Yaw Buaben Asamoa, National Communications Director of the New Patriotic Party (NPP), has admonished Ghanaians to welcome the Electronic Transaction Levy (E-Levy) read by Finance Minister. Mr. Asamoa is optimistic that, the E-Levy read out by Mr. Ken Ofori-Atta during the 2022 Budget week ago will provide a reliable source of income, which will help to execute massive developments across the country. “You will now find a reliable source of income towards public growth…, a reliable way of delivering goods and also especially delivering roads. It helps with delivery of hospitals, reliable way of supporting our security services, essentially all the things that are public goods that individuals cannot provide but the government must. “Things which do not bring immediate profits but need heavy investment especially infrastructure,” Buaben Asamoa said while engaging the media in the Western Region on the 2022 budget. However, Mr. Asamoa believes the E-Levy will be the savior of Ghanaians and will see the country depart from petrol politics where levies are always imposed on the public through the increase of fuel. “it E-Levy gives us the opportunity to depart from the old petrol politics. All the political parties who have governed this country in the 4th Republic have focused on petroleum as a source of taxing. Indeed, there was a time when all you have to do for a budget was to announce an increase in petrol prices and everybody else will increase their prices. “This has persisted. This year, we have decided based on the novel budget that we will let petrol politics rest and so we are moving petrol out of the political tax bracket and this will be a major departure,” Buaben Asamoa said in his defense of the E-Levy in the 2022 Budget. He said his new comments about having the power to remove President Akufo-Addo are clear signs that he talks anyhow. President Nana Addo Dankwa Akufo-Addo’s nominee for Municipal Chief Executive (MCE) for the East Gonja Assembly Mr. Ricahard Broni, has been confirmed by the assembly members. Mr Boni was confirmed when he obtained 34 ‘yes’ votes from the Assembly members on Monday, 22 November 2021. His nomination followed the two-time rejection of Mr. Mohammed Tamimu by Assembly members. A statement signed by the Minister of Local Government, Mr. Dan Botwe, directed the Savanna Regional Minister to “liaise with the Regional Electoral Commission to conduct the confirmation process of the nominated Chief Executive.” The confirmed MCE, who is a trained teacher from Kalande in the East Gonja Municipality, was among the 24 aspirants for the MCE position. Mr. Broni was the headteacher for Salaga Presby Primary in the East Gonja Municipality till he joined a non-governmental organization, FHI 360, on their USAID Ghana Partnership for Education learning project in 2017, as the Regional Training and Coaching Coordinator for the Northern Region. Asiedu Nketia, the General Secretary of the opposition National Democratic Congress (NDC) has ridiculed the 1.75% E-Levy electronic transactions declared by Finance Minister Ken Ofori-Atta during the 2022 budget to parliament. As soon as the 2022 budget is approved by parliament, all electronic transactions across Ghana will be charged. According to the Finance Minister, such move is to help gather revenue in the country. Meanwhile, Ghana recorded a total GHS500 billion from e-transactions in 2020 compared with GHS78 billion in 2016. Mr. Ofori-Atta explained, that government is charging an applicable rate of 1.75% on all electronic transactions covering mobile money payments, bank transfers, merchant payments and inward remittances, which shall be borne by the sender except inward remittances, which will be borne by the recipient. “It is becoming clear there exists an enormous potential to increase tax revenues by bringing into the tax bracket, transactions that could be best defined as being undertaken in the informal economy.” “Mr Speaker, to safeguard efforts being made to enhance financial inclusion and protect the vulnerable, all transactions that add up to GHS100 or less per day, which is approximately GHS3,000 per month, will be exempt from this levy,” he said. “Mr Speaker, this new policy also comes into effect once appropriation is passed from 1st January 2022. The government will work with all industry partners to ensure that their systems and payment platforms are configured to implement the policy,” he said. However, reacting to the step taken by the government, NDC General Secretary said, “…when they mentioned that they are scrapping road tolls, I said that there’s something bigger, something unpleasant that they are bringing on board”, indicating: “MoMo is now the game of the day it penetrates to the rural areas, the unbanked population; they use MoMo, so, if you are taxing that one and you’re rather cancelling road tolls whose incidence falls on vehicle owners, it means that it is not a pro-people budget at all. You don’t maximize revenue at the expense of people who are overtaxed”. Mr. Asiedu Nketia told journalists in parliament after the 2022 budget. The Ghana Catholic Bishops Conference has called on President Nana Addo Dankwa Akufo-Addo to take immediate steps to halt the wanton dissipation of the country’s resources by politicians and their cronies for personal gains. The president of the Ghana Catholic Bishops Conference, Most Rev. Philip Naameh, who made the call at this year’s plenary assembly of the association in Wa, said the practice has led to high perceived corruption and corruptible practices among the ruling class which is taking a toll on the national economy and worsening the poverty situation in the country. “Though poverty stares us in the face, it appears lost to those with power. The expressed