Former MP for Kumbungu, Ras Mubarak has detailed how he meet his new Algerian wife after divorcing her ex-wife, Rasheeda Adams as he gives more information on how he meet her at Egypt and married her. According to Ras Mubarak, he went for a program with MP for Suhum constituency, Hon. Frederick Opare-Ansah at Egypt. According to Ras, their main objective in Egypt had been accomplished, and they wanted to return to Ghana, but he asked them to stay for a day or two, and they agreed. According to Ras Mubarak, in the same hotel, Sharm El Sheikh, where he was lodging, his Algerian wife and her family were also staying around because they were also on what looks like a vacation. Ras Mubarak said he married his Algerian wife in 2018 after divorcing Rasheeda Adams in 2016. Ras Mubarak said his Algerian wife is a biochemist and her father is one of the most top trade unionist. Asking me to hand over after forcing me out ‘preposterous’ – Domelevo to Audit Service Board
Forcefully-retired Auditor-General Daniel Yaw Domelevo has described as “preposterous”, a formal request sent to him by the Audit Service Board that he officially hand over to his Deputy, Mr Johnson Akuamoah Asiedu. Mr Domelevo replied the request indicating he handed over to Mr Asiedu in June 2020 when he was forced by President Nana Akufo-Addo to go on leave for 167 days. Upon his resumption of work on March 3, Mr Domelevo said Mr Asiedu did not hand over to him before the President ordered him (Domelevo) to go on retirement the following day. “I prepared a handing-over note and handed over to the Acting Auditor-General on 30th June 2020 and he has been in charge for over 8 months”, Mr Domelevo said in his reply to Professor Dua Agyeman, the Audit Service Board Chairman, adding: “When I resumed work on the 3rd of March 2021, Mr Johnson Akuamoah Asiedu did not hand over to me with the excuse that the handing-over note was not ready”. He nonetheless said: “If you so wish, please direct the Acting Auditor-General to hand over to me and I will thereafter handover to him”. President Akufo-Addo asked Mr Domelevo to go home since, according to him, he had passed the compulsory retirement age of 60. In a letter dated 3 March 2021, the President, through his executive secretary, Nana Bediatuo Asante, said: “The attention of the President of the Republic has been drawn to records and documents made available to this Office by the Audit Service, that indicate that your date of birth is 1st June 1960, and that in accordance with article 199 (1) of the Constitution, your date of retirement as Auditor-General was 1st June 2020.” “Based on this information, the President is of the view that you have formally left office,” the President said. Mr Domelevo reported to work at the Audit Service headquarters in Accra on Wednesday, 3 March 2021 despite the Audit Service Board declaring him retired. The Board wrote to him the day before challenging his Ghanaian nationality and age. The Board said his own Social Security and National Insurance Trust records show he is a Togolese and not a Ghanaian and also due for retirement. The Board, in a series of correspondence with Mr Domelevo, said he was born in 1960 per his own records and, thus, should have gone on retirement mid-2020. In a letter dated, 26 February 2021, the Audit Service Board said: “Records at the Social Security and National Insurance Trust (SSNIT) completed and signed by you indicate your date of birth as 1st June 1960 when you joined the scheme on 1st October 1978. The records show that you stated your tribe as Togolese and a non-Ghanaian. That your home town is Agbatofe.” “On 25 October 1992, you completed and signed a SSNIT Change of Beneficiary Nomination form, stating your nationality as a Ghanaian and your home town as Ada in the Greater Accra Region. The date of birth on your Ghanaian passport number A45800, issued on 28th February 1996 is 1st June 1961. That place of birth is stated as Kumasi, Ashanti Region,” the letter said. In his reply, Mr Domelevo explained that his grandfather, Augustine Domelevo, was a native of Ada in the Greater Accra Region but migrated to Togo and stayed at Agbatofe. “Either my father wrongly mentioned Agbatofe in Togo as his home town to me, or I misconstrued it at the time”, Mr Domelevo explained, adding: “My mother is also a Ghanaian”. Concerning his date of birth, Mr Domelevo said he noticed that the 1960 date of birth was a mistake when “I checked my information in the baptismal register of the Catholic Church in Adeemmra.” “The register has Yaw as part of my name and also provides my date of birth as 1st June 1961 – this corresponds with Thursday or Yaw – the day of the week on which I was born.” The Audit Service Board, however, said: “Observation of your responses and explanations contained in your above reference letter make your date of birth and Ghanaian nationality even more doubtful and clearly establishes that you have made false statements contrary to law.” “Records made available to the Board indicate that your date of retirement was 1st June 2020 and as far as the Audit Service is concerned you are deemed to have retired,” it noted. “By a copy of this letter, the Board is informing the President, who is your appointing authority, to take necessary action. Additionally, the Board is