Mr. Boakye Agyarko, a former Energy Minister and flagbearer aspirant in the recent New Patriotic Party’s (NPP) Super Delegates Conference, believes that the resignation of former Trades Minister Alan Kyerematen from the party should be seen as a wake-up call for party members. Instead of celebrating or showing arrogance, this event should prompt the party to reflect on its actions and make necessary improvements. According to Mr. Agyarko, the history of the NPP’s tradition must educate the party that the consequences of events “such as has now befallen the party since the heady days of 1951 to date have always been negative, casting a deep and lingering shadow on the party’s electoral fortunes”. “At least my brother Kyerematen has put his thoughts and feelings on paper for all to appreciate. How about the many who habour similar and maybe more petulant sentiments in their hearts but are not openly expressing same.” Mr. Agyarko emphasized that there are members within the NPP who may also hold the same opinions as the flagbearer aspirant who resigned. Their discontent might only become apparent when they cast their votes. He added that there are many individuals within the party who have resigned internally due to disappointment and are just waiting for the opportunity to leave through the voting process. In light of this, the former Energy Minister believes that it is crucial to reconcile differences and address hurt feelings within the NPP. “Now is the time to examine ourselves if indeed we are true and faithful to the tenets of the UP tradition or we have metamorphosed into an ugly shadow what we should be. According to reports, Kwabena Agyepong, the former General Secretary of the NPP, has indicated his intention to propose a suggestion to the National Council of the party. His suggestion is aimed at allowing both Boakye Agyarko and Francis Addai-Nimoh to compete in the upcoming Presidential Primary on November 4. Agyepong believes that both candidates should be given the opportunity to participate in the primary, as they both received the same number of votes during the party’s Super Delegates Conference. Boakye Agyarko, a former Energy Minister under Akufo-Addo’s first administration has said, the New Patriotic Party (NPP) as a political party does not belong to one person unlike some other parties. The Presidential candidate hopeful made the pronouncement when responding to the matters arising after President Akufo-Addo’s comment in an interview granted by OTEC Fm in Kumasi. He said: “Some parties belong to individuals but per our tradition, this party does not belong to one person, it belongs to all of us. If one person says something and it doesn’t go well, it affects all of us. We apologize. Mr. Agyarko said, the people of Kumasi needs to be pampered because they gave the party a lot of votes from that part of the country. “So what I’m asking is that they should tamper justice with mercy,” he stressed. NPP must rule for 60 years – Boakye Agyarko
Former Energy Minister Boakye Agyarko has said the ruling New Patriotic Party must rule Ghana for about 60 years to position the country well for economic prosperity and development. According to him, the NPP has demonstrated over the past five years since gaining power that it is capable of transforming Ghana if stays in government for a longer period. “…so after breaking the 8, then we hand over power to NDC? absolutely not. $170m JD: It’s ‘stupidity’ to blame me – Agyarko fumes; says Ghana better off than paying $7.2bn in excess charges
Former Energy Minister Boakye Agyarko has said “it is an act of ignorance and stupidity” for anyone to hold him responsible for the $170 million judgment debt slapped on the government of Ghana by a Commercial Court in London for unlawful termination of a power purchase agreement with independent power producer Ghana Power Generation Company (GCGP). “When a cabinet decides on a matter, how does it become the personal decision of the individual who has to do the representation of cabinet?” Mr Ayarko asked. “To think like that means you are not even fit to participate in governance”, Mr Agyarko said on Accra-based Citi FM. “A cabinet takes a decision based on a report produced by a technical committee and the sector minister is asked to go and implement the report then you say that it is the sector minister’s personal liability?” he wondered. The former minister noted: “when I was in office, some people tried to get me to vary the report as approved by cabinet and my position was clear that if you are a sector minister and cabinet approves, it does not lie within your remit to alter the decision by cabinet”. “So, it amazes me that some people can stick their mouth and say that because I was minister, I should be personally charged with the responsibility of that liability. It is ludic”, he said. Mr Agyarko, however, believes Ghana is better off with the $170 million judgment debt. “We have paid almost over $1 billion for excess capacity. The review committee estimated that the contract, as they were, if they were allowed to stand, the country will be paying at the end of the 13th year, $7.2 billion in excess capacity charges”. “Now, if the country is going to be saddled with $7.2 billion for excess capacity, we needed to rethink. In the PPA review, what it said was that if we could get the termination and the management of all the excess capacity, the liability that we will be faced with is about $600 million out of pocket.” “Now, $600 million in year one compared to $7.2 billion, now even if you do the next present value calculation and bring the $7.2 billion into a one-year payment, we are still better off”. “I don’t understand why the people whose time these excess capacity contracts were signed now have the guts and the audacity to accuse people who are trying to manage the mess they created”. Meanwhile, Pru East MP Kwabena Donkor, who was the Minister of Power in the erstwhile Mahama administration and