Just a week after the opposition National Democratic Congress (NDC) organized a massive press conference demanding the return of the Brazilian contractor in charge of the Bolga-Bawku road Queiroz Galvao who left site due to alleged issues of debt restructuring and so on, the Communication Breau of the governing New Patriotic Party (NPP) in the Upper East Region has responded to the NDC in what was also described as another massive press conference. PETER AYINBISA AYAMGA, DIRECTOR OF COMMUNICATIONS Introduction Good morning distinguished ladies and gentlemen of the press and thank you for joining us today. We have called this press conference to address some of the recent statements made by NDC concerning the Bolgatanga, Bawku-Polimakom Road and the purported shortage of some routine vaccines in the region. We will therefore use this opportunity to set the record straight thus setting the record straight, the HARD TRUTH. We in the NPP believe it’s important to provide a different perspective on the real issues at hand, deliver a truer representation of the issues, and to offer a response to the deliberate misinformation peddled by the NDC. This will thus offer clarity on the matters and to offer a path forward that is based on facts, common sense, and a commitment to the well-being of the people of the region. It is commonplace that a healthy and vibrant democracy requires a diversity of viewpoints and a willingness to engage in open and honest discussions about the issues that affect us all. To do this, our discussion will focus on the following thematic areas. We will seek to question the moral-rightfulness of the NDC to talk about the Bolatanga Bawku –Polimakom road. Punch at some deliberate attempts to suppress the facts for political expediency. Offer you some background of the project with up-to-date progress report. Highlight on some major achievements of the government on road infrastructure in the region. Comment on the purported shortage of routine vaccines in the region. The NDC Cannot Question Us on the Bolgatanga, Bawku-Polimakom Road Ladies and gentlemen, prior to the coming into office of the NPP government in 2017, the region was bedeviled with bad roads. The abysmal performance of the NDC in the road sector reflected the terrible nature of our roads at that time. An accurate and true reflection of the NDC’s double standard and indeed hypocrisy is cited by Mr Offei-Akoto Ayeh’s report as captured by A1 Radio in 2016 which details the travesty of the NDC’s deceit, concerning this road as far back in 2012. A portion of the statement reads as follows; “In 2012, the youth of Bawku and commercial drivers hit the streets to register their displeasure about the state of the road that leads to one of the nation’s busiest commercial towns. The protest was followed with commercial drivers refusing to ply the road, leaving passengers stranded and as expected in an election year, heavy duty vehicles and equipment’s were moved to the site and the supposed fixing begun. However, work on the road seized after the elections with all the heavy-duty equipment disappearing into thin air”. There is no gain saying that the pretense of working on the road was to trick the people of upper east for votes. Ladies and gentlemen, in the same report, the then sitting President made a categorical pledge to the Kusaug people to fix the road; “I want to promise you that the next time I come to Bawku the road between Bolga and Bawku will not be the main issue, as soon as I go back to Accra, I am going to speak to the road minister and you will see for yourselves the difference that will take place.” Additionally, in 2015, John Mahama is quoted by the above cited news report promising yet again on this road having done so three years earlier without any work to show. He was emphatic that “I know that is a very important road and I can assure you that by the time I’m coming back next year, it will be in a much better condition than it is now.” Ladies and gentlemen of the press, was this road anything close to better before the NDC left power in 2016? It is quite depressing if not heartbreaking that at the back of all the failed promise and ‘politrick’, they had as much as 12 Members of Parliament who could not convince their own President to attend to the teething plight of their constituents. It is therefore worth asking if the NDC and their John Mahama have any credible basis to be questioning the NPP about this road. You the good people of the upper east trusted them, you thought they were partners in development, but they shrugged you off with disdain and ridiculed your frustrations. I cannot even quote what their Regional Secretary said to you and all of us concerning this road at the time. In 2012, John Mahama raked in some 274,019 representing 66.43% of the votes in this region yet denied us such a critical project. On the other hand, Nana Addo received 120,814 representing 29.29%. Is it not fair to argue that to whom much is given, much is expected? NDC’s Attempts to Suppress the Facts Distinguish ladies and gentlemen, the erroneous claims by the NDC that the entire stretch of the Bolga, Bawku Polimakom Road was 54% work done is telling of how hollow and armchair nature of their research on this project. Our checks from the Ghana highways authority points to a contrary report of 64% work done (Reg. Director, Ghana Highways Authority 24/02/2023). The deliberate reduction of the percentage of work done by the NDC is shocking and unbelievable. The White Volta bridge was also said to have not begun at all. Upper East Regional Minister locks out DCEs for reporting late to RCC meeting
