Dear Sir/Madam,

INVESTIGATE ALLEGED MILITARY-LED AND OTHER KILLINGS TO ENSURE LEGITIMACY AND TRUST -RISE-GHANA APPEALS TO REGSEC AND PEACE COUNCIL.

Following early warning signals picked by the Upper East Regional Security Council (REGSEC), some security measures were immediately put on the Bawku Township and its environs which led a temporal halt of violent activities and the sporadic firing of fire arms.

The preventive diplomacy initiated by the REGSEC must be commended as it helped save lives and property.

Sadly, the measure was short lived in preventing the reoccurrence of the conflict which recurred on the 27th December 2021 which reportedly led to the loss of nine lives in the Bawku Municipality.

While appealing to the two feuding factions to resort to non-violent means to air their grievances and to stop the criminal act of reprisal attacks on each other, we want call the attention of REGSEC, the National Peace Council and other stakeholders to as a matter of urgency commission investigation into following early warning issues and allegations of human rights violations:

  1. Both factions of the conflict have accused the military of shooting to death of unarmed civilians- we call for an independent investigation into this allegation to build trust with the citizens and legitimacy of the actors.
  2. Investigate the alleged killing of the two young men from Gambaga around Bugri Corner and shooting of two people in town on the 28th December near the Total Filling Station to restore confidence and prevent reprisal attacks.
  3. We call on the REGSEC, Peace Council, Bawku Inter Ethnic Peace Committee to engage the two factions to curtail the growing incidence of hate speech channeled through various social media meant to incite hatred and deepen violent extremism.
  4. REGSEC should increase its visibility by strengthening responsiveness and accountability to citizens through regular updates, timely and impartial investigation into occurences to build trust and cooperation of citizens.
  5. Lastly, we implore REGSEC and the Peace Council to put in adequate measures to ensure that the temporal lifting ban on wearing smocks for Samanpiid does not serve as a conduit for renewed attacks.
