Schoolchildren starved as DCE sacks school feeding caterer for fmr. MP’s wife
The acting District Chief Executive (DCE) of the Bawku West District, Victoria Ayamba, is reported to have unilaterally sacked an accredited Ghana School Feeding Programme (GSFP) caterer and reallocated her contract to the wife of a former Member of Parliament (MP) for Zebilla, Grace Fuseini Adongo. About 600 children went hungry for four days after she stormed the Yikurugu Primary School to throw out the caterer, Ramatu Yaro, from the public school and threatened that she would not be paid for her services even if she continued to feed the children. The unilateral dismissal suffered by the caterer comes after the Office of the President had warned all acting local-government appointees to not take any decision “involving a policy issue” in a letter dated 11th January, 2021, and signed by the Chief of Staff, Akosua Frema Osei-Opare. Besides, the GSFP’s national secretariat came up with a press statement last month in strong disapproval of attempts by some assemblies to recruit new GSFP caterers and it directed all caterers already at work to remain at their various posts. But a few days after the GSFP had issued that cautionary statement, some unfamiliar faces emerged on the premises of the Yikurugu Primary School to prepare food for the schoolchildren whilst the familiar caterer, who had been feeding the pupils since 2018, was busy at the school’s kitchen. Authorities at the school told the strangers they were unaware of their engagement and turned them away. The following morning, the strangers returned to the school with five men described as “thugs”. The alleged thugs threw water on a fire the accredited caterer had set to prepare a meal for the schoolchildren and scattered the kitchen utensils being used. Whilst those men were warning the caterer to stop cooking and to stay away from the school’s grounds thenceforth, the school’s authorities got involved again. This time, the authorities at the school told the ‘intruders’ to provide a document to show that the government had appointed them to feed the school. They could not provide the requested document. But they told the school that they had been sent by “the wife of the former MP” to take over from Ramatu Yaro. As the authorities stood their ground against their mission, they left and the troubled caterer resumed cooking. Acting DCE descends on school premises with six police officers The same people returned a third time with two more strongmen in their company. They were met on arrival by some men who had been informed about the caterer’s troubles and had readied themselves to defend her. A serious scuffle erupted. Teaching and learning came to an abrupt halt. The schoolchildren watched with fright from a distance presumed to be relatively safe. Outnumbered and outdone, the ‘trespassers’ retreated to the perimeter of the main highway that leads from Bolgatanga to Bawku for a brief discussion and then left the area. About thirty minutes later, the acting DCE showed up at the school with the Bawku West District Police Commander and six other police officers. Whilst briefing the police about the GSFP-related conflict at the basic school, the school’s authorities cited Ramatu Yaro as the only caterer known to the school and supported their claims by providing a logbook that showed records of the services she had rendered to the school since 2018. The “accredited caterer” renewed her health certificate at the Bawku West District Assembly in January, 2021, only to be sacked a month later. But the stand-in DCE, according to a police source, interjected by saying that the catering contract actually belonged to Grace Fuseini Adongo, wife of the immediate-past MP for Zebilla, Frank Fuseini Adongo. The caretaker DCE is quoted to have stated further that Ramatu was made to front the contract for Grace and that the contract documents also were made to bear her name (Ramatu Yaro) as the caterer in a bid to protect Grace from exposure to possible conflict-of-interest issues considering her status as a wife to a policymaker. Accredited caterer dismissed by acting DCE shares experience That meeting ended with the “government-recognised” caterer being told by the provisional DCE to stop cooking with an open threat that she would not receive any payment from government for any subsequent services if she ignored her order. The acting DCE was also caught on tape telling the accredited caterer that “Ghana School Feeding Programme at the national level says when you finish cooking today, you should stop cooking.” The caterer obliged and the underprivileged schoolchildren, in whose interest the policy was generally introduced in the country against hunger as well as malnutrition and extreme poverty, had nothing to eat for four days at the school. Subsequently, the transitional DCE forwarded two names to the school (Akoloba Akulsum and Afaneg Apasiba) as its new cooks and announced Grace Fuseini Adongo as its caterer. She also instructed that the cooks should start cooking from Tuesday February 2, 2021. The ousted caterer, now distressed, told Starr News that the former MP for the area secured the contract for her family and, after she returned from a training programme organised for caterers recruited by the GSFP, the former MP’s wife (Grace Fuseini Adongo) imposed herself on her as the person to supply at all times any foodstuff to be prepared for the school. She said she did not like the arrangement but had to comply as it was evident that Grace was taking advantage of her as a beneficiary of her husband’s efforts. “I was given only 300 Ghana cedis a month since 2018”— Evicted caterer The evicted caterer said the contract document bore her name (Ramatu Yaro) but Grace had managed to take it away from her by asking for it some time ago on the pretext of taking it home to read. Tuna Association wants Hawa Koomson rejected as fisheries minister
