UER: Police receives approval for 24-hour highway patrols
Dr. George Akuffo Dampare, Acting Inspector-General of Police, has given approval to the Upper East Regional Police Command to immediately establish a 24-hour Regional Highway Patrol Unit in that part of Ghana, to deal with highway robberies and other violent crimes. The unit is comprised of a platoon of personnel to ensure public safety and security in the region. The regional highway patrol unit’s specific duties are to provide escort for transit vehicles, tomato haulers and foil security threats on the highways. It is also to give maximum security to travelers and transit vehicles. The patrol routes and points for the regional highway patrol team are: 1. Bank of Ghana wins arbitration against Sibton Switch Systems
A tribunal constituted under the auspices of the London International Court of Arbitration (LCIA) has issued an award in favour of the Bank of Ghana dismissing all claims brought by Sibton Switch Systems Limited in relation to the termination of the master agreement for the Ghana Retail Payment Systems Infrastructure in 2017. The tribunal also ordered Sibton Switch to make a substantial payment to the Central Bank in respect of its legal fees and costs of the arbitration. On 9 April 2018, Sibton Switch filed a Request for Arbitration with the LCIA against the Bank of Ghana for breaching the Master Agreement for the Ghana Retail Payment Systems Infrastructure entered into by the two parties. Background Following the 2016 elections and on the appointment of a new management of the Bank of Ghana, it became necessary to review the terms of the contract entered into by the previous administration. In reviewing the contract, the new management of the bank reached the conclusion that Sibton had neither acquired the licence nor fulfilled the condition precedent for the effectiveness of the rights and obligations of the parties. The agreement, which dealt with the grant of exclusive rights to Sibton Switch to build, operate and own the Ghana Retail Payment Systems Infrastructure was therefore terminated on the basis that it never came into effect. The claimant, Sibton Switch, went to the LCIA seeking relief in the sum of USD 478 million from the respondent, Bank of Ghana. The contract awarded to Sibton Switch was one-sided in favour of Sibton Switch and was severely detrimental to the interests of Bank of Ghana. For example, the Public Procurement Authority approval for the project provided that the Bank of Ghana’s maximum liability was to be GHC300,000. Contrary to this approval, the corruptly-procured contract with Sibton Switch provided that the Bank of Ghana had a huge potential liability of USD $478 million (GHC2.6 billion). In addition, the tender price of Sibton Switch was more than 33 times more expensive than the next most expensive bid. Following the termination of the contract with Sibton Switch in 2017, the Bank of Ghana’s subsidiary, GhIPSS, was able to deliver mobile payment systems interoperability at a small fraction of the cost, saving the Ghanaian taxpayers billions of Cedis. Arbitration award issued in favour of the Bank On 28 July 2021, a panel of three distinguished arbitrators issued an award in favour of the Bank of Ghana in the LCIA arbitration, dismissing all the claims brought by Sibton Switch Systems Limited. The claims were dismissed due to the failure by Sibton Switch Systems Limited to comply with the orders of the Tribunal including an earlier interim award made by the Tribunal on 25 June 2019 in favour of the Bank of Ghana, which required Sibton Switch to make an interim award payment for security of costs. The final award also orders Sibton Switch Systems Limited to pay to the Bank of Ghana in full, its costs of the arbitration, in respect of the Bank of Ghana’s legal fees. Ablakwa, Buah take IGP, CDS to CHRAJ over election killings
Two opposition MPs have petitioned the Commission on Human Rights and Administrative Justice (CHRAJ) to investigate deaths and injuries that occurred during the 2020 Presidential and Parliamentary Elections. The two MPs – Samuel Okudzeto Ablakwa (North Tongu) and Emmanuel Armah-Kofi Buah (Ellembelle) – have lodged a complaint at CHRAJ against the ministers of interior, defence as well as the Inspector General of Police and the Chief of Defence Staff of Ghana Armed Forces. “Sixty-one electoral and post-electoral incidents nationwide” were reported, the police said in a statement back in December 2020. Of these, 21 “are true cases of electoral violence, six of which involve gunshots resulting in the death of five.” In their petition, they stated that the culprits must be prosecuted while demanding compensation for the victims or their representatives. “It would be a scar on our collective