The Media Foundation for West Africa (MFWA) has fully endorsed and supported the decision of the Ghana Journalists Association (GJA) to impose a total media blackout on Mavis Hawa Koomson, the Minister of State for Fisheries and Aquaculture Development, and to stay away from her in any public capacity. This decision comes as a response to the increasing number of crimes against journalists and the lack of action by the state to address these crimes. The MFWA believes that it is crucial for the media community to take drastic measures to protect the rights and safety of journalists, considering the growing impunity for crimes against journalists. Therefore, they commend the GJA for their bold decision and appeal to all media houses and journalists in the country to adhere to it. The MFWA also suggests that the media boycott should extend to all activities of the Ministry of Fisheries and Aquaculture Development as long as Mavis Hawa Koomson remains in office. The decision of the GJA was prompted by an attack on journalist David Kobbena, who works for Cape FM, allegedly by supporters of Mavis Hawa Koomson. The attack took place on January 4, 2024, and has been strongly condemned by both the GJA and the MFWA. David Kobbena, known as Ohene Kwame David on radio, was covering the vetting of aspiring members of parliament for the ruling New Patriotic Party when he was assaulted. According to Kobbena, he was sitting under a summer hut at the premises when two ladies approached him and accused him of insulting Hawa Koomson during a panel discussion on UTV. Despite his denial and providing evidence, a gentleman also accused him of the same. Soon after, he was attacked by around fifteen thugs who beat him. Fellow journalists intervened and rescued Kobbena. Mavis Hawa Koomson herself arrived at the scene but left without saying a word after being briefed by the assailants. Kobbena reported the incident to the NPP executives conducting the vetting and to the Kotokoraba Police Station, where he received a medical form to seek treatment at a hospital. The MFWA is deeply concerned about this attack on journalists and calls for immediate action. They urge the New Patriotic Party to demand answers from Hawa Koomson and take steps to identify and punish the attackers. As the assault was allegedly in retaliation for alleged insults against her, the Minister must cooperate with the police to find the culprits and clear her name. New Patriotic Party Expresses Discontent with Ghana Journalists Association’s Directive

Bawku killing: Hawa Komson’s body guard arrested.

A trigger-happy secondary school leaver, Simon Sandow Zanya has been arrested over the gruesome murder of a tricycle operator in Bawku, police sources has said. Simon is said to have stormed Sabongari, a suburb of Bawku on the afternoon hours of July 29, 2021 with an AK 47 riffle and sporadically shot indiscriminately leading to the death of one Mohamme Mahmood. Simon is said to be at loggerheads with someone in the Sabongari vicinity over a tiny parcel of land. On the said day, a misunderstanding ensued between Simon and the other claimant. In an unprovoked manner, Simon is said to have rushed home only to return with the high volatile riffle. Simon, who is said to be providing private security (body guard) to the minister of Fisheries and Aqua Culture, Hawa Komsom was heard boasting of his bravery at the scene of the shooting. He is mentioned as one of the personal security details of the Hawa Komson and was actively involved in the election-nearing gun shots brouhaha that greeted the now fisheries minister constituency. Many peace loving residents of Bawku were taken aback at his behavior at a time peace was seen gaining momentum in the unpredictable trouble enclave. “In fact, we were all shocked at the entire issue. It is highly barbaric and condemnable.” A resident told this outlet. Simon Zanya played a slippery tactics with local police after the gruesome killing of Mohammed until a Bawku district magistrate court issued a warrant of arrest on him. The warrant was eventually wired by the regional police command in a presser signed by ASP David Fianko – Okyere. Simon hits back at police. Hours after the Bawku magistrate court issued the warrant for his arrest, Simon Zanya In a displeased posture, countered the warrant in an address-less press release. In the said release, he stated “I am however at great pains with the manner in which it has gone about with the issue under reference because I have a fixed place of abode in Bawku either in my private residence or Zanya family house at North Natinga”. He furthered that he was prepared to avail himself before the police. A reliable source at the magistrate court disclosed to this outlet that courts don’t issue warrants if the person standing trial cooperates, thus deflating Simon’s claims in the rejoinder. Interestedly, his hit-back rejoinder was splashed on a Facebook account (Bawku links). An account noted for inciting violence as we as tribal attacks. Handlers of the account are said to be faceless. They have recently used the account to dare local police in the region. Prominent opinion leaders have express their displeasure over the activities of the group. Soldiers storm court. The premises of the Bawku magistrate court was filled with a galaxy of armed soldiers on Monday August 23, when Simon made his first appearance before the court. He was accordingly remanded by the court. His lawyer noted that his presents in court was not to seek bail for his client, adding that the said court has no jurisdiction over the case. His lawyer, Anthony Namoo told The Herald that his client is a law abiding citizen and that a call from the police was enough for Simon to report himself. “I presented him to the police. Operatives of the National Security in recent times have come under bizarre attacks for unwarranted gun fires that resulted in the death of many people. Vetting: Oppong Nkrumah, Hawa Koomson finally approved
