Protests in Talensi on eve of Akufo-Addo’s tour of Upper East Region

Protests broke out on Tuesday at Winkogo, a key electoral area in the Talensi District, 24 hours before President Nana Addo Dankwa Akufo-Addo’s timetabled tour of the Upper East Region. The protests were staged by the community members of Goriko, an integral suburb of Winkogo, where the now-governing New Patriotic Party (NPP) organised its last rally whilst in opposition ahead of the eventful Talensi by-election in 2015. In fact, polls watchers have always said Winkogo is to the Talensi Constituency what Florida is to America in the light of electoral importance. The Tuesday’s protests had the agitators threaten to ban all political parties from campaigning in the area ahead of the December 7 general elections if their demand was not met in seven days. The protests were provoked by three core issues: Goriko has not had electricity since it came into being centuries ago; a project initiated by government to connect the community to the national grid has been abandoned since 2016; yet the same abandoned project has been deceitfully declared to have been completed in a document sighted by the community. The protesters were wearing blood-red bands and vehemently showing placards to news cameras as they chanted in unison and repeatedly: “No electricity, no vote!” The Goriko Youth Association convened a news conference on the same day, with the Chief of Winkogo and both the immediate-past and the current assemblymen of the electoral area in attendance. According to the association’s narrative, the contract was awarded to the E.K. Asare Enterprise under the government’s Self-Help Electrification Programme (SHEP). Work was in progress until the project came to a standstill in the last quarter of 2016. When asked why execution was halted, the contractor said government failed to provide him with some “high-tension poles, wiring cables and stays” required to complete the job. Then, he told members of the community to get involved in a monthly meeting held by contractors at the conference room of the Northern Electricity Distribution Company (NEDCo) in the Upper East regional capital, Bolgatanga, so that they could verify his claims there. The Chairman of the Goriko Youth Association read the statement at the As representatives of the community attended the contractors’ meetings, they eventually discovered a copy of minutes taken in a meeting held on Thursday 31st May, 2018, stating that the electrification project at Goriko had been completed and was awaiting commissioning. The community’s representatives left the meeting, shell-shocked as the project in question actually was yet far from completed and had remained abandoned. “The assertion in their minutes is rather on the contrary, misleading and does not conform to the reality,” the association remarked in a statement read by its Chairman, Abugre Stephen Ategebire, at the Tuesday’s news conference. The statement continued: “Again, we proceeded to the [Talensi] District Assembly to either confirm such information on the minutes or prove otherwise. Then and there, the current DCE, Dr Boatbil Christopher, showed us a document with information not different from what we intercepted in the minutes. Based on the information gathered, we the community have the suspicions that the project has been abandoned and will not be continued.” A community in grief over four evils The depth of the wrath in the hearts of the agitators could be felt in the heavy sound of their feet as they tramped around places where the contractor had planted electricity poles and left them to waste away in their holes. Angry men lifted some rotten electricity poles and carried them together on their shoulders as women and children marched along with plywood placards. The association’s Organiser, Achim Awuni, told journalists at the scene that those rotten poles belonged to some separate electrification projects which similarly were abandoned halfway in the past. He said those poles, after they got rotten, were removed and replaced with fresh ones which also were left to rot in the community after contractors walked out on the projects in succession. He pointed at the surviving poles (which have been standing without wires since 2016) as the fourth set of poles brought in to replace the ones contractors left to rot away. “The absence of light in the community results in high levels of teenage pregnancies, incidences of kidnapping, stealing and poor performances of our pupils at ICT. Young girls and boys of the community resort to moving to the neighbouring community to learn at night during which most of them end up sleeping with boyfriends, subsequently becoming pregnant and dropping out of school. There have been three kidnapping-attempt cases in the community but, God being so good, these bad persons could not succeed due to the timely intervention of the community members. “Bad persons from other communities took advantage of the dark nature of the community at night to steal our properties including the properties of the Goriko Primary School and the KG. Facilitators of our community school find it difficult to project and impact knowledge to learners using ICT devices since the school does not have electricity. If there is no sign of resumption of work at the site within one week, from today 6th October, 2020, to 12th October, 2020, we would have no other alternatives than to advise ourselves, not excluding banning any political party from campaigning in the community and we mean it,” the statement said. “Demonstrations against the government, not against me”— Contractor Speaking to the press, the Chief of Winkogo, Naba Moses Aganzuah, appealed to the government to pay attention to the public outcry at Goriko before the upcoming polls. He said the threat by the aggrieved community to ban political activities in the area if the contractor failed to resume work in seven days was beyond his powers as a traditional leader. “The NDC Government lost power when they were working. A new government has come. We are appealing to the current government, the NPP Government, to complete the work for Goriko people. Electrification is an important project in any community,” the immediate-past Assemblyman for Winkogo, Joseph Ateem, told