making available to the President all the relevant documents at our disposal.” President Nana Addo Dankwa Akufo-Addo directed Mr Domelevo to take his accumulated annual leave of 123 working days effective Wednesday, 1 July 2020 but later increased it to 167 following a protest letter from the A-G. A statement released by the office of the President and signed by the Director of Communications, Mr Eugene Arhin, on Monday, 29 June 2020, said: “The President’s decision to direct Mr Domelevo to take his accumulated annual leave is based on Sections 20(1) and Labour Act, 2003 (Act 651), which apply to all workers including public office holders such as the Auditor-General.” Mr Domelevo was said to have taken only nine days of his annual leave. But reacting to the directive from the president in a letter addressed to Nana Asante Bediatuo, the Secretary to the President, Mr Domelevo said: “My knowledge of recent labour and practice in the country is that no worker is deemed to have accumulated any leave on account of their having failed, omitted, neglected or even refused to enjoy their rights to annual leave, which the law guarantees for their benefit, not the employer.” He stated that to the best of his knowledge, therefore, “wherein any given year a worker fails, omits, neglects or even refuses to take their annual leave such leave is deemed forfeited with no corresponding obligation on the part of the employer to enforce the workers right

Government warns TOR workers
Minister of Energy, Dr. Matthew Opoku Prempeh, has warned workers of Tema Oil Refinery (TOR) that government will not hesitate to dismiss anyone who seeks to sabotage the operations of the refinery. According to him, he would not shield any worker of the refinery including management, whose operations would go to sabotage the operations of the refinery. He said the government wanted to see a change in the attitude of workers so as to improve the operations of the company. “The President does not want TOR to collapse under his regime. Rather, he wants more people employed. Anyone who is working here, whether management or ordinary workers whose activities will not promote TOR, should find themselves a better place to work. I mentioned this to the union leaders and they did not like it. It is the duty of management to ensure that TOR grows to be a profitable and healthy concern. And, if any worker is not up to it, then, the owners of TOR will have to bring in the needed change,” Dr Prempeh made these known when he paid a courtesy call on the management and staff of TOR on Thursday. He assured the workers that the government would work to secure a partnership that would help TOR grow. “When these partnerships occur which I know they are going to occur very soon, we will not hesitate to remove stumbling blocks who want the collapse of TOR,” he warned. Dr. Prempeh said he found it difficult to understand why TOR was in a financial crisis. Admitting that TOR was not in a healthy state, he noted, “If the activities of leaders behind me will lead to the loss of jobs, then there is no point,” he said. According to him, the massive private sector investment by the government did not mean the government wanted the public sector to collapse but rather wanted it to compete with the private sector. “TOR is a strategic national asset and we will keep it safe and ensure TOR grows from strength to strength. We will make sure we support TOR with the needed partnership to grow and sustain it,” he mentioned. Parliament, Jubilee House budget tussle may end up in court – Rashid Draman
The Executive Director of the Africa Center for parliamentary affairs Dr Rasheed Draman says the seeming budget tussle between Parliament and the Presidency may end up in the Supreme Court. The Speaker of Parliament Alban Bagbin Tuesday, March 16 issued a stern warning to Committees which will consider the 2021 budget estimates against approving the estimates with the figures offered by the presidency. The speaker further disclosed that he will not forward the appropriation bill to the president for his assent when passed if negotiations are not done to find a common ground over the decision by the Presidency to reduce the budget estimate for Parliament and the Judiciary. Anti-Ewe textbook saga: Let’s give NaCCA more powers – Afenyo-Markin
Minority leader in Parliament, Alexander Kwamina Afenyo-Markin has averred that the lawmaking chamber must give more powers to the National Council for Curriculum Assessment, NaCCA. According to him, the move will help forestall the incidence of controversial publications like the anti-Ewe book that has triggered nationwide outrage. The Effutu MP made submissions in Parliament today while contributing to a statement around the issue. “Regrettably, we didn’t give them the enforcement powers to confiscate such materials. We didn’t. “We didn’t also give them the power that for all books that will be published outside of approved textbooks, there is a pre-requirement for NaCCA to clear it. “So Mr Speaker, after all the talk, if we want to stop some of these things, we would do so in giving NaCCA the power. Because Mr Speaker in all of the criticism, the question is; what was the regulator doing?” he added. He stressed that “the regulator has no power” unlike the Food and Drugs Authority which had the right to confiscate products that they had not approved. Publisher of the controversial textbooks, Badu Nkansah, earlier this week confirmed that even though copies of the book had reached the market, NaCCA had yet to approve them. He also apologized for the mistake and said they had ordered a total recall of the said books. You mismanaged the economy before coronavirus pandemic – Ato Forson to govt
