The Member of Parliament for Assin Central Kennedy Agyapong , has hinted that he has only barely 48 hours to live all his wonderful all his life on this planet earth. However, he asked God to change the heart of those planning his assassination as he prayed and asked God to expose planning his murder. NDC, NPP split seats on parliament’s Appointment, Business committees
Parliament has announced members of the Appointments Committee with both parties represented in the house having 13 slots each. The last appointment committee had 16 NPP MPs against 10 from the NDC side. The new committee has as chairperson, the first deputy speaker and MP for Bekwai, Joe Osei-Owusu. The vice-chair is Alexander Kwabena Afenyo-Markin. Ursula Owusu Ekuful, Mathew Opoku Prempeh, Patricia Appiagyei, Frank Annoh-Dompreh, Osei Bonsu Amoah and Patrick Yaw Boamah are some NPP MPs on the committee. Leader of the NDC caucus, Haruna Idrissu and the party’s chief whip, Mohammed Muntaka Mubarak are also on the committee. Other NDC members on the committee include Mahama Ayariga, Sampson Ahi, Samuel Okudzeto Ablakwa, Alhassan Suhuyini, James Agalga and Francis Xavier Sosu. With no clear majority in the house where both National Democratic Congress, NDC and ruling New Patriotic Party, NPP, have 137 MPs apiece, it took the alignment of independent lawmaker, Fomena MP and second deputy speaker to enable the NPP to be declared the ‘majority group.’ The appointments committee recommends to Parliament for approval or persons nominated by President for appointment as Minister of State, Deputy Minister, Members of Council of State, the Chief Justice and other Justices of the Supreme Court and any other persons specified under the constitution or under any other enactment. The Business Committee was also constituted with 10 members apiece. That committee is led by leader of the NPP caucus, Osei Kyei-Mensah-Bonsu, with Afenyo Markin as vice-chairperson. Drama at Supreme Court as Tsatsu Tsikata trades ‘legal blows’ with judge
Events got more interesting at the Supreme Court on the second day of the 2020 election petition as Tsatsu Tsikata, counsel for John Dramani Mahama, exchanged words with a member of the Supreme Court panel hearing the case. On the chopping board today was a request by lawyers for John Dramani Mahama, for the chairperson of the Electoral Commission, Jean Mensa, to respond to questions on errors she made during the declaration. The lawyers had filed a motion asking Jean Mensa to concede to making errors in the declaration. In the course of arguing out the motion, Tsatsu Tsikata got into a brief verbal debate with Justice Nene Amegatcher. Presenting his argument, Tsatsu kept referring to Jean Mensa as an individual instead of her office; the Electoral Commission in its entirety. This did not go down well with Justice Amegatcher who demanded Tsatsu to direct his questions and statements to the office of the EC chair instead of personalizing it. This resulted in a stand-off between the two legal brains. It seems to me that your attack is with the personality and not the office. We will be happy if you just limit it to the office and not the EC because in her absence, any of her deputies could step in. TT: Respectfully my lord, there is only one Returning Officer for the presidential election and that is the EC chairperson. NA: let’s leave it at that, Chairperson of the Electoral Commission and not her person. TT: But my Lord, she is the Chairperson and she has a name, or I am not allowed to mention the name of the Chairperson. NA: The question should be to the office. TT: I want to understand, Am I being prohibited from mentioning the name of the Chairperson, is that the issue? NA: Reading through your petition which makes constant emphasis on the name, what I am telling you is that we will be satisfied with the designation because in her absence any of her deputies could act in that position. TT: My Lord… NA: So, it is an election petition and you are challenging the election, it is sufficient that the institution charged with the conducting that election had done their work and the Chairperson who is the head represent that institution and not the personality. TT: With the greatest respect, I believe that the constitutional requirement regarding the returning officer and the particular circumstances do not make it possible to step in for the Chairperson, it cannot be like you are envisaging. At the end of proceedings, the motion filed by John Mahama’s lawyers was quashed by the seven-member panel. Apex court ruled against NDC 2020 presidential candidate motion for EC to….
The Supreme Court has dismissed John Dramani Mahama’s motion for Jean Mensa the EC Chairperson to accept errors in the election declaration of the December 7, 2020 general elections. Motion for leave filed by the lawyers representing NDC John Dramani Mahama in the election petition case to serve interrogatories on the Electoral Commission (EC). Mahama was seeking to compel the EC to provide answers to some questions known in legal parlance as interrogatories. In law, interrogatories are a formal set of written questions propounded by one litigant and required to be answered by an adversary in order to clarify matters of fact and help to determine in advance what facts will be presented at any trial in the case. Some of the information Mahama’s legal team led by Tsatsu Tsikata was seeking answers to included the manner in which the results of the 2020 presidential polls were transmitted and the level of involvement of the National Communications Authority (NCA) in the process. But both the lawyers for the Electoral Commission and President Nana Akufo-Addo opposed the application. They argued that John Mahama and his legal team were using the “back door” to seek further information from the EC that were not captured in their petition. Mr. Akoto Ampaw, the lawyer for the President, Nana Addo Dankwa Akufo-Addo, described the application as a “fishing expedition”. The Supreme Court in a unanimous decision dismissed the application. According to the apex court, the interrogatories were irrelevant to the case. However, it set tomorrow, Wednesday, January 20, 2021, for case management. Seth Terkper the former Ghana Finance Minister under John Dramani Mahama has advised Akufo-Addo- Bawumia government to give attention on homegrown policies to help revive the economy or get ready to return back to IMF. Mr. Terkper who was speaking on Morning Starr on Tuesday monitored by apexnewsgh.com, said, what we have to do is not project higher growth figures and that will help us do a genuine budget. “If the advanced economies begin to recover, their growth will increase the commodity they buy from us and that will also help us grow.” His response came as a result of Credit rating agency Moody’s projected in its 2021 Sub-Saharan African (SSA) Outlook report that Ghana’s debt to GDP ratio will hit 80 per cent in 2021. Already, Ghana has gone above 70 percent. According to the Credit rating agency Moody, they expect most SSA sovereigns to see their debt burdens rise further in 2021. “The average debt burden in the region will hover around 64% of GDP in the near to medium term compared to the 47% average in 2015-19”. They said. Moody hinted that the country will be ranked second in Sub Saharan Africa with the greatest External Vulnerability Stress pressures. “In SSA, higher external vulnerability indicators – which are a measure of short-term debt and upcoming external debt maturities against international reserves – will be more challenging for sovereigns outside of monetary unions. Zambia and Ghana will see the greatest EVI pressures, with 2021 levels forecast to be 509% in Zambia and 143% in Ghana”. Meanwhile Mr Terkper said the government must pay attention to the warning by Moody’s because it is a very reliable rating agency.