“Your service was not service to us”, Dachio Chief to Gov’t

The Chief of Dachio community, a community in the Bolgatanga East District of the Upper East Region, Naba Thomas Adongo Akaliga II has hinted, the service by the New Patriotic Party (NPP) government to provide a dam for the community was not services to them as the dam could not meet its usefulness. According to him, the dam after its construction failed to meet the odds, and can only be described as punishment to the community members as it has further deteriorated their road and properties any time it rains heavily. Naba Akaliga II spoke to Apexnewsgh.com after reports suggested that the dam was part of the three dams in the district said to have been completed. But baffled at the reports, Naba Akaliga II explained that they can only describe the dam as a waste of their farmlands. “This was not what I and my people were expecting from the government. If this was what they {government officials} said I would not have agreed to release our farmlands for them to waste it. This dam is nothing but a waste of land and can not be served as services to us. Just look, how many months are we in, the eighth months yet this dam can not collect water and you want us to call it a dam that has been completed. Why can’t we stop deceiving ourselves for once?” He added that anytime he passes there he usually tried his best not to look at the dam because of its disappointment to their long expectations. “Anytime I passed here, I normally forced myself not to look at it, and do you know why because the more I look at the dam, the more I become angry at the work done. The dam as well as the government has failed us. We are a farming community and was expecting something meaningful that can assist us in dry season farming, not this. It can’t even collect water for wet season how more of the dry season.” “The sad part of it is, the spillway of the dam has been directed toward a road. Now, the road has turned to a river thereby making it difficult for easy passage for commuters in and out of the community”, he stressed. He, therefore, asked relevant authorities to as matter of urgency find a lasting solution to their plight or better still covers it up to avoid further destruction. “There are two things I want the DCE to do which are; to either call the contractor back to the side to properly work on the dam to meet its usefulness or find a caterpillar to come and cover this pit up to protect lives and properties because it can best be described as a death- trapped.” But when newsmen contacted the District Chief Executive for Bolgatanga East Rev. Emmanuel Abole assured the chief and his people that the contractor has been asked to come back to the side despite his inability to give a specific time and date. “If the dam were to be a book, i would have asked government to comeback for their dam” Apexnewsgh.com/Ghana/Ngamegbulam Chidozie Stephen Please kindly contact APEXNEWSGH on Email: apexnewsgh@gmail.com for your credible News publications

Bernard Mornah Chairmanship slot defeat is a blessing for Ghana- Dr. John Osei Bobbie

A political Scientist Dr. John Osei Bobbie has described the defeat of Bernard Mornah as National Chairman of the People’s National Convention (PNC) as a blessing to Ghana democracy. Speaking on the A1 radio Daybreak Upper East program on Thursday, October 1, 2020, monitored by Apexnewsgh.com the political Scientist was very emphatic with his response on PNC Congress results outcome with took place yesterday. According, to Dr. Bobbie, the defeated PNC Bernard Mornah has no good intentions for the growth and sustainability of PNC. “Unfortunately, Bernard Mornah was not building PNC, I think he was more or less working for the NDC and not building PNC as a party. He has that charisma and I thought, he would use the charisma to push PNC forward, and unfortunately, he was always doing the biding of NDC, as a third party, you should appreciate where you need to give appreciation and condemned where condemnation is deserved. But in a situation, you decide to follow only one line and even you will not come down to the region to help mobilize the party to move the party forward to enable Ghana politics to have a strong third force, then you are not doing all of us any good. He losing the PNC Chairmanship slot is a step in the right direction, is a blessing for Ghana, and a blessing for the PNC.” Responding to the criticism of some elements of the opposition National Democratic Congress (NDC) which suggest that the governing New Patriotic Party has hands in Bernard Mornah defeat, Dr. Bobbie said such criticisms cannot be entirely factual because the same people wouldn’t have come to say same if Bernard Mornah had won. Navrongo Central Constituency: Where will the pendulum swing?