The Appointments Committee of Parliament has finally approved and recommended to the house for approval, the nomination of Madam Hawa Koomson, Mr Kojo Oppong Nkrumah, and Dr Owusu Afriyie Akoto as sector ministers by majority decision. Initial reports by various credible media platforms have it that the ministers-designate of Information; Fisheries and Aqua Culture; and Food and Agriculture, respectively, was rejected by the minority members on the committee due to some few reasons. Meanwhile, the report of the committee says that, the three were recommended for approval by majority decision of Appointment Committee. Others, including the Minister-designate of National Security, Mr Albert Kan Dapaah; Minister-designate for the Interior, Mr Ambrose Derry and Minister-Designate of Defence, Dominic Nitiwul, have also been recommended for approval by consensus. Below are the reasons from the Minority MPs on the committee for rejecting some of the nominees who have been approved by majority decision: REJECT LIST 1) Hawa Koomson (MP) a) The Minister-designate for Fisheries and Aquaculture Development could not provide convincing grounds for the shooting incident during the Voter Registration Exercise in Kasoa on 20th July 2020 even though we acknowledge her belated apology for her recklessly dangerous conduct. b) Furthermore, claims of an ongoing investigation by the Police did not come across as credible considering that there has been no update from the police more than 8 months after the unfortunate incident. Our checks also point to the fact that she has not provided any statement to the police as of yet. c) The nominee confirmed the identity of close associates who have unleashed a reign of terror on helpless political opponents in the pursuit of their narrow political ends. d) The Minister-designate displayed an alarmingly abysmal lack of knowledge on the sector she was nominated for, making her unfit for the portfolio and therefore untenable to secure the approval of members of the NDC caucus. 2) Dr Owusu Afriyie Akoto a) The Minister-designate for Food and Agriculture was untruthful under oath to the Committee on the circumstances leading to the abrogation of the Fruit and Export Terminal Contract of 2015 by GPHA on his express instructions as contained in a letter dated 11th January 2021. b) He was untruthful under oath about his directive ordering GPHA to issue a license to Fruit Terminal Company Ltd and how his actions could lead to a US$50million judgement debt. c) The nominee was grossly insincere with the Appointments Committee on his special relationship with the Director of AMG Company Limited, Mr Ernest Appiah and the latter’s control of fertilizer contracts awarded by the Ministry. d) The Minister-designate was particularly discourteous, downright condescending and offensively arrogant in his appearance at the committee which is not the kind of attitude expected of public servants. 3) Kojo Oppong Nkrumah (MP) a) The Minister-designate for Information was not the least candid with the committee on the multiple infractions of the law leading to the Bank of Ghana’s revocation of the license of Oval Microfinance – a company in which he was 83% majority shareholder. b) He failed to admit ethical liability for the related party lending between Oval Microfinance and West Brownstone which also belongs to him. He also denied outstanding obligations to Oval Microfinance despite the BoG’s examination report establishing the contrary. c) He peddled untruths under oath about the circumstances leading to investigative journalist Manasseh Azure relocating to South Africa with the assistance of the Media Foundation for West Africa when the journalist faced threats to his life. d) The nominee was quite evasive on his association with MX24 TV which is owned and managed by his wife with other family members such as Kwabena Oppong Nkrumah serving as shareholder/Trustee for the parent company of MX24 TV known as Black Volta Publications Limited incorporated recently on the 4th of April, 2017 when the nominee was serving as Deputy Minister for Information. Tuna Association wants Hawa Koomson rejected as fisheries minister
