Bolgatanga MCE reveals challenges witnessed in his first year in office

The Bolgatanga Municipal Chief Executive Rex Asanga counts the challenges he faced in his first year in office as the Municipal Chief Executive. Apexnewsgh.com report According to Mr. Asanga, moving butcher to their new abattoir and the grain market stand so tall among other issues he faced in his first year in office. “The first challenge that faced me as MCE was in the area of decongestion, where we had to move the butchers from where they are operating t a new abattoir that has been lying idle for 4 years, and the butchers were resisting movement. When we had to move the grain sellers from the new market back to the old market which has been abandoned for the past 15 years and people were even rearing pigs and cattle inside it and most of the stores were locked up and nobody was using those store and I had to move the grain because the grain in the market pulls a lot of people. When you go there now, almost all the stores are occupied and the grains market is very active”.“That was a big Challenge because the grain market and the butchers were not ready to move, but we had to stand firm on our fit and eventually i succeeded in moving them. He said He also described the opening roads exercise as another challenging adventure witnessed in some parts of the Municipality within his one-year period. “When we began to open the roads, especially in some parts of the municipality Doportidongo. People had containers on our roads and these roads are on our map but eventually, they have been taken over by buildings, containers, and all that, and we came and say we wanted to open our roads and there was resistance but we had to do the needful. Because, at the end of the day, is a good thing for almost everybody. This is going to continue this year. The first quarter of this year, we are going to open up more roads”. He explained Revenue Mobilization is noted to be a huge problem, especially when it comes to running the Assembly’s day-to-day activities. Mr. Aasanga during our visit hinted that the Assembly is going to take issues of revenue very seriously in the year 2023. “One of the challenges I think we are going to tackle seriously is in the area of revenue mobilization. I think as an Assembly we are not doing too well and the task force that I set up, I don’t whether is for the reasons of resistance or whatever, they more and less gave up and the impact has not been what we are expecting in terms of revenue mobilization. But, this year we are going to go head-on”. He stressed However, Mr. Asanga said street lighting was one of the problems the municipality was facing at the time assume office and almost everyone on the radio was calling on the Assembly to fix the streetlights. Meanwhile, he acknowledges that not getting a permanent solution to the continuous power outages is a big challenge for him in his first year. It has been revealed that over 40 Basic Schools in the Bolgatanga Municipality of the Upper East Region have no classrooms or furniture. This was revealed by the Municipal Chief Executive (MCE) Mr. Rex Asanga during a press soiree organized by the Upper East Regional Coordinating Council (RCC) on December 15, 2021. Responding to a question asked about a neglected school in his community in Sumburungu known as Atampuurum B primary, Mr. Asanga acknowledged the school’s long-awaited predicament. According to him, there are over 40 neglected schools across the Municipality: “That’s true, me from that area i know the problem and is not just Atampuurum B primary. When I took up office, i asked the Municipal Director of Education to give me a list of all the schools that have no classrooms or furniture and she brought a list of over 40 schools. So we are looking to see how we can prioritize and begin systematically to see if we can solve some of these problems. The Bolgatanga Municipal Chief Executive Mr. Rex Asanga has hinted that butchers in the Municipality have concluded moving to the Yorogo abattoir in 2 weeks’ time. The MCE revealed this during a press soiree organized by the Upper East Regional Coordinating Council (RCC) to engage the media on developmental issues happening across the region. However, according to the MCE, the good current development is that the butchers themselves have agreed to move to the Yorogo abattoir within a period of 2 weeks. “The Yorogo Abattoir, the last general assembly meeting on December 15, they agreed they will move. We have since engaged the butchers, we have had several meetings very stormy one and they came after their own consultation to plead with us to give them two weeks”. “So, they have probably resolved to move on the 1st of January 2022. And we have said well if they have been dodging and not moving for 4 years or 5 years, so if is just 2 weeks that you need to move and we don’t have to fight, we will grant you the two weeks. Abdallah Salifu a Communication member of the Opposition National Democratic Congress (NDC) in the Bolgatanga Municipality of the Upper East Region who recently issued a threat of demonstration against the incumbent Bolgatanga Municipal Chief Executive (MCE) if appointed by the President in his new MMDCEs appointment said, is not true he attacked the MCE because of money owed him by the Assembly. Mr. Salifu gave his response during an exclusive interview with Ngamegbulam Chidozie Stephen of Apexnews Gh. In a recent interview granted by Apexnews Gh, the acting Bolgatanga Municipal Chief (MCE) Joseph Amiyuure who is currently seeking