Prof. Ephraim Avea Nsoh did not achieve any notable developmental project during his time as Upper East Regional Minister, even though information has it that he has a good plan for the region. He wasn’t given the time to execute his plans before he was taken to Upper West Region. During Hon. Limuna Mohammed Muniru’s term as Regional Minister from 2013 to 2014, he spearheaded several remarkable development projects. He played a key role in the planning of the Regional Airport and the Bolgatanga Regional Hospital Phase 1 and 2. Additionally, under his leadership, crucial infrastructure projects like the Bukere and Soe roads were completed, making a significant impact on the region. She also initiated street lightening project in the regional capital and later extended it to some other districts. Upper East Minister Receives Petition, frown against harassment at workplace
The Upper East Regional Minister, Hon. Stephen Yakubu, recently received a petition on behalf of President Nana Addo Dankwa Akufo-Addo concerning the ratification of the International Labour Organization (ILO) Convention 190 on violence and harassment in the workplace in Ghana. The petition was submitted by the Trades Union Congress (TUC). During the presentation of the petition, the Minister emphasized that it is unacceptable for anyone to experience harassment or abuse, particularly in a work environment. He highlighted the government’s commitment to the welfare of Ghanaians, pointing to recent initiatives such as a 23 percent increase in the salaries of public sector workers. Out of 15 Districts only Bawku West manage elect a Presiding Member–Reg Minister
In the recently held elections for the Municipal and District Assemblies (MDAs) in the Upper East Region, only the Bawku West District was successful in electing a Presiding Member (PM) after the inauguration of the newly elected Assembly Members. The elected PM, Hon. Awini Zakaria Assana, secured 39 votes in a second round of voting, defeating his contender, Hon. Azaaba A. Williams, who received 10 votes. The question then is, which equipment did they use to train them? granted, they even did. We hereby want to set the record straight; the 24-hour economy policy is not gender specific or gender discriminatory, whereby it’s only men that would be working at night. It’s a policy with opportunities for all and aimed at economic growth and job opportunities for all. Both Dr. Bawumia and himself have lived, schooled, and worked in the UK, then led by a Monarch Queen where women are given equal opportunities in the economy irrespective of time. The minister seeks to create an impression as though it’s only men or husbands that farm. However, its trite knowledge that both men and women do farm. So we then ask, would he be taken away if his wife also decides to work at night? Granted, she farms at night? Women in this part of our world especially at countryside since time in memorial do sell basic needs (kerosene, spices, beverages, and even basic first aid medications) all from their homes irrespective of time and season hence, they are always prepared for greater economic opportunities if granted and need to be encouraged not discouraged. The same source confirms that it’s the highest in 10 years (2012 -2022) Our expectations were that, due to the everchanging dynamics at the workplace, which women have to cope with by combining, running the homes, and working at the same time, Dr. Bawumia through the regional minister should have rather used the opportunity to advocate for women and mother friendly environments to be incorporated in to the policy to enable them give out their best towards economic growth but not to relegate them as “sex tools”. The 24-hour economy policy gives women the opportunities to run home during the day and work at night to augment home incomes. They need to be told that not all night shifts require on-site physical presence but can equally work from home depending on their schedules. As a former ambassador to the kingdom of Morocco, he is very much aware of how beneficial the 24-hour economy is with reference to the contributions the Marrakech Night Market and Casablanca city brings to the Kingdom economy. Also, he knows well-paid jobs apart from the agricultural sector are jobs from 9 pm to 6 am in the Kingdom of Morocco. Both lived, schooled and worked in the UK and benefited from the 24-hour economy, as narrated by Dr. Bawumia, how he drove taxi while schooling at same time. Unemployment Situation in The Region Ladies and gentlemen, the youth bulge is evident with statistics from the GSS (2021) showing that the proportion of children has declined from 41.3% since 2000 to 35.3% in 2021, while that of young people increased from 34.6% in the same period to 38.2% in 2021. This clearly shows a transition from a population with more children to one now dominated by more young people. Despite this huge human resource, the majority of these abled hands continue to be wasted following the limited job opportunities that the country can create as evidenced by the UPPER EAST REGIONAL COMMUNICATION BUREAU Email: uppereastcommsbureau2022@gmail.com worsening unemployment rates which rose from 8% in 2016 to a record high of 13.9% currently (GSS, 2022: Minister for Labor and Employment). The Upper East Region is not exempt from youth joblessness as the records show widespread high unemployment rates among the districts in the region, averaging 23.3% with the Nabdam District topping the league table with about 45.9% unemployment rate. These alarming numbers pose a significant security threat, necessitating concrete policy measures to stem the tides. The 24hour Economy H.E. John Dramani Mahama, leader and flag bearer of the NDC proposes a 24-hour economy as a policy to address youth