The stage is set for the two parliamentary aspirants from the New Patriotic Party (NPP) and the National Democratic Congress (NDC) in the Navrongo Central Constituency in the Upper East Region to compete in this year’s parliamentary elections in December. The candidates, Miss Tangoba Abayage, who is the current Upper East Regional Minister, is facing the opposition NDC’s, Mr Sampson Tangombu Chiragia, a.k.a., ‘STC’, a tax auditor. The Navrongo Central is already known as a swing constituency judging from the voting patterns since the country’s return to constitutional rule in 1992. Both the NPP and the NDC have been dominant in occupying the seat and the competition is, therefore, a two-horse race between the NPP and the NDC. In 1992, Godfrey Abullu of the NDC won the parliamentary election and in 1995, when there was a by-election, an independent candidate, John Setuni Achuliwor, won and occupied the seat. In 1996, however, Clement Tumfuga Bugase, won on the ticket of the NDC. Then in the year 2000, Achuliwor came back again, but this time around on the ticket of the NPP and won the election. Unfortunately, Achuliwor’s tenure was short-lived as he died in a motor accident on January 25, 2003 warranting a by-election on March 25, 2003. The incumbent MP for the constituency, Mr Kofi Adda, won the by-election for the NPP and became an MP in 2003, going ahead to win subsequent election until he was defeated in 2012 by the NDC’s Mark Owen Woyongo. Mr Woyongo held the seat for the NDC until he lost it in 2016 to Mr Kofi Adda. Skirt, blouse An assessment of the voting pattern in the general election between 2008 and 2016 points to the fact that members of the Navrongo Central Constituency voted ‘skirt and blouse’ in the 2016 election. At the parliamentary level, they voted for the NPP candidate, who is also the current MP for Navrongo Central and Aviation Minister, Mr Adda, but the constituents, however, voted for the NDC’s flag bearer and former President, Mr John Mahama, with 18,810 votes, representing 47.19 per cent, while the sitting President Nana Addo Dankwa Akufo-Addo secured 18,759 votes, representing 47.06 per cent. In 2012, the electorate in the constituency voted for the NDC in both the parliamentary and presidential elections. Mr Mark Woyongo polled 17,907 votes, representing 53.16 per cent, to beat his closest rival, Mr Adda who got 15,443 votes representing 45.84 per cent. These voting patterns, therefore, re-echoes the point that winning the 2020 parliamentary election is going to be a 50-50 affair. Judging from the results of the last three election, both the NPP and the NDC presidential candidates have had significant votes compared to the smaller parties such as the People’s National Convention (PNC), the Convention People’s Party (CPP), the United Ghana Movement, the Great Consolidated Popular Party, the Progressive People’s Party among other parties. The smaller parties can, therefore, not pose a threat to the NDC and the NPP at both the Parliamentary and the Presidential levels. Candidates’ background Both aspirants are contesting the parliamentary seat for the first time in a general election. They both have rich experiences and solid backgrounds in their chosen career. Just as Ms Abayage perhaps has an urge over her NDC contender as her government is currently in power, Mr Chiragia, on the other hand, is also arguably counting on his strength as a grass-roots man. Both candidates have solid academic and professional backgrounds in addition to their political experiences. For instance, while Mr Chiragia is a Tax Auditor, a member of a number of professional bodies, he has also been active in the party front as an organiser. A gender activist, Ms Abayage, is coming into the contest as the first female substantive regional minister of the Upper East Region, having defeated the incumbent in the NPP primaries. Candidates’ visions Both candidates have, as part of their visions and campaigns pledged to prevail on their respective campaign team members and supporters to avoid insults and conduct ‘issue-based campaigns’. Mr Chiragia, in addition, has indicated that his primary vision is to help create more job opportunities for the youth to enable them to contribute meaningfully to the development of their respective communities and prevent them from engaging in crime. He mentioned particularly local artisans and women’s groups who needed start-up capitals to establish their businesses as well as further training to acquire skills. Affectionately called the ‘Lioness’, Ms Abayage believes her ability to effectively manage the region so far puts her in a better position to handle the Navrongo Central constituency when elected as an MP. As a way of solving one of the development challenges of the constituency, she has taken the initiative to donate at least 1000 dual desks in a bid to reduce the number of children sitting on the bare floor of their classrooms for lessons. In August this year, the NPP Parliamentary Candidate donated 400 of the dual desks to the Kassena – Nankana Municipal Education Directorate to be distributed to schools in Navrongo. Constituents’ demands Generally, the constituents are looking forward to the conduct of peaceful elections, completion of ongoing projects and finding permanent solutions to the perennial flooding situation. The restoration of peace in the Doba-Kandiga areas, where a land dispute between the two communities on Saturday, July 4, 2020, resulted in the death of six persons and more than 30 houses torched, is also a major source of worry to residents in the Navrongo Central Constituency. Other challenges that residents of Navrongo are expecting duty bearers to help solve is electricity connectivity, poor road network in some communities and challenges of accessing health care under the National Health Insurance Scheme. According to the constituents, they needed policies that would engage them in economic activities. The people were also worried about lack of potable water in some of the communities and also called for concrete steps to address it. In the area of education, some members of the constituency were not happy

