Don’t travel out of Ghana, submit your passports—Court told NDA CEO and others

Chief Executive Officer of the Northern Development Authority (NDA), Sumaila Abdul Rahman has been directed to submit his traveling document to the Tamale High court and make sure he complies not to travel out of Ghana till the determination of a case of alleged corruption against him and his two deputies and others. In a Meta post, the Office of the Special Prosecutor noted that all four accused persons pleaded not guilty to charges of corruption and have since been granted bail in the sum of 2 million Ghana cedis with sureties to justify with landed properties. According to the post, “The first accused person, Sumaila Abdul Rahman has been stopped from traveling out of Ghana till the determination of the case after he pleaded, he has a scheduled trip in relation to his work as Chief Executive Officer of NDA. Other accused persons are two deputies of NDA; Stephen Yir-Eru-Engmen and Patrick Seidu and the Chief Executive of A&QS Consortium Limited, Andrew Kuundaari”. The post stated. The case has, however, been adjourned to 28th February 2023 for Case Management Conference. Background It would be recalled that the Special Prosecutor 2022 started an investigation into corruption at the NDA after a written petition dated June 15, 2022, addressed to the Special Prosecutor by Martin Luther Kpebu, a private legal practitioner, requesting for an investigation into the operations of NDA and the actions of its Chief Executive and Board Chairman. “The complaint alleged that NDA awarded a contract to A&QS Consortium Limited (hereafter, A&QS) on 28 January 2020 for consultancy services for the supervision of some constituencies in the Upper West Region under the IPEP for the contract sum of Five Million Seven Hundred and Twenty Thousand cedis (GHC5,720,000.00). However, upon the exit of the then Acting Chief Executive who executed the contract, the contract sum was illegally increased to Ten Million Four Hundred Thousand cedis(GHC10,400,000.00) by the removal of the page containing the original figure of Five Million Seven Hundred and Twenty Thousand cedis (GHC5,720,000.00) and its replacement at page 25 clause 33.1 of the contract with a fresh page containing the bloated figure of Ten Million Four Hundred Thousand cedis (GHC10,400,000.00) to make it appear as if it is the contract executed by the previous Acting Chief Executive,” the report stated. The investigation was conducted over a period of six months, interviewing twenty persons over a period of four months before making of a move to prosecute.

OSP directs the prosecution of NDA CEO and two deputies over….

