The Member of Parliament for Bolgatanga East Constituency, Dr. Dominic Ayine has told his constituents that he has worked very hard to attain a very high influence in Parliament to the extent he immediately caught the eyes of the Speaker each time he wants to make any input in Parliament. NDC Primaries: See how your constituency looks like

A total number of Thousand Four and Ninty Two (1492) polling stations and Forty Nine (49) aspirants will be participating in the Parliamentary and Presidential primaries in the Upper East Region come Saturday, May 13. In the Upper East Region, it is clear some incumbent MPs are currently struggling to regain their mandates in the region as far as representing their constituents and constituencies in Parliament is concerned. The battle is becoming too tough few of these Members of Parliament. In fact, few of these incumbent MPs did not see this tough battle coming. Some of them were relaxed until Monday, May 8, 2023, when they started seeing massive competition from their opponents. Some of these MPs were strategic to remove money for their campaigns, especially in the area of lobbying delegates, some of these MPs also claimed their incumbency will do the magic for them but, happenings on the campaign ground have shown their mentality deceived them big time. Navrongo is one the place easily predicted a smooth win for the Incumbent, But as we speak, the incumbent is not finding it easy due to the ongoing Kessana and Nankana tribal campaign which seriously penetrating in favor of Mr. Simon. But, however, Mr. STC is pushing we are seeing him through because of the power of incumbency. Binduri is another interesting area to watch out for, the retired police who doubles as a lawyer, is showing some level of seriousness as far as capturing the ticket is concerned. The former MP for the area Dr. Robert who lost the seat to the NPP is equally fighting so hard. We are seeing him going through the contest. But it won’t be an easy journey or if you like a walk away for him. Chana/Paga is one of the areas, the MP Dalou is facing a massive contest, The MP himself is aware the battle is too tough for him at this stage. Alamzy is heard across all the branches. But the only challenges we observed that might go against Alamzy is also the tribal campaign against him as some claimed he is a stranger and also contesting from the same zone with Lawyer. They might share their votes and that may give the incumbent the opportunity. Garu is one of the areas the incumbent MP is not currently at peace especially with the caliber of personalities contesting him, especially with the name Dr. Thomas Anaba being on top. From what we have gathered already, the incumbent might not return back to represent the people of Garu. The majority believes he has served for 12 years which means 4 years as DCE and 8 years Member of Parliament and according to them, is time to give another person the opportunity to serve. Nabdam is a very strange area to watch out for, the incumbent Dr. Kurt Nawaane is not finding it easy, his contender Lamtiig Apanga has made the competition in the constituency an interesting one. In the history of the NDC internal party contest, this particular one has seen massive change. In the past, Dr. Mark Kurt Nawaane the incumbent, has been contested twice by Dr. Vida a University lecturer but has not witnessed such a tough contest as witnessed even in this current primaries. In the Nabdam Constituency, tribal campaigns cannot be ruled out. Nabdam constituency is having a total number of 50 polling stations and out of the 50 polling stations, Lawyer Apanga is said to be having the upper hand with 31 polling stations, only leaving just 19 for the incumbent MP. Even though, Dr. Nawaane has done his best in terms of development in the constituency example the Police post he constructed in Pelengu, the maths set he always donates to the BECE students, some boreholes he has constructed and schools fees paid for some students in the area. Lawyer Apanga, has also provided some development to the Nabdam people, for example, the 6 boreholes, COVID-19 donations and etc. However, he is also loved by his people. We are seeing a tough contest in the Nabdam constituency, the chances of both candidates is tiny. Meaning whoever that will emerge victories will win by just a small margin. Nabdam is an interesting place. Talensi, The number of candidates contesting for just one seat in the Talensi Constituency is making it difficult for us looking at their individual qualities. However, ‘if’ the zone factor plays as we normally witnessed in almost all the Talensi political elections, then the Talensi Constituency is likely to elect the youngest candidate amongst the eight in the person of Solomon TTB. This is because he is the only representative coming from the Eastern Zone which is perceived