UER: Upper East a region in love with politics than development

It appears the cry for the people of the Upper East Region to give the Bolgatanga sports stadium a facelift is not going to be given any attention any time soon. The Minister Designate for Youth and Sports Mustapha Ussif has revealed, that he has no knowledge of government plans to give the abandoned Bolgatanga stadium a facelift. Bolgatanga Stadium has been one of the priorities for the people of the Upper East Region, no wonder it was part of the region agenda during the Upper East @50 celebration On November 26, 2020, it was reported on Ghana New Agency “NDC to build ultramodern sports stadium in Bolgatanga”. Mr John Dramani Mahama, the then National Democratic Congress (NDC) Presidential Candidate, assured the chiefs and people of the Upper East Region that he will build an ultramodern sports stadium in Bolgatanga to promote sports. He said the next NDC government would build regional sports stadia across every region without a stadium to promote sports and wellness. Mr Mahama made the pledge on Wednesday at a community engagement with the chiefs and people of Talensi in the Upper East Region as part of his four-day campaign tour. He noted that apart from the regional sports Stadiums, mini modern sports stadia would be built in all districts to harness the sporting potentials of the youth. He said the sports potentials of the youth would be harnessed from the district to regional, national and international levels. Mr. Mahama reiterated the need to harness the youth’s sporting potentials to create jobs for them. However, one would ask, why are people of the Upper East denying themselves developmental opportunities especially when they had the opportunity to serve as ministers of state. In the Akufo-Addo first Administration, the Member of Parliament for Navrongo Central Mr. Kofi Adda had the opportunity to provide a first-class airport to the people of the Upper East Region. But unfortunately, that wasn’t achieved for the region till he says goodbye to the Aviation Ministry. That is one classic example, now let me come back to the stadia issue. On January 08, 2015, a story published by then Citifmonline.com copied by Peacefmonline.com “Bolga Stadium To Be World Class Sports Minister” This was according to another son from the region who in control of the Ministry of Youth and Sports. The Minister for Youth and Sports, Mahama Ayariga has said work will soon commence on the Bolgatanga sports stadium to transform it into a world-class stadium. This, according to the Minister will be achieved with the provision of standard infrastructure and facilities. Mr. Ayariga revealed this on a working visit to the Bolga sports stadium and also the Bolgatanga Senior High School (SHS) to inspect a proposed site for a regional sports academy. In an interview with Citi News after the inspection, Mr. Ayariga bemoaned the poor infrastructure of the Bolga sports stadium and also the lack of proper sports facilities in the whole of the Upper East Region. He however, said the government is working to rectify the problem saying, it’s unfortunate that we have not after all these years been able to develop the infrastructure for sports in the region. He said his Ministry is strategizing to make sure every region has good facilities for sports infrastructure. The Sports Minister indicated that this year, his outfit is looking at putting up sports facilities for a few regions. In relation to Bolgatanga, we are looking at developing the pitch and then other facilities in the Bolgatanga stadium. He promised that some technical persons will be deployed to the Upper East Region to start work on the pitches and we will see how we can develop that facility. This was according to the Citifmonline.com report way back in 2015, that promise by our own brother and son making the Bolgatanga Sports Stadium a world class didn’t come to pass. We are now in 2021. In 2017, President Akufo-Addo also announced plans by his government to rehabilitate the stadium. Yet 2021, a Minister-designate for Youth and Sports Mustapha Ussif has made it clear of having no knowledge on the face lifting of Bolgatanga Stadium and is a clear signal that, is going to take a little more longer and only God knows when. “Mr. Chairman, no, I have not received briefing on the face-lifting of Bolgatanga Sports Stadium and the Azumah Nelson Sports Complex. But if I’m given the nod, all sports facilities will be paid attention to and now that you have mentioned the two facilities, I will look into it. MTN records GH¢1.3bn profit; optimistic of resolving SMP impasse with government

