Government Raises ₵3.9bn through Reopened DDEP
The government has recently announced that it has successfully obtained GH₵3.9 billion through the reopened domestic debt exchange programme, according to the Ministry of Finance. The Ministry of Finance has stated that there will be no more tenders accepted, and any revocations or withdrawals will not be permitted. The government has set September 29, 2023, as the settlement date for the newly issued tranches. This domestic debt exchange initiative is a crucial component of the government’s overall plan to reduce its debt and improve its debt sustainability. Please find the complete statement below: THE GOVERNMENT ANNOUNCES RESULTS OF THE REOPENING OF THE DOMESTIC DEBT EXCHANGE 1. The Government announces today the results of the reopening of its domestic debt exchange which closed at 4:00 p.m. on 22nd September 2023. Holders eligible to participate in the reopening (as determined by the Central Securities Depository) tendered an aggregate amount of GHS3,990,828,533 of outstanding Eligible Bonds. Capitalised terms used but not defined herein have the meaning ascribed to such terms in the Exchange Memorandum (as amended from time to time) available at https://projects.morrowsodali.com/GhanaDDE and https://mofep.gov.gh/news-and-events/debt-operations. 2. The Government deeply expresses its appreciation to bondholders and key stakeholders for their immense support of the Domestic Debt Exchange Programme (DDEP), the results of which constitute a significant achievement for the Government to implement fully the economic strategies in the post-COVID-19 Programme for Economic Growth (PC-PEG) during this current economic crisis. 3. Attached overleaf as an Appendix Table presents the details regarding the results of the reopening of the domestic debt exchange. 4. As the Invitation Period has expired, no new tenders will be accepted, and no revocations or withdrawals are permitted. Former Trade Minister, Alan Kyerematen, expressed his desire to utilize the New Patriotic Party (NPP) as a platform to advance and execute his vision for the nation as president. Unfortunately, due to complications, he found it necessary to disassociate himself from the party. Kyerematen emphasized his role as a strategic politician throughout his career and his hope that the NPP could benefit from his ideas as Ghana’s president. However, he currently aims to directly engage with Ghanaians as an independent candidate, effectively communicating and promoting his vision to the people. “I have been very stage about how I have positioned myself over the years,” he told Berla Mundi on the New Day show on TV3 on Wednesday monitored by Apexnewsgh.com, September 27. “I would have wished to use the party but for various reasons, I have decided that I will go directly to the people of Ghana,” he stated. On Monday, September 25, Mr Kyeremanen, who came in third place in the super delegates conference of the NPP on August 26, made the decision to resign from the party. His aim is to run as an independent presidential candidate in the 2024 elections. This marks the second time he has resigned from the NPP, having done so previously in 2007 before returning. Mr Kyerematen explained that he no longer believes his contributions are valued within the party. Mr. Boakye Agyarko, a former Energy Minister and flagbearer aspirant in the recent New Patriotic Party’s (NPP) Super Delegates Conference, believes that the resignation of former Trades Minister Alan Kyerematen from the party should be seen as a wake-up call for party members. Instead of celebrating or showing arrogance, this event should prompt the party to reflect on its actions and make necessary improvements. According to Mr. Agyarko, the history of the NPP’s tradition must educate the party that the consequences of events “such as has now befallen the party since the heady days of 1951 to date have always been negative, casting a deep and lingering shadow on the party’s electoral fortunes”. “At least my brother Kyerematen has put his thoughts and feelings on paper for all to appreciate. How about the many who habour similar and maybe more petulant sentiments in their hearts but are not openly expressing same.” Mr. Agyarko emphasized that there are members within the NPP who may also hold the same opinions as the flagbearer aspirant who resigned. Former Chief of Staff Kwadwo Mpiani has stated that President Nana Akufo-Addo has exerted significant control over the New Patriotic Party since the removal of Mr Paul Afoko as chairman and Mr Kwabena Agyepong as general secretary. Speaking on Joy News’ PM Express programme, Mr Mpiani expressed the belief that once these individuals were ousted, the President was able to have his way within the party, and this influence has persisted. He also acknowledged the validity of Mr Alan Kyerematen’s recent accusation that a select few were “hijacking” the party, as Mr Kyerematen has since resigned from the NPP to pursue a solo presidential ambition. “In response to a direct question, Mr. Mpiani stated that yes, to some extent, he believes the party’s problems started when the Chairman (Paul Afoko) and General Secretary (Kwabena Agyapong) were unlawfully sacked. According to him, this action went against the party’s own rules and deepened the problems. He also noted that some members, including those belonging to his group, took pride in their role in removing these individuals. According to Mr. Mpiani, the party handing over power to one individual, who was the candidate at the time and is now the president, is the root of the party’s current problem, and this is an issue that is not being addressed.” “And, if we don’t confront this problem, we are going to have more problems within the party”, he warned. In response to a direct question about whether the faction led by Akufo-Addo within the NPP is responsible for the difficulties, Mr. Mpiani stated, “I mean to say that there was an issue, and the party, after careful consideration, decided to entrust the party to Candidate Akufo-Addo, who is now President Akufo-Addo.” When pressed by host Evans Mensah for further clarification on whether Mr. Akufo-Addo himself was the party’s problem, Mr. Mpiani expressed, “He is one of the factors contributing to the problem. We all, including him, are responsible for the problem.” “There have been problems with the party except that those of us in the party are trying to behave like ostriches and not seeing what’s in the party”, he complained. On Mr Kyerematen’s resignation from the party, Mr Mpiani said: “I was not too much surprised about what happened because I have been telling colleagues that the way the party is going, if we are not lucky, there are going to be more serious upheavals in the future”. “I have had the occasion of talking to my colleagues even at the Council of Elders that we must sit up and try to confront the issues in the party. If we pretend that everything is OK, we’re going to regret it in the future. Unfortunately, some people didn’t, sort of believe what I was saying, and this is one of the outcomes of what is happening in the party”, he said. “Unfortunately”, he noted, “the party has become a sort of club for a few people within the party, where decisions are taken by them, and then all members are supposed to comply with those decisions. People are not able to come out openly to protest, but those of us sitting back hear a lot of complaints from a lot of members of the party, including even those at the highest echelon of the party. Kan Dapaah sends Barker-Vormawor to court over alleged US$1m bribe