Member of Parliament for Ajumako-Enyan-Esiam, Cassiel Ato Forson, has said the economy started dwindling before the coronavirus pandemic. He has, therefore, asked the government not to put every blame on the pandemic. His comments come after the budget statement for the 2021 fiscal year presented to Parliament by Leader of Government Business Osei Kyei-Mensah-Bonsu indicated that businesses in Ghana were performing before the outbreak of the coronavirus pandemic. The Majority Leader said the government had put in place prudent fiscal measures to grow the economy. These measures he said, were yielding fruits until the virus emerged to disrupt everything. “Mr. Speaker, three years prior to the pandemic as a government we had a plan. We stayed focused, kept our discipline, kept our promises, and worked with integrity, creativity, and compassion. “As a result, the economy saw a turnaround and economic gross rate doubled from 3.4 per cent in 2016 to average 7 per cent annually. “The Banking sector cleanup had been completed, businesses were doing well and creating jobs, food production was growing with bumper harvest and suddenly Ghana had become a major tourist attraction. “We were indeed on a path of fiscal consolidation by 2019. But out of nowhere, the COVID-19 Global pandemic hit us.” The government is proposing in the 2021 budget statement the introduction of a Covid-19 Health Levy of a one percentage point increase in the National Health Insurance Levy and a one percentage point increase in the VAT Flat Rate to support expenditures related to Covid-19. “To provide the requisite resources to address these challenges and fund these activities, government is proposing the introduction of a Covid-19 Health Levy of a one percentage point increase in the National Health Insurance Levy and a one percentage point increase in the VAT Flat Rate to support expenditures related to Covid-19,” the budget statement presented by the leader of Government Business, Osei Kyei Mensah Bonsu said among other things on Friday, March 12. It added that “to leverage other resources to fight the pandemic, Government passed the COVID-19 National Trust Fund Act, (2020), Act 1013 in April, 2020 to establish the Fund. As at 31st December, 2020, the Fund had mobilised GH¢ 57,134,093.58 of which GH¢45,218,313.23 had been utilized. “These resources complemented Government efforts in providing PPEs and medical supplies to COVID-19 selected institutions, distribution of food items to the aged, vulnerable, and needy persons; providing vehicles to selected Treatment Centres, National Public Health & Reference Laboratories, Testing Centres, and the COVID-19 Central Care Management Team. ‘Efo juju’ textbooks: I stand with ‘unfairly stereotyped’ ethnic groups in Ghana – Ursula
The Member of Parliament for the Ablekuma West constituency, Ursula Owusu-Ekuful has spoken against stigmatisation and stereotyping of some ethnic groups in the country. Stereotyping of any ethnic group, even in jest or as a joke, must stop. The Communications and Digitalisation Minister made this statement on Facebook, following the recent portrayal of tribal bigotry in textbooks for schoolchildren, published by Badu Nkansah Publications. The act has been widely condemned and Mrs. Owusu-Ekuful is the latest to add her voice. “I identify with any group which is unfairly stereotyped or stigmatized as the blood of all ethnic groups in Ghana runs through my veins. “Through intermarriage and multiple relationships, the ties that bind us together far outnumber those that divide us”. She continued: “Textbooks are used to educate and not to indoctrinate or corrupt our impressionable youth. They must be accurate and factual. “I’m glad the publishers of the offending unauthorized books have apologized. Each copy out there must be withdrawn and NACCA must sanction them appropriately. Blame Napo for the use of unapproved textbooks in schools – Educationist
An Educationist, Mr Ekow Djan has said former Minister of Education Dr Mathew Opoku Prempeh should be held liable for the controversial textbooks disparaging Ewes in the country. According to Mr Djan, the Ministry of Education under the watch of Dr. Mathew Opoku-Prempeh, together with its direct agency, the National Council for Curriculum Assessment (NaCCA) headed by then Executive Secretary, Dr. Prince Hamid Armah failed to ensure that textbooks accompanied the newly rolled out curriculum. This, he believed resulted in the use of unapproved textbooks by some teachers. “The Standard Based Curriculum being used in Basic schools were effectively implemented in September, 2019. “One would have thought that, Managers of Ghana’s Education machinery would provide requisite textbooks for pupils and teachers to cushion the smooth running of the new curriculum but unfortunately, government is yet to provide a single textbook,” he said in a statement.