signed the power purchase agreement with GPGC, which was later cancelled by the Akufo-Addo administration leading to a $170-million judgment debt, has said he is ready to face a probe by the Criminal Investigations Department of the Ghana Police Service as hinted at by Attorney General Godfred Yeboah Dame. Mr Dame had said the previous administration is to blame for the $170-million judgment debt slapped on the country by a London commercial court regarding the 2018 unlawful termination of the PPA. He, thus, intends lodging a formal complaint with the CID to probe the deal, which was signed between the two parties in the Mahama administration, since, according to him, a report by a committee constituted in September 2016 revealed that the agreement had issues and consequently resulted in excessive power supply. “The fact, as borne out by the PPA committee’s report, was that the agreement, together with other agreements, had resulted in such excessive power supply to the state”, he told Accra-based Joy FM, adding: “The state was going to lose $586m per annum and a cumulative cost of about $7.6billion dollars between 2013 and 2018.” “So, I think that when it comes to financial loss, it is so clear in my mind that the responsibility lies clearly with those who entered into the agreement”, he noted. The basic point, he said, “is that the entry into this transaction was unnecessary”. “The entry into this transaction was what resulted in financial loss to the state.” He revealed: “I, on account of all of this, am going to write a formal complaint requesting an enquiry by the CID into the conduct of the public officers who acted in the manner which resulted in the signing of an agreement which resulted in financial loss to the state.” “I think that first and foremost, the entry into the agreement itself was wrong”, he asserted. “There was no justification because their own committee determined that the agreement was going to result in excessive power.” “The committee set up by the NDC in 2016 – against the background of a recognition that there were so many PPAs entered into by the NDC administration, and, therefore, those agreements were going to result in excessive capacity development, as it was termed – came to a conclusion that this agreement had to be terminated. The committee singled out this particular agreement for termination”, he stressed. Responding to the AG’s comments, Dr Donkor, who superintended the contract in 2015, said government’s work is a continuum and, so, “if today, another attorney general, who the London court said had slept on the job, suddenly thinks he can divert attention by recommending investigations by the CID, it is his right”. “They can always conduct investigations but the truth always stands out”, he told Valentina Ofori-Afriyie on Class91.3FM’s mid-day news 12Live on Wednesday, 23 June 2021. “This particular agreement”, he noted, “had the shortest duration of four years and it was the only one that did not require any financial security from the Ghanaian state”. “It was signed in July 2015. Majority Leader should stop fooling — NPP’s Boakye Agyarko angry over selection of NPP flagbearer by consensus comment
Former Energy Minister, Boakye Agyarko, has taken a swipe at the Majority Leader in Parliament, Osei Kyei Mensah-Bonsu, for his recent comments on the upcoming NPP presidential election. Mr Mensah-Bonsu had recently made what is described as “unpalatable and unnecessary remarks” that the NPP shall select its next Flagbearer by “consensus”, in contravention of the NPP’s constitution. He further made an ethnocentric pronouncement on the upcoming elections within the NPP, saying it was time for a non-Akan person to lead the NPP. The Majority Leader in an interview with Accra-based Joy News said it’s unwise for the NPP to present another Akan as flagbearer for the party in 2024. “Inwardly, I know I also have the competence but is it wise for me now immediately after two Akans; Kufour had been the president, Akufo-Addo follows from the Eastern Region and there is a third Akan to follow? Doing introspection, I think it may not hold well for a party that is accused by some as being overly Akanistic party. But not everybody agrees with me. And that is the beauty of democracy,” Mr Mensah-Bonsu said. But speaking in an interview with Oman FM, Mr. Agyarko, a senior member of the NPP expresses disappointment in the Majority Leader for making such utterances, describing them as “bloody fool” and “infantile”. “Instead of ensuring that the party is deeply rooted for Ghanaians to know that we are serious people and that when we are given the mandate we do things right, we are there fooling. Why are we disturbing the party? The party has a constitution. For me normally, I will not have mentioned names but I’m disappointed with the majority leader. Boakye Agyarko named in tight Speaker race as NDC also prepares list for January 7 showdown
The name of former campaign manager of President Akufo-Addo and former Energy Minister Boakye Agyarko has been proposed for strong consideration as Speaker of Parliament ahead of the crunch convening of parliament on January 7th as the NDC also claims majority and prepares shortlist. This is after various names were proposed though it remains unclear which party will make the majority or minority. The opposition NDC has said it is also preparing a shortlist of persons for the role of the speaker on January 7th, which list include among others Alban Bagbin, Asiedu Nketia, Cletus Avoka and Justice W. Atuguba. So far, on the NPP side, Professor Ransford Gyampo, a political science lecturer at the University of Ghana proposed Freddie Blay as the next Speaker of Parliament. He said the current National Chairman of the party is best suited for the role in what will be a near-hung parliament. In a long write-up on why President Akufo-Addo should choose the former Ellembelle lawmaker, he said Freddie Blay has the experience to handle the novel Parliament.