Mr Stephen Yakubu, Upper East Regional Minister locked out some Municipal and District Chiefs Executives (MDCEs) and heads of departments in Bolgatanga for reporting late to the Regional Coordinating Council meeting.The second RCC meeting was scheduled to begin at 1000 hours, however, at about 1100 hours only five out of the 15 MDCEs in the region had reported together with some heads of departments. The MDCEs present were Mr Joseph Adongo, Kassena-Nankana Municipal, Mr Gerard Ataogye, Kassena-Nankana West, Mr Issahaku Tahiru, Bawku West, Mr Osman Musah, DCE for Garu and Mr David Amoah, Bolgatanga East. The meeting was to afford the MDCEs and their Assemblies the opportunity to share development progress and challenges in their areas and enable stakeholders brainstorm solutions challenges facing the development of the region. The meeting was also in fulfilment of Article 255 of the 1992 Constitution under section 191 of the Local Government Act of 2016, Act 936 which mandates the RCC to meet and discuss the development concerns of the region and proffer solutions. With about an hour of wait, the Regional Minister became angry and asked the conference hall doors to be locked for the meeting begin. Some of the MDCEs and heads of departments who came later were not allowed in until the meeting was over. Mr Yakubu said poor attitude towards work was one of the main reasons the region was lagging in development, deepening the poverty cycle among the vulnerable people and therefore the situation must change under his tenure. He said the era, where some people especially those in leadership positions shirked their responsibilities and earned salaries at the end of the month was over and those in authority must be seen leading by example. “Those of you who have travelled, you know how others do it, but here we do not care. If you are a DCE and Monday you are not at work, do you think your staff will be at work? And the usual attitude of people not reporting to work on Friday because it is a weekend, and cry our pay is not enough cannot be tolerated”. He stated. The Regional Minister noted that it was regrettable that people who had been through and seen extreme poverty were given the opportunity, paid with taxpayer’s money to help eradicate poverty in the region were seen exhibiting poor attitudes towards work. “Because you can look after your kids and take them to better schools, get better food to eat, drink your beer, marry more women, have more kids, you will not come to work and they will still pay you and the most interesting thing is that most of come from this region and knowing that the poverty levels of families in the Northern Regions and need to work to improve their conditions. “All of us sitting here, very respectful, well-educated people, come to meeting and let us sit discuss matters of our region, something that we have to do because it is within the law, they will not come because over the weekend they were spending quality time with their families outside the region without thinking of the work that actually gave them that the quality life. Navrongo: 7 out of 10 elected constituency executives were from my camp–Tangoba Abayage
Former Upper East Regional Minister, Tangoba Abayage has refuted claims that the camp of late Kofi Adda won the majority of Navrongo Constituency Executive positions at the just-ended internal party constituency elections. Speaking during a One on One interview at Dreamz Fm a local radio station in the Regional Capital Bolgatanga monitored by Apexnewsgh.com, the former ambassador said, out of the 10 elected Navrongo constituency executives in the just-ended internal party elections, 7 were with her camp. “David Samari was with me, he was in our camp, Jacob Ncho is in our camp, David Anafo was with us, Ganiu was with us, Dan. B was with us, and Dennis was with us. How many were elected? 10, and out of the 10 elected, 7 were with us and these are all the people who were elected. 3 were elected who were not with us. Even the 3 who were elected, who were not with us, one of them eventually fell off, and am not going to mention names. So, two are hardcore of Kofi Adda’s camp”. Giving her response during the program, she admitted that is a difficult task to be responding to such debates because she believes they need to move on as a party. “ Is very difficult for me to say this because I want us to move on for goodness sake. Peter Ayinbisa, the former District Chief Executive of the governing New Patriotic Party (NPP) has revealed, that it will be difficult for the party succeeds on its agenda of breaking the 8 with half-truth information or hearsay. The former DCE made the pronouncement during an exclusive interview with Apexnewsgh.com on Tuesday, June 7, 2022, following the event of what looks like a piece of leaked information from the newly elected regional executives “So, that means someone within the meeting or some people within the meeting leaked out such information and that is where my surprises and worries come from because this is a very new party office that has just been elected less than 2 weeks ago and their first meeting information leaked. There is a source