Mobile telecommunication leader, MTN Ghana recorded a profit of GH¢1.3 billion last year, about 38.4% year-on-year growth. According to its 2020 Financial Statement, total revenue was however GH¢6 billion, 16.4% increase over that of 2019. To this end, the board of the company is declaring an interim dividend of GH¢0.03 per share after reviewing the company’s first quarter results. After reviewing the full year performance of the company, the board also recommended a final dividend of GH¢0.05 per share, bringing the total dividend for the year 2020 to GH¢0.08 per share. This represents 70.5% of profit after tax and a 33.3% increase in dividend per share over those paid for 2019. MTN Ghana subscribers also increased by 23.4% to 24.4 million whilst active data subscribers increased by 32.4% to 10.8 million. Active Mobile Money (MoMo) users also increased by 16.3% to 10.6 million. The company said this was the result of various promotions in the year, increased person-to-person transactional activity and the offer of more advanced services such as retail merchant payments and international remittances. Digital revenue however declined by 6.2% year-on-year. During the period, MTN Ghana said it made some enhancements in its video and gaming offerings resulting in a 328% surge in the number of active subscribers* and increased adoption of  its MyMTN and ayoba messaging apps. Regulatory updates on SMP, localisation and licences On the regulatory front, MTN Ghana said it continues to maintain high ethical standards and commitment to regulatory obligations. “We also remain focused on providing the enabling technology to support Ghana’s digital economy. In this context, MTN Ghana undertakes constructive engagements with regulatory stakeholders at all times on issues related to policy and regulatory initiatives.” On the issue of the significant market power (SMP) declaration, and per the update in its third quarter results release, on 13 October 2020, MTN Ghana withdrew its application filed at the Supreme Court following a series of engagements with the regulator and other key stakeholders to resolve the issue in an amicable manner. From October 2020, however, MTN Ghana, implemented the National Communication Authority’s directive to apply a 30% asymmetrical interconnect rate for two years. Contempt: Ayine free

The Supreme Court on Thursday, 25 February 2021, discharged former deputy attorney general Dr Dominic Ayine after he purged himself from a contemptuous comment he made against the Justices of the Supreme Court regarding the ongoing election petition hearing. The court met to consider Dr Ayine’s apology and retraction of the contemptuous comments. Dr Ayine apologised for saying the court had a “predetermined agenda” to rule against former President John Mahama, the petitioner, after he was cited for contempt. “I have looked at what I said that day and I have come to the conclusion that I went overboard, I crossed the line with respect to the remarks that I made”, Dr Ayine told the media on Monday, 22 February 2021 after his contempt hearing. Dr Ayine also wrote an unqualified apology to the court and the Justices. Background Dr Ayine’s comment came after the apex court on Tuesday, 16 February 2021, ruled that Mr Mahama could not reopen his case for the sole purpose of subpoenaing the star witness of the Electoral Commission and using her as an “adverse” witness. In his media address, Dr Ayine said: “The Supreme Court asked itself a question, which we deem as a wrong question and answered that question. It said: why does the Chairperson need to account to the people of Ghana when she’s not a party to the suit”. “Now you’ll recall that counsel made it clear that one of the reasons we are in court is because of the unconstitutional conduct of Mrs Jean Adukwei Mensa as the returning officer under the Constitution and it is not true that there is only one issue that needs to be determined in this matter”, the lawmaker said. He continued: “I am surprised that the Supreme Court itself, having set down five key issues to be determined, is now reducing the issues to one, which is whether and extent to which the evidence that we have led, shows that no one got more than 50 per cent of the votes in accordance with article 53 of the Constitution”. “But we have made it abundantly clear in the petition that there were a number of infractions”. “We are contesting even the constitutionality of the declaration that was made. We are saying that she violated article 23 of the Constitution because she’s an administrative body”. “We have also said her exercise of discretion was contrary to article 296 of the Constitution”. “These are all germane issues under the Constitution and laws of Ghana and to reduce the petition into a single-issue petition, is rather unfortunate and smacks of a predetermined agenda to rule against the petitioner in this matter”. A spokesperson for President Nana Addo Dankwa Akufo-Addo’s legal team, Mr Kojo Oppong Nkrumah, described Dr Ayine’s assertion as “unfair to the judicial system”. Speaking to the media, the former information minister said: “It is not fair to the judicial system, it’s not fair to our democracy, it’s not fair to the people of Ghana that when you lose an application because it is not grounded in law or because you’ve failed to meet the legal standard, then you come here and literally poison the minds of the public and make claims that they may be having a predetermined agenda. That’s scandalous of the court”. “When you make a legal argument and it is upheld, that one is good; when you make an argument and it doesn’t meet the threshold, then it means that they are wrong in law or that they have a predetermined agenda. “The Supreme Court has not reduced the petition to a single issue. A/R: We want our shops back – Abinkyi Market traders tell KMA

