Constitute and Inaugurate the Mental Health Board, Mental Health Alliance to Government
Alliance for Mental Health and Development as part of their celebration of World Mental Health Day, has extended their call to the Government of Ghana (GoG), particularly, the President, Minister of Health, Minister of Finance, and the honourable Parliament of the Republic to take the opportunity of this international day for mental health to address the numerous challenges confronting Ghana’s Mental Health sector. Apexnewsgh.com reports Press release: We, the Alliance for Mental Health and Development (also known as the Mental Health Alliance), on this occasion of the 2021 World Mental Health Day, here call on the Government of Ghana (GoG), particularly, the President, Minister of Health, Minister of Finance, and the honourable Parliament of the Republic to take the opportunity of this international day for mental health to address the numerous challenges confronting Ghana’s Mental Health sector. We particularly ask the Minister of Health to constitute the Governing Board of the Mental Health Authority as a matter of urgency. The Mental Health Authority has not had a Governing Board since the previous Board completed its tenure. It has been 10 months into 2021 and a new Board is yet to be constituted and inaugurated in line with Section 4 of the Mental Health Law (Act 846, 2012). This call of the Mental Health Alliance is in line with Section 4(2) of the Mental Health Act which states that the members of the Board shall be appointed by the President in accordance with article 70 of the Constitution. According to Section 4(3) of the Mental Health Law (Act 846, 2012), “The Board shall ensure the proper and effective performance of the functions of the Authority”. The delay in constituting the Board is, therefore, hampering the effective functioning of the Mental Health Authority. The Mental Health Alliance fears that any further delay in constituting a new Board will negatively affect the successful implementation of the National Mental Health Policy and the momentum gained by mental health advocates in advancing mental health development in Ghana. Without a functioning Board, the Mental Health Alliance is convinced that it will be difficult for the Mental Health Authority to mobilise the resources it requires to operate effectively. At this critical time, when the COVID-19 pandemic has exposed the weaknesses in the mental health systems of many countries including Ghana, it is important for Government to translate its promises into reality by effectively investing in the development of Ghana’s mental health system through concrete actions so that the mental health sector of the country’s health system is not left behind. The Mental Health Authority gained significant achievements under the previous Governing Board. Notable among these achievements are the collaboration with key stakeholders to develop a framework to guide the practice of traditional and faith-based healers and bringing into being a National Mental Health Policy. The stage is, thus, set for the Mental Health Authority to capitalise on the goodwill mental health advocacy is currently enjoying, especially during this COVID-19 pandemic, to bring real benefit to persons with mental health conditions. To this end, we look forward to the constitution of the Mental Health Authority Board to facilitate implementation of the Mental Health Policy and enforce the Mental Health Law through concrete actions such as the inauguration of the long-awaited Mental Health Review Tribunal, Mental Health Visiting Committees, and revival of Mental Health Regional Sub-committees. We believe these will ensure that people’s mental health needs are met, and their rights protected. The Mental Health Alliance notes with appreciation, GoG’s promise to build two new mental health hospitals – one each to be cited in the middle and northern belt. We also express our gratitude to the Minister for Health for assuring the people of Ghana of Government’s commitment to Universal Health Coverage and resourcing the Mental Health Fund as provided for in the Mental Health Law (Act 846, 2012). NDC’s Kwesi Dawood in court for allegedly impregnating daughter
• Emmanuel Kwesi Dawood has been accused of incest • He is said to have been sleeping with his daughter since 2019 • The victim’s mother says she will pursue the issue till the end A case of incest has been leveled against the National Democratic Congress’ Central Regional Communication Director, Emmanuel Kwesi Dawood. According to a report by the Daily Guide newspaper, the NDC executive allegedly had sex with his underage daughter, impregnating her in the process. The paper continued that Emmanuel Dawood had been having uncarnal knowledge with his daughter since 2019 when she was 15-years-old. “He then allegedly got his friend to administer an injection to terminate the pregnancy last year, and according to the victim, she bled for more than two weeks,” the paper reported. In the accounts of the girl, she explained how badly hurt she has been by the act. She has vowed to seek justice at all cost. “It has been haunting me. He made me go for an abortion. He started having sex with me in 2019. The last time he had sex with me was in June 2021. He was NADMO Coordinator and is the current NDC Regional Communications Officer. He did not look after me,” the girl is reported to have said. The paper also reported that the girl claimed that her father had beaten her up when he found out that she had reported the incestuous act to her mother, following which the case was reported to the Swedru police. “My mother was not happy for me to leave and go and stay with him. He promised to send me abroad to further my education and warned that if I reveal the act to anybody, he was