Archbishop of Canterbury reminds Anglican Church of Ghana their 1998 commitment on…

The Archbishop of Canterbury, the Most Revd Justin Welby has told the Anglican Church of Ghana that the global Anglican Communion is committed to upholding both the traditional teaching on marriage as laid out in the 1998 Lambeth Conference Resolution I:10 and the rights of every person, regardless of sexual orientation, before the law. The UK Anglican Bishops are not satisfied with the decision by the Anglican Church in Ghana to support the anti-gay bill which is currently in Ghana parliament. The majority of the churches in Ghana, including the House of Bishops of the Anglican Church of Ghana is endorsing the passage of the Bill against LGBTQI+ According to them, the practice of same sex is not only unbiblical but also evil. I will be speaking with the Archbishop of Ghana in the coming days to discuss the Anglican Church of Ghana’s response to the Bill. “The majority of Anglicans within the global Anglican Communion are committed to upholding both the traditional teaching on marriage as laid out in the 1998 Lambeth Conference Resolution I:10, and the rights of every person, regardless of sexual orientation, before the law. Completely reject LGBTQI+ in Ghana – Christian clerics to Akufo-Addo

Some Christian clerics led by the Chairman of the Church of Pentecost, Apostle Eric Nyamekye, have asked President Akufo-Addo to ensure that all avenues for LGBTQI+ sexuality are shut in Ghana. They made the appeal when they, comprising the Methodist Church, Apostolic Church, and Christian Council, presented a memorandum to the constitutional, legal and parliamentary affairs committee in support of the anti-LGBTQI+ Bill before parliament. The 36-page bill, which is yet to be considered by parliament, seeks to unequivocally criminalise LGBTQI+ activities. Among other things, it says people of the same sex who engage in sexual intercourse are “liable on summary conviction to a fine of not less than seven hundred and fifty penalty units and not more than five thousand penalty units, or to a term of imprisonment of not less than three years and not more than five years or both.” It covers any person who “holds out as a lesbian, a gay, a transgender, a transsexual, a queer, a pansexual, an ally, a non-binary or any other sexual or gender identity that is contrary to the binary categories of male and female.” The legislators promoting the bill submitted a copy of the draft to the Speaker of parliament on 29 June 2021. The bill is not only targeting persons of LGBTQI+ orientation but also promoters of such spectrum of sexuality. For instance, it proposes that: “A person who, by use of media, technological platform, technological account or any other means, produces, procures, markets, broadcasts, disseminates, publishes or distributes a material for purposes of promoting an activity prohibited under the Bill, or a person uses an electronic device, the Internet service, a film, or any other device capable of electronic storage or transmission to produce, procure, market, broadcast, disseminate, publishes or distribute a material for purposes of promoting an activity prohibited under the Bill, commits an offence and is liable on summary conviction to a term of imprisonment of not less than five years and not more than ten years.” Additionally, it suggests that persons who engage in any activity that “promotes, supports sympathy for or a change of public opinion towards an act prohibited under the Bill” be held liable on summary conviction to a term of imprisonment of not less than five years or not more than ten years. It also wants all LGBTQ+ groups, societies, associations, clubs, and organisations disbanded. Flouters of this section could face up to not less than six years or not more than ten years imprisonment. However, a group of academicians and other professionals, who also presented a memorandum to the committee expressing their opposition to the passage of the bill, have raised serious concerns about the document. According to the group of 18, the bill, Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, when passed into law, would erode a raft of fundamental human rights, as enshrined in the 1992 Constitution. Members of the group opposing the anti-gay bill include Mr Akoto Ampaw; author, scholar and former Director of the UN Economic Commission for Africa, Prof. Emerita Takyiwaa Manuh; a communications and media expert, Prof. Kwame Karikari; the Dean of the University of Ghana (Legon) School of Law, Prof. Raymond Atuguba, and the Dean of the University of Ghana School of Information and Communication Studies, Prof. Audrey Gadzekpo. The Director of the Institute of African Studies, University of Ghana, Professor Dzodzi Tsikata; the Executive Director of the Ghana Centre for Democratic Development (CDD-Ghana), Professor H. Kwasi Prempeh, and a former Executive Director of CDD-Ghana, Prof. Kofi Gyimah-Boadi, are also members of the group.  Others are Dr Rose Mensah-Kutin, Dr Yao Graham, Mr Kwasi Adu Amankwah, Dr Kojo Asante, Mr Kingsley Ofei-Nkansah, Mr Akunu Dake, Mr Tetteh Hormeku-Ajie, Dr Charles Wereko-Brobby, Dr Joseph Asunka and Nana Ama Agyemang Asante. In their view, railroading it through would mean challenging Ghana’s 1992 Constitution. Executive Director of the Ghana Centre for Democratic Development, CDD-Ghana, Prof H.K. Prempeh has mounted a strong defense of the right of the LGBTQI+ community to advocate to not be persecuted or harassed for who they are, stressing that the rights of advocates cannot be curtailed merely because they identify as LGBTQI+. Prof Prempeh argued that is cannot be unconstitutional for people who identify as Lesbian, Gay, Bisexual, Transgender, Queer, Intersex and other sexual orientation ( LGBTQI+) to come together to fight to be allowed to coexist with straight people in the community. His comments come at a time there is renewed advocacy for the rights of the LGBTQI+ community in the midst of a crackdown by government and religious organization as well as other bodies. The discussions on the LGBTQI+ community have been sparked by news of the opening of an LGBTQI+ office in the country. While many on social media have kicked against the acceptance or legalisation of homosexuality in the country, calling on Government to tighten legislation on the matter, persons like Prof Prempeh have written favourably for the community. “Once