his mood, especially when he struggling hard to equip them to enable them to work effectively. ” I had a problem sometimes with the Finance Minister Seth Tekper, you will go there that you want to recruit and he will say no, we cannot recruit, under the IMF, we cannot recruit now. So, that was a very big problem. But with the little scare’s resources, we managed to do a few things. For example, the Immigration Service didn’t have guns and aminations and people were patrolling our borders and we couldn’t get them gun and amination, so I had to link up with the military and some of their weapons were given to the Immigrations and some were given to the Prison Service. I went to Turkey and met with manufacturers of some of these weapons and before I left, we have arranged for a donation weapon to the Ministry and that was before I left the Ministry of Interior. And I think that is key, equipping the security agencies is key. Because, if you don’t equip them how will they perform? So, that was my focus. According to him, some of the projects which are ongoing under the NPP administration were commissioned by him in 2016 before they lost power. He sighted the Navrongo- Naaga road as one of the projects he commissioned and was handed over to a contractor in 2016. Even though Mr. Woyongo appreciates how that particular road was important to the people of the Southern sector, he emphasized that NPP only came and rewarded the contract to another contractor. However, he said because of his role and projects he brought to people in that enclave, he got a lot of votes from them. Talking about the ongoing Tono treatment plant, Mr. Woyongo told Apexnewsgh.com that in 2016, he made a lot of capital out of it, because then, the NDC administration had already acquired funding for the Tono project which is currently ongoing. However, he said it is sad the NPP is claiming the credit for an already made project. The funding was acquired, it was at the ministry of finance and on my runs during the 2016 campaign, I made so much noise about that and I said, we are going to have a treatment plant in Navrongo at Tono, it will bring water to Navrongo, it will bring water to Bolga, it takes water to Paga and partly Chuchuluga, we made all the noise about it. They have come and they are implementing it, fine…it is good.
