JUST IN: Over 300,000 People on NABCO Career pathways portal is a factor for slow system

The Director in charge of, Business Research and Skills Development at the Nation Builders Corps Head Office Mubarak Bowan in an exclusive interview has told Apexnewsgh.com that the career pathways portal produced for NABCO beneficiaries across the country wasn’t fast as expected because over 300,000 people who are not trainees were trying hard to log in to see if they have access to the system with different motives. “…you must understand that is not only trainees who are trying to log in, there are over 300,000 people who are not trainees who are trying to log in to see if they can have access to the system. The motive is that someone who has finish National Service is not on NABCO but have heard that there is this portal that leads to permanent jobs and they are trying to see, is there a way I can move in. Others have heard of it; they are not NABCO trainees but they want to see how it looks like. Some have heard that the way it is structured for you to create your profile and CV, is according to an international standard, so they want to see if they can use it to also build their own profile. So, that is the second group of people and then you have a third group of people who are just hackers and those ones are not only from Ghana. So, we have identified an attempt to log into the system from the U.K, USA, China, Russia, and from the Middle East.” He told Apexnewsgh.com However, he admonished those perpetuating such act including hackers to stop, to enable beneficiaries, go through the registration process successfully without facing all these load challenges due to their unfortunate actions and inactions. “…but it is very simple, once you don’t have the identifiable access, you will not be able to log in. So, the pressure will continue a bit and fissile out, because people who will realize that once am not a NABCO trainee I cannot log in will stop. UER: Follow procurement laws – Paramount Chief admonishes GES accountants

The President of the Upper East Regional House of Chiefs and the Paramount Chief of the Chiana Traditional Area in the Kassena-Nankana West District, Pe Ditundini Adiali Ayagitam has appealed to members of the Association of Educational Accountants Ghana (AEA) to ensure proper checks and balance in the procurement process to reflect their motto of integrity and accountability. Speaking in an address at the Association’s 2019-2020 national annual conference held at GNAT Conference Hall in Bolgatanga, the Paramount Chief observed with checks and balance, hidden lapses and malfeasance can easily be identified and rectified to execute their profession with high ethical principles and also work within the tenants of probity and accountability. The 2019-2020 National Conference and annual general meeting were on the theme “Strengthening Controls in Public Financial Management in Ghana Education Service, the role of the Accountant. The Association of Educational Accountants Ghana (AEA) appealed to the government through the Ghana Education Service (GES) to challenge its members with promotional benefits to motivate them. The association wants its members who are Chartered Accountants to be promoted to the position of Payroll Auditors at various Educational Institutions. GES accountants drawn from all the sixteen regions of Ghana were admonished to give the best technical advice to the headmasters and develop a good rapport with them whilst, helping to monitor the work of the teachers, especially the non-teaching staff since the non-teaching staff give much credence to the accountants and take instructions from them more than the headmasters and their assistants. They were charged to ensure value for money in the management of resources at their disposal by strictly following procurement laws. The leadership of the association said they will present a paper on an anomaly to TEWU of TUC Ghana concerning the promotion of Principal Accountants to the rank of Deputy Chief Accountants without a responsibility allowance. They noted that the association was in talks with TEWU of TUC to see how GES could occasionally pay for the cost of its member who may want to pursue professional academic courses. Touching on the need to practice within the professional ethics, members of the association especially the young ones were urged to see their academic advancement as a stepping stone to achieving the professional heights. GES, Fair Wages: Teacher Professional Development Allowance Tax Free

The Management of Ghana Education service has in a letter sighted by GhanaEducation.Org indicated that the Professional Development Allowance paid to teachers was not supposed to be taxed. According to the GES, this was part of the agreement reached with the various stakeholders prior to the payment of the allowance. In a letter to the Fair Wages and Salaries Commission, The Director-General of GES, Prof. Opoku Kwasi-Amankwa disclosed that the allowance was not supposed to be subject to tax deductions. However, the payments made to teachers were taxed which has led to agitations by the chalk fraternity across the country. “It was agreed that this was not subject to tax. Incidentally, there are indications that the money … has been taxed contrary to the agreement reached.” The letter dated 19th November 2020 detailed. The GES has therefore called the Fair Wages to take steps for the correction to avert further agitation among teachers. It further asked that the Fair Wages and Salaries Commission expedites action, liaise with the Ministry of Finance and the Controller and Accountant General, to correct the anomaly. Taxed Professional Development Allowance Response from Fair Wages The Fair Wages and Salaries Commission has responded to the letter and called on the Ministry of Finance to correct the error. It called on the MoF to take necessary actions to ensure the Controller and Accountant-General’s Department to correct the error. “We, therefore, would be grateful if you could authorize the Accountant-General’s The department not to subject the allowance to a tax deduction to forestall agitations from the Teacher Unions.” The reply indicated. Teachers who suffered about to 18% tax deduction on their allowances are hopeful that the necessary steps will be taken to credit their accounts with the deductions made on the Professional Development Allowance.
