The Gulf of Guinea Northern Regions Social Cohesion (SOCO) Project has been launched by Dr. Mahamudu Bawumia Ghana’s Vice President in the Upper East Regional Capital Bolgatanga. Apexnewsgh.com report The project is expected to reach over 4,600 border-zone communities across the northern Gulf of Guinea sub-region and in Ghana, specifically 48 Metropolitan, Municipal, and District Assemblies (MMDAs) in six regions in the north will be direct beneficiaries of the SOCO project. Out of total financing from the World Bank International Development Association (IDA) of $450 million for four countries Ghana, Cote d’Ivoire, Togo, and Benin, Ghana benefitted with a share of $150 million. Addressing the congregation during the SOCO launch, Dr. Bawumia said the project has been conceived and designed to address the effect of the spillover of conflict and extremism from the Sahel region to reduce vulnerability because of exposure to the impact of climate change, strengthen local institutions and through economic opportunities and build trust. “It focuses mostly on border communities in these regions where the citizenry especially the women and youth are exposed to the threat of terrorism from the Sahel region. The project focuses on dealing with issues relating to conflict and violence. This is very significant as countries all over the world are pausing strategies to address these challenges in view of the anticipated worsening of the situation if the necessary interventions are not promptly instituted”. Dr. Bawumia said. The Vice President also pointed out that the project prioritizes the needs of communities and strengthens local institutions to give the citizenry, especially the vulnerable a voice to take part in influence and play a vital role in prioritizing local investment as well as promoting social cohesion and building trust in their communities. Meanwhile addressing the gathering at the SOCO launch, Mr. Daniel Botwe Minister For Local Government, Decentralization and Rural Development also used the medium to outline below components attached to the 5-year project and what it seeks to finance. Component 1: Investing in Community Resilience and Inclusion(Totaling a total US$ 112.5million) – This component will finance local-level investments aimed at promoting community resilience and inclusion in border areas, based on a medium-term vision that is shared across the implementing countries. There are three sub-componentsNamely,a) Community investmentsfor strengthening local resilience and inclusion (US$ 84.38M representing 75% of the allocation for Component 1) (Upgrading, rehabilitation, and/or expansion of all-weather ruralroads, climate-resilient and climate-proofed water andsanitation structures, construction, rehabilitation, extension, equipping and climate-proofing of social infrastructures, such as pre-schools, primary schools, secondary schools, literacy centres, and social centres etc.)b) Strategic economic activity investments for local economic development (US$ 22.5M representing 20% of the allocation for Component 1) (Expansion, rehabilitation, upgrading, and equipping of public local market infrastructure, including access roads, tracks, stalls, warehouses, cold chain facilities, slaughter areas, weighing devices, waste collection and disposal, parking, rainwater harvesting,and other climate-smart water and sanitation infrastructure. Energy-efficient lighting, including solar installations, will be provided to improve security at the markets, improve access to the complementary economic infrastructure under the Government’s flagship programmes, adoption of digital technologies and innovation to support LEDc) Youth engagement and social cohesion activities (US$ 5.63M representing 5% of the allocation for Component 1) (Youth mobilization, dialogue and engagement, demand-driven short-term skills training of the youth for sustainable self-employment and job creation, as well as youth infrastructure investments e.g. minor repairs, upgrading, expansion, rehabilitation, refurbishing maintenance and repurposing of already facilities; to enhance their use and functionality such as Community/ Information Centres, Climate-smart investments etc) Component 2: Building Foundation and Capacity for Inclusive and Resilient Communities (an amount of US$ 15 million) – This component will finance various training and capacity-building activities aimed at strengthening the foundation and capacity of local stakeholders, especially in four key dimensions namely (i) Building capacity for communities; (ii) Promoting localeconomic development.; (iii) Supporting agency and voiceof youth to help inclusion and community cohesion; and (iv) Promoting social cohesion and prevention of violence. Component 3: Regional Coordination Platform and Dialogue (US$ 7.5 million) – Aims to strengthen regional collaboration across the four beneficiary countries to support a coherent response to prevent risks of fragility conflict and violence (FCV) and to manage climate and disaster risks in the Gulf of Guinea. Component 4: Project Management (US$ 15 million) – This Component will support project management and coordination at the regional, national and sub-national levels for the effective implementation of project activities. Component 5: Contingent Emergency Response Component(CERC) – This is a zero-budget component that serves as a contingent emergency funding mechanism that will be triggered in the event of a natural or man-made disaster and/or health crisis such as a pandemic through formal declaration of a national emergency, or upon a formal request from the respective Governments. For the 2023 and 2024 fiscal years, a total amount of US$ 69,547,499.97 (i.e., US$ 21,776,250.00 for 2023 and US$47,771,249.97 for 2024) will be invested in socio-economic infrastructure and local economic development in all 48 beneficiary districts. However, the Upper West Regional Minister Dr. Hafiz Bin Salih on behalf of other beneficiary regions expressed appreciation through the Ministry to the World Bank for such a novel project which he said is set to address the poverty and conflict issues which is so endemic in this part of the world. NGD Summit: Dr. Bawumia launches a 5-year medium-term development strategy