According to a written complaint dated June 15, 2022, which was addressed to the Special Prosecutor by Martin Luther Kpebu, a private legal practitioner, requesting for an investigation into the operations of NDA and the actions of its Chief Executive and Board Chairman. According to the Office of the Special Prosecutor (OSP), after a thorough investigation conducted over a period of six months, engaging twenty persons over a period of four months he arrived at convincing conclusions. The OSP said in the report that, its established that there were some major breaches in a contract that existed between the government organization and A&QS and Associate Beaver Consult for the implementation of NDA’s Infrastructure for Poverty Eradication Programme (IPEP) at a contract sum of Twenty-Nine Million Six Hundred and Forty Thousand cedis (GHC29,640,000.00). “There appeared to be a framework document which had the signatures of Dr. Haroun and the Chief Executive of A&QS, Mr. Andrew Kuundaari. However, the signatures were not witnessed. Then again, the document had no deliverables on the nature of the work to be performed by A&QS. It had no contract sum and it had neither a commencement date nor a date for the contract period. Mr. Kuundaari did not read the framework document and he did not know its contents since it had always remained in the custody of Mr. Stephen Yir-eru Engmen, the Deputy Chief Executive of NDA in charge of Operations. “It was evident and clear to every relevant person that no contract had been signed between NDA and A&QS at the time of Dr. Haroun’s departure. However, Mr. Kuundaari and Mr. Engmen would subsequently point to the framework document in an attempt to justify their actions,” the report stated. In its conclusion, the OSP report stated that it had directed the Controller and Accountant General to freeze payments to A&QS. Information gathered by Ngamegbulam Chidozie Stephen of Apexnewsgh.com has it that, executives of the governing New Patriotic Party (NPP) and its members numbering 42 in the Tempane District of the Upper East Region have Petitioned the President to remove the District Chief Executive (DCE) Paul Abugri Azumah because, it is alleged he aided the National Democratic Congress and their Parliamentary Candidate to snatch the seat away from the ruling party in the just ended December 7, 2020, elections.  Below is the full details: THE YOUNG PATRIOTS, TEMPANE CONSTITUENCY, UPPER EAST REGION. 15TH DECEMBER, 2020. THE PRESIDENT OF THE REPUBLIC OF GHANA, C/O THE CHIEF OF STAFF, OFFICE OF THE PRESIDENT, JUBILEE HOUSE, ACCRA, GHANA. His Excellency, PETITION FOR THE REMOVAL FROM OFFICE, THE DISTRICT CHIEF EXECUTIVE FOR TEMPANE DISTRICT – HON. PAUL ABUGRI AZUMAH The Youth Wing of our great NPP Party in Tempane District and Constituency collectively and unanimously wish to petition His Excellency Nana Addo Dankwa Akuffo Addo (President of the Republic of Ghana) to remove Honorable Paul Abugri Azumah from office with immediate effect in order to curtail further intended actions of the youth in the Tempane District which may be detrimental to the party’s chances to take back the Parliamentary seat from NDC in 2024. The Youth has already carried out Post-elections assessment of the issues that led to our inability to retain the seat in the 2020 elections in the Tempane Constituency. The bases of this petition is largely reflective of our main findings that, the DCE since his appointment has continuously worked not to improve the fortunes of the Party on whose government, he had the opportunity to serve the good people of Tempane as a whole. The Petitioners have extensively consulted and held a general Constituency meeting and these allegations are leveled against the DCE. His last two years in office, he exhibited poor relationship with NPP supporters thereby making them to lose faith with the government and the party as well. Traditional leaders definitely have influenced over their subjects and traditional jurisdictions in our culture. The DCE’s working relationships with the chiefs has been very appalling which soured the affection of these leaders with the government. He failed to show his contributions to the 2020 election activities in both material and political activism to enhance the fortunes of our great party; his failure to attend important party meetings and rallies organized by various groups in the election season buttresses the point made above. He did not campaign vigorously and refused to make definite political statements in favor of the Parliamentary candidate and the President on campaign grounds His alleged involvement in the elections of Assembly Members to favor the NDC has manifested in the recent District level elections since the elected assembly members on the side of the NDC had an overwhelming majority. Invariably, these elected assembly members campaigned for the NDC party and the electorates heeded to their call and voted massively for the NDC party in the constituency He is not accessible to the people in the District since he resides outside the District. This decision of his has obviously distanced him from the people and their concerns have been left unattended to by him. As it is common knowledge in the District that, Hon. Paul Abugri Azumah is not approachable by party sympathizers and people of the Tempane District. In 2017, he incited a section of the Youth within the constituency to protest against the appointment of Honourable Asore Emmanuel Avoka as the DCE for then Garu – Tempane District. This incident led to the burning of posters of His Excellency Nana Akuffo Addo and Hon. Joseph Dindiok Kpemka. Since his selfish action, it has dampen the party’s morale in that particular enclave where the needless protestation took place. Unfair distribution of opportunities such as Scholarships for tertiary students, youth employment, Common Fund disbursements among others. It is mind blowing to realize that through the DCE, about fifty (50) women who are not voters in the Tempane District were served the MASLOC loans meant for business women in the Tempane District. This issue immensely cost us votes. This same issue of serving outsiders manifested in the scholarships and youth employment opportunities. Items and logistics meant for campaign that were under his watch were not released timely and wholly for the intended purpose. He failed to ensure with the party executives that logistics and items given by the party were effectively allocated to areas and individuals who needed them for smooth running of campaign in the constituency. Lack of interest shown by him in defending and explaining government policies and projects in order to inform the general public in the District. That his unpatriotic conduct to the party gave room to the opponents to preach the gospel of lies to the constituents to diminish the chances of the party. He was considered as an object of distractive politics and penetration against the party by the NDC for reasons best known to himself. This is traceable to the fact that he was spotted in a closed-door meeting with high profile NDC bigwigs at Bolgatanga. The agenda was to ensure that NPP does not win Tempane seat. It is interesting to notice that, the aftermath of the said “Nicodemus” meeting gave birth to the allegation that the Hon. DCE got his palms greased financially by the NDC to overturn the NPP’s victory mission in the constituency. Although he openly accepted that the NDC met him but he rejected the offer of money from the NDC bigwigs, we believe that he took the money because he did work for them. Evidence is that NPP woefully lost at Honorable DCE’s polling station. In view of the above concerns raised by the youth of Tempane, we unanimously agreed and came into terms with the following conclusions; The DCE continuous stay in the office will further derail the fortunes of the party going forward The youth will cease to work for the party since leaders like him

The Deputy CEO for Northern Development Authority (NDA) Patrick Seidu has activated his campaign support for the Tempane Member of Parliament cum Deputy Attorney General Joseph Kpemka. On Monday, September 28, 2020, Mr. Seidu a host of other party notable personalities in the Tempane enclave to sell government achievements so far in and outside the Constituency to the people. Giving his speech at the campaign gathering on Monday, the Deputy CEO admonished residents of Tempane Constituency to do a comparison of the Akufo Addo -Bawumia led government and 8 years of NDC, to know the government who cares for the poor. “Compared to the NDC government to the NPP government as to which of them seeks to help the poor.” He sighted Free SHS as an example of having the poor at heart. According to Mr. Seidu, when the NPP came out with the FSHS Policy, the opposition NDC kicked against it emphasizing that the policy won’t be possible unless after 20 years, stressing that the Akufo Addo-Bawumia government has made it possible. He further sighted the availability of fertilizer which is sold at a good price as another wonderful proof of a government that cares for the interest of the ordinary Ghanaian farmers, unlike the NDC period when it was difficult and very costly for the ordinary farmer in Tempane.