commitment of the president of the republic to protect the public purse, a promise that citizens welcomed, seems to be an illusion now. Are those managing the public purse not concerned about waste and misapplication of resources that belong to all Ghanaians? Can this be referred to as irresponsible use of power or the lack of compassion and empathy?” The Most Rev. Philip Naameh cautioned politicians not to take the will of the electorate for granted, saying “those who are entrusted with power that comes from our collective will must know that what they do with that (power) shapes what we all will become in the future”. The association also decried the challenges confronting key sectors of the economy such as education, health, mobility and transport, fake news and misinformation, cybercrime and prostitution as well as inadequate communication and ICT infrastructure and called on the government to take immediate steps to mitigate the current economic situation by initiating policies that will lead to the creation of sustainable jobs for the teaming youth in the country. The president of the Conference also called for an open and honest dialogue between the government and all stakeholders to address the difficulties that have arisen in the education and health sectors due to the Covid-19 pandemic. The Bishop of Wa, Most Rev. Richard Kuuia Baawobr in his welcome address expressed concerns about the overspill of criminal activities and disasters such as diseases, pestilence, armed robbery, and other vices from neighbouring countries. Nana Akomea, the Managing Director of the State Transport Company has said that a promise by then-candidate Akufo-Addo to reduce the prices of fuel was a campaign promise which should not be held against him. According to Nana Akomea, on the campaign trail, politicians make all kinds of promises, some of which they are unable to fulfill. He explained that President Akufo-Addo’s promise was borne out of the excitement of the political campaign and therefore should be disregarded. Nana Akomea who was on Metro TV’s Good Morning Ghana show last week with the Member of Parliament for North Tongu, Samuel Okudzeto Ablawka accused the lawmaker of making similar promises as a member of the Committee for Joint Action, CJA. He however added that politicians should show honesty by apologizing to the citizenry when they are unable to fulfill a promise they made. He singled out former President John Agyekum Kufuor as a leader who conceded to not being able to fulfill a promise he made during his campaign. “Every political leader on campaign makes the same comment. CJA, where Sammy Okudzeto says that is where he got his political influence, they made the same sentiments. All of them. When leaders are campaigning they make these promises but when they come into office, there is a reality check. “When you are a political leader and you make certain statements as part of your messaging to the Ghanaian people and you come into office and see that the reality is different, you need to go back to tell them why you made this promise but why it is difficult for you to fulfill that promise. You need to do that. “President Kufuor is very famous for that when he talks about some issue that he campaigned against the Rawlings government. When he came into government and realized that the reality of the situation is that he couldn’t do much about it, he actually acknowledged and accepted it. He came out and said it is different and acknowledged it. I think leadership should acknowledge it”, he said. Some Oil Marketing Companies (OMCs) recently week increased the prices of fuel at their respective pump stations. Viral photos indicate that Total has increased their prices of petrol and diesel to GH¢6.90. Chief Policy Analyst at Ghana Institute of Public Policy Options, Charles Wereko Brobbey has meanwhile advised the government to use the windfall from the oil revenue to cushion the price. “We’ve been told by the President that we’re a net exporter of oil now. That means that each time oil prices go above the baseline figure of $54 per barrel [that is used for our budgeting for revenue projections], the Government of Ghana is making a windfall from the price increase and as this goes on, we the consumers are suffering from the price increase because of the application of price formula. “So I think if the Government of Ghana wants to be a caring government, it should ensure that all the extra windfall profits which have come from $54 to $85 are applied to moderate the price increase,” he said. — ghanaweb. Wilson Dabuo in a statement release on October 29, 2021 and copied to the media and national party office with the title “The Deteriorating Plight of the Upper East NPP Communicator, Consequent to a Profiteering Puppet Communication’s Director“ According to the disowned Wilson Dabuo, “Sanusi the Regional Communication Director is one of the biggest disappointments in the scheme of communicators’ disappointments. Communicators just pretend all is well! Under his leadership, which conveniently formed the basis of his description as a Profiteering Puppet, the consistency and regularity with which the remittances came from the presidency, the Vice President and the National security Minister, began to witness a dwindling effect and to some extent could be described as a drought in perpetuity”. He further claimed that “From an earlier remittance of ghc800, it came down to ghc350, then to ghc300 and then to ghc200. In this trend, however, it will take the members three months or more before the latter could be paid. Sometimes, it becomes clearly impossible to find out the source of the money because of its irregularities. You dare not ask for clarity. When you do, he would tag you with suspicion”.