The Ghana Tuna Association has petitioned the Speaker of Parliament over the poor performance of the nominee to head the Fisheries and Aquaculture Development Ministry, Mavis Hawa Koomson. The association feels the nominee is not capable of running the Fisheries and Aquaculture Development Ministry. It highlighted some sector concerns in the petition like the collapsing pole and line sector, the dearth of skilled labour, international relations matters concerning climate change, among others. Critics have said Mrs. Koomson did not demonstrate an adequate understanding of the sector. In its petition, the association said Mrs. Koomson’s “basic skill sets, biases and passions are such that they may not fit into dealing with the challenges that the sector faces currently and the other workings expected of the sector minister.” Though the association said it has been so willing to work with any person who is appointed at the pleasure of the President it noted that “recent experiences have taught us that we need as stakeholders to pick the early signals and submit our concerns to the attention of the appointing authority for whatever remedy that may be available, in order to protect our industries and businesses from decisions that are likely to impact them negatively and further collapse the sector”. I regret Kasoa gun shooting incident – Hawa Koomson
The Minister-designate for Fisheries Mavis Hawa Koomson says she regrets her gun shooting incident at Kasoa during the voter’s registration exercise. “I’d want to put on record that the incident didn’t happen at the polling centre. It happened about 150 meters from the polling centre but I still regret it. I wish it never happened in our political history,” the former Special Development Initiative Minister told the Appointment Committee Thursday during her vetting. She noted that the gun she used was registered. The MP who has confessed to firing a warning shot at the polling centre claimed it was to defend herself after feeling threatened while touring registration centres at Kasoa. Civil Society groups, as well as security analysts called for her arrest, prosecution and resignation. Security expert Professor Kwesi Aning said the action by the Minister undermines President Akufo-Addo’s fight against vigilantism in the country. According to him, the MP is unfit to hold herself out as a lawmaker and also as a member of the ruling New Patriotic Party. Care for Free and Fair Elections Ghana “CARE” Ghana, has petitioned the Appointments Committee of Parliament to reject the nomination of Mavis Hawa Koomson as Minster for Fisheries and Aquaculture-designate. The group wants the Member of Parliament for Awutu Senya East Constituency’s ministerial nomination rejected based on her credibility deficiency, violent tendencies and incompetence. According to the petition, “Hon Mavis Hawa Koomson as a minister for Special Development Initiative presented to Parliament a budget of GHS800,000.00 for the development of a website that cost GHS80,000”. The petition continued: “This act of deception indicates her lack of credibility and smacks of corruption which is detrimental to the development of our nation. This act of corruption has impose untold hardship on Ghanaians especially those living in depressed communities denying them of basic social amenities and developmental project required to improve their living conditions,” adding that: “Her action is in clear violation of the law and contrary to the behaviour expected of a minister of state. Owing to this, she has lost credibility and public respect thereby preventing her from holding any future ministerial position”. CARE Ghana also cited “Hon Koomson’s frequent engagement in violent activities” which is “at variance with the code of conduct strictly observed by ministers of state and does not reflect the supposed demeanour of a minister”. CARE Ghana further noted that the former minister for Special Development Initiative performed poorly in the last four years. “Hon Mavis Hawa Koomson’s poor performance in her previous appointment as the former minister for Special Development Initiative immediately disqualifies her from becoming the Minister for Fisheries and Aquaculture. As a minister for development she did very little in terms of development to alleviate the suffering of the masses. The poor implementation of the ‘One Village One Damn’ initiative under the Special Development Initiative and her supervision of the construction of dug outs instead of damns needed for irrigation and other agricultural activities in the dry season worsened the plight of the communities deprived of water,” the petition noted. It obvious that some ministers were seen as controversial in Akufo Addo’s first administration and they are likely not to get a second chance in the Akufo Addo’s second administration. OSAFO MARFO Many are of the view that Yaw Osafo Marfo, was the reason for the alleged attempt by the government to ask the Auditor General to go on leave in order to shed some wrongdoings and misappropriations of public funds by the government and its appointees. This was his response too, “What is in his head, let us take him to a psychiatric hospital for examination” He made the pronouncement during an interview on Kumasi-based Otec FM. So, some of these misconduct will effect his chances this time. Carlos Ahenkorah Carlos Ahenkorah the former Deputy Minister of Trade and Industry was asked to resign when it was confirmed that he visited a gathering despite COVID-19 positive status. Ghanaian were not unhappy with his posture then, even as a top government official who should know better.