unemployment. The policy envisions breaking work time into three shifts to ensure all-round production activities in the country. It will be largely private sector led with the state providing the needed enabling environment for companies and industrial organizations that voluntarily sign onto it to engage in production around the clock. The State’s intervention would ensure, the provision of adequate security, reduce electricity tariffs through the time-of-use metering system, provide an efficient and effective public transport system, Tax relief, and other incentives to drive the policy. Public institutions such as the ports, passport offices, hospitals and others whose operations witness huge volumes of patrons and traffic would also operate continuously so that Ghanaians can always access these services at any time and any day. This visionary idea aims to create more employment opportunities, boost productivity, increase output, and alleviate poverty and hunger as would come with the advantage of dampening the everrising food prices and cost of living in the country. The Upper East Regional Minister Stephen Yakubu who was ably represented by the Upper East Chief Director of the Regional Coordinating Council Alhaji Abubakari Inusah has commended the Ministries of Transport and Energy for the collaboration and dedicated service exhibited in a successful stakeholder consultation on electric Vehicle policy and Implementation framework Organized in the region. The Regional Minister described the stakeholder consultation programme on Electric vehicles (EV) as the first of its kind in the region. He further commends the Ministry of Transport for the initiative to solicit stakeholder inputs to help enrich the draft Electric Vehicle policy to guide the deployment and upscale of electric vehicles in the country. According to Minister Yakubu, the policy has become necessary following high emissions of greenhouse gases and the need to regulate them in line with global commitments to achieving the United Nations Sustainable Development Goal 13. “It would build the resilience of our communities to mitigating the effects of the changing climate on our environment and livelihoods”. He said He believes as a government, issues of sustainability have been high on their radar, hence the need for transition from the usage of fossil fuels to other alternative forms of sustainable energy. “This Electric Vehicle policy is therefore very crucial and could not have come at a better time than now, when global fuel prices are high rocketing and countries the world over are spending scarce foreign exchange to import fuel for domestic and vehicular usage”. “This policy when finalize and implemented would significantly mitigate the effects of climate change and reduce vehicular emissions which have largely accounted for the poor air quality, thereby posing a grave threat to human life and existence” However, on behalf of the Upper East Regional Minister Stephen Yakubu, the RCC Chief Director Mr. Abubakari also urged the Ministry of Energy to consider taking advantage of the region’s solar energy potentials to construct new solar-driven facilities and expanding existing ones to augment our hydro-energy sources. “It is also heartwarming to note that the Pawlugu Muti-Purpose Dam and irrigation would bring on board 5Kw of hydropower to augment the national grid when completed”. He said, these are indications that the country is endowed with natural energy sources capable of making less use of fossil fuel. “There is no doubt this policy would help reduce noise and emission levels which have been a major source of health hazards to our people. I wish to assure the Minister of Transport of the Region’s utmost commitment to this policy document. Hence, the support and cooperation of all stakeholders gathered here to ensure coherence and effective implementation of this policy in the region. Make exercise a regular feature in your daily lives–Regional Minister appeals to workers
The Upper East Regional Minister Stephen Yakubu has used the ‘Peace Walk’ activity organized by Parliamentarians in the region to appeal to all participants to make walking exercise a regular feature in their daily lives. Hon. Yakubu made the appeal on Saturday, June 17, 2023, at the climax of the 30th Anniversary of Parliamentary Democracy organized by Members of Parliament. Addressing Parliamentarians and members of the general public who participated in the Peace Walk, Hon. Said: “The significance of this celebration are enormous. First of all, it is a recognition of the role each of our regions can play in the development of the country irrespective of your geographical location. It also makes the people of the region and the country at large recognize the importance of democratic rule. And above all, this Health Walk together with the other fun games will undoubtedly improve upon the health of especially sedentary workers”. The regional Minister acknowledged that most workers hardly allocate time for themselves to do exercise, as he used the opportunity to appeal for them to make exercise a regular activity in their daily lives “These groups of workers hardly find time to exercise but are always found sitting behind their desks. We will like to use this opportunity to appeal to all participants to make walking exercise a regular feature in their daily lives”. “Let me state that parliament is a noble institution that is clothed with the authority to make laws for the country. Consequently, as citizens, we need to consider the caliber of persons we vote to represent us as our legislators. We need to vote for these people based on their integrity and love for the region and country”. “At the end of the day, we want people who can represent the hopes and aspirations of the citizenry.