for re-appointment as the MCE for Bolga Municipal said, those attacking and threatening him with demonstration are against him because he wasn’t sharing them money. “We are in a democracy and people have their own views but, if is about work, I don’t think that there is anybody who has worked more than me among all of them there. Some of them think as an MCE, I should be sharing money with them”. Mr. Amiyuure said. However, responding to the comment made by Mr. Amiyuure about money sharing, Mr. Abdallah described his talk as a lose one insisting that, he did not attack him based on his inability to pay him for a job he completed since 2016, but purely based on a developmental issue “My attack on Joseph Amiyuure is purely based on developmental issues, he not paying for my contract is a secondary matter, am not the only contractor who he has not paid. In fact, we were about 5 contractors, who were given projects. The rest are still working on them, I have finished and they are also complaining of payment. A member of the opposition National Democratic Congress (NDC) communication team in the Bolgatanga Municipality of the Upper East Region Abdallah Salifu has said, the Bolgatanga Municipality needs the type of Peter Ayinbisa of Bongo District to bring development in the Municipality. According to him, the work of MMDCEs shouldn’t be seen as a spending officer job, but rather a job to more creative and anxious of looking for development in and outside the region for the betterment of the Municipality. Meanwhile, responding to the threat by the NDC communication member, Mr. Amiyuure said those threatening him and his party with a demonstration if appointed by the President to continue his good work may have personal issues against him. The first call was on the Regional Police Command where I took the opportunity to thank him and his men and women for the tremendous work in securing and preserving peace and security in the Region. He together with his operational commander briefed me on the current security situation and efforts at containing the emerging threats to security in the Region. Among others, they highlighted the following: I. Spate of armed robberies in the Region and the Municipality. ii. Influx and criminal activities of illegal immigrants in the Region. Iii. Operational re-allignment of staff as well as accelerated operationalisation of Divisional commands in Bolgatanga and Navrongo to improve coordination of intelligence gathering and deployment. iv. Challenges and efforts at resolving logistical constraints. 2. The second call was on a combined Divisional and Municipal commands where in addition to the issues raised by the Regional Police Command, the following were discussed: I. The need to intensify education on mob and instant justice with a call for the Judiciary to expedite criminal cases to forestall the confidence crisis. II. The need to operationalise the Police Station in Sumburugu. To this end I offered to assist them furnish the station. iii. The need for a new Police Station on the Sherigu- Naaga corridor for which I already submitted an application to the Municipal Assembly around November, 2020 to procure the services of a contractor and apply my share of the common fund to construct a Police Station in Sherigu. iv. The need for motor bikes for patrols to curtail the incidence of armed robberies”. The Upper East Regional Public Jobs Manager of the Zoomlion Ghana, Kojo Njabeore says through the efforts played by his company, the region for some time now has not recorded any case of coronavirus. The company since the outbreak of COVID-19 has been consistently carrying out disinfection and fumigation exercises on various public and private institutions, aid at curbing the spread of the virus in the region as well as the country. It was in that view that Mr. Njabeore said has helped to minimize the risk of students and individuals getting infected with the virus. “You will bear with me that my outfit since the virus outbreak has not been relaxed in fighting it, and has been carrying out various forms of exercises in and out of the region. That, I will say have helped us all to have low cases of COVID-19 records in recent times”, he says. Mr. Njabeore who spoke at the fourth phase disinfection and fumigation exercise in the Upper East Region said the fourth phase will focus on the second cycle institutions as well as the basic schools both public and private alike. “We are disinfecting all the public and private schools in the region and we have at least 52 senior high and technical schools and little over 4,300 basic schools to carry out this exercise. Though it has not been easy, we are on course and will definitely hit our targets. In fact, we are looking at one week to end this exercise and we hope to achieve the needed results we have set for ourselves as a company.” He, however, called on the public to keep on observing the safety protocols of COVID-19 at their workplaces and homes as the virus is still with them. Meanwhile, some of the School Heads and Senior Housemasters who were present at the exercise appreciated the company and vowed to keep practicing the social distancing protocols when schools resume. Mr. Napaala Stanislaus, Senior House Master at the Bolgatanga Senior High School said the school has been part of all the disinfection and fumigation exercises carried out in the region. “We are grateful to the company and to the government for making sure that the exercise comes timely, to help students stay safe when reported to the classrooms.