Some traders at the Afia Kobi Market popularly called Abinkyi Market in Kumasi on Thursday, 25 February, 2021 have protested against the Kumasi Metropolitan Assembly (KMA) over their demolished shops. The traders who accused the KMA of demolishing and locking up their sheds and shops want the assembly to bring back their shops. According to the aggrieved traders, the Assembly led by the Kumasi Mayor, wants to do a relocation of the shops. The traders said the assembly did not give them prior notice and they only found out about the exercise when they arrived at the market. A team of Military personnel was however deployed to the market to calm the aggrieved traders. The traders have therefore called on the Kumasi Mayor to come to their aid and give them back their shops. Reacting to the incident in an interview with Class FM’s Ashanti Regional Correspondent, Elisha Adarkwah, Kumasi Mayor, Osei Assibey Antwi, said the affected traders abandoned their shops and left the market. He said the assembly needed a place to relocate traders at the Kumasi Central market to pave way for the commencement of the second phase of the Kumasi Kejetia-Central redevelopment project. The Assembly, he said, therefore took the action to take over the shops and reallocate them to the central market traders. Meanwhile, second-hand clothing sellers at the Kumasi Central Market who are to be relocated to the Afia Kobi Market have indicated that due to the dispute with regards to the shops, they will not relocate to the market. Judgement Debts: Severely punish public officials who cause losses to the state – Experts advise

Despite recommendations of a commission of inquiry instituted in 2012 to look into judgment debts since 1992, government continues to incur huge debts. Experts say government has failed to implement recommendations in the Justice Appau commission report. They are demanding harsh sanctions to deter public officials from causing huge losses to the state in judgement debts. The Commission The Justice Appau Commission of Inquiry was to among others, ascertain the causes of inordinate payments from public funds and financial losses arising from arbitration awards, negotiated settlements. It was also to make recommendations to the Government for ensuring that, as far as practicable the instances where public funds are utilized to make payments in satisfaction of judgment debts and public debts arising from akin processes are limited or avoided. Government required of the commission to ensure the state does not incur undue financial losses when it does business with private persons or institutions. Key appearances For more than a year the commission heard testimonies from public officials and MMDA staff. Among them, was MP for Adansi Asokwa K.T. Hammond, who was former deputy energy minister under whose watch a drill ship belonging to the Ghana National Petroleum Corporation (GNPC) was sold. A government white paper directed the Economic and Organized Crimes Office (EOCO) to investigate K.T Hammond on the disbursement of $900,000 from the sale of the drill ship. The Adansi Asokwa MP subsequently sued the government for directing the Economic and Organized Crime Unit (EOCO) to probe his involvement in the drill ship saga. Another famous case which resulted in some judgment debts, involves the Margins Group, which supplied one million calendars to the Ghana@50 secretariat in 2007 at 2.7 million cedis. The commission’s report revealed in part, delays in payment amid other contestations, resulted in the state coughing out 6.2 million cedis as payment. And then the widely publicized one! The Woyome Gate! The businessman in 2010 was paid GHC51 million after he claimed that he helped Ghana raise funds to construct stadia for purposes of hosting the 2008 Africa Cup of Nations. But the Supreme Court in 2014 ordered him to pay back the amount after former Attorney General Martin Amidu, challenged the legality of the judgement debt paid the businessman, Waterville and Isofoton. The Apex Court unanimously granted the Attorney General clearance to execute its judgement ordering Woyome to refund the money to the state. Government White Paper on Judgment debt The Justice Apau commission submitted a report to government on their findings. Government accepted the following recommendations with modifications: a. Parliament should pass a ‘Political Campaign Funding Bill’ to prevent the situation in which the funding of political activities and election campaigns have become a major source of corruption in public office. b. A specialized Alternative Dispute Resolution (ADR) Centre should be established within the Attorney-General’s Department to assist in the management of national debts. Government did not wholly accept the recommendation. And was of the view a more workable alternative is to establish a team of attorneys and non-attorneys at the AG’s, properly trained in dispute resolution. c. The frequent changes in the nomenclature of ministerial portfolios any time government changes hands must also cease as these carry with them unreasonable financial burdens as a result of movement of departments and units and even staff. Government did not accept the following recommendations: a. A legal instrument should be put in place to ensure the procurement law is religiously followed in the award of