going to end the plans to send me out for my education,” she is reported to have added. Daily Guide further reports that after failed attempts to get the police at Swedru to pursue the case, the girl’s mother moved it to the Central Regional Commander, COP Kwadwo Antwi Tabi. It was after this attempt that the commander, getting a briefing on all the facts of the case, ordered for the appropriate charges to be levelled against the suspect. The mother of the victim also explained attempts by some officials of the NDC to get her to not pursue the case. “NDC officials have been coming to us to plead for him but I have made it clear that it is a criminal case and he has to face the full rigours of the law. My daughter has been in distress and has said she needs nothing but justice,” the mother is quoted to have said. She is also reported to have said that she suffered a similar fate and it is for this reason that she intends to pursue this case till justice is served. “He impregnated me when I was in the first year in secondary school. He is doing the same thing to our own daughter. I do not know if he was brought into this world to destroy our lives. “He abandoned me after the pregnancy and never saw him until my daughter grew up and he came for her,” she is said to have said. The case is due to be called in court on October 13, 2021, with charges of conspiracy to commit crime, defilement, incest and illegal abortion expected to be slapped on the NDC executive. 3 grabbed for attempting to sell dead body to Jujuman In Volta Region
Three persons are in the grips of the Volta Regional Police Command for allegedly murdering a 30-year-old man and attempting to sell his body to a fetish priest. Names of the suspects are Kalefe Korku, age 42, Afedo Kpotor, age 21, and Ametoke Sitsofe, age 27. Information available to this portal indicates that the suspects told the fetish priest at Agbozume in the Volta Region that they had a dead body they were selling, so he should assist them get a buyer. Police got hint of the move and feigned interest to buy the body with an offer of GH¢7,000. They both agreed to meet the suspects at Agavedzi near a lagoon to receive the dead body. However, the suspects appeared and upon seeing the police, they abandoned the dead body and took to their heels. They were, however, given a hot chase by the police and arrested them at their various hideouts at Agavedzi, Agbozume and Adina. Meanwhile, the dead body, identified as that of Albert Anyinado, has been deposited at Ketu South Municipal Hospital morgue, awaiting autopsy. Kissi Agyebeng Nolle prosequi’s Martin Amidu’s tax evasion case against Mahama Ayariga
The Special Prosecutor Mr Kissi Agyebeng has dropped all charges brought against Bawku Central lawmaker Mahama Ayariga who was dragged to court for alleged tax evasion by his predecessor Martin Amidu. He said there were charges even pressed against the Bawku Central lawmaker. “We wish to inform the court of the republic’s intention to enter Nolle prosequi in respect of all cases against the accused person,” he told the court on Monday, October 11 and further gave reason for discontinuing the case. The first being that “upon further scrutiny, the Republic deem it unable to prove it case base on available evidence on the standard of proof on criminal bases – that is to prove beyond a reasonable doubt.” The second reason he said, that, “this case appears certain to suffer the same fate as the earlier one with case number FT0122019 the Republic vs Hawa Nichema and six others which were dismissed on May 7, 2021, on the application of submission of no case to answer.” The case was started by former Special Prosecutor Martin Alalmisi Burnes Kaiser Amidu, who resigned his position in 2020, just days after the demise of his mentor Jerry John Rawlings. Mr Amidu, Ghana’s first Special Prosecutor, had put the National Democratic Congress (NDC) MP on trial over two issues – breaching procurement processes in the purchase of some ambulances for his constituency and tax evasion in the importation of some “luxurious” vehicles. Despite standing trial with six others on the former, the former Youth and Sports Minister was acquitted and discharged on Friday, May 7. An Accra High Court presided over by Justice Afia Serwaah Asare-Botwe acquitted and discharged all seven after it upheld a submission of no case filed by the defence lawyers. Mahama Ayariga acquitted and discharged He is accused of abusing his office after clearing three Toyota V8 vehicles without paying tax. He is also sued for illegal transfer of foreign exchange from Ghana to Dubai without having the required license to undertake such transaction. Joined to the suit is one Kendrick Marfo, a car rental dealer, for purchasing the “fraudulent” vehicles from Mr Ayariga. Death penalty has no place in 21st-century Ghana – Sosu
Ghana must do away with the death penalty, Madina MP Francis-Xavier Sosu has said in a statement to mark World Day against Death Penalty, which was commemorated on Sunday, 10 October 2021 on the theme: “Women and death penalty, an invisible reality”. The human rights lawyer said: “For the women on death role, the death penalty has been imposed mainly as the mandatory punishment for murder”. Trial judges, he said, “are unable to consider or take into account any mitigating factors that relate to murder cases involving women, including prolonged domestic violence in the hands of partners; the circumstances of the offence, or their peculiar backgrounds before sentencing women when they are convicted for murder”. This, he noted, “also forms part of the reasons why I have set in motion a Private Member’s Bill to amend various provisions in our Criminal and Other Offences Act (Act 29) to achieve ninety-five (95) per cent abolishing of the death penalty”.