Kasapreko water, juice and soft drink factory commissioned by President Akufo Addo.

On Monday, 28th September 2020, President Akufo-Addo commissioned the Kasapreko water, juice and soft drinks factory, a company operating under Government’s 1-District-1-Factory initiative. During the ceremony at the premises of the company at Kwadaso, in the Ashanti Region, President Akufo-Addo pointed that the establishment of the factory is a concrete manifestation that the new paradigm of economic development, which his administration is vigorously pursuing, of insisting on value-addition industrial activities within a conducive and business-friendly environment, can make headway. “This afternoon’s ceremony is in fulfilment of the promise by Government, in partnership with the private sector, to set up at least one medium to large scale enterprise in every district of Ghana,” he said. The 1-District-1-Factory initiative, the President explained, focuses on the promotion of commercially viable business ventures, through the establishment of an institutional framework that will attract private sector investments in rural economic activities. “In response to this, Kasapreko Co. Ltd took the initiative, with the support of Government, to build this new factory at Tanoso, in the Kwadaso District of the Ashanti Region,” he said. He continued, “The factory will produce water, juices, and soft drinks. Kasapreko, in addition to the twenty-five million United States dollars ($25 million) borrowed from Stanbic Bank for this project, also received waiver of duties on machinery and raw materials, as well as a 5-year tax holiday, which, together, will be worth twenty-eight million United States dollars ($28 million) from Government.” With a capacity to produce some 35,000 bottles per hour of juices and non-alcoholic soft drinks, and 15,000 bottles per hour of water, working at full capacity, the President noted that the factory will employ 300 people directly, and also generate some 3,000 indirect jobs through the supply chain. President Akufo-Addo applauded the company for sourcing 90% of its packaging materials domestically, as bottles, caps and cartons are all produced in Ghana. The Kasapreko Tanoso factory will be serving the Ashanti, Bono, Ahafo, Northern, Savannah, North East, Upper East and Upper West Regions, as well as export its products to our neighbouring countries such as Burkina Faso and Côte d’Ivoire. Government, President Akufo-Addo stressed, remains committed to supporting private sector operators, like Kasapreko, to become globally competitive, and, thereby, take advantage of market integration frameworks such as the African Continental Free Trade Area (AfCFTA), whose Secretariat has been established and commissioned in Accra. “I am particularly pleased that a successful and innovative company like Kasapreko is finding new opportunities under the 1D1F policy, and would like to assure them of Government’s unwavering support,” he added. To companies operating under Government’s 1D1F programme and other companies operating at the local private sector operating at the district level, the President reminded them that the Ministry of Trade and Industry, in collaboration with relevant Ministries, Departments and Agencies, has established an institutional mechanism to provide strategic support and assistance to them. “That is why we have established Business Resource Centers in sixty-seven (67) districts across the country, thirty (30) of which have already commenced operations. I commend the shareholders and management of Kasapreko for their diligence and commitment towards boosting the capacity of our nation towards self-reliance,” he said.