to have the largest votes. Zinekena Solomon TTB, Edward Awunore, John Yaro, Mahama Dung Daniel, Nathaniel Daraan Kugre. Pusiga: This is another interesting area to watch keenly. We observed that delegates were not happy with the incumbent MP. The MP has been in power for almost 12 years and yet she couldn’t provide the party with a car, which has caused the party always going to NPP to borrow their party car ‘No empowerment for party members. She is a ‘boss’ not a ‘leader’ They also claimed she is now trying to use material things to buy their conscience. Note: No one can underrate the power of incumbency at the eve night. From the views we gathered from those who matter in the Pusiga Constituency, Mr. George B. Azungah is likely to lead NDC to the Promised Land as the Pusiga Parliamentary Candidate ahead of the 2024. Election petition: CJ hauls Ayine to GLC for ‘disparaging comments’ about SC’s conduct

Chief Justice Kwasi Anin-Yeboah has hauled former deputy Attorney General Dominic Ayine to the Disciplinary Committee of the General Legal Council and petition the body to cause a probe to be conducted into some “disparaging comments” made by the main opposition National Democratic Congress MP. The CJ’s complaint concerns some comments made by Dr Ayine regarding the posture of the Supreme Court during the hearing of the 2021 election petition which affirmed President Nana Akufo-Addo’s victory. The Bolgatanga East MP, according to the petition addressed to the Chairman of the Disciplinary Committee of the General Legal Council, is claimed to have said during a panel discussion on ‘Presidential Election Petitions and their Impact on Africa’s Democracy that: “The Supreme Court’s failure to apply the rules of procedures as well as the consistent and continuous dismissal of the petitioners’ applications or reliefs, were the basis of his assertion”. The Chief Justice complained of similar ‘scandalous’ statements made by Dr Ayine during the hearing of the election petition for which he apologised “profusely” because they were “unbecoming of a lawyer of his standing” and also as a former deputy attorney general.” The CJ, therefore, according to the letter, “finds his alleged disparaging comments totally unacceptable and would like you to investigate this matter further”. Positing his views on the matter, Prof Stephen Kweku Asare, a D&D Fellow in Public Law and Justice at CDD-Ghana, said: “The Danquah Institute organised a workshop on the 2012 election petition where speakers such as Sam Okudzeto, Professor Frimpong etc., discussed and criticised the judgment. I supported the Institute in doing so then and still do”. “I wrote many commentaries criticising the judgments, including the contempt proceedings even while the trial was still ongoing, incurring the displeasure of Justice Atuguba”, the KPMG Professor in accounting at the Fisher School of Accounting noted. “Others, many lawyers included, openly and vigorously questioned aspects of the judgments and raised issues about the independence of the judiciary.   “Nobody, to my knowledge, was referred to the GLC for investigation. And that is right. The judiciary is an arm of government and is not immune from scrutiny and accountability. “What then has changed for those who now raise similar questions, in the spirit of judicial scrutiny and accountability, to be referred to the GLC for investigation and potential disciplinary action? “And why are such referrals, coming as they are from the highest echelons of the judiciary, not publicised? Is the public not supposed to know? “We cannot be free to criticise the judiciary and be quiet when others are stopped from doing the same thing that we are allowed to do. “It does not matter whether we agree or disagree with the criticisms. The important thing is that people are free to criticise and those who disagree with the criticisms are also free to offer their opinions. “The needless effort to silence some people in this polity must stop immediately to save the judiciary from itself”, he said. He demanded “the immediate and unconditional cessation of any and all investigations commenced by the GLC following referrals made by the judicial secretary on commentaries made about the 2020 election petition”. Prof Asare also observed thus about Dr Ayine’s woes: “He shakes his head in court, he gets trouble. He speaks during the election petition, he gets trouble. The Supreme Court on Thursday, 25 February 2021, discharged former deputy attorney general Dr Dominic Ayine after he purged himself from a contemptuous comment he made against the Justices of the Supreme Court regarding the ongoing election petition hearing. The court met to consider Dr Ayine’s apology and retraction of the contemptuous comments. Dr Ayine apologised for saying the court had a “predetermined agenda” to rule against former President John Mahama, the petitioner, after he was cited for contempt. “I have looked at what I said that day and I have come to the conclusion that I went overboard, I crossed the line with respect to the remarks that I made”, Dr Ayine told the media on Monday, 22 February 2021 after his contempt hearing. Dr Ayine also wrote an unqualified apology to the court and the Justices. Background Dr Ayine’s comment came after the apex court on Tuesday, 16 February 2021, ruled that Mr Mahama could not reopen his case for the sole purpose of subpoenaing the star witness of the Electoral Commission and using her as an “adverse” witness. In his media address, Dr Ayine said: “The Supreme Court asked itself a question, which we deem as a wrong question and answered that question. It said: why does the Chairperson need to account to the people of Ghana when she’s not a party to the suit”. “Now you’ll recall that counsel made it clear that one of the reasons we are in court is because of the unconstitutional conduct of Mrs Jean Adukwei Mensa as the returning officer under the Constitution and it is not true that there is only one issue that needs to be determined in this matter”, the lawmaker said. He continued: “I am surprised that the Supreme Court itself, having set down five key issues to be determined, is now reducing the issues to one, which is whether and extent to which the evidence that we have led, shows that no one got more than 50 per cent of the votes in accordance with article 53 of the Constitution”. “But we have made it abundantly clear in the petition that there were a number of infractions”. “We are contesting even the constitutionality of the declaration that was made. We are saying that she violated article 23 of the Constitution because she’s an administrative body”. “We have also said her exercise of discretion was contrary to article 296 of the Constitution”. “These are all germane issues under the Constitution and laws of Ghana and to reduce the petition into a single-issue petition, is rather unfortunate and smacks of a predetermined agenda to rule against the petitioner in this matter”. A spokesperson for President Nana Addo Dankwa Akufo-Addo’s legal team, Mr Kojo Oppong Nkrumah, described Dr Ayine’s assertion as “unfair to the judicial system”. Speaking to the media, the former information minister said: “It is not fair to the judicial system, it’s not fair to our democracy, it’s not fair to the people of Ghana that when you lose an application because it is not grounded in law or because you’ve failed to meet the legal standard, then you come here and literally poison the minds of the public and make claims that they may be having a predetermined agenda. That’s scandalous of the court”. “When you make a legal argument and it is upheld, that one is good; when you make an argument and it doesn’t meet the threshold, then it means that they are wrong in law or that they have a predetermined agenda. “The Supreme Court has not reduced the petition to a single issue. Lead Counsel for the 1st Respondent in the Election Petition hearing, Justin Amenuvor, has shown solidarity to colleague Lawyer Dominic Ayine who was cited for Contempt by the Supreme Court. According to Justin Amenuvor, he has been friends with the spokesperson for the Petitioner for as long as possible and was even the best man at his wedding thus he was only there to show support. His statement comes after a judge asked whether he [Amenuvor] came to support his roommate adding that his name was not part of the Lawyers involved in the case. “Yes my Lord, I came to support my roommate, best man and my best friend. I am not appearing as Counsel but as a friend of Dominic Ayine and a best man at his wedding. He was Commonwealth Hall Secretary in our year, he’s a very good friend of mine. We go way back.” Dr Ayine was found guilty for some comments he made while addressing the media on February 16, 2021. According to him, the apex court had a “pre-determined agenda” to rule against the Petitioner and flagbearer of the National Democratic Congress, John Dramani Mahama. Following the hearing on February 21, Dr Dominic Ayine was called to mount the witness box to explain the reason for his utterances. According to him, it wasn’t his intention to mar the reputation of the Supreme Court and quickly apologized to the Justices on the bench. The Chief Justice, Kwesi Anin-Yeboah, conditioned that he would only be forgiven if he [Ayine] rendered an unqualified apology and retracts the ‘scandalous statement’ through the medium he defamed the apex court of Ghana on. Following the retraction and apology, the Supreme Court discharged the case while advising the former Attorney General to be cautious with his utterances and not cause further him to his profession and the Supreme Court. “We want to struck out having apologized and purge yourself from contempt”.