contracts. Government was of the opinion that there are enough sanctions in the existing Public Procurement Act 2003 (Act 663). b. A legal regime should be developed to ensure continuity of contracts that transcend out-going and in-coming governments. c. The role of the Audit Service should be broadened to minimize financial malfeasance in the execution and abrogation of contracts. d. A legal instrument should be put in place to oblige all MMDAs and RCC attorneys to respond to queries and other requests for information from the Attorney-General’s office within strict timelines. Government further did not accept the recommendations of the Commission that: i. There should be established a permanent institution to play oversight role in the handling judgment debt cases. ii. It will investigate all default judgments, consent judgments and judgments on admission entered against State institutions Government is of the view that there are existing institutions of state that are responsible for different aspects of these matters. These institutions should be empowered to do their work efficiently and effectively. iii. The Commission recommends the separation of the roles of Minister of Justice and Attorney-General to protect the prosecutor’s office from undue political interference. The commission recommended some sanctions to include i. Holding Heads of Departments and other government officials accountable for their actions and/or inactions that lead to payment of judgment debts; ii. Deadlines for responding to administrative requests for advice and clearance should be accompanied by sanctions for failure to respond on time, especially where it leads to financial loss to the State; iii. In situations where the actions and/or inactions of public officials lead to unwarranted debts to the State, the officials must be made to refund the debts paid to the state failing which the assets of the main offenders, collaborators, accomplices and beneficiaries should be confiscated to the State to recover the losses to the State. iv. Government also noted the existence of the Public Property Protection Decree, (SMCD 140) under which such persons may be prosecuted What’s happened since then? In 2018, the under fire businessman begun making payments to the state; ¢4.6 million at the time. Even though he denies any wrongdoing. Alfred Woyome says he is prepared to pay back the monies to state. “I have shown willingness to pay the monies. I even proposed a payment plan, to make it quarterly,” Woyome told Accra based Citi VT in July 2020. Lead Counsel for the 1st Respondent in the Election Petition hearing, Justin Amenuvor, has shown solidarity to colleague Lawyer Dominic Ayine who was cited for Contempt by the Supreme Court. According to Justin Amenuvor, he has been friends with the spokesperson for the Petitioner for as long as possible and was even the best man at his wedding thus he was only there to show support. His statement comes after a judge asked whether he [Amenuvor] came to support his roommate adding that his name was not part of the Lawyers involved in the case. “Yes my Lord, I came to support my roommate, best man and my best friend. I am not appearing as Counsel but as a friend of Dominic Ayine and a best man at his wedding. He was Commonwealth Hall Secretary in our year, he’s a very good friend of mine. We go way back.” Dr Ayine was found guilty for some comments he made while addressing the media on February 16, 2021. According to him, the apex court had a “pre-determined agenda” to rule against the Petitioner and flagbearer of the National Democratic Congress, John Dramani Mahama. Following the hearing on February 21, Dr Dominic Ayine was called to mount the witness box to explain the reason for his utterances. According to him, it wasn’t his intention to mar the reputation of the Supreme Court and quickly apologized to the Justices on the bench. The Chief Justice, Kwesi Anin-Yeboah, conditioned that he would only be forgiven if he [Ayine] rendered an unqualified apology and retracts the ‘scandalous statement’ through the medium he defamed the apex court of Ghana on. Following the retraction and apology, the Supreme Court discharged the case while advising the former Attorney General to be cautious with his utterances and not cause further him to his profession and the Supreme Court. “We want to struck out having apologized and purge yourself from contempt”. The Chief Justice noted. Meanwhile, the Election Petition hearing will continue on March 4 for judgement. Koku Anyidoho’s wife speaks about how she was sacked, baggage thrown out of matrimonial home

