National Service Authority Uncovers Major Payroll Fraud in Birim North District

The National Service Authority (NSA) has unveiled a significant payroll fraud scheme in the Birim North District of the Eastern Region, implicating two senior officials—the District Manager and the MI5 Manager—in a calculated effort to siphon funds through the illegal validation of ineligible personnel. The fraudulent activities came to light following a collaborative investigation by the NSA and a whistleblower. During a crucial meeting held earlier today, the two officials were confronted with compelling evidence of their misconduct, leading them to admit their involvement in the scheme. As a result, both have been interdicted while further investigations are ongoing.

Preliminary findings indicate that the two managers orchestrated the illegal processing of monthly allowances for at least 29 individuals during the 2024/2025 service year and 49 individuals in the 2023/2024 service year. Many of these individuals were either on “Study Leave with Pay” or already engaged in full-time employment, but were deceitfully presented as regular National Service Personnel to allow for the wrongful disbursement of funds.

According to the NSA, this case highlights a broader systemic problem affecting the Authority across the nation. The fraudulent scheme not only involved salaried employees—including teachers, nurses, midwives, and customs officers—but also permitted them to receive additional monthly service allowances by concealing their employment status as they enrolled as regular service personnel.

The NSA clarified that while individuals who have not completed their mandatory national service obligation may register and serve even if employed, they are not entitled to monthly service allowances. This is due to the fact that they continue to draw salaries from their respective employers, thus disqualifying them from receiving the financial benefits reserved for those serving genuinely in the national service.

As part of a broader reform initiative, the NSA is taking strong measures to clean up the national service enrollment process and eliminate fraudulent practices that drain public resources and undermine the integrity of the programme.

The management has reiterated its commitment to accountability and transparency, pledging to pursue all individuals involved in similar schemes across the country and ensure that those responsible face the full consequences of the law. The NSA aims to restore trust and uphold the credibility of the national service system for future generations.