Ghana’s Vice President Dr. Mahamudu Bawumia says the development of Northern Ghana is very important to protect Ghana against the terrorist threat that we are seeing coming from the Sahel and therefore the Medium Term Development Strategy that was launched, assumes an even greater amount of importance for them, and for their development partners and for everybody. Dr. Bawumia spoke at the launch of the Northern Ghana Development Summit (NGDS) a 5-year medium-term development strategy on Wednesday, November 2, 2022. The sixth strategic objectives outlined in the medium-term development strategy are well thought through and integrated in a way that holds the promise of rewriting the development narrative of Northern Ghana. Addressing congregations, Dr. Bawumia said he need not to repeat the development story of the Northern Ghana that has been told several times to multiple audiences. “In this life, I am happy that a new medium-term development strategy is a product of extensive consultations with several stakeholders group including at the furthest frontiers. Sammy Gyamfi questioned Vice President silence over economic hardship
Mr. Sammy Gyamfi, the National Communications Officer of the National Democratic Congress, Mr. Sammy Gyamfi, has said he’s surprised that Vice President Mahamudu Bawumia, who was made the chairman of the economic management team of the Akufo-Addo government is nowhere to be found despite the increasing hardship bedeviling the country. The Paramount Chief of the Paga Traditional Area His Royal Majesty Pe Pwanalunga-Charles Awiah Awampaga II has appealed to the government to come to their aid. According to the Chief, the inability of the government to come to their aid after 2 years of fire incidents at their Senior High School has forced their students to rent houses which are causing a lot of teenage pregnancies at the school. He said: “there are few things we will like to plead with you. One of them is the Senior High School. There was a time the girl’s dormitory got burnt and more than 2years down the lane, nothing has been done to it, and is even a day school we appealing to you, we are on our knees, come to our aide because it is a border town and they are facing a lot of challenges. They are encountering teenage pregnancies because they have to rent and the things they do whiles they do their studies is an eye saw, we are pleading with you to come to our aide”. He pleaded The Chief also cease the opportunity to ask for government intervention on their collapsed bridge which he said, is linking more other communities. “We have a bridge that is linking to so many communities from Paga to Navio, Sirigu, and back to Bolga. It has been closed down, making economic activities very hard for our people. Farmers bringing their farm produce is a Problem for us. Come to our aide in this regard”. However, making the last appeal to the Vice President Dr. Mahamudu Bawumia, the Chief said: “Please, we know that is not easy but we want to add. We have a school here which is highly in need and is an Arabic school Paga English and Arabic, we are appealing to you to give us 6unit classrooms to serve as one of the best schools”. According to Vice President, the challenges in the health sector, which include the non-availability of hospitals in some Districts across Ghana, is a serious issue, stressing that the Akufo-Addo-led- government had taken a bold decision to address it. Northerners deserve to be treated with respect-Frank Fuseini Adongo
The former Upper East Deputy Regional Minister Hon. Frank Fuseini Adongo has added his voice following the ethnocentric pronouncement made by Mr. Hopeson Adorye against Northerners. However, describing Mr, Adorye’s pronouncement as a ‘reckless comment’, the former Zebilla legislator urged all sons and daughters of the five northern regions to forgive Mr. Adorye for his unfortunate loosed talk which does not represent the NPP’s position as a political party. Dr. Adongo expressed worried that the opposition NDC, will use Hopeson Adorye’s remark to knock the heads of NPP against the people of the north in the 2024 general election. Mr. Adorye is reported to have said during the walk, “The NPP has a tradition. Our tradition is Busia, Danquah and Dombo. Danquah represents Eastern Region and the bottom (south), Danquah represents Ashanti Region and the Bono areas, while Dombo represents Northern Region. And we had to save the banking system and the deposits of 4.6 million people”. “Of course, we also had COVID coming in at the end of 2019”, and “And we had the worst depression since the 1930s in the global economy and COVID had its major impact”. “Of course, from the President’s point of view at the time of COVID, the emphasis was to save lives and was not on fiscal discipline and, so, we had to, basically, focus on saving lives at great fiscal cost, but before we could know it, Russia and Ukraine also came to add to our troubles and we are dealing with those issues”, Dr. Bawumia said. “fiscal discipline, really is the ability of the government to balance revenues and expenditures and when discipline is not maintained, expenditures inevitably exceed revenues and that creates a deficit”. “Following where we are, the government has focused, in the 2022 budget, on fiscal consolidation to enhance debt and fiscal sustainability, as we implement our economic revitalization and transformation programme”, he said. “the implementation of the measures highlighted in the 2022 budget should lead to a significant fiscal adjustment from a projected deficit of 12.1 percent of GDP in 2021 to 7.4 percent of GDP in 2022, and this represents a 4.7 percentage-point downward adjustment in the deficit in one year”. “In January 2022, the government announced and began implementing a 20-per cent expenditure cut as part of the fiscal stabilization and debt sustainability measures through the minister of finance and this was followed by an additional 10 percent cut in discretionary expenditure, all an attempt to balance the fiscal position and restore fiscal discipline following the banking crisis, the COVID, and Ukraine-Russia war and so on”, Dr. Bawumia said. In addition, Dr. Bawumia said, “the ministry of finance has strengthened expenditure monitoring systems and processes to ensure effective implementation of these measures”.
