E-levy would not amount to double taxation–Ursula Owusu Ekuful

Ursula Owusu Ekuful, the Communication and Digitization Minister, has said the Electronic Transaction Levy (E-levy) would not amount to double taxation. She disclose it during the government’s town-hall meeting at the Eastern Regional Capital – Koforidua, the Minister noted that the revenue generated would also afford the government to curtail cyber-crime in the country. “Businesses have move from physical locations to online outside the reach of the GRA, depriving the government of much the needed revenue. We need to revert that and the E-Levy would do that. It would enable the government to build proper digital infrastructure, create digital market place which would connect buyers and sellers,” she explained. “When you use a credit or a debit cards you pay between two to three percent transaction fees and the levy is on the lower end of the total cost. All bank transfers also attract bank charges so it is not true that this is going to be double taxation or tax our capital as well. “We would have funding for the road construction and maintenance and more reliable payment for existing contracts, to reduce the overall burden on the government. Such infrastructure development would also create more jobs for the youth and cut down on youth unemployment. As YouthStart would also do,” she pointed. “If the funds are generated internally, we will either go and beg for aid, borrow and so we cannot continue to go borrow and beg to finance our development. The government is seeking to meet its agenda of Ghana Beyond Aid and this requires all of us to support the E-levy and contribute our quota to national development. Mrs. Owusu Ekuful that, “More financing inclusion and digitize empowerment in our society would also ensue. The seventeen Sustainable Development Goals are there for the government to achieve including reducing gender equality, education, providing clean water and sanitation,”. ‘Efo juju’ textbooks: I stand with ‘unfairly stereotyped’ ethnic groups in Ghana – Ursula

The Member of Parliament for the Ablekuma West constituency, Ursula Owusu-Ekuful has spoken against stigmatisation and stereotyping of some ethnic groups in the country. Stereotyping of any ethnic group, even in jest or as a joke, must stop. The Communications and Digitalisation Minister made this statement on Facebook, following the recent portrayal of tribal bigotry in textbooks for schoolchildren, published by Badu Nkansah Publications. The act has been widely condemned and Mrs. Owusu-Ekuful is the latest to add her voice. “I identify with any group which is unfairly stereotyped or stigmatized as the blood of all ethnic groups in Ghana runs through my veins. “Through intermarriage and multiple relationships, the ties that bind us together far outnumber those that divide us”. She continued: “Textbooks are used to educate and not to indoctrinate or corrupt our impressionable youth. They must be accurate and factual. “I’m glad the publishers of the offending unauthorized books have apologized. Each copy out there must be withdrawn and NACCA must sanction them appropriately. She further noted that “We must be proud of our country, protect and defend our diverse cultures and traditions and uphold the dignity of all Ghanaians, regardless of where they come from. “We are one nation under God, one people with a common destiny. We are all beautiful Children of Mother Ghana and must be proud of our unity in diversity because “that is what makes us unique”. Below are the reasons why they were not approved at the same time with the rest of the 22 already Unanimously approved by the Appointment Committee of Parliament. Kwesi Amoako-Atta It is believed that on the Roads and Highways portfolio, the clarification they may be seeking has to do with the Tema road contract before they approve the nominee, Kwesi Amoako-Atta. Oppong Nkrumah The sources say, members of the minority side of the Appointments Committee accused Oppong Nkrumah, as being the one who called for a member of the legal team of the petitioner in the ongoing Election 2020 petition, Dr. Dominic Ayine, to be cited for contempt, after Ayine told the media on 16 February 2021, that the Supreme Court has a predetermined agenda to rule in favour of President Akufo-Addo. Ursula Owusu Ekuful The approval of the Minister-designate for Communications and Digitization, Ursula Owusu Ekuful, is also on hold because the Minority side says they require some clarification on the closure of some radio stations in the country. Kwaku Owusu Afriyie Akoto In the case of the Minister for Food and Agriculture-designate, Kwaku Owusu Afriyie Akoto, members of the Minority side of the Appointments Committee accused him of being arrogant when he appeared before the committee and on that basis, they will not approve of his nomination. John Amewu Peter John Peter Amewu, the former Minister for Energy who supervised the PDS deal and has been nominated by the president to serve as the Minister for Railways Development in his second administration, has his approval also on hold. Kwaku Agyeman-Manu The Health Minister-designate, Kwaku Agyeman-Manu‘s appointment, according to our source is on hold because the Minority side of the Appointments Committee say he did not satisfy them with his answers on questions regarding the engagement of Frontier to offer COVID-19 testing services at the airport some time in September 2020. Godfred Yeboah Dame The Agyapa Gold Royalties deal and the answers given by the Minister for Justice and Attorney General-designate, Godfred Yeboah Dame, to questions posed by some members of the Appointments Committee ought to be clarified and to that end, the Attorney General’s nomination is also on hold, one source disclosed. Ministerial list: Names coming and their possible positions

Considering the general order of things, the poorly-performing ministers are more likely to be dropped as some other new personality likely to replace them. Already, some names have pop up as potential ministers under the newly formed Akufo-Addo-led administration, some of these include maintained ministers who may be moved to other ministries, some who may be maintained in their ministries and others who may be the freshers in the team. Reshuffled ministers: According to a Dailyguide newspaper report, former Education Minister Dr Matthew Opoku Prempeh (Napo) may be taking on John Peter Amewu’s former job as Energy Minister whilst Mr Amewu who is now the Hohoe MP moves to the Railways Ministry as substantive Minister. This will leave Mr Opoku Prempeh’s position for his former Deputy, Dr Yaw Osei Adutwum who was quite cooperative with the administration of his duties in his previous capacity. Dan Botwe who was iconic with the reorganization and establishment of the 6 new regions as Regional Reorganisation and Development Minister is likely, per DailyGuide’s report, to be moved to the Ministry of Local Government and Rural Development which was previously occupied by Hajia Alima Mahama. Samuel Atta Akyea who was Works and Housing Minister may be moved to the Environment Ministry as its Minister. Retained Ministers: For those who particularly left distinctive marks after their first term, they have been projected to retain their various ministerial appointments. Finance Minister, Ken Ofori-Atta, Roads Minister who spearheaded the Year of Roads project, Kwasi Amoako Atta has also been named, Communications and Information Ministers, Ursula Owusu-Ekuful and Kojo Oppong Nkrumah respectively, have been mentioned for this category. Dr Owusu Afriyie Akoto, Food and Agriculture minister who spearheaded the Planting for Food and Jobs Policy, Trade Minister, Alan Kyerematen, and Foreign Affairs and Regional Integration Minister, Shirley Ayorkor Botchwey also have their names emerging for retaining. Defence Minister, Dominic Nitiwul, Ambrose Dery, Interior Minister, Gender Minister, Cynthia Morrison and Transport Minister, Kwaku Ofori Asiamah also made the speculated list as reported by DailyGuide. It is still unknown, however, what the fate of Attorney General, Gloria Afua Akuffo will be moving forward; whether or not she will be maintained or if there even is any possibility of her being replaced by her deputy Godfred Dame who has become more popular in recent times.