upon a time in human history and society, consensual sexual relations, including procreation, between persons of different “races” was proscribed as “miscegenation”, because it was deemed offensive to the  “natural order of things”. The legal proscription of miscegenation found support and justification at the time in some Christian doctrine, as it does today on the fringes of that religion. (Chattel slavery, too, enjoyed support and protection from both law and religious doctrine at various times in history)… Is an “LGBT Office” or Association per se illegal–they say it’s even a threat to “National Security”–merely because an existing law (with origins in colonial era legislation), which finds support among certain faith communities, proscribes so-called “unnatural carnal knowledge”? Assuming, for the sake of argument, that such a law is deemed not unconstitutional by a contemporary court (btw, apex courts in a number of common law jurisdictions like India and Belize have recently invalidated similarly worded statutes), how exactly does one go from saying that such a law is not unconstitutional to then saying that, persons not otherwise engaged in the proscribed conduct may still not band together as an association even to advocate the repeal of such a law or to protest abusive use of such law to target and harass persons on the assumption that they may be predisposed to engage in such conduct (whatever that means)?” He questioned. Amidst the raging controversy regarding the opening of an office by members of the Lesbians Gays Bisexuals Transgender Queer and Intersexed community (LGBTQI), President Nana Addo Dankwa Akufo-Addo has ordered for the swift closure of same at Tesano in Accra. Mynewsgh.com reports that a combined team of heavily armed police accompanied by armed National Security officials in mufti trooped the alleged LGBTQI premises and ordered all operations and activities to cease with immediate effect. Additionally, all persons occupying the building were also asked to vacate the premises. According to mynewsgh, the closure was confirmed by ardent critic of the LGBTQ community who is the Executive Secretary of the National Coalition for Proper Human Sexual Rights and Family Values. Moses Foh-Amoaning had earlier called on the government to close down the newly opened LGBT office in Tesano. Further explaining the development, Mr Foh-Amoaning noted that his outfit, which comprises of the Christian Council and the Catholic Bishops Conference, the Muslim community as well as the traditional community would do everything in their power to fight the LGBTQI agenda in the country should President Akufo-Addo fail to heed the numerous calls to bring conclusion to the matter. Founding President of IMANI Africa Mr Franklin Cudjoe has dismissed assertions on social media that his organization received funding from Lesbian, Gay, Bisexuals, Transgender, and Queer Individuals (LGBTQI) groups. He stated that IMANI has not received any support from these groups. However, Mr Cudjoe stated that if such groups decide to give unconditional funds to IMANI for its mission of holding public officers accountable, the think tank will not hesitate in accepting the money. The Ghana Catholic Bishop’s Conference (GCBC) has joins to shut down the recently commissioned office of LGBTQI office in Ghana. This comes after the EU in Ghana participated in the opening of an office space for LGBTRights Ghana and called for equality, tolerance and respect for the group. GCBC in a statement signed by its president Most Rev. Philip Naameh said the Conference associates itself with Lawyer Moses Foh-Amoaning and the coalition that are crusading relentlessly against homosexuality in Ghana. “We call upon the President of the Republic and Parliament to state unambiguously their position on the matter of homosexuality and its practice in Ghana. We also call on the Government of Ghana to close down the LGBTQI office space that was recently opened in Accra. “We, the Catholic Bishops of Ghana, write to condemn all those who support the practice of homosexuality in Ghana. We also write to support the position of Lawyer Moses Foh-Amoaning and the Coalition who for years has been championing the crusade against homosexuality. We also commend other individuals who have spoken in condemnation of this practice”, the statement said. The Conference backing its position on the matter with the scripture on the practice of homosexuality said the bible describes it as “perversion and a pagan abomination” — citing Lev 18:22, Lev 20:13, Gen 19:1-28, Rom 1:26-27, 1 Cor 6:9-10, and 1 Tim 1:10. The Church, according to the Conference “sees the practice of homosexuality as being incompatible with the creation stories relating man and woman in Genesis. In the opening chapters of Genesis, the creation of the sexes by God is presented as having a twofold purpose: men and women are meant to come together in a one-flesh unity of life (Gen 2:24) and to beget children (Gen 1:28). “Since sexual activity was seen to be ordered to procreation and the continuance of the human race, any form of sexual activity other than heterosexual intercourse is against nature and is a clear violation of right reason. To choose someone of the same sex for one’s sexual activity or for marriage is to annul the rich symbolism and meaning, not to mention the goals, of God’s sexual design. Homosexual activity is not a complementary union, able to transmit life, and so it thwarts the call to a life of that form of self-giving which the Gospel says is the essence of Christian living”. The Council clarified that the Church does not condemn homosexuals or people who have “homosexual tendency” but it condemns “homosexual acts that homosexuals perform”. It stated that homosexuals are created in the image of God and for that matter should enjoy the same fundamental right as everyone else such as the right to life, personal liberty and due process of law; to freedom of thought, expression, religion, organization, and movement; to freedom from discrimination on the basis of race, religion, age, language, and sex; to basic education; to employment; and to property. GCBC is calling on the government of Ghana not to succumb to pressures to legalize LGBTQIs rights in Ghana. “Finally, we also urge the Executive and the Legislature never to be cowed down or to succumb to the pressure to legalize the rights of LGBTQIs in Ghana”.