of worry for me and the party and am worried about that. “It will be difficult to break the 8 with half-truth information or hearsay information. With the information that is not accurate. Because these are executives who are supposed to keep their mouth shut, these are people who have sworn the oath of secrecy, these are people who have sworn an official oath and this oath says that you should not divulge any official information to outsiders when you are not asked to do so and just after a meeting, information is been divulged and people are now writing based on the information they received after the meeting”. “I believe is not a good cause for our party, if we don’t desist from it, it means we are going to have a divided front because I was told and also reading from the write up they had to end the meeting inconclusively because some people thought that the name that where pumping around, they didn’t like those names and others have other names they mentioned and others didn’t agree. So, it means that, each time we hold a meeting information will be leaked out. So, how can these individuals hold a critical campaign meeting that it will not go out to the opposition NDC? Am just worried. And I believe going forward, if it continues like this, the party will not experience any growth in this region. That was what happen in 2014 and 2015 which lead to some suspension of some personalities at the national level. Because, each time they held a meeting, within two hours, the information was in the hands of the NDC”. He stressed According to the former DCE, “It means that, whatever the region will plan the constituencies’ how-to strategizes, how to snack the only seats that have been occupied by the opposition, that information will be leaked, if it leaks, it’s a dead matter for us. That will mean that we cannot plan well and whatever information we put across or plan to do, would be picked by the NDC far even before we begin to execute that idea. So, it is going to be an exercise in fidelity. “I urged the new crop of executives, very fine young men and women. They have all been closed to the party by voice in various capacities. Some have been there before they come back. The first Vice, the second Vice, and the Chairman have been there as treasurer and as chairman. And now as chairman moving to begin his second term. The women organizer have been there before she is been retained. A youth Organizer is a new person, but he has held various positions before, he was the deputy national coordinator for TESCON. Upper East NPP Reg Organizer position, see who stand a better chance
On Friday, May 27, 2022, the governing New Patriotic Party (NPP) will be electing their regional executives across the country which includes Upper East Region. AYAMGA AYINBISA PETER Is a former constituency Chairman, a former District Chief Executive (DCE), and a former NPP Bongo Constituency Member of Parliament contestant in the 2020 general election. Our interview with party members reveals that he started very and ended very ugly as a District Chief Executive, especially with the investigative report by Manasseh Azure of Forthestate.com on some activities happening in the Bongo District Assembly. That report is likely to affect his chances. There are also views like, he is too desperate for party positions. He has been the constituency Chairman, he has given the opportunity as DCE and even after his tenure ended, he contested again to retain his position which did not go well with him, he has contested the parliamentary seat in the Bongo District under the ticket of governing and NPP and unfortunately lost. And currently, he is contesting the Regional Organizers position. Some believe, that he is too desperate for power. That might go against his chances too. Some also believe some of his behavior as DCE will go against him, especially for those who think he came as DCE to accumulate wealth for himself. They said, his love for continuously collecting contract percentages from party people will be a factor against his chances. MARK AYAMGA There was nothing much said about MARK AYAMGA, but members of the party we engaged said, even though he has shown good leadership in the past in his constituency, they are confident that his time to lead will surely come but not in this current election. CHARLES TALEOG NDANBON We also gathered that Ndanbon has issues even in his own Nabdam constituency. He was one of the brains behind the controversial rejection of the current DCE Agnes Anamoo twice during her confirmation. Even though our engagement with party members reveals, that he had gone to plead for forgiveness with some party bigwigs for his regrettable attitude and misconduct, it appears some delegates are still not happy with him. Some also believe that he has not changed and that he is only pretending to be repented. However, this is the second time CHARLES TALEOG NDANBON is contesting the position. He contested the same position in the 2018 regional election and lost a few votes to Jerry Asamani who now going for the Chairmanship position. What to expect: Despite all the negative attitudes of CHARLES TALEOG NDANBON, it appears he paving his way through to victory. In the Upper East Region, those contesting the Regional Chairmanship position are numbering six and they are all capable of handling the position efficiently but unfortunately, the position is meant for