conscience, a threat to future elections and a disservice to the stability of our democracy if we do not take concrete steps to thoroughly investigate, punish the perpetrators and adequately compensate victims,” Ablakwa said after filing the petition. The complaint Their complaint is restricted to the Techiman South, Odododiodio, Ablekuma Central, and Savelugu constituencies in the Bono East, Greater Accra and Northern Regions of the Republic of Ghana respectively, reports the website of state-owned Daily Graphic. It relates to the manner in which the Ghana Police Service and the Ghana Armed Forces discharged their constitutional and statutory mandates in the constituencies. “In the case of the Ghana Armed Forces, their conduct in furtherance of the purpose of the National Election Security Taskforce (NESTF) did not promote the development of Ghana as prescribed by article 210(3) of the 1992 Constitution, as their conduct caused damage to life, limb and property,” the petition reads. “Regarding the Ghana Police service, the manner in which they carried out their functions to further the purpose of the NESTF undermined their constitutional obligation under article 200(3) of performing their “traditional role of maintaining law and order”. SHS graduate stabbed to death by friend over Bluetooth speaker
The Nkawkaw District Police Command in the Eastern Region is investigating circumstances that led to the alleged stabbing to death of a Senior High School (SHS) graduate by his friend. The suspect, 22-year-old Yakubu Sharifu, is said to have stabbed his friend, Umar Lawah, with a knife during a quarrel over a Bluetooth speaker on Monday, August 23, 2021. Police personnel who went to the scene after the incident, found fresh stab wounds on the neck, shoulder and abdomen of the deceased, and conveyed his body to the Nkawkaw Holy Family Hospital Morgue. The Eastern Regional Police PRO, DSP Ebenezer Tetteh, told Citi News the suspect will be prosecuted. “Police received a complaint from a neighbour of the two people. Blows at NPP meeting ahead of constituency delegates’ conference
The Abodom Police Command in the Ashanti Region is investigating an alleged assault case reported by one Okatakyie Kwame Opoku Agyemang, an NPP executive of the Bekwai Constituency Reports suggest there was a brawl during an electoral area meeting by the New Patriotic Party (NPP) held at Bekwai Dadease and Adwumam electoral areas in the Bekwai municipality. The meeting, which was expected to be peaceful and smooth, was abruptly truncated after one of the constituency executives landed slaps on the face of his colleague Tuesday evening. The Deputy Constituency Youth Organizer for Bekwai, Francis Siaw, was picked up by police after the victim, Okatakyie Kwame Opoku Agyemang, lodged a formal complain of assault at the Abodom Police Station. The Bekwai Constituency Deputy Organiser was kept at the Abodom Police Station for his statement Speaking on Akoma FM‘s current affairs and political show GhanAkoma Wednesday, August 25, Opoku Agyemang explained that “during an electoral area meeting that was supposed to precede the constituency delegates’ conference, the Deputy [Youth] Organizer Francis Siaw from nowhere landed two slaps on my face. I didn’t retaliate because [I] know the law so I didn’t want to implicate myself. I reported to the police and immediately he was picked up”. Explaining his side of the story, suspect Francis Siaw told host of the show Aduanaba Kofi Asante Ennin that “Katakyie Kwame Opoku Agyemang had been disqualified and expunged from his post as electoral area coordinator because he campaigned for an individual candidate during the 2020 elections and as our party constitution demands, we did exactly that only for him to surface at Tuesday’s meeting in a capacity as Electoral Area Coordinator. So he insulted me and [I] lost my cool and slapped him”. Kwame Opoku Agyemang, who has been accused of turning his back on the party for an independent candidate in 2020, denied the allegations and quizzed why he has not been served an official letter of dismissal or demotion. But later joining the discussion via phone, NPP Ashanti Regional First Vice Chairman Kwabena Nsenkyire, who backed the Constituency Deputy Organizer’s deeds, further threatened the victim that “your ordeal would have been very brutal if I was there because per our party laws, you are not a member, so why do you have to invade our meetings?” Kwabena Nsenkyire further urged the Bekwai Constituency executives to deal with such “traitors” anytime they show up at party meetings. The Abodom Police Command later bailed the Constituency Deputy Organizer after his statement was taken. The issue is still under investigations to settle the rising tension within the Constituency.