The Ghana Tuna Association has petitioned the Speaker of Parliament over the poor performance of the nominee to head the Fisheries and Aquaculture Development Ministry, Mavis Hawa Koomson. The association feels the nominee is not capable of running the Fisheries and Aquaculture Development Ministry. It highlighted some sector concerns in the petition like the collapsing pole and line sector, the dearth of skilled labour, international relations matters concerning climate change, among others. Critics have said Mrs. Koomson did not demonstrate an adequate understanding of the sector. In its petition, the association said Mrs. Koomson’s “basic skill sets, biases and passions are such that they may not fit into dealing with the challenges that the sector faces currently and the other workings expected of the sector minister.” Though the association said it has been so willing to work with any person who is appointed at the pleasure of the President it noted that “recent experiences have taught us that we need as stakeholders to pick the early signals and submit our concerns to the attention of the appointing authority for whatever remedy that may be available, in order to protect our industries and businesses from decisions that are likely to impact them negatively and further collapse the sector”. Homosexuality Is Happening ‘Underground’; “We’re Fighting A Losing Battle” – Inusah Fuseini
Alhaji Inusah Fuseini has highlighted some interesting observations on the establishment of the Lesbians, Gays, Bisexuals, Transgender, and Queer Intersex (LGBTQI) offices in the country. According to the former National Democratic Congress (NDC) Tamale Central Member of Parliament (MP), he will not support the activities of the LGBTQI in the country but he shares a different view as a lawyer of good standing. Speaking on Okay FM’s Ade Akye Abia Morning Show, Inusah Fuseini posited that those who are fighting the activities of Homosexuality in the country will not succeed; as eventually, the country’s cultural practices will give way. “As a Muslim, I cannot support the activities of the Lesbians, Gays, Bisexuals, Transgender, Queer Intersex but if you ask me as a lawyer, I think that we are fighting a losing battle. If we want to create a right-based society, it means that if someone has the right to do something, you cannot prevent that person from doing it,” he opined. “If you prevent the person, then you are not creating an open society. Even in our criminal code which we borrowed from our colonial masters, we have unnatural canal knowledge introduced by the British, but now that law is no longer in Britain, new ones were born. They said that that law violates some rights,” he stressed. He further indicated that inasmuch as the cultural set up in the country does not accept and tolerate, and even considers homosexuality as an abomination, it is also a known fact that homosexuality has been happening underground in the country. “Within the cultural context, many things happen. Let me say that homosexuality within our homes, it happens but it happens underground because the cultural set up does not accept or tolerate and considers homosexuality an abominable,” he indicated. “But as times go on, some cultural practices will give way. Once upon a time, people could not smoke wee in the whole world over but today we have found a way to make wee medicinal . . . in Ghana, Akpeteshie used to be a banned substance initially but as time went on, the people accepted it. As new knowledge begins to emerge people will begin to understand,” he argued. To him, the many books he has read depict that the practice of homosexuality, queerness, and lesbianism started in the pre-history era and not a recent engagement as it can be traced in the Old Testament. “I have read a lot of books about homosexuality, queerness, lesbianism, so on. It is not something that started recently; it is a stone-age issue that can be traced in the Old Testament, but there has been a determined effort to keep society cohesive and to ensure that the God-right to multiply is not hindered. There have always been those practices, even in pre-historic time,” he stated. “As a Muslim, I cannot be seen to be practicing it but that is me as a Muslim, but as a lawyer, new rights are emerging and it is time that we recognize the existence of those new rights,” he entreated. Judges are insulted by people who know nothing about the law – Justice Apau
A justice of Ghana’s Supreme Court Yaw Apau has bemoaned the situation where judges are insulted in the country. He said persons who insult judges mostly do not know anything about the law or have no idea about the issues before the court. He said this while expressing deep concerns about the utterances of former Deputy Attorney General Dr Dominic Ayine regarding the hearing of the election petition, which the court deemed contemptuous. “Sometimes Judges are insulted by people who know nothing about the law and sometimes [by people] who know nothing about the issue that is before the judge and they talk and insult. “If they are not lawyers, we don’t care, because if you don’t want to be insulted, you cannot be a judge but if you are a lawyer, who knows the law and who knows the procedure and then you talk in a manner that does not speak well of you as a lawyer, it gives opportunity to non lawyers to also talk or say worse things. So that is my advice to you [Ayine] as my brother,” he said. Dr Ayine has apologized to the Court over his contemptuous comments against the justices of the highest court regarding the ongoing election petition hearing. The Supreme Court Monday February 22, 2021 ordered the Bolgatanga East lawmaker to go and retract comments he had publicly made which the court deems contemptuous. This was after he wrote an apology letter to the court. He had earlier said in a media interview that the decision of the Supreme Court not to allow the petitioner reopen his case to subpoena chairperson of the 1st Respondent Electoral Commission, Jean Mensa, was “predetermined”. This, the court deemed scandalous and brought contempt charges against Dr. Ayine, a case which was heard Monday. During the hearing, a remorseful looking Dr. Ayine said he had written a letter to the court apologizing for his comments. Counsel for the contemnor Dr. Ayine also pleaded on behalf of his client asking the mercy of the court. The court, in accepting the apology of the contemnor acknowledged the fact he is a senior member of the bar but made the following consequential orders. “We accept the apology of learned counsel for the contemnor, we however order that the contemnor purges his contempt by retracting his scandalous on the very same medium before Thursday, 25th February, 2021, when the court will reconvene.
