The Attorney General, Dr. Dominic Akuritinga Ayine, has officially filed criminal charges against Mr. Solomon Asamoah, the former Chief Executive Officer of the Ghana Infrastructure Investment Fund (GIIF), and Prof. Christopher Ameyaw-Akumfi, the former Chairperson of the GIIF Board.
The charges are in connection with the contentious Accra Sky Train project, which has faced scrutiny since its inception.
The charges were detailed in a suit submitted to the High Court (Criminal Jurisdiction) in Accra on May 13, 2025. The allegations stem from an alleged misapplication of US$2 million. According to the charge sheet, both Mr. Asamoah, identified as the 1st Accused, and Prof. Ameyaw-Akumfi, the 2nd Accused, are confronted with multiple counts which include:
Conspiracy to commit a crime, specifically, wilfully causing financial loss to the Republic, in violation of Section 23(1) and Section 179A(3)(a) of the Criminal Offences Act of 1960 (Act 29).
Wilfully causing financial loss to the Republic, also contrary to Section 179A(3)(a) of the Criminal Offences Act (separate counts for each accused).
Conspiracy to commit a crime, namely, intentional dissipation of public funds, against Section 23(1) of the Criminal Offences Act and Section 1(1) of the Public Property Protection Decree of 1977 (SMCD 140).
Intentional dissipation of public funds, again contrary to Section 1(1) of the Public Property Protection Decree (separate counts for each accused).
The charge sheet outlines that in February 2019, Mr. Asamoah and Prof. Ameyaw-Akumfi allegedly conspired with the intent to wilfully cause a financial loss of US$2 million to the Republic. They purportedly authorized a payment to Africa Investor Holdings Limited for the development of an urban sky train system in Accra, a project that, according to the allegations, was never realized.
Mr. Asamoah held the position of CEO of GIIF from 2017 until 2024, while Prof. Ameyaw-Akumfi served as the governing board chairperson from 2017 to 2021. The filing of these charges marks a critical step in addressing concerns over accountability and governance within the management of public funds in Ghana.