only one individual to occupy. However, this platform has taken it upon itself to look through the chances of aspiring candidates vying for the chairmanship position. Below are some of the interesting views we gathered ahead of the Friday May 27, 2022 ‘El Clásico’: MOHAMMED MURTALA IBRAHIM: Is coming from the Bawku zone. He is the number-one on the ballot paper and is the former Upper East Regional Chairman. He took over as the Regional Chairman after the death of then Regional Chairman, Adam Mahama. And he managed to get the party 3 seats in Parliament from the region. According to some of the delegates, he is approachable too. One would have thought that his record would help him become the next chairman. But unfortunately, some members are of the view that he is far from getting the opportunity again as Regional Chairman. FILSON AWANKUA: Is coming from the Bolgatanga East area. He is number-two on the ballot paper. He contested the last regional chairmanship position and came second with only 88 votes. Meanwhile, according to some party members who shared their views during our engagement with them ahead of the regional executive election, Mr. Awankua got a lot of things wrong: 1. Some of those who assisted him in 2018 by making him popular in the region as a new person at a time especially when it comes to regional politics left him when they realized he was not listening to their advice anymore. They said, he did not appreciate their efforts because he thought it was out of his popularity that he got 88 votes in the 2018 regional executive election. This they say, might also affect his chances. 2. Their other point is that Mr. Awankua knows he is interested in becoming a Regional Chairman, but the game he played in Navrongo during the late Joseph Kofi Adda and the former Regional Minister Tangoba Abayage’s parliamentary primaries is a factor that is likely to affect him, because he threw all his support openly behind the former Regional Minister who eventually won the primaries and unfortunately lost to National Democratic Congress (NDC) at the 2020 general elections. As if that wasn’t enough they said, he accompanied the former Regional Minister to submit her parliamentary form at the party office in Navrongo. As per the information gathered, these actions displeased some of his team members then because, according to them, the late Kofi Adda supported him with monies to do his campaign then. This, they say, might affect his chances too. 3. He has also gone ahead to sponsor candidates that have lost in the just-ended constituency elections, we gather. This they say, might be a factor against his chances as well. ANTHONY NAMOO: Is the number-three on the ballot and also the incumbent Upper East Regional Chairman of the NPP. He won the last election with the support of some of his “brothers and friends” at the time. Unfortunately today, such a relationship does not exist between him and those who supported him during the last election. When it comes to the party’s internal election, his inability not to win more seats as chairman might not affect his chances much. Even though he does not have powerful people supporting him, he is in touch with a number of delegates and there are some delegates who may be difficult to convince to not support him because he worked with some of the delegates directly. However, those who assisted him in the past and later felt betrayed are now delegates. This, they say, might be a factor against his chances. They also talk about his relationship with party members. They say that might be a factor. BUGRI A. IBRAHIM: Is number-four on the ballot paper. He is also coming from the Bawku zone. He is an entirely new person in the chairmanship race. A little piece of information gathered about him shows he is a party man and has contributed his quota to the welfare of the party in the region. In fact, he is well known and he is currently the Upper East NPP Regional 2nd Vice Chairman. Even though nothing much was said about him, per our engagement and views gathered, his chances of winning the chairmanship position are low. JERRY ASAMANI ALADAGO: Is number-five on the ballot paper, he contested the last regional election and won the regional organiser position and he is currently the Upper East regional boss of the National Disaster Management Organisation (NADMO). According to some party members, since his tenure as the party’s regional organiser began in 2018, the party has witnessed an irreparable loss in the history of NPP in the region. There is also information that his recent relationship is not cordial with people. These might affect his chances of becoming a regional chairman. DR. MOSES KWABENA ATINGA: Is number-six on the ballot paper. He is currently the incumbent NPP Upper East Regional 1st Vice Chairman. Information gathered shows that, even though he has been one of the regional executives, people know his role as a Vice-Chairman is a bit limited and he has always been very humble, accommodative, friendly, and always responding to people’s messages in terms of need and assistance. They said the little he could do as a 1st Vice Chairman he has done it successfully and many have identified themselves with him. Verdict: From the analysis, interview conducted and views gathered by Apexnewsgh.com from party members, it shows the number 6 ballot Dr. Moses Kwabena Atinga is ahead of his other contenders.
