Ghana Introduces Mandatory Health Insurance Policy for Non-Resident Visitors

This initiative aims to ensure that visitors have access to necessary healthcare services during their stay in Ghana.

The “National Non-resident Visitors Health Insurance” policy, launched by the Ministry of Health in February 2024, mandates enrollment in a scheme that provides access to free healthcare. This policy applies to visitors arriving at airports on visas or visa on arrival, depending on their length of stay.

The policy was developed in collaboration with the National Health Insurance Authority (NHIA) and other partners, following lessons learned from the COVID-19 pandemic. During the pandemic, Ghana incurred costs for healthcare services provided to foreign nationals who fell ill, prompting the need for a health insurance policy for visitors.

Dr. Isaac Morrison, Vice Chairman of the Technical Working Group on the Visitors Health Insurance Scheme and Member of the NHIA Board, emphasized that this policy is essential for ensuring access to healthcare services for visitors. He noted that countries like Sierra Leone and Egypt have already implemented similar schemes in Africa.

The policy specifically targets non-residents visiting Ghana for less than six months in any 12-month period. With this new policy, Ghana aims to provide adequate healthcare services to visitors while reducing the financial burden on the country in case of medical emergencies.
