Sampson Wiredu Committee a committee formed by the National President of the Ghana Small Scale Miners to investigate Robert Boazor Tampoare over a petition by Smale Scale Miners Bolga district and Unique Mining Group a mining group operating in Gbane Community in the Talensi District has been concluded. The report by the five-member committee, says “Robert Boazor Tampoare has been interdicted until the final determination of the case and therefore asked for the entire Bolgatanga District Executive to be dissolved”. The report also directs that an interim executive should be put in place to manage the affairs of the small-scale miners, pending next year’s election of a substantive executive. Following the outcome of the investigation, the Ghana National Association of Small Scale Miners Bolga District (GNASSM-BD) has commended the Sampson Wiredu Committee for what they described as a ‘detailed job’ done by acknowledging their challenges and providing a solution to deal with it. “The committee realized that all district executives were appointed without any competitive recourse. The district treasure Zondong Samari Koolog indicated he was not present on the day of the congress which had less than 26 participants. Also, some of the zonal executive who met the committee denied knowledge of the district executives especially the district secretary”. “On the mining concessions takeover, the committee established that Robert Tampoare did not inform and involve any of the district executives”. “Members are relieved from the pain and the frustration that Robert Boazor Tampaore had taken us through, Robert Boazor Tampoare is currently before the High Court 1 in Bolgatanga on a matter of fraud against members of the Unique Mining Group who reported him to the police for fraud”. How am I supposed to twist people’s hand to buy furniture for RCC?–Upper East Regional Minister
Hon. Stephen Yakubu, the Upper East Regional Minister responded to the alleged allegation that he and the CEO of the Minerals Commission, Martin K. Ayisi, requested the small-scale miners to buy furniture for the Upper East conference room of the Regional Coordinating Council (RCC). Meanwhile, a statement released by Forum for Accountability and Equal Justice in Northern Ghana (FOAEJU-GH) captured that: “It is also on record that the Regional Minister said that the CEO of the Minerals Commission directed small-scale miners to purchase furniture for the Upper East Regional Coordinating Council. The so-called small-scale miners in their press statement also claimed that they voluntarily bought the furniture for the Upper East Regional Coordinating Council after the CEO of the Minerals Commission, Martin K. Ayisi, asked for the furniture from the small-scale miners. On the contrary, the CEO of the Minerals Commission is also on record to have strongly denied these claims, saying he never asked any small-scale miners to purchase furniture for the Upper East Regional Coordinating Council. What a bizarre and dangerous state of confusion! There are recordings of these statements made by the Upper East Regional Minister and the CEO of the Minerals Commission with regard to the illegal demand for furniture from the small-scale miners”! The statement said: “It is unacceptable that the RCC takes direct responsibility from a private large-scale mining company, Earl International, by paying compensation on its behalf”. “This raises serious concerns about conflict of interest. The RCC represents the State; so, being in charge of Earl International’s disbursement of cash compensation is alarming”. This is according to a press conference held in Bolgatanga by Talensi Mining Communities’ Initiative (TAMCI). However, some members of the Unique Mining Company who were present at the press conference also narrated how an amount of USD 150, 000.00 meant to compensate them for trespasses by Shaanxi (Earl International) into their concession was fraudulently paid to one Robert Boazor Tampoare by the Regional Minister. “As we speak now some aggrieved members of the Unique Mining Company have petitioned the Economic and Organized Crime Office – EOCO about how USD 150,000.00 meant to compensate them for trespasses by Shaanxi (Earl International) into their concession was fraudulently paid to Robert Boazor Tampoare by the Regional Minister”. Adding that, “Indeed, if you have a partner and he has not even contributed at all, you should let him know what is going on and that was how we felt at the meeting and we thought that whatever it is, they should have sat down and discussed it. Upper East Small Scale Miners needs gazetted Areas for mining- Tampoare Robert Boazor
The Upper East Regional Chairman for Small scale Miners Tampoare Robert Boazor has said that all mining stakeholders need to come together to help addressed issues affecting mining activities in the country. Mr. Boazor who was speaking in an exclusive interview with Apexnewsgh.com was responding to the President’s question during the last State of the Nation Address on what could be a way forward to address the mining issues in the country. He stressed that the issue of small-scale mining is not about the military, is about the government in collaboration with the Mineral Commission who is the facilitator of the mining activities. During the ban on Small Scale Miners, we and the government were always into several meetings deliberating on issues bothering the Small-scale miners and their activities in the country with some NGOs and some stakeholders. We understand clearly that, small-scale miners or the Galamsey issue in the country is not about the military, is about the small-scale miners and the government in collaboration with the mineral commission who is the facilitator of the activities. But we need to come together to be able to work out things and see that issues of small-scale miners or galamseyers in the country are addressed. I say that because we the small-scale miners know the places that have been gazetted for small-scale miners and we know the areas that have not been gazetted for small-scale miners. So, for that matter, if you don’t have a license and you are operating outside the gazetted areas, you become an illegal miner or galamsey operator and I think, is with this regard that government of the day send thousands of people to be trained under Community Mining and it is only in the Northern sector that places have not been gazetted for small scale mining activities for Community Mining. But when you get to the southern sector; Ashanti Region, Western Region, Central Region, in all areas they do mining activities, there are areas allocated for the small-scale miners as a community mining and those who are doing the galamsey or illegal mining have been sent to those areas and now they are doing the work with the condition of Mineral Commission. According to Mr. Boazor, issues of illegal mining or galamsay is still a worrying situation in the Upper East Region because, in 2016 the Mahama NDC government came and deblocked areas meant for small scale mining, giving the opportunity to the large-scale miners to take over all areas without considering the welfare of small-scale miners in the region. “In 2016, the NDC government came and deblocked all those areas for large scale, when you see the large-scale companies that are operating in the region now, they are operating areas that are meant for small scale mining.” However, Mr. Boazor hinted that they have presented some areas for Community Mining to the mineral commission and government for consideration but unfortunately, they have not received any response yet.