There seems to be a storm brewing in the home of former General Secretary of the National Democratic Congress, Koku Anyidoho as his wife has emerged to accuse him of throwing her out of their matrimonial home. Jennifer Boahemaa Yeboah told GhanaWeb in an exclusive interview yet to be aired on the #SayItLoud programme that, following months of emotional abuse and negligence from her husband, Mr Anyidoho sent her packing from their home. It will be recalled that Madam Jennifer was involved in a car accident in November last year which resulted in the loss of their 8-year-old daughter. She furthered that Mr Anyidoho abandoned her after the accident, taking away their only surviving son because he blamed her for the death of their daughter. The estranged wife recounted to GhanaWeb, how shortly after being discharged from the hospital, while arrangements were being carried out for the burial of their daughter, the former NDC General Secretary sent bottles of schnapps to her parents in the company of some friends to dissolve their marriage after their marriage of about 6 years. She noted that her family took receipt of the drinks to be used as evidence when the two families formally met to deliberate on the matter. Madam Jennifer told GhanaWeb that what broke the camel’s back was events that occurred on Tuesday, February 23. She noted that while she was away, Mr Anyidoho packed some of her belongings from their matrimonial home and sent it to her mother’s house in a KIA truck on her blind side. “Sending an unknown driver to bring some of my things without anyone’s knowledge, and the marriage has not been dissolved officially, I don’t know what to say… I was there yesterday trying to sort out a few things at my new apartment when I got a call from my 78-year-old mother that a KIA truck is here with some few things that Anyidoho said they should bring it…” she told GhanaWeb. [List] LGBT+Rights Ghana fights back, reports 20 influential Ghanaians for homophobia, blacklist

Hours after the National Security raided and closed down the office space of LGBT+Rights Ghana, the group has created a website that lists influential Ghanaians that the group deemed as being homophobic. Moments after the shutdown of the office, the group took to its official social media pages to announce the closure and called on members and queer Ghanaians to stay calm. “Do not panic. We will triumph. The police may have raided our office and closed it down but the real office is in our hearts and minds,” the group stated. The list comprises men of God, Lawyers, Politicians, media practitioners/journalists and musicians amongst others. According to the group, the purpose of the “website is focused on bringing national and international attention to Ghanaian NGO Leaders, Religious Leaders, Government Officials, Media and others who are spewing hate against the LGBT+ Rights movement in the country.” It continued, “This watchlist is for the Ghanaian LGBTQ community to better identify influential homophobic individuals and bodies promoting hate and inciting violence against LGBTQ people in Ghana”. The individuals cited by the group are; Minister of Gender, Children and Social Protection, Hon. Sarah Adwoa Sarfo, Rapper Yaa Pono, Captain Smart of Angel FM, Johnnie Hughes of 3FM/TV3, Bishop Charles Agyin Asare, Pastor Mensah Otabil, immediate past Speaker of Parliament, Professor Aaron Mike Oquaye, Lawyer Moses Foh-Amoaning, Gifty Anti, and the President of the Catholic Bishops Conference, Reverend Philip K. Naameh amongst others. The group laments a deliberate hate crusade waged by these individuals especially lawyer Moses Foh-Amoaning against them that has created a hostile environment for its members. “There have been a number of other NGO leaders, religious leaders and government officials as well as media outlets who have joined in the national conversation on denying LGBT+ Rights Ghana the ability to operate an office and some threatening bodily harm and death to the community leaders and members. It has created a very hostile environment for community members.” The group stressed that, “This is one of several crusades Foh Amoaning and his camp have waged against the Ghanaian LGBTQ community. Aside from inciting hate and empowering vigilante groups against the community, he is also responsible for hosting a well-known extremist Christian far-right hate group from the USA known as the World Congress of Families in 2019. Foh also vehemently opposed the PanAfrican International Lesbian and Gay Association (ILGA) conference slated for June 2020. Deployment of COVID-19 vaccines to begin next week – Nsiah-Asare

The distribution of the newly arrived COVID-19 vaccines doses is expected to take off next week, Presidential Adviser on Health, Dr Anthony Nsiah-Asare has said. 600,000 doses of AstraZeneca COVID-19 vaccine made by the Serum Institute of India arrived in the country on Wednesday, February 24, 2021. Dr. Nsiah on the Point of View on Citi TV said persons with underlying conditions, health workers and essential services providers will be part of the groups who will take doses of the vaccines. “The deployment [of vaccines] will take place next week. We have segmented the country by populations and this is according to what the Ghana Health Service has done. Health workers are one of the groups [that will take the vaccines] because they are frontline workers. And there are patients who have underlying problems and also the aged.” He also allayed fears over the safety of the AstraZeneca vaccine, despite South Africa’s decision to put its rollout on hold after a study showed “disappointing” results against the country’s new COVID-19 variant. “The predominant variant that we have seen is the UK variant which is very susceptible to the AstraZeneca vaccine, so we do not have the problem that South Africa has.” The COVAX Facility plans to deliver close to 2 billion doses of COVID-19 vaccines